본 논문에서는 지수평활을 이용한 법원경매 정보 시스템의 낙찰가 예측 방법을 제안하였다. 이 시스템은 권리분석을 위하여 낙찰가를 예측하고, 낙찰예측가에 따라 배당 정보를 제공하도록 설계되어 있으며 이를 구현하기 위하여 물건 자료의 입력 인터페이스와 정보 제공을 위한 웹 인터페이스를 구축하였다. 자료 입력 인터페이스는 자료의 입력, 수정, 삭제 기능을 가지며, 웹 인터페이스는 법원경매 물건을 중심으로 관련 정보를 제공한다. 실시간 정보 제공에 초점을 두고 자동 권리분석이 가능하도록 하기 위하여 낙찰가를 시계열 자료로 표현하여 지수평활을 이용한 낙찰예상가를 예측하는 방법을 제안하고, 기존의 방법과 비교 실험을 통하여 제안방법의 유효성을 검증한다.

최근 들어 인터넷이 급격히 발전하면서 다양한 정보와 자료들이 실생활에 유용하게 쓰이고 있다. 그러나, 정보의 양이 급증하면서 사용자들이 필요로 하는 정보를 찾는데 걸리는 시간 또한 만만치 않게 소비되고 있다. 이를 해결하기 위해 지능형 검색 엔진, 에이전트 시스템 등의 개발로 정보 검색의 신속성과 정착성을 제공하게 되었다. 본 논문에서는 사용자들의 만족을 극대화하기 위한 목적으로 전문성을 필요로 하는 건설 입찰 정보의 분석을 통해 최상의 투찰가를 얻어내는 방법을 제시하고자 한다. 물론 미래에 대한 결과는 모두 일치시킬 수 없는 가정하에서 최상의 낙찰 성공률을 높이기 위한 부분에 논문의 목표를 두었다. 따라서, 본 논문에서는 사용자들에게 보다 신뢰성 있는 투찰가를 제공하기 위해 낙찰자료를 빈도분석 방법으로 접근하여 통계분석 결과 값으로 입찰자료와 비교, 분석하여 낙찰에 대한 투찰가를 산출하는 기법을 제시하고 이를 통해 최적의 투찰가 산출하는 웹 기반의 시스템을 구현하고자 한다.

우리나라 정부 당국은 주로 최저가낙찰제도를 이용하여 조달을 시행해왔으나, 과거 일정 시기 동안은 제한적 평균가 낙찰제 경매방식(일명 부찰제)을 이용하여 시설공사부문 조달을 실시했다. 부찰제란 각 입찰자들이 서로 모르게 공급가격을 적어 내면 그 가격을 평균하여 그 평균값에 가장 가까우면서 평균값보다는 낮은 공급가격을 부른 사람이 승자가 되며, 그가 부른 가격에서 낙찰가가 결정되는 제도이다. 본 논문은 제한적 평균가낙찰제 경매방식을 자원배분기구설계(mechanism design)의 관점에서 정형화하고, 고려할 문제를 제시한다. 나아가 ?명의 일반적 상황 하에서 사적 정보를 가지고 있는 입찰자들의 전략을 일양 분포 가정과 선형전략의 가정을 도입하여 구하고, 이를 통해 부찰제 경매방식의 균형을 제시한다. 또한 이러한 균형전략을 최저가낙찰제도와 비교함으로써 우리나라에서 자주 사용되는 두 제도의 효율성과 기대수입의 측면을 살펴본다. 끝으로 부찰제를 실시하는 경매인(정부)의 현실적 목적성이 어느 정도 달성되고 있는가를 비판적으로 고찰한다.

Since the advance of WWW, internet related fields have been growing very rapidly. Especially, the development of electronic commerce ares have changed even or life style. This paper is about the design and implementation of an internet auction system, which is considered as on of the most attractive internet services. An internet auction system has more complex processes compared with other electronic commerce systems. In auction systems, bids and a successful bid are required in trading all goods. In this paper, I designed and implemented all processes of an internet auction system, in which a bid tracing systems is included for the first time. The bid tracing system is implemented using only HTTP in maintain compatibility in WWW environment. I also used th JAVA blocking concept to simulate two-way communication. The proposed system is implemented on Windows NT environment using JAVA, ASP, and the Oracle database.

This study analyzed the effect of Corporate Social Responsibility and ESG (Environmental, Social and Governance) score on information asymmetry from the perspective of investors, who are important stakeholders of the company. For KOSPI-listed companies from 2017 to 2020, the effect of ESG overall score and each item score (E, S, G) on the bid-ask spread, which is a proxy for information asymmetry, was confirmed. The results are as follows. First, the increase in corporate CSR activities resulted in lowering information asymmetry of investors. It was found that the higher the ESG score, an indicator of CSR activity, the lower the bid-ask spread, which is a proxy variable for information asymmetry. Second, as a result of analysis using ESG scores for each section, information asymmetry decreased as companies with higher scores in the environmental (E) and social (S) aspects, while the governance (G) score did not have a statistically significant effect. The analysis confirmed that corporate CSR activities can contribute to improving market efficiency by resolving information asymmetry of investors and convergence of the stock market into a state of equilibrium. This means that the company's CSR activities are reflected in the investment decision-making, which suggests that the company should consider the investor as a stakeholder in decision-making related to CSR activities.

Different from traditional auctions, electronic auctions provide a platform to allow bidders and auctioneers merchandise to each other over network anytime and anywhere. Auctioneers can publish information of goods, and bidders can choose the interested targets through this bidding platform. To ensure the fairness and security of electronic auctions, Li et al. have proposed a practical electronic auction scheme which can confirm the requirement of strong anonymity, bidding privacy, and secret bidding price. However, we have found out that Li et al.'s scheme may lurk the risk of the denial-of-service attack during the bidding phase in a sealed-bid auction. Thus, we propose a brand-new sealed-bid auction mechanism, in which the essentials of e-auction can be firmly preserved. In particular, each bidder only needs to register at the center once and then can join to multiple plays launched by different auctioneers. Moreover, the correctness of mutual authentication is confirmed according to the BAN logic model.

Recently, due to the economic recession and increase of ITO (IT Outsourcing), bidding in software industry has been recognized as more competitive and the importance of software bid evaluation for corporate selection is being increased. This study aims to analyze and prioritize influential factors in the software bid evaluation criteria which is adopted as the main evaluation model of national software businesses by Ministry of Science. The priority was developed by AHP (Analytic Hierarchy Process) through pair-wise comparison. For the analysis, this study developed analysis model for AHP and conducted survey of experts who have work experience for more than 10 years in the IT industry. As the result of analysis, weighted factors in the evaluation criteria were deduced and differences of priority factors between purchaser and bidder were investigated. The analysis showed differences of view point in the bidding process. With these results, this study suggests how to write a proposal strategically and effectively in perspective of the purchaser. It is expected that priority factors will be adopted in strategic proposals in both bidder and purchaser. For purchaser, the priority will be adopted to select reliable bidder. So, we expect that the priority factors will be used to get more values for both bidder and purchaser in their business atmosphere.

The unit price contracting is the standard contracting method for highway projects in the U.S. As a result, state highway agencies have collected a large amount of historical bid data that they can use to determine engineer's estimates for future projects. The estimator must carefully consider various characteristics of a new project such as its location to determine an engineer's estimate as accurate as possible before bid letting. Higher cost estimates can result in the loss of the available budget and lower cost estimates may lead to deferral and delay of projects. The study uses the historical bid data obtained from Iowa Department of Transportation and develops a Geographic Information System (GIS) tool to visually show the variation of unit prices over the map using a spatial interpolation technique. The interpolation map can be used to estimate the unit price of the item at any location across Iowa. This noble method allows the estimator to effectively and fully utilize the historical bid data in a very time efficient manner and determine more accurate cost estimation.

This study wishes to analyze that affect in purchasing decision in Telecommunication operation company's international competitive bidding. When submit a tender laying stress on international competitive bidding of the Telecommunication operation companies among specially various international competitive bidding, I wish to investigate game theory enemy by bid method through access method about bid form affecting in buyer's purchasing decision.
