A Study of Durability Design in the Subway Concrete Box Structure (지하철 콘크리트 BOX구조물의 내구성설계에 대한 연구)

  • In the course of studying the design of securing the 100-year-long durability of 100 years the subway structure according to the requested service by the Seoul Metropolitan Subway Construction Headquarters, we analyzed 14 construction sites adopting the durability design in subway line No. 9 and concluded as follows: 1. When comparing with 158, the environment index presented for securing 100-year-long durability of subway structure in subway line No. 9, the index of durability was verified as 159.7$\~$179.8 2. When examining the increase value of durability index, we verified that the constructors didn't make various choices in method but they employed the uniformly selected system. 3. Under consideration of the bid form, the construction under bid contract in bulk gave the impacts on the construction cost with attention to selection of the durability index, while the construction under alternative contract in bid adopted uniformly the standard presented by the ordering party.

Project Performance Comparison Based on Different Types of Project Delivery System (사례연구 분석을 통한 발주방식별 성과비교)

  • Numerous reports show that alternative project delivery systems (PDSs) such as design-build (DB), construction management at risk (CMR), and design-build-maintain (DBM) are increasingly used in many countries. This study compared characteristics of each PDS (design-bid-build (DBB), DB, CMR, or DBM) by analyzing quantitative data from 9 research articles. In order to compare characteristics between DBB and alternative PDSs, the study is based on principal 3 factors - Time, Cost, and Quality. DB shows the best performance in the time part and also the cost performance depending on facility type and project size. The performance of quality has minor difference among different PDSs. These results support the fact that using an appropriate PDS by the characteristic of a project makes high value of efficiency and productivity.

  • Recently, interest in the safety and maintenance of the structures is growing. However, due to the low-cost order placed by the ordering organization, the safety diagnosis specialized institution becomes insolvent and many problems have arisen due to insufficient inspection and diagnosis. Therefore, in this study, the current status of bid cost was examined through the survey of the practitioners and case analysis. As a result, Precision safety inspection is deemed that it is necessary to increase the efficiency of the criteria cost and to strengthen the rigidity of the criteria cost rather than adjusting the criteria cost. Precision safety diagnosis, the criteria cost for structures with a floor area of less than $10,000m^2$ is lowered to 80 % from the current standard. For structures larger than that, the current criteria cost are applied, but it is deemed necessary to strengthen the rigidity of the criteria cost.

  • As the generation and application of spatial information is gradually expanded not only in traditional surveying fields but also a CNS and an ITS recently. The Accuracy and the newest of data grow to be an important element. But digital map is updated with system based tile. So, it is hard to get the newest of data and to be satisfied with user requirements. In this study, management system is developed to manage feature change efficiently using bid informations from NaraJangter which service the bid informations. A construction works with change possibility of feature from bid informations are classified and are made DB. And the DB is used as the feature change forecast informations. Also, It is converted from bid information of text form to positioning informations connected to spatial information data. If this system is made successfully, this system contributes to reduce the cost for the update of digital map and to take the newest date of spatial informations.

Technical Proposal based Bidding System Applying the Concept of the Lowest Total Combined Bid Price for Supplying Affordable Housing (최저통합환산가격 개념을 적용한 기술제안 기반 입찰제도)

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

A Comparative Analysis of Risk Assessment Depending on International Project Types (플랜트, 건축, 토목 공종별 해외건설 리스크평가 비교분석)

  • This study investigated checked risk level before bid, actual risk level after award, contingency, and cost growth rate in the 124 international construction projects executed by Korean major companies. This study conducted comparative analysis by product type using rank analysis, ANOVA and correlation analysis. As a result, plant and civil projects have worse risk level than architecture projects not only in before bid but also in after award. Especially, country risk is the worst risk in both plant and civil projects, followed by project risk and capability risk. Also, although plant and civil projects reflect more contingency than architecture projects, contingency is not correlated with the checked risk level before bid. Lastly, the cost growth rate is correlated with the actual risk level in all product types. This study is expected to support in planning better practical risk management for international construction projects.

Evaluation on the impact of Lowest Bid Contracts on Site Operations in times of Severe Economic Downturn (건설경기 침체기의 최저가 낙찰제 건설현장의 운영 실태분석과 개선 방안 도출)

  • The year 2008 was a hard year for Korea's construction companies. The real estate downturn resulted in halting new construction and stopping existing work, and inflation of global oil prices caused price hikes in rebar and concrete materials. As a solution to reducing the budget, the newly appointed government announced plans to increase low cost bid contracts from 10 billion to 30 billion won. When such economical and political factors negatively impact the construction market, projects based on low cost contracts are the hardest hit. Many problems already inherent in low cost bid contracts become accentuated. Consequently, this provides an opportune time to actually study and analyze the issues in these projects. This paper introduces the findings made from investigating four projects struggling to make ends meet in the year 2008. Results show that flow of cash (i.e., liquidity), or lack thereof, was the root cause which in turn was hampered by failed mechanisms for design changes, material inflation. Attributing cash flow risk to the bottom of the production structure (i.e., small business subcontractors) was also a problem within the industry. Contractors need a better way to prepare against material price fluctuations, and owners need to assist in expediting payment during times of extreme downturn.

Comparison of Cost Performance for Delivery Methods on Public Construction Projects (공공 건설공사 발주방식에 따른 비용성과 비교연구)

  • In the delivery systems for public construction works, design-build methods such as turn-key and alternative have contributed to improving the quality of structures and developing the construction technology. However, it is pointed out that construction based on a design-build method is likely to waste a budget due to its higher contract price than construction based on a design-bid-build method. Other issues such as contract monopoly, bid rigging and deliberation irregularity in design-build. Since there are not much works have been accomplished to comparatively analyze the actual performance and effect based on delivery methods, discussing and judging the performance and effect of each deliver method with limited information could lead to an error. Thus, this study by extensively investigates the actual project cost data, ranging from contract price to the construction cost of the public construction works and comparatively analyzed the characteristics of each delivery method about cost structure and fluctuation trend. This work is expected to assist stake-holders in properly understanding delivery systems for public construction works and promoting their efficient management.

A Study on the Key Factors Influencing the Reliability of Conceptual cost estimates in Building Construction Projects (건축 프로젝트 개산견적 신뢰도에 영향을 미치는 주요 인자에 관한 연구)

  • Cost estimates are very important to their decision-making in the early stages of a construction project. So Clients have wanted not only to know the results of conceptual cost estimates but also to assess their quality Conceptual cost estimates process is very complex process, so the results of cost estimates are influenced by various factors. So the purpose of this study is to reveal the key factors which influence the reliability of conceptual cost estimates in building construction projects. The analytic hierarchy process is used to determine the relative important weights of elements influencing the conceptual cost estimates. And factor analysis is used to reveal the key factors from the elements that influence the conceptual cost estimates. The results showed that the key factors is an experience level, available data level, level of will for winning the bid, difficulty level of conceptual cost estimate, uncertainty level.

Cost Performance Comparison of Project Delivery Methods in Public Sector - Focusing on Mediator Effect of Biddropping on Change Orders - (공공건설공사 발주방식에 따른 비용성과 실증비교 - 설계변경에 대한 낙찰률 매개효과를 중심으로 -)

  • According to previous research, the reason why Design-Build(hereinafter "DB") outperforms Design-Bid-Build(hereinafter "DBB") in terms of cost is due to less change orders(hereinafter "COs"). However, if biddropping was low for DBB resulting into increasing COs, then it would be wrong to conclude that DB is superior due to less COs. Therefore, in order to confirm such misjudgment, the attempt to comprehensively analyze biddropping, COs and delivery method was made as previous methods had analyzed either the relationship between delivery method and COs, or biddropping and COs. This research uses path analysis, which simultaneously compares effect sizes on COs according to delivery method and biddropping based on the project type, and validated the mediator effect. The research proved that DB outperforms DBB due to less COs cannot be validated as biddropping caused a mediator effect by intervening between the delivery method and COs for specific project types. Therefore, the mechanism of delivery method acts on COs through biddropping was established. Also, the identity of biddropping was investigated in a different perspective from previous research. Based on this result, this research is expected to help determine a delivery method by considering the mediator effect of specific projects and evaluate performance.
