There are growing concerns that the recently implemented Earthquake Early Warning service is overestimating the rapidly provided earthquake magnitudes (M). As a result, the predicted damages unnecessarily activate earthquake protection systems for critical facilities and lifeline infrastructures that are far away. This study is conducted to improve the estimation accuracy of M by incorporating the observed S-wave seismograms in the near source region after removing the site effects of the seismograms in real time by filtering in the time domain. The ensemble of horizontal S-wave spectra from at least five seismograms without site effects is calculated and normalized to a hypocentric target distance (21.54 km) by using the distance attenuation model of Q(f)=348f0.52 and a cross-over distance of 50 km. The natural logarithmic mean of the S-wave ensemble spectra is then fitted to Brune's source spectrum to obtain the best estimates for M and stress drop (SD) with the fitting weight of 1/standard deviation. The proposed methodology was tested on the 18 recent inland earthquakes in South Korea, and the condition of at least five records for the near-source region is sufficiently fulfilled at an epicentral distance of 30 km. The natural logarithmic standard deviation of the observed S-wave spectra of the ensemble was calculated to be 0.53 using records near the source for 1~10 Hz, compared to 0.42 using whole records. The result shows that the root-mean-square error of M and ln(SD) is approximately 0.17 and 0.6, respectively. This accuracy can provide a confidence interval of 0.4~2.3 of Peak Ground Acceleration values in the distant range.

The amorphous glasses containing PbO, ZnO, MgO, and B2O3 have been fabricated using the melt quenching technique. The structural properties have been analysed using the Fourier-transform infrared (FTIR) and Raman spectroscopy. Derivative of Absorption Spectra Fitting (DASF) method have been used to estimate the band gap energy from the UV-Vis absorption data which decreases from 3.02 eV to 2.66 eV with increasing the concentration of the PbO.The four glass samples 0.284 and 0.826 MeV showed unique variations in terms of gamma attenuation ability. LZMB4 glass sample proved to be the mist effective in terms of shielding of gamma radiation as it requires little distance compared to LZMB3, LZMB2 and LZMB1 to attenuate. RPE revealed a raise with increase in the thickness of the material and reduces as the energy raises. TF is superior in LZMB1 compared to LZMB2, LZMB3 and LZMB4, confirming that, LZMB4 will attenuate better. The ZEff of the materials was seen falling as the energy increases, confirming that the linear attenuation coefficient of the glass materials decreases when the energy is increased. The results confirmed that, glass material LZMB4 is the best option especially for gamma radiation shielding applications compared to LZMB3, followed by LZMB2, then LZMB1.

This paper is the forth investigation on the evaluation methods of flow characteristics in a steady flow bench. In the previous works, it was concluded that the assumption of the solid rotation might cause serious problems and both of the eccentricity and the velocity profile distort the flow characteristics when using the ISM at 1.75B plane. Also particle image velocimetry (PIV) measurement at this position showed that the real velocity profile was far from the assumption of ISM evaluation. In this paper, the planar velocity profiles were measure from 1.75B to 6.00B position by PIV and the characteristics were examined according to the valve angles and lifts for further investigations about the effect of the position on the velocity profile. The results show that $26^{\circ}$ valve angle is always an unique exceptional case in all aspects. If the valve angle is $21^{\circ}$ and below, the planar velocity profiles according to the lift and the position are similar to each other, however, the tangential velocity curves along with the radial direction have common tendencies up to $16^{\circ}$ angle. Also the well arranged swirl behaviors are generally observed at the position above 3.00B and the velocity contour lines come closer to the concentric circle as the valve lift increases. In addition, the gradient of tangential velocity along with the radial direction from the swirl center becomes stable and constant as the position goes downstream. Concurrently the velocity gradient is larger to the eccentric direction of the center. In the meantime the tangential velocity curves along with the radial direction are irregular and various at 1.75B, however, they become regular and reach higher level as the evaluation position goes downstream. At this time the curves of 4.50B are the best fitted to the ideal one. On the other hand in an exceptional case, $26^{\circ}$, the velocity contours are very complicated over 6mm valve lift regardless the position and the gradient increases to the opposite direction of the eccentric center. Also, 6.00B is a best fitting position in the geometrical cylinder center base. With respect to the swirl center, the distribution range of centers for 1.75B is different to that for the other positions and the eccentricities of this plane are larger regardless the valve angle. After 1.75B, there is no certain tendency in the center position change according to the valve angle and lift. Additionally, the eccentricities are not sufficiently small to neglecting the effect on ISM measurement.

Many classification algorithms for real world data suffer from a data class imbalance problem. To solve this problem, various methods have been proposed such as altering the training balance and designing better sampling strategies. The previous methods are not satisfy in the distribution of the input data and the constraint. In this paper, we propose a focused sampling method which is more superior than previous methods. To solve the problem, we must select some useful data set from all training sets. To get useful data set, the proposed method devide the region according to scores which are computed based on the distribution of SOM over the input data. The scores are sorted in ascending order. They represent the distribution or the input data, which may in turn represent the characteristics or the whole data. A new training dataset is obtained by eliminating unuseful data which are located in the region between an upper bound and a lower bound. The proposed method gives a better or at least similar performance compare to classification accuracy of previous approaches. Besides, it also gives several benefits : ratio reduction of class imbalance; size reduction of training sets; prevention of over-fitting. The proposed method has been tested with kNN classifier. An experimental result in ecoli data set shows that this method achieves the precision up to 2.27 times than the other methods.
Cytogenetic and hematological analysis was performed in peripheral blood obtained from cattle bred in the high background radiation areas (HBRA, Goesan-gun, Cheongwon-gun, Boeun-gun) and a control area. The frequencies of gamma-ray induced micronuclei (MN) in the cytokinesis-blocked (CB) lymphocytes at several doses were measured in 3 cattle. An estimated dose of radiation was calculated by a best fitting linear-quadratic model based on the radiation-induced MN formation from the bovine lymphocytes exposed in vitro to radiation over the range from 0 mGy to 1,969 mGy. The measurements performed after irradiation showed dose-related increases in the MN frequency in each donors. The results were analyzed using a linear-quadratic model with a line of best fit of $y=(0.0583{\pm}0.0137)D+(0.0366{\pm}0.0081)D^2+(0.0093{\pm}0.0015)$ (y=number of MN/CB cells and D=irradiation dose in Gy). MN rates per 1,000 CB lymphocytes of cattle from the Goesan-gun, Cheongwon-gun, Boeun-gun and the control area were $6.50{\pm}2.72,\;9.00{\pm}4.50,\;10.89{\pm}4.23\;and\;9.60{\pm}4.70$, respectively. The MN frequencies of CB lymphocytes from cattle bred in 4 areas mean that the values are within the background variation in this experiment. The MN frequencies and hematological values were similar regardless of whether the cattle were bred in the HBRA or the control area.

The MN frequencies of CB lymphocytes from pigs bred in three areas means that the values are within the background variation in this experiment. The MN frequencies and hematological values were similar regardless of whether the pigs were bred in the HBRA or the control area.
We present key issues to consider in estimating damages from price-fixing cases and then apply the procedure addressing those issues to a transportation fuel market. Among the five methods of overcharge calculation, the regression analysis incorporating the yardstick method is the best. If the price equation relates the domestic price to the foreign price and the exchange rate as in the transportation fuel market, the functional form satisfying both logical consistency and modeling flexibility is the log-log functional form. If the data under analysis is of time series in nature, then the ARDL model should be the base model for each market and the regression analysis incorporating the yardstick method combines these ARDL equations to account for inter-market correlation and arrange constant terms and collusion-period dummies across component equations appropriately so as to identify the overcharge parameter. We propose a two-step test for the benchmarked market: (a) conduct market-by-market Spearman or Kendall test for randomness of the individual market price series first and (b) then conduct across-market Friedman test for homogeneity of the market price series. Statistical significance is the minimal requirement to establish the alleged proposition in the world of uncertainty. Between the sensitivity analysis and the model selection process for the best fitting model, the latter is far more important in the economic analysis of damage in price-fixing litigation. We applied our framework to a transportation fuel market and could not reject the null hypothesis of no overcharge.

Long term wave climate of both extreme and operational wave height is essential for planning and designing coastal structures. Since the availability of the field wave data for the waters around Korean peninsula is limited to provide a reliable wave statistics, the wave climate information has been generated by means of long-term wave hindcasting using available meteorological data. In this paper, a set of deep water wave data obtained from KORDI(2003) were analyzed for extreme wave heights. These wave data at 67 stations off the Korean coast from 1979 to 1998 were arranged in the 16 directions. The probability distributions considered in this research were the FT-I and Weibull distribution. For each of these distributions, the method proposed by Goda(2004) was applied to estimate the parameters. For judgment of best fitting, MIR criterion proposed by Goda and Gobune(1990) was used. FT-I distribution which best fits to the 886 data, while Weibull(k=0.75) 81 data, Weibull(k=1.00) 105 data.

In the summers of 1997 and 1998 and in February of 2000 we made 570 measurements of the ambient geomagnetic field 120 cm above the pavement surface of State Route 130, south of Pahoa, the island of Hawaii using a three-component fluxgate magnetometer. We measured at every 15.2 m (50 feet) interval covering a distance of 6, 310 m (20, 704 ft) where both historic and pre-historic highly magnetic basalt flows underlie. We also collected 197 core samples from eight road cuts, 489 specimens of which were subject to AF demagnetizations at 5 - 10 mT level up to a maximum field of 60 mT. We observed significant inclination anomalies ranging from a minimum of $31^{\circ}$ to a maximum $40^{\circ}$ where a uniform inclination value of $36.7^{\circ}$ (International Geomagnetic Reference Field, IGRF) was expected. Since the mean of the observed inclinations is approximately $35^{\circ}$ we assume that the study area is slightly affected by the magnetic terrain effect to a systematically shallower inclinations for being located in the regionally sloping surface of the southern side of the island (Baag, et al., 1995). We observed inclination anomalies showing wider (spacial) wavelength (160 - 600 m) and higher amplitudes in the historic lava flows area than in the northern pre-historic flows. Our observations imply that preexisting inclination anomalies such as those that we observed would have been interpreted as paleosecular variation (PSV). These inclination anomalies can best be attributed to concealed underground highly magnetic dikes, channel type lava flows, on-and-off hydrothermal activities through fissure-like openings, etc. Both the within- and between-site dispersions of natural remanent magnetization (NRM) are largest (up to ${\pm}7^{\circ}$) above the flows of 1955, while the area of pre-historic flows in the northern part of the study area exhibit the smallest dispersion. Nevertheless, mean inclinations of each historic flow of 1955 and 1790 are almost identical to that of the corresponding present field, whereas mean of NRM (after AF demagnetization) inclinations for each of the four pre-historic lava flow units is twelve to thirteen degrees lower than the present field inclination. We observed three cases of very large inclination variations from within a single flow, the best fitting curves of which are linear, second and third order polynomials each from within a single flow, whereas no present field variations are observed. This phenomena can be attributed to the notion that local magnetic anomalies on the surface of an active volcano are not permanent, but are transient. Therefore we believe that local magnetic anomalies of an active volcano may be constantly modified due to on going subsurface injections and circulations of hot material and also due to wide spacial and temporal distribution of highly magnetic basaltic flows that will constantly modify the topography which will in turn modify the local ambient geomagnetic field (Baag, et al., 1995). Our observations bring into question the general reliability of PSV data inferred from volcanic rocks, because on-going various geologic and geophysical activities associated with active volcano would continuously deflect and modify the ambient geomagnetic field.
The frequencies of gamma-ray-induced micronuclei (MN) in cytokinesis-blocked (CB) lymphocytes at several doses were measured in three donors of three species (human, rabbit, dog). Measurements performed after irradiation showed a dose-related increases in MN frequency in each of the donors studied. When analysed by linear-quadratic model the line of best fit was : human : $y=0.1184D+0.01867D^2+0.01$, rabbit : $y=0.0387D+0.00528D^2+0.01$ (y = number of MN/CB cells and D = irradiation dose in Gy). The relative sensitivity of rabbit lymphocytes compared with human lymphocytes was estimated by best fitting linear-quadratic model based on the radiation-induced MN data over the range from 0 Gy to 4 Gy. In the case of MN frequency with 0.2, the relative sensitivities of rabbit lymphocytes was 0.39. These data indicate that the induction of MN in rabbit CB cells following irradiation was much less sensitive to the MN induction effects of gamma-irradiation than those from human. The MN assay with dog lymphocytes was very difficult and time-consumed because the dog PHA-stimulated lymphocytes yielded cultures with very low level of CB cells formation in the condition of this experiment. Our in vitro radiobiological study confirmed that the cytogenetic response obtained in blood from rabbit can be utilized for application in environmental studies.
