국가단위 신규 IT인프라의 위험도 등급화 기법 개발 방향 연구 (Development Strategy on the Risk Rating Method for Nationwide Emerging IT Infrastructure)

  • To provide a development strategy on the method which assesses a potential risk of nationwide emerging IT infrastructure in planning and design phase, and to classify the assessment result into 5 levels is the goal of this research. The development strategy provided in this paper could improve a benefit-cost-ratio of investments on emerging IT infrastructure. With a premature assessment of the potential risks of a nationwide emerging IT infrastructure which needs astronomical amount of public funds, it could show a way of systematic investments on security systems and improve a benefit-cost-ratio of investments on emerging IT infrastructure. Also, this approach might improve the safety of nationwide IT infrastructure. It could identify and provide an optimized solution for the potential risks of nationwide IT infrastructure.

EU 신화학물질정책(REACH) 도입에 대한 비용편익 분석 (A Cost-Benefit Analysis on the Introduction of EU REACH to Korea)

  • 최근 유럽연합(EU)은 새로운 화학물질 관리정책인 REACH 제도를 시행하였다. 본 연구는 유럽의 REACH 제도를 우리나라가 그대로 도입할 경우에 대한 비용 편익 분석이다. REACH 도입의 직접비용은 2006년 우리나라에서 제조 수입된 화학물질 15,223 종을 기준으로한 사전등록, 시험, 등록, 화학물질안전성평가 및 안전성보고서 작성 및 허가 비용을 포함하며, 2010년 도입 후 11년 동안 총 1조 124억원이 소요될 것으로 추정되었다. 편익은 국민건강 증진을 효과만 추정하였는데, 단순히 국민의료비만을 고려할 경우 3,317억원에서 1조 3,858억원, 질병회피에 대한 지불의사를 포함하면 20,394억원에서 164,027억원의 범위에 있었다. 즉 일반적으로 국민건강 편익은 지불의사를 포함하므로 우리나라의 REACH 도입은 타당성을 인정받았으나, 편익/비용 비율은 유럽에 비해 낮게 나타났다. 따라서 REACH 제도 도입을 긍정적으로 검토하되, 산업계의 비용을 줄이기 위한 별도의 제도설계가 필요하다.

하수도시설 통합운영 성과분석을 통한 통합운영관리의 경제성 평가 (Economic Evaluation of Integrated Operation & Management through Operation Performance Analysis of Sewage Facilities)

  • For economic evaluation of integrated operation to sewage facilities, benefit-cost analysis was performed to watershed sewage works project in 7 watershed areas, 156 facilities. In this study, the cost before and after integrated operation was compared and benefits are calculated from the reduction of operators, increasement treated pollution loads, reduction cost through operation convenience, reduction water consumption through effluent reuse, and improvement of life benefit. The result showed that cost was 8,500million won and benefit was 16,747million won, so benefit was 49% higher than cost. B/C analysis result showed that B/C ratio was 1.97 and it is similar to other researches. The benefits of integrated operation included convenience of data management, increase of emergency response, decrease of complains with sewage which was not reflected numerically, so the benefits of integrated operation were expected much greater than this result

공사비 변화에 따른 제로에너지건축물 경제성 분석 - 사회적비용을 고려한 비용편익 분석을 중심으로 - (Economic Analysis of Zero Energy Building in South Korea - focusing on Cost-Benefit analysis considering Social Cost -)

  • With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.

  • Railway is superior to the other land transportation systems in aspects of environmental problems. Environmental problems are not considered during a preliminary feasibility study. Investment for railway is low because of low B/C(benefit/cost)ratio in the economical efficiency analysis during the preliminary feasibility study. The body of this paper studies the railway noise which can reflect environmental problems an assessment of environmental impact. The body of this paper studies the presumption of The Benefit Cost of railroad noise arresting it will be able to reflect the evaluation environmental matter of the effect which it gives to an environment.

  • This paper presents the economic validity with the cost/benefit analysis on establishing R&D Supreme Academy. To evaluate the profitability of R&D Supreme Academy, willingness to pay (WTP) is measured by contingent valuation method (CVM) and then the net present value (NPV), internal rate of return (IRR) and benefit/cost ratio(BCR) are calculated. The results of economic evaluation verified that the establishment of R&D Supreme Academy is timely and effective in an economic perspective.

  • This study presents a decision making process for installation of wind barrier which is used to reduce the wind speed applied to running vehicles on expressway. To determine whether it is needed to install wind barrier or not, cost and benefit from wind barrier are calculated during lifetime. In obtaining car accidental risk, probabilistic distribution of wind speed, daily traffic volume, mixture ratio in the volume, and duration time for wind speed range are considered. It is recommended to install wind barrier if benefit from the barrier installation exceed construction cost. In the numerical examples, case studies were shown for risk and benefit calculation and main risky regions on Korean highway were all evaluated to identify the number of installation sites.

해양쓰레기 오염대응 기술개발사업의 경제적 타당성 분석 (Economic Feasibility Analysis of Marine Debris Pollution Abatement Technology Program)

  • 정부는 해양쓰레기에 대한 모니터링 및 환경영향평가 등 과학적인 연구사업을 통해 해양쓰레기의 영향을 저감시키고 체계적으로 관리하기 위한 해양쓰레기 오염대응 기술개발사업의 시행을 고려하고 있다. 이에 본 연구에서는 이 사업에 대한 경제적 타당성을 분석함으로써 정책판단에 있어서 유용한 정보를 제공하고자 한다. 이를 위해 경제성 분석 지표인 순현재가치, 편익/비용 비율, 내부수익률을 분석하여 제시한다. 분석결과 순현재가치, 편익/비용 비율, 내부수익률은 각각 457억원, 2.72, 17.12%로 산정되어 각각 0, 1.0, 5.5%를 상회하므로 해양쓰레기 오염대응 기술개발사업은 비용-편익 분석을 통과한다. 따라서 해양쓰레기 오염대응 기술개발사업을 시행하는 것은 사회적으로 바람직하다.

  • 연구의 목적은 동북아 철도물류시스템에 한국형 궤간가변대차가 상용화되는 것을 가정하고, 향후 궤간 가변대차의 도입 및 운영에 필요한 경제성 분석을 목적으로 하였다. 이를 위해 향후 컨테이너 수송에서 예상되는 화물 연계 서비스 중 환적방식과 궤간가변방식의 서비스 유형에 대하여 경로별 그리고 수송량 별로 수송시스템의 획득, 운영 및 유지보수, 폐기의 전 과정 속에서 발생되는 총 수명주기비용을 예측하고 이를 기반으로 각 대안을 비교 분석하였다. 또한, 각 대안별 경제성을 추정하기 위하여 객관적 비용으로 나타나는 LCC 비용뿐만 아니라 서비스 유형의 차이로 발생하는 궤간변경 지점에서의 통행시간 절감부분과 부가적인 서비스 등 서비스 이용자의 직접적인 편익을 고려한 비용-편익 비를 분석하여 경제성을 추정하였다. LCC 분석 및 B/C 분석결과, 경제성 측면에서 환적방식에 비하여 궤간가변방식이 우수함을 확인하였다.

Cost-Benefit Analysis and Challenges of Implementing FSC Standards in Rubber Plantations in Southern Thailand

  • This study examines the cost and benefit (i.e., income) of the Forest Stewardship Council (FSC) rubber plantations in Thailand. The study attempts to identify the challenges to the implementation of FSC standards in rubber plantations in the country. A total of 60 rubber farmers in two Southern provinces, namely, Songkhla and Rayong, were interviewed through a standardized questionnaire to gather primary data. The study found that small-, medium- and large-sized FSC rubber plantations were worth investing in. All sizes of rubber plantations had similar values of benefit cost ratio (BCR). It was also found that the values of the discount payback period (DPP) of the three forms of FSC rubber plantations were 9-12 years, while the large rubber plantations had the highest internal rate of return (IRR) (19.0%). It implies that the large-size plantations had the highest values. The rubber farmers in the study area reported that they are facing a number of problems and hardships in implementing FSC standards, lacking knowledge and understanding of FSC, especially for preparing documentation. Therefore, the Thai government should take proper policy initiatives to remove all the problems and barriers in implementing FSC standards for the sustainable rubber production in the country.
