Improvement of Cooperation Charge on Conservation of Ecosystem Reflected Natural Capitals Valuation - Focused on Forest Area - (자연자산의 가치를 반영한 생태계보전협력금 제도 개선 방안 - 산림지역을 중심으로 -)

  • In Korea, a cooperation charge on conservation of ecosystem is imposed to prevent indiscriminate development. The total amount of this charge is determined by multiplying the size of the destroyed area by a value per unit area and the area index within 5 billion won. Since 2001, the charge per unit area has been determined to be $250won/m^2$. In this study, we estimated the unit value of ecosystem services per year using benefit transfer method, with a focus on forest resources. According to our results, forest resources have a value of about $3,500won/m^2$ per year. When the non-use value is subtracted, that figure becomes approximately $1,300won/m^2$. If this value incorporates the unit value of the cooperation charge on conservation of ecosystem, it will increase. To comply with the original intent of the cooperation charge on conservation of ecosystem, the fund must be used to improve ecosystem services, including the restoration of a destroyed area or the purchase of new land.

The Effect of Encoding strategy and Transfer Appropriate Processing on Prospective Memory Performance (부호화 전략 유형과 동시과제 처리 적절성이 미래계획기억 수행에 미치는 효과)

  • The present study was conducted to examine the effect of meta-cognitive strategy and transfer appropriate processing(TAP) on prospective memory performance. In two experiments, encoding strategy for PM target words was manipulated by instructions. Participants who were assigned to meta strategic condition were engaged to rate task difficulty(EOL) in addition to predict their own performance(JOL), while participants in cognitive strategy condition were to remember target words by pleasantness ratings and sentence generation. In experiment1 and experiment 2, all participants in both conditions performed not only TAP ongoing task but also TIP ongoing task. Results revealed the benefit of meta cognition and transfer appropriate processing on PM performance. Furthermore, the benefit of TAP was diminished in cognitive strategy condition. There were no-costs on judgement tasks across conditions. The findings suggest that meta-cognition allows to sustain PM targets and intention without regard to cognitive resource.

User Benefit Analysis By Transfer Fare Policy : Focuses on the case of Gyeonggi-do (지역별 대중교통 환승혜택 형평성 개선방안에 관한 연구 : 경기도를 중심으로)

  • Gyeonggi-do comprises several types of areas, including urban, semi-urban, and rural areas. The availability of public transportation services varies depending on the area types, but the fare structure is based on a simple transfer rule, i.e., a transfer is free when completed within 30 minutes. As a result, users in non-urban areas with a poor frequency of public transportation services do not receive transfer discounts because most of the bus routes in these areas have a gap of more than 30 minutes between services. In terms of equality of opportunity, the transfer rule is being applied unfavorably and, as a result, equality of opportunity of the non-urban commuter is severely affected. Therefore, this study analyzed the user benefits mainly stemming from transfer fares using the smart card data of commuters using public transportation in Gyeonggi-do. An index called the beneficiary rate of the free transfer was developed and a scenario analysis was conducted based on the various levels of the rate. The results of this analysis proved that the users of public transportation services in non-urban areas in Gyeonggi-do can only receive transfer benefits by the extended time for free transfer and not by the implementation of a uniform policy irrespective of the type of area. The study also suggested an equitable fare transfer system and policy alternatives.

  • It requires an interim performance assessment for BTL business of the sewerage rehabilitation which continues from 2005 till now. Means, It is necessary to make an interim performance assessment and an analysis of an business effect of the sewerage rehabilitation BTL projects which still continues, and we presented an improvement method of the new sewerage rehabilitation project in future. This paper has conducted an analysis of the business effect for 3 local government BTL projects which are completed and under operation as of now in Jincheon-Gun, Cheongju-Si and Gangjin-Gun. As a method of business effect analysis, we conducted a business effect of the 3 places using the index set which we previously set for the business effect analysis. The index set in this research was sectionalized to an improvement effect of operating wastewater treatment plant, an benefit effect of the direct cost, an benefit effect of the indirect cost and an environment friendly effect. We, in this paper, conducted an business effect analysis for 3 sewerage rehabilitation BTL projects which are completed or under operation recently as a demonstration, however we judge that an business effect analysis shall be conducted in a stage that a significant time for operation has passed since the completion of the construction in order to induce an actual business effect of the sewerage rehabilitation BTL project.

  • The objective of the Nagoya Protocol is to enhance biodiversity by the mean of economic incentives but there has been yet consistent lack of realized contracts between genetic resource users and holders due to the asymmetric information among the parties. This paper presents a principle-agent model to provide optimal contracts under asymmetric information in order to achieve the sustainable biological resource. The model concludes the royalty contracts over the fixed lump-sum benefit transfer as profit sharing mechanism.

SOCMTD: Selecting Optimal Countermeasure for Moving Target Defense Using Dynamic Game

  • Moving target defense, as a 'game-changing' security technique for network warfare, realizes proactive defense by increasing network dynamics, uncertainty and redundancy. How to select the best countermeasure from the candidate countermeasures to maximize defense payoff becomes one of the core issues. In order to improve the dynamic analysis for existing decision-making, a novel approach of selecting the optimal countermeasure using game theory is proposed. Based on the signal game theory, a multi-stage adversary model for dynamic defense is established. Afterwards, the payoffs of candidate attack-defense strategies are quantified from the viewpoint of attack surface transfer. Then the perfect Bayesian equilibrium is calculated. The inference of attacker type is presented through signal reception and recognition. Finally the countermeasure for selecting optimal defense strategy is designed on the tradeoff between defense cost and benefit for dynamic network. A case study of attack-defense confrontation in small-scale LAN shows that the proposed approach is correct and efficient.

International Trends of Access to Genetic Resources and Benefit Sharing Issue and Biodiversity Research (유전자원 접근 및 이익공유에 관한 국제 동향과 생물다양성 연구)

  • Biodiversity is defined as totality of genetic, species, and ecosystem variability. It provides natural sources of crop improvement, traditional medicine and biotechnology. In 1993, the Convention on Biological Diversity(CBD) became a legally binding framework for conserving and utilizing global biological diversity. It recognizes national sovereign rights over all genetic resources, such as the need to compensate developing countries for the resources they have provided to the industrialized world. The CBD grants access to those resources in exchange for compensation as well as technology transfer, so that the access to genetic resources would be made under prior informed consent(PIC) and mutually agreed terms(MAT). On the other hand, the developed countries argued that unfettered exchange of genetic resources was essential for scientific research and development, and that technology using genetic resources should be protected. There are many countries today, developing legal frameworks concerned with access to their local genetic resources and benefit sharing. In this study, we analyzed the international trends for conservation of biodiversity and sustainable use of genetic resources, and suggested how to cope actively with the situation.

The Economic Benefit of the R&D Performance from Government-funded Research Institute for Science and Technology: Evidence from K Research Institute (과학기술계 정부출연연구기관 연구개발 성과의 경제적 편익 추정에 관한 연구 : K연구원의 사례를 중심으로)

  • Government-funded research institutes in the field of science and technology of Korea have contributed to the growth of the national economy and industrial development since the 1960s. However, those institutes recently have faced with criticism over the R&D performance on investment. Accordingly, we suggest two analytical approaches that estimate the economic benefit of the R&D performance of those institutes, (1) 'bottom-up' approach that aggregates the economic benefits of individual performances, e.g., technology transfer, technology support for small and medium enterprises, and the supply of researcher manpower and (2) 'top-down' one that estimates the contribution of those institutes on the economic growth of the industries that the R&D performance of those institutes is mainly utilized. In addition, by applying two approaches, we computed the economic benefit of the performance of the K institute in the 1996-2014 periods at 12.3 trillion won and 29.5 trillion won, respectively. Lastly, we suggest the feasibility of two approaches from the perspective of complementarity. Our study provides analytical approaches that estimate the economic benefit of the R&D performance from government funded research institutes in Korea. Lastly, our study contributes to the understanding of public on science and technology as well as the enhancement of legitimacy on those institutes among the public.

Effects of Hydrocarbon Additions on Gas-liquid Mass Transfer Coefficients in Biphasic Bioreactors

  • The effects of aliphatic hydrocarbons (n-hexadecane and n-dodecane) on the volumetric oxygen mass transfer coefficient $(k_L\;a)$ were studied in flat alveolar airlift reactor and continuous stirred tank reactors (CSTRs). In the flat alveolar airlift reactor, high aeration rates (>2vvm) were required in order to obtain efficient organic-aqueous phase dispersion and reliable $k_La$ measurements. Addition of 1% (v/v) n-hexadecane or n-dodecane increased the $k_La$ 1.55- and 1.33-fold, respectively, compared to the control (superficial velocity: $25.8{\times}10^{-3}m/s$, sparger orifice diameter: 0.5 mm). Analysis of the gas-liquid interfacial area a and the liquid film mass transfer coefficient $k_L$ suggests that the observed $k_La$ increase was a function of the media's liquid film mass transfer. Addition of 1% (v/v) n-hexadecane or n-dodecane to analogous setups using CSTRs led to a $k_La$ increase by a factor of 1.68 and 1.36, respectively (superficial velocity: $2.1{\times}10^{-3}m/s$, stirring rate: 250 rpm). These results propose that low-concentration addition of oxygen-vectors to aerobic microbial cultures has additional benefit relative to incubation in purely aqueous media.

A Study on the Power Interconnection in the Northeast Asian Region (동북아 에너지협력을 위한 전력계통 연구 : 러시아와의 전력계통 연계를 중심으로)

  • There are many successful cases in power interconnection among European and South American countries. However, that is not the case in Northeast Asian countries. Even though there will be a considerable benefit in power interconnection in Northeast Asian countries, there will be some difficulties due to various interest relationship and constraints among countries in Northeast Asia. GTMax(Generation and Transmission Maximization) Program is a very useful tool to analyze competitive electricity market and power interconnection developed by Argonne National Laboratory under the Department of Energy in the USA. This study tried to verify applicability and usefulness by GTMax model to domestic electric power system and power transfer from Russia Far East by power interconnection. When the power by importing from Russia is 2,000MW(around 2% of domestic installed capacity in 2017), there is no impact on domestic electricity market because of small power transfer. The power by importing should be large enough for achieving greater cost reduction by power interconnection. Besides, it would be better to supply power to Kyung-In region directly in reducing overall cost when the power by importing from Russia are sold at low price. In the case of interconnecting Young-Dong region, if it is not possible to upgrade transmission line with power transfer capabilities between Young-Dong and Kyung-In region, then the power by importing from Russia can replace the power produced in Jung-Bu region and the relative benefit of importing power can be reduced.
