  • Information and communication technology (ICT) is increasingly recognized as an important driver of economic growth, innovation, employment and productivity and is widely accepted as a main feature of development. During the last couple of decades, ICT sector became the most innovative service sector that affected the living standards of human beings all over the world. In the beginning of the $21^{st}$ century, some of the Asian countries made reforms in the ICT sector and spent an enormous amount for the progress of this sector. On the other hand, developed countries in the European Union (EU) faced different crises which badly affected the dissemination of this sector. Consequently, EU countries lost their hegemony in the field of information technology and resultantly, some of the emerging Asian countries like China, India, and South Korea got supremacy over the EU in this field. Currently, these countries have a strong IT infrastructure, R&D sector, IT research centers working for the development of ICT. Moreover, this paper investigates reasons for the shifting of the balance of digital power from Europe to Asia.

  • China, since the early days, according to their ideology, neighboring countries and their citizens were under their sphere of power. This means that only the Hanzu are real native Chinese and the other minor ethics groups are technically immigrants. The People's republic of china, part of the chinese communist party, has had rapid economic growth after Deng Xioping took over and implemented various expansionist policies and reforms, opening china to the world. Internally, the minority ethnic groups were forcibly relocated to specific regions, prohibited from using their native languages, and their culture was absorbed or incorporated into the Hanzu culture in an attempt to internally suppress or erase them. Externally, various projects such as the 'Xia-Shang-Zhou Chronology Project', 'Origins of Chinese Civilization Project', 'Northeast Project', 'Northwest Project', and the 'Southwest Project' were implemented to spread their culture and history to neighboring countries in an attempt to expand their territory. In addition, as capitalism spreads throughout china through reforms and its expansion, it has pioneered the one belt one road aiming to secure as safe transit and raw materials, expand their military facilities, and expand their export market. By doing so, China is infringing on other countries' politics, economy, and borders, and as a result there is a need for Korea to also reexamine its policies in all fields related to china such as politics, economy, history, and culture.

A Study on the Development plan of Logistics Competitiveness of Hunchun Region (훈춘지역 물류경쟁력 발전방안 연구)

  • The Hunchun area is the only development and opening line in Jilin Province and the Changchun-Jilin-Tumen Developmental Plan area, and as a hub area for regional logistics, promoting the logistics competitiveness of the Hunchun area is an important factor in promoting economic development in the Northeast region. The purpose of this study is to derive the factors for activating logistics competitiveness in Hunchun area by applying SWOT analysis and to present them to policy-makers by drawing priority of factors for promoting logistics competitiveness in Hunchun area through AHP survey of Chinese and Korean logistics experts. According to the analysis, the weighting was high in order of opportunity factors and strength factors, and the priority was high in order of factors such as promotion and expansion of One Belt, One Road policies, active support through national policies, construction of international logistics center cities, construction of logistics centers, and supply of bulk cargo. Finally, from a comprehensive perspective, this study presented policy implications such as SO Strategy (Strength-Occupancy Strategy) and ST Strategy (Strength-War Strategy) focusing on the strengths of the Hunchun Region for the strategy of strengthening the logistics competitiveness of the Hunchun area.

Non-contact Transportation of Flat Panel Substrate by Combined Ultrasonic Acoustic Viscous and Aerostatic Forces

  • In recent years, the size of plane substrates and semiconductor wafers has increased. As conventional contact transportation systems composed of, for example, carrier rollers, belt conveyers, and robot hands carry these longer and wider substrates, the increased weight results in increased potential for fracture. A noncontact transportation system is required to solve this problem. We propose a new noncontact transportation system combining acoustic viscous and aerostatic forces to provide damage-free transport. In this system, substrates are supported by aerostatic force and transported by acoustic viscous streaming induced by traveling wave deformation of a disk-type stator. A ring-type piezoelectric transducer bonded on the stator excites vibration. A stator with a high Q piezoelectric transducer can generate traveling vibrations with amplitude of $3.2{\mu}m$. Prior to constructing a carrying road for substrates, we clarified the basic properties of this technique and stator vibration characteristics experimentally. We constructed the experimental equipment using a rotational disk with a 95-mm diameter. Electric power was 70 W at an input voltage of 200 Vpp. A rotational torque of $8.5\times10^{-5}Nm$ was obtained when clearance between the stator and disk was $120{\mu}m$. Finally, we constructed a noncontact transport apparatus for polycrystalline silicon wafers $(150(W)\times150(L)\times0.3(t))$, producing a carrying speed of 59.2 mm/s at a clearance of 0.3 mm between the stator and wafer. The carrying force when four stators acted on the wafer was $2\times10^{-3}N$. Thus, the new noncontact transportation system was demonstrated to be effective.

Implementation of Behavior Notification System for Guide Dog Harness Using IMU and Accelerometer Sensor (IMU 및 가속도 센서를 이용한 안내견 하네스 행동 알림 시스템 구현)

  • In this paper, a behavior notification system of the harness of a guide dog is implemented for a blind person to get helps for environmental and situational awareness while walking with the guide dog. IMU modules is attached on the guide dog's harness saddle and the acceleration sensor belt is mounted on its thigh. Gait estimation and behavior judgement are performed by recording and analyzing the outputs of the sensors. Performance analysis for seven different kinds of behaviors has been done. The seven different behaviors, which the guide dog recognizes, are descending stairs, climbing stairs, uphill, downhill, stop, flat road, and selective disobedience. Results for the performance analysis show that the average success rate of the behavior rule estimation of harness of the guide dog is 92.78% and the behavior notification system can be effectively used in real situations.

  • Major nations undergone grand national strategy regarding Eurasia such as China's One Belt and One Road Strategy and Korea's Eurasia Initiative owing to Eurasia's regional importance. Korea's Eurasia Initiative aims to make one continental, creative continental, peaceful continental with intra-Eurasian nations as grand national strategy is based on creative economy, undertaken by President Park's Government for the future of Eurasia after the Northeast Asian logistics hub strategy. Eurasia Initiative includes logistics network project as an important one which consists of Eurasia Friendly Express, Rajin-Hassan logistics project, the Arctic Ocean route project and Rail transport network project. The success of Eurasia Initiative depends on North Korea. The purpose of this paper is to contribute to the improvement of prompt logistics network by networking main rail transport and other transports such as inland waterway transport and air transport by studying the current situation of Eurasia Express project, including rail transport network and the efficient methods of Eurasia logistics. The efficient methods of rail transport network under the Eurasia initiative are construction of multimodal logistics network connected with rail, international cooperation for logistics standardization in Eurasia, Eurasia nations' subscription of logistics-related conventions and projects performance based on these conventions, etc.

Factors Influencing Crash Severity by the Types of Bus Transportation Services Using Ordered Probit Models (순서형 프로빗 모형을 이용한 버스 운송사업 유형 별 사고심각도 영향요인 분석)

  • Buses, one of the representative public transportation modes, are divided into a vareity of service types according to the purpose of operation, operating distance, and management agencies. Although bus-involved crashes may cause large amount of damage due to the higher number of passengers boarded on a bus, prior research has little focused on crash severity according to bus service types. This study aims to investigate factors influencing crash severity in bus-involved crashes and to present policy implications to reduce crash severity by bus service type. To do this, bus-involved crash data from the Traffic Accident Analysis System (TAAS) during five-year period are used. Ordered probit models for three types of bus service, i.e., city bus, suburban and express buses, and charter buses, are estimated to analyze the factors of accident severity. The results show that there are significant differences of factors affecting crash severity among the types of bus services while speed and road surface influence all the types of buses. In case of local buses, time of day, roadway alignment, and installation of a traffic signal are found to be statistically significant factors. Seat belt and road class have significant effects on injury severity of the intercity and express buses. Chartered buses have time of day, driving experience, seatbelt, traffic signal, and day of week as the significant factors. The results of this study are expected to contribute to the reduction of the crash severity by each bus service type.

  • There are two kinds of cost estimate system in construction in china. Quota valuation model is a traditional cost estimate system under the unity of quantity and price, which is easier and has been used for decades. But the Quota valuation model becomes increasingly unsuited to the needs of society with the development of market economy. To meet the needs of China's market economy development and construction works in the field of international cooperation, the Bill of Quantities valuation model was introduced in 2003. However, there are still many shortcomings and deficiencies in the course of implementation of Bill of Quantities valuation model. In addition, interest in the Chinese construction market continues to increase in Korea due to the recent new North Korean policy and China's the Belt and Road policy. This paper aims to examine the cost estimate system of public construction works in China, and to provide basic data for deriving future improvement plans by comparing and analyzing it with standard cost estimate system in Korea.

The Accidental Denial of a Hegemonic Power's Role - The Reluctance of the U.S's Role as a World Leader and China's Target of a Niche Market - (우연한 패권거부 - 미국의 세계리더십 거부와 중국의 틈새공략 -)

  • As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.

  • This paper analyzes the implications of the change in the way China conducts public diplomacy, through an in-depth study of international education programs promoted under China's public diplomacy strategy. The leadership of Xi Jinping is now trying for China to become the top power in the world, not just a G2 country, based on China's economic growth over the past 40 years. Also, as a vision for the goal, the leadership is presenting the dream of the great revival of the Chinese nation. Currently, the international education program promoted at the level of public diplomacy in China is operated in an active, mid- to long-term manner within the national strategy, away from the past passive and responsive method. In other words, while China's past international education program was a passive model for dispelling the "Chinese Threat Theory," China's current international education program is evolving into an active model that can promote the "Chinese" order in the world.
