The determinants of Fiscal Sustainability of Welfare State (복지국가의 재정적 지속가능성 결정요인)

  • The purpose of this study is comparing fiscal sustainability of 17 welfare states. Borrowed the concept of fiscal space to Ostry et al(2010) and Ghosh et al(2011), this study measures the fiscal sustainability in welfare states. Using data collected from 20 OECD countries from 1986 to 2013, this study attempts to evaluate the financial sustainability of each country. As a result, it is necessary that the appropriate level of tax burden is secured. Tax revenue is the funded basis for maintaining the welfare state, so increasing tax compliance to offset the negative impact of increasing welfare spending will promote social cohesion. In therms of tax structure, in accordance with the ability to pay principle, it is important to raise the equity between the source of taxation. Reducing the gap between labor and capital tax is required to achieve horizontal equity, It is also useful to utilize the financial base of the welfare state by broadening the tax base though a consumption tax. Improving the vertical equity can also make a positive contribution to the fiscal sustainability of the welfare state.

  • Recently, artificial intelligence has spread rapidly and popularized and expanded to the voice recognition personal service sector, and major countries have established artificial intelligence promotion strategies, but in the case of South Korea's defense domain, its influence is low with a geopolitical location with North Korea. This paper presents a total of six strategies for promoting South Korea's defense artificial intelligence, including establishing roadmaps, securing manpower, installing the artificial intelligence base, and strengthening cooperation among stakeholders in order to increase the impact of South Korea's defense artificial intelligence and successfully promote artificial intelligence. These suggestions are expected to establish the foundation for expanding the base of artificial intelligence.

  • In order to promote active sales growth in the rapidly changing modern society's makeup market, it is now time to analyze makeup colors closely in line with current trends. Therefore, in this study, professional women from Gwangju Metropolitan City and Jeollanam-do were treated and analyzed with the statistical SPSS 21.0 package program for colors such as makeup base, eyebrow, lip, and cheek, and the reasons for their preference. As a result of the study, yellow makeup base, black eyebrow, red lip, and red cheek color were preferred. This study will be provided as basic data for the development of various makeup patterns and novel makeup color items, and it is believed that it will contribute directly or indirectly to increased sales while gaining an edge in the modern makeup market.

  • As society has more interest in reading activities, it has become possible to secure social value of libraries through the promotion of reading. In this regard, the study aimed to analyze social tasks that the libraries face and suggest concrete methods through bibliographical examination. Currently, various regions of the nation have an increasing interest in libraries, particularly, children's libraries. The public libraries can expand their social roles by meeting these social requests. As a variety of activities by the public libraries to promote reading have helped people recognize the importance of libraries, more aggressive reading promotion activities are considered to help expand the roles of the public libraries and secure social base. Accordingly, the libraries need to take the initiative in implementing various measures by establishing a committee to adjust various reading promotion activities in the government and the public and private sectors, coming up with legal base, pursuing development of voluntary reading promotion programs, establishing an information network for reading and books, publishing book reviews, leading campaign for reading and reading promotion activities, supporting reading at home and expanding award system with regard to the promotion of reading.

A Study on the Economic Assessment Through Case Study of Remodeling (건축물 리모델링 사례 분석을 통한 경제성 평가에 관한 연구)

  • This research is aiming to specify the requirement of the investment such as intial cost, running cost earning rate to make effective investment considering the purpose of remodeling and economical value of store building enough to meet the initial purpose of remodeling. The review of earning for economical evaluation was performed by the on-site auditing on the structure and function of the building and applying the assessment simulation program, which is to find the possible business model to identify the requirement of building owner through case study. After the research, the following results are obtained. First, it is important that many aspects should be carefully analysis and the best method should be selected as characteristics of remodeling can be defer each other in their implementations. Second, though the remodeling of exist building to promote the functions has been applied, no suitable assessment tool has bee developed for deciding the level of remodeling in the view of economical efficiency so far. Third, the economical benefit was evaluated by analysing annual earning rate which is applied by investment items and recovery period for the investment. More specific date base should be established to apply the suggested economic acessments in business enough ti forecast the future circumstances. More researches should be promoted on the area continuously as well as the integrated economic evaluation of remodeling on existing building.

  • Korea announced GHG reduction goal, 30% reduction compare with 2020 BAU and reduction target for each industry sector is planning. Transportation sector also trying to make effective technical and political counterplan of allocated GHG reduction target such as material lightening, energy efficiency improvement and Modal shift technology and so on. Modal Shift is shifting low energy efficiency vehicle to high energy efficiency vehicle which is economically meaningful under current market conditions. We can get not only energy efficiency improvement but also GHG reduction effect through modal shift. Modal Shift is effectively applying and studied in logistics field in Europe and Japan and one of the Indian companies has been registered CDM project activity involving modal shift from roadways to railways for finished goods. In this study, the scenarios are developed with detail modal shift ratio and fuel type base on state of road and rail use and GHG emission factor for each fuel type from MLTM. This result can be used as basic information to improve policies and promote increasing use of train which is more environment friendly transportation vehicle.

  • Since the "Low Carbon, Green Growth" as a social requirements is attracted public attention, the policies and investments of the railway which have been less estimated than road is re-considered. Since the starting the commercial service (2004. April), the KTX have been operated successfully while transport passengers over 100million for years. And also the project for development of KHST (Korea High Speed Train ; G7) had been accomplished with a good result, the first trainset of KTX-II which base on G7 project was manufactured and testing now. On the other hand, the world's technology of the high speed train is more faster, and changing to a distributed traction system. To catch up the world's leading technology, the HEMU(High-speed Electric Multiple Unit) project will secure new technology and aims to promote the technology of domestic high-speed train. The authors indicates the result of detail review such as a curve, slope of the track and electrical dead section of the catenary to test at 400kph and also the performance simulation of the developed rolling stock in this paper. As the result, the authors devise the test scenario to perform a maximum speed test (stability at max. speed, acceleration & deceleration etc) with the restricted conditions such as track length, track available time etc by considering above result.

Analysis of Small Hydropower Resource Characteristics for Nakdong River System (낙동강수계의 소수력자원 특성 분석)

  • Small hydropower is one of the many types of new and renewable energy, which is planning to develop, as the country is abundant in endowed resources. In order to fully utilize small hydropower resources, there is a need for greater precision in quantifying small hydropower resources and establish an environment in which energy sources can be discovered using the small hydropower resource management system. This study has given greater precision to calculate annual electricity generation and capacity of small hydropower plants of Nakdong river system by inquiring into average annual rainfall, basin area and runoff coefficient, which is anticipated to promote small hydropower resources utilization. Small hydropower resource management system was also established by additionally providing base information on quantified small hydropower resources and analysis function and small hydropower generator status, rivers, basin, rainfall gauging station, water level gauging station etc.. Small hydropower resource management system can be used gather basic information for positive applications of small hydropower energy nationwide.

  • This study has a purpose to analyze quantitatively whether ICT industry provides the qualitative indicator of employment to attract excellent human resources. We investigate the relationships of labor market conditions among ICT manufacturing, non-ICT manufacturing, ICT services, non-ICT services. Therefore, the quantitative and qualitative indicators of employment (wages, working hours, admission and turnover, involuntary retirement, and the duration years of job) are analyzed for the ICT industry and IT workers. In order to quantitatively analyze qualitative indicators such as employment status and longevity, we used employment statistics. In order to compensate for the limitations of employment insurance data, the comparison analysis with the survey data of economically active population of the National Statistical Office was conducted. As a result of this research, ICT service industry has to improve the working conditions of employees and establish an ecosystem for a lifelong career base to grow as a specialist, need to pursue an investigation for ICT worker career shift, and promote standard labor contracts. In addition, protection of employees, ICT-related job vision and social respect have to be perused.

Influence of green roofs on the seismic response of frame structures

  • Environmental and operational benefits of green roofs are manifolds; however, their main disadvantages are cost and weight. New technology enabled the use of plastics to reduce the weight of green roof systems to promote their installation. To maximize their potential benefits, green roofs can be installed on existing structures. This study evaluates the influence of green roofs on the seismic response of 3, 6, and 8 storey reinforced concrete ductile moment resisting frames, which were designed according to current seismic standards, however, not designed for green roofs. For each frame, three different types of roofs are considered: gravel flat roof, extensive green roof, and intensive green roof. Nonlinear dynamic time history analysis using an ensemble of twenty real earthquake records was performed to determine the inter-storey drift demand and roof drift demand for each frame. Eigenvalue analysis was also performed to determine the impact of green roofs weight on the elastic and cracked periods of the structure. Results from the analysis demonstrated that intensive and extensive green roofs do not affect the seismic performance of reinforced concrete frame structures.
