A Basic Study on Review the Classification System and the Process of BlM Information for an Automatic Review of Certification Method of Health and Barrier Free Environment (장애물 없는 생활환경 인증제도의 자동검토를 위한 BIM 모델링 정보 및 인증 항목 정보의 분류체계 분석 프로세스에 관한 기초 연구)

  • For the foundational study on automatic review of the barrier free Environment certification for the socially disadvantaged using BIM modeling information, we first confirm the need of the automatic review by analyzing the barrier free Environment certification an by investigating the existing studies on barrier free Environment certification. After that, we select a primary approach for our research by investigating the related works such as automatic review of the building code. As a next step, we generate the BIM modeling information, extract the classification system, analyze and extract items in the barrier free Environment certification according the extracted system, compares the items with the BIM generation information, and allocate them. And, we showed the potential usability of automatic review by deriving a process to prepare the ruleset structure for the automatic review and to prepare a criteria for BIM modeling guide.

Design Criteria in Barrier Free Housing (장애물 없는 주택 설계기준에 관한 연구 - 국내 공동주택의 무장애(barrier free) 설계수준 평가를 중심으로 -)

  • In this paper, the all units of residential housing that is not legislated in facility development law are analyzed and foreign design criteria that is related to barrier-free unit housing is comparing to domestic. Through the comparison in front door, living room, bathroom, bedroom, and kitchen, this paper aims to suggest internal barrier-free design criteria. This paper is limited to internal housing which are front door, living room, bedroom, bathroom, and kitchen. Also, the objectives of facility development law are U.S, Japan, German, and in case of U.S, UFAS is established by ADA, in Japan, Heart Building law and detail standard drawing are used, in German, DIN is used. The objective of domestic case study is the latest residential housings that are built over 2003. The flow of study is as follows ; First, the internal items of residential housing are abstracted, and each item is checked in facility development law that is legislated in. Next, through comparison of domestic and foreign facility development law related to housing, common items are abstracted and detail standards are defined. Domestic residential housings are analyzed in those standards. Finally, the problems that is the result of analysis are analyzed and the barrier free design criteria is abstracted in unit housing. Also, more developed items and future study are suggested.

A Value Analysis of Accessibility as an Attribute of Housing (주택의 특성으로서 접근성에 대한 가치분석)

  • In an aging society, as the number of people with disabilities increases concerns are raised about the quality of life of these people and their access to a safe environment becomes important. The purpose of this study is to find out the value of accessibility as an attribute of housing. To estimate the value of accessible, barrier-free housing, this study uses the Contingent Valuation Method (CVM) and analyzes the factors which affect the Willingness To Pay (WTP) of survey respondents by using Survival Analysis. In addition, the importance and satisfaction of barrier-free facilities in the dwellings of survey respondents was investigated. Since aging could be an important factor in influencing the need for accessibility, this study surveyed two age groups, one group (212 respondents) of people below the age of 65 and the other (162 respondents) of people above 65. The results of this study show that respondents would pay on average 2.67% more for being barrier-free when answering an open-ended question and 3.87% more for barrier-free housing when using the double referendum model. This is the increase in value that the respondents perceive as a consequence of removing all the architectural barriers from a dwelling. On average, elderly respondents would pay 2.99% of housing price for accessible features compared to 4.40% of the younger group. However, if the elderly who have willingness to pay for accessibility, the value the older group put on barrier-free housing was higher than the value perceived by the younger group. Factors that influence the WTP are importance of barrier-free facilities, education level and housing type. The value of dwellings without barriers estimated in this study shows the potential size and value of this kind of housing market to the housing development sector.

A Study on Improvement of Barrier Free Door Standard (Barrier Free 출입문 규격기준 개선에 관한 연구)

  • Purpose: The Korean government has implemented a Barrier Free Certification System since 2008 to create a secure and convenient environment for the socially disadvantaged. The drastic increase in the number of BF-certification facilities is expected due to the revision of the system and increasing the number of certification institutions. An analysis of individual evaluation items needs to be made for the BF-Certification with public confidence. Method: Korean standard, International Standard(ISO/FDIS 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(${\ddot{O}}NORM$ B 1600, 2017) and Swiss Standard(Norm SIA 500 / SN 521 500, 2009) were investigated and analyzed. A comprehensive improvement plan is proposed by comparing details of the aforementioned standards and the evaluation items of BF-Certification. Results: Many problems arise in applying existing Barrier-free standards due to changes in population structure, environmental change and the use of powered wheelchairs. International standards are being improved to solve these problems. The korean standards also require improving of the Barrier Free Law and Certification System, which reflect these trends. In korean cases, standards such as the size of the doors (width and height), the Unobstructed Manoeuvring Space and Clear Space at the Latch side of the Door are required to improve standards in accordance with international standards. In addition, the expression of laws and evaluation items of BF-Certification should be clearly defined. And the application of visual contrast standards for the enhancement of perceptions presented in international standards should be considered. Implication: Barrier Free related legal standards and evaluation items of BF-Certification that are used in Korea are required to be revised in consideration of social and environmental changes. Comprehensive improvements should be made through detailed review.

Study on Status of Barrier Free Certification & Improvement Strategies (여객자동차 터미널 이동편의시설 BF 실태 및 개선방안 연구)

  • This study is to investigate actual condition of passenger terminals, public facilities which are used by unspecified individuals, with high spread effect of certification system of Barrier Free introduced in 2007, evaluate possibility of the certification and prepare an effective way for certification in order to spread and settle the certification system. According to the investigation on the facilities' equipment level of 349 passenger terminals, which being nationally operated, 217 terminals could be certified and non-certified were 58. And, 29 was evaluated as the passenger terminals with high possibility to get Barrier Free certification by small scale of remodeling. The level of Barrier Free of investigated passenger terminals, according to the actual condition with certification index, were 40~55 percent. While the level of Barrier Free of internal facilities of the terminals was over 90percent, the level of sanitary facilities, information facilities, etc. fell short of 50 percents. In this study, pilot project of Barrier Free certification is proposed for enhance of passenger terminal facilities. Moreover, the selection of passenger terminals with high possibility of certification, local governments' strong will as the targets of pilot project for improvement of amenity level and Barrier Free certification and monitoring the project results are the way of the project.

A Study on Certification Method of Health and Barrier Free Environment by the BIM for Aged Person - With Sanitary Facilities of Elderly Housing Facility - (노인 주거시설의 위생공간을 중심으로 고령자의 건강과 무장애 생활환경을 위한 인증 방법에 관한 연구 - BIM기반 설계 및 응용을 통한 방법을 중심으로 -)

  • Promoting barrier-free living environments is necessary in residential facilities on which senior citizens rely most of their lives. Safety of elder people can be reassured by a certification system based on the existing barrier-free certification program in public facilities. The range of certification does not cover all living area, but is limited to the bathroom, which is a sanitary space. Given the nature of BIM modeling, an existing multi-family building was selected and modeled, as the certification process requires all the necessary information and various viewport. BIM modeling of the bathroom was conducted in accordance with the requirements of the certification for barrier-free living environment. The results suggested that there is a need for a removal of thresholds, larger doors, better selection of finishing materials, sufficient room for a wheelchair, larger space next to the toilet, and the availability of an emergency bell and grab bars. Such information supports the potentials of BIM modeling, and it is expected that an automated certification system would be established in the foreseeable future.

Implementation of Barrier-free Content by using Virtual Reality and Geospatial Information (가상현실과 공간정보를 이용한 배리어 프리 콘텐츠 개발에 관한 연구)

  • Barrier-free is defined as inclusive design of built environments such as building and its facilities that can be approached, entered and used by persons with disabilities. The purpose of this paper develops the content that can identify the physical barriers in the way of movement and provide information associated with barrier-free by using both Geospatial Information and Virtual Reality technology. For this, we conducted literature reviews to find the tackling barriers in terms of barrier-free access and extracted main functions to construct the content. Then, the prototype model which composed of VR engine and 3D geospatial data was implemented, and finally the utilization of the prototype was checked in accordance with barrier-free scenario. The developed prototype model of this study would be contributed to design the barrier-free of public places and access to public buildings for the mobility-disabled people.

An analysis of current Barrier-Free facilities in Leisure Building (국내 휴양시설의 장애인 편의시설 실태분석에 관한 연구)

  • Despite the growing interest in recreation as one of the ways to maintain physical and mental health in modern society, access to leisure facility is an issue for individuals with disabilities. This paper identifies inaccessible features to propose the ways to promote participation and usage of the leisure facilities for individuals with disabilities. A survey of individuals with disabilities is conducted to determine preferred leisure facilities depending on types of disabilities. The result of this survey is used to evaluate current condition of regulated National leisure facility and forest, which include barrier-free facilities (e.g. interconnecting zones, interior spaces, lavatories and other facilities), signage, approachable information kiosks, emergency egress, and detectable warnings. The common issues (e.g. guiding mechanism, accessible route, safety factors, and barrier-free facilities/services) in various types of recreational facilities (e.g. forest recreational center, spa and hot springs, Amusement Park, ski resort) were identified and analyzed.

  • As International considerations about the Barrier-Free environment increase, Korean Barrier-Free Environment Certification System has operated since 2008 in Korea. The purpose of this study is to find way to improve evaluation items, so this study analyzed the result of examination certified facilities and investigated the importance of the evaluation item for conducted a questionair survey with the BF experts. As a result, a lower scored and high important item should assign a higher score or lower the difficulty level, so induces applicants to be certified. Second, a higher scored and lower important item should assign a lower score or increase the difficulty of evaluating. The results suggested are expected the use in the improvement direction of BF certification evaluation items.

Designing the Barrier-Free School Library Facilities (무장애 학교도서관 편의시설의 디자인)

  • This study is to design the barrier-free school library facilities for the disabled students. To achieve this goal, the laws, guidelines, and checklists in Korea and USA, concerning the accessible facilities for the disabled, are collected, researched and analysed. The 14 types of the accessible facilities which are suitable for the barrier-free school library are selected. On the barrier-free school library design, the guidelines of these selected facilities are presented as the result.
