위탁대기업과 협력중소기업 간 임금격차 확대 영향요인 (Influencing Factors to Increase the Wage Differentials between Large and Subcontracted Small-Medium Enterprises in Korea)

  • 이 연구는 1999~2014년의 16년간 19개 제조업 중분류 산업들의 패널 자료를 사용하여 위탁대기업과 협력중소기업 간의 임금격차 확대 영향요인을 분석하고자 하였다. 분석결과에 의하면, 위탁대기업의 노동투입과 협력중소기업 납품생산물 사이의 대체탄력성은 1보다 유의하게 작게 나타났는데, 고용보호 수준이 높은 위탁대기업 근로자들의 임금상승은 총비용에서 차지하는 임금비용점유율을 높이고 협력중소기업 납품생산물의 비용점유율을 감소시키는 결과를 초래하였다. 이는 결국 납품가격과 협력중소기업 근로자 임금에 음(-)의 영향을 미쳐 위탁대기업과 협력중소기업 간의 임금격차를 더욱 확대하는 결과로 해석될 수 있을 것이다. 또한, 위탁대기업 근로자들의 노동조합 가입 수준과 경제개방도의 상승 역시 이러한 효과를 확대하는 방향으로 작용하였다. 기업규모 간 임금격차 확대 완화와 노동시장 양극화 억제를 위해서는 대기업 수준에서의 유연한 임금체계 도입과 협력중소기업 근로자들과의 현실적인 공동교섭방안, 그리고 협력중소기업 근로자들을 위한 인재양성 및 직업능력개발의 획기적인 사회적 장치 구축노력을 제안하고 있다.

경제작물(經濟作物)의 유통구조(流通構造) 및 능률(能率)에 관(關)한 연구(硏究) - 고추, 마늘을 중심(中心)으로 - (A Study on Marketing Structure and Efficiency of Major Cash Crops - With Special Reference to Red Peppers and Garlics -)

  • The study was conducted to indentify systematically current marketing structure and markeiing efficiency of major cash crops such as red peppers and garlics. That various data and information have been used to analyze the problems related, some of them have come from secondary sources, but major parts of real circum stances were primarily obtained from the scheduled field survey. Some of valuable facts and consequences stemmed from the research can be summarized as fellows: First of all, the commercial rates of peppers and garlics produced by sample farms were 87.5 percent and 69 percent, respectively. On the other hand, annual handling volumes per marketing firm of those two crops were on the average estimated into 51,000 kyun(about 600gr) for peppers and 20,000 hundred bulbs of garlic. As seen physical losses over the entire marketing channels of each crop, it was approximately calculated in 14.7 percent of peppers and 21.1 percent of garlic, respectively. Secondarily, it was found that marketing chanells of these crops are very diversified and complex. However, the five-staged chanell is typical: i.e., from producers to local consigners, to local carry-out merchants, to consigner-wholesales, and finally to retailers. Thirdly, it was also estimated that gross marketing margin, marketing cost and profit based on average grade of peppers were 56.1 percent, 22.6 and 33.5 percent, respectively, having 43.8 percent of farmer's share, and those of garlic 38.9, 17.1, 21.8 and 61.1 percent, separately. To the end, it seems that current collective bargaining power of farmers' cooperatives is virtually weak compared to free individual marketing firms in terms of bssiness volumes and quantity handled over the year.

운송인(運送人)의 손해배상책임제한(損害賠償責任制限)에 관한 역사적(歷史的) 고찰(考察) (A Historical Analysis on the Limitation of Carriers' Liability)

  • On the contrary to the general principle of private law, carriers' liability for passengers and cargo owners have been quantatively limited in some cases. The author traces the rule of liability limitation in the law of Korea and United States to verify two hypotheses. The first hypothesis is that the rule of liability limitation has been introduced to motivate investment when new technology with high risk has been adopted in business. The second hypothesis is that the rule of liability limitation can be maintained only when damages have been fully compensated. The former is a necessary condition for liability limation, and the latter sufficient condition. There are strong evidences for the first hypothesis. Navigation or aviation, artificial satellite lauching, urban transportation system are good examples. The second hypothesis is supported by the fact that there have been continuous controversies on the Warsaw System, including the failure of ratification of Montreal Additional Protocols No.3 & 4 by the U.S. Senate and voluntary removal of liability limitation by the Japanese airline companies. Loss of cargo can be compensated fully, but damages from personal injury and death not. The value of human body and life is not easy to be estimated. Passengers, moreover, do not usually buy insurance for accidents in travel. Passengers do not accept insurance premium as the cost of being whole and alive. They do not accept accident rates realistically. They have no bargaining power in dealing with insurers. The rule of liability limitation in personal losses would not be supported in future because damages have not fully compensated.

북한의 불법 해상활동에 대한 해양차단에 관한 연구 (Maritime Interdiction against the DPRK's Illicit Maritime Practices)

  • Despite the deep concerns against the DPRK and the harsh sanctions imposed on it, the country renders the sanctions futile by facilitating various illegal trades such as the ship-to-ship transfers of petroleum or coal. Recently, the international community went into paying attention to solve this matter. Among the measures the community can take, "reinforcing the search and inspection of the DPRK related vessels transiting in the high and territorial seas" is the best policy approach to reduce the sanction evasion and provide the international community with considerable bargaining advantages. This measure requires the forceful action by legal enforcement agencies, also known as VBSS. (Visit, Board, Search, and Seizure) It would make the deals prohibited by the UNSCRs (United Nation Security Council Resolutions) less profitable by reducing the expected return on the deals and increasing the cost for them. So, it would make the illegal deals under the table less attractive. The DPRK has been able to render the sanctions futile by exploiting the limitations of the current maritime sanctions. The resolutions are short of being specific about law enforcement, and the PSI (Proliferation Security Initiative) is legally nonbinding. However, if the UNSCRs and the PSI are combined, they can generate a new source of power and exploit the weakness of the DPRK. Noting that the recent UNSCRs stipulated all the legal discussions in the resolutions are confined and applied only to the DPRK, the PSI can target the commercial trade as well as the WMD-related materials in the case of the DPRK's illegal maritime practices. Therefore, the PSI endorsing partners should go beyond mere commitments. They should discuss action plans to implement the maritime interdictions to the extent that they discourage the DPRK and its business partners continuing the illegal activities.

전체 공급망 수익성 개선을 위한 게임이론 기반의 수요 할당 메커니즘의 비교 연구 (Comparative Analysis of Game-Theoretic Demand Allocation for Enhancing Profitability of Whole Supply Chain)

  • 본 연구는 공급망 운영에서 가장 기본적이고 필수적인 연구 분야인 공급자의 선정과 수요의 할당 문제를 해결하기 위한 방법으로 게임이론을 적용하였다. 특히, 가장 보편적으로 사용되고 있는 점진적 역경매 메커니즘을 비율적 형평성을 보장하는 구매 게임 방식과 공급망 전체 운영의 수익성이라는 관점에서 비교 분석하였다. 서로 다른 두 메커니즘의 정교한 비교 분석을 위한 전체 알고리즘을 제시하였으며, 구매게임을 이용한 공급자 선정 및 주문 배분의 최적해는 유전자 알고리즘을 통해 도출하였다. 전체 공급망의 수익성은 공급자와 구매자의 수익함수와 수익-비용 비율을 통해 평가하였다. 실제 현실의 공급망을 단순화한 모형을 바탕으로 본 연구에서 제안하는 방법이 전체 공급망의 수익성을 어떻게 향상시킬 수 있는 지를 간단한 실험과 통계 분석을 통해 설명하였다. 이를 통해 구매게임의 해가 역경매 방식에 비해 구매자의 수익성 감소를 통해 공급자와 구매자를 모두 포함하는 공급망 전체의 수익성을 크게 향상시킬 수 있음을 보였다.

프랜차이즈 가맹점의 노동조건 개선 및 상생지원 방안 (A Study on the Improvement of Working Conditions and Win-Win Support for Franchisees)

  • Purpose: The Korean franchise market has undergone drastic growth in recent years. Followed by expansion of franchise business types, relevant legal matters have diversified. Compared to conventional economic laws that focused on resolving problems related to unfair transactions between franchisors and franchisees, more diverse labor laws have emerged recently due to governance and economic dependencies of franchise structure. However, it was found that the business environment of franchisees and working conditions of franchisee employees have not changed accordingly due to the unique structure of franchise business. Though franchisees are entrepreneurs independent from franchisors, they are still under franchising contract with the franchisors. For instance, employees of franchisees have been exposed to malpractices in regard to pay, time, and other working conditions. These malpractices may show the ineffectiveness of current labor laws. Labor management is an important issue for sustainability of franchise businesses. Negative publicity of franchises generated from violating relevant labor laws may have significant negative impact on overall image of franchised brands. However, franchisors should not hold franchisees fully responsible for legal violations in terms of labor management but strive to prevent relevant risks. Thus, the recent amendment in labor law related to increased minimum wage and reduced worktime have called for more attention to effectively implementing the law. Research design, data, and methodology: This study was conducted through a review of franchise-related laws and various institutions and policies. Results: It is further needed for all parties, including franchisors, franchisees, and franchisee employees, to take collaborative actions to improve working conditions of franchisees. Therefore, this study aims to propose appropriate and effective response plans toward recent changes in the Minimum Wage Act, while strengthening sustainability of franchisors, franchisees, and their employees. Conclusions: The proposal mainly contains plans regarding profit-related aids and profit sharing/cost reduction strategies for franchisees, as well as collective bargaining in the franchisor-franchisee relation. More detailed suggestions are included. Conclusions: This proposal may help franchisors and policymakers develop business plans and policies in improving business conditions of franchisees and working conditions of franchisee employees.

산업조직론을 활용한 부산항 컨테이너 하역산업의 특성 분석 (Analysis of the Characteristics of Container Ports in Busan Port Using Industrial Organization Approach)

  • 컨테이너 하역산업에서 장단기 측면에서 이용자(선사 또는 화주)와 공급자(하역업체)가 상생하는 산업생태계가 기능하기 위해서는 컨테이너 하역시장에 알맞은 시장의 다양한 조건이 갖추어질 필요가 있다. 본 논문은 경제학의 산업조직론을 활용해 부산항 컨테이너 하역시장의 여건과 수급 특성을 분석하고 그에 따른 시장성과를 살펴보고 있다. 먼저 산업의 기본조건으로서 수요 및 공급 특성을 분석했다. 수요 특성으로는 1) 물동량의 외생성, 2) 수출입 및 허브 기능 병행, 3) 선사 교섭력 강화, 4) 높은 대체 탄력성, 5) 물동량 증가세 둔화 등이 도출되었다. 공급 특성으로는 1) 공급의 비탄력성, 2) 하역서비스의 동질성, 3) 공급 과잉, 4) 하역기술 고도화, 5) 규모의 경제 및 저장 불가능성, 6) 항만노무공급시장의 경직성, 7) SCM 상의 역할 증대 등이 분석되었다. 다음으로 산업조직론의 대표적 분석방법인 구조-행동-성과(Structure-Conduct-Performance)의 관점에서 분석을 수행했다. 시장 구조 측면에서는 1) 운영사의 규모의 경제 미흡, 2) 높은 진입장벽, 3) 선사의 교섭력 강화, 4) 일시적 요율 인가제 등이 분석되었고, 시장 행동 측면에서는 1) 수출입/환적 화물의 가격차별, 2) 선사의 중장기 터미널 이용 계약, 3) 지속적 장비 투자, 4) 낮은 수준의 운영사 간 협력 등이 도출되었다. 시장 성과 측면에서는 1) 불균등한 운영사 수익성, 2) 수출입 물류비 경감, 3) 첨단기술 도입 지연, 4) 유휴시설 발생 등이 분석되었다. 나아가 시장구조가 시장행동에 영향을 미친다는 사실을 실제 자료를 이용한 회귀분석을 통해 검증했다. 결론에서 미래 중요 어젠다로서 항만 산업정책을 수립/시행하여 국제물류 서비스의 경쟁력을 제고하고 항만 운영사 발전을 통한 국부 및 고용 창출을 도모할 필요가 있음을 제시했다.

  • 1987년의 민주화조치(民主化措置) 이후 발생한 임금(賃金)의 급격한, 그리고 지속적인 상승은 비용우위(費用優位)의 약화를 야기하였고 이에 더하여 3저기간(低期間)의 무역수지흑자(貿易收支黑子)는 원화(貨)의 절상(切上)을 유발하여 우리 상품(商品)의 수출단가상승(輸出單價上昇)을 증폭시켰다. 새로운 경쟁우위(競爭優位)를 발굴하는 것이 우리 경제(經濟)의 당면과제(當面課題)인바 당분간은 비용우위유지(費用優位維持)가 우리 산업(産業)의 기본경쟁전략(基本競爭戰略)이 되어야 할 것이다. 이때의 비용우위(費用優位)는 기술(技術)의 뒷받침을 통하여 제품단가(製品單價)를 낮추는 것을 의미하며 이는 과거 저임금(低賃金)에 의존하던 비용우위유지(費用優位維持)와는 다른 것이다. 구체적(具體的) 방안(方案)의 하나로 기업간(企業間) 생산분업(生産分業)의 효율적(效率的) 조직화(組織化)를 생각해 볼 수 있다. 본(本) 연구(硏究)의 목적(目的)은 기업간(企業間) 생산분업(生産分業)으로서의 하도급(下都給)이 어떠한 형태(形態)로 운영되고 있는지 그리고 최근의 경제여건변화(經濟與件變化)에 대응하여 어떠한 방향(方向)으로 진전되고 있는지를 파악해 보는 데 있다. 구체적으로 모기업(母企業)과 수급기업간(受給企業間)의 교섭력(交涉力)의 차이, 수급기업(受給企業)의 모기업(母企業)에 대한 기술력(技術力)의 기여(寄與) 정도, 대외경쟁력(對外競爭力)의 약화(弱化)에 대응한 양자간(兩者間)의 협력관계(協力關係) 형성(形成), 새로운 경쟁우위(競爭優位)를 회복하기 위한 인식형성(認識形成)과 구체적 방안(方案)에 대한 견해(見解) 등을 하도급제(下都給制) 생산방식(生産方式)에 참여하고 있는 개별기업(個別企業)들에 대한 설문조사(設問調査)를 통하여 파악해 보고자 하였다. 설문조사(設問調査)의 결과(結果)에 따르면 자동차산업(自動車産業)의 하도급(下都給)이 경쟁력회복(競爭力回復)에 긍정적(肯定的)으로 작용(作用)하고 있는 것으로 나타났다.

SCM 성과 결정요인에 관한 통합적 연구: 공급업체 관점으로 (Studies on Determinant Factors of SCM Performance: From the Supplier Perspective)

  • In an attempt to cope with widespread, dynamic, and accelerating changes in both internal and external business environments, companies often utilize information technologies such as SCM(Supply Chain Management). To date, SCM research has mainly focused on the effects of dynamic factors on SCM success and emphasized adoption strategies and critical success factors. Consequently, the effects of more static factors such as interdependency between SCM partners have been largely ignored. The purpose of this study, therefore, is to examine the effects of both dynamic and static factors on SCM performance by controlling for information quality and partnership quality. The five factors examined in this study include innovative ness, mutual dependency, quality of information, partnership quality, and SCM performance. All factors were examined from the perspective of part suppliers, except the mutual dependency which was examined from two aspects: supplier's dependency on customer and customer's dependency on supplier. Data was collected through five hundred survey questionnaires distributed to the part supplier companies that have implemented SCM systems for at least one year. As a result, a total of 170 valid responses were obtained. A structural equation research model was fitted using SAS 9.1.3 and SMART-PLS 2.0. The results of this study can be summarized as follows. First, innovativeness positively affected SCM information quality. SCM partnership quality, and ultimately SCM performance. The path coefficient between innovativeness and information quality was 0.387, with a t-value of 3.528. Innovativeness also had a positively direct effect on partnership quality. The path coefficient was 0.351 with a t-value of 3.366. The total effect of innovativeness on partnership quality was significant, although its indirect effect on partnership quality by altering information quality was negligible. The total indirect effect of innovativeness on SCM performance by affecting information quality and partnership quality was significant with a p-value of 0.014. Innovativeness played an important role in determining SCM performance. Second, mutual dependency showed no significant effect on SCM information quality. This result contradicts the earlier assertion that the more dependent two companies are, the more accurate and timely the information they exchange ought to be. This study showed that this may not be the case; a partner may provide information of poor quality even when it is strongly dependent on the other. Mutual dependency showed significant effect on partnership quality. However, when the mutual dependency perceived by suppliers was divided into two parts, one being a supplier's dependency on its customer company and the other being a customer's dependency on the supplier, the latter showed a significant impact on the perceived SCM partnership quality. This result indicates that a customer company can hardly improve the partnership quality perceived by suppliers by making them more dependent. It improves only when the suppliers perceive that their partners, typically having more bargaining power, are more dependent on them. The overall effect of mutual dependency of any kind on SCM performance, however, was not significant. Although mutual dependency has been mentioned as an important static factor influencing almost every aspect of cooperation on a supply chain, its influences may not be as significant as it was initially perceived to be. Third, the correlation between information quality and partnership quality was 0.448 with a p-value of less than 0.001. Information quality had a path coefficient of 0.256 to partnership quality with a t-value of 2.940. The quality of information exchanged between partners may have an impact on their partnership quality. Fourth, information quality also had a significant impact on SCM performance with a path coefficient of 0.325 with a t-value of 3.611. In this study, SCM performance was divided into four categories: product quality, cost saving, service quality, and order fulfillment. Information quality has Significant impacts on product quality, cost saving and service quality, but not on order fulfillment. Fifth, partnership quality, as expected, had a significant impact on SCM performance. The path coefficient was 0.403 with a t-value of 3.539. Partnership quality, like information quality, had positive impacts on product quality, cost saving and service quality, but showed no impact on order fulfillment. It seemed that order fulfillment is the hardest category of performance that SCM can satisfy. One major limitation of this study is that it surveyed only the suppliers. To better understand the dual aspects of SCM, it is important to survey both suppliers and the assemblers, especially in pairs. This research, to our best knowledge, was the first attempt to study the level of dependency between the two groups by measuring the dual aspects of SCM and studying mutual dependency from the categories of suppliers and assemblers each.. In the future, a more comprehensive and precise measurement of SCM characteristics needs to be achieved by examining from both the supplier's and assembler's perspectives.

참여자관점에서 공급사슬관리 시스템의 성공에 영향을 미치는 요인에 관한 실증연구 (An Empirical Study on the Determinants of Supply Chain Management Systems Success from Vendor's Perspective)

  • The supply chain management (SCM) systems have emerged as strong managerial tools for manufacturing firms in enhancing competitive strength. Despite of large investments in the SCM systems, many companies are not fully realizing the promised benefits from the systems. A review of literature on adoption, implementation and success factor of IOS (inter-organization systems), EDI (electronic data interchange) systems, shows that this issue has been examined from multiple theoretic perspectives. And many researchers have attempted to identify the factors which influence the success of system implementation. However, the existing studies have two drawbacks in revealing the determinants of systems implementation success. First, previous researches raise questions as to the appropriateness of research subjects selected. Most SCM systems are operating in the form of private industrial networks, where the participants of the systems consist of two distinct groups: focus companies and vendors. The focus companies are the primary actors in developing and operating the systems, while vendors are passive participants which are connected to the system in order to supply raw materials and parts to the focus companies. Under the circumstance, there are three ways in selecting the research subjects; focus companies only, vendors only, or two parties grouped together. It is hard to find researches that use the focus companies exclusively as the subjects probably due to the insufficient sample size for statistic analysis. Most researches have been conducted using the data collected from both groups. We argue that the SCM success factors cannot be correctly indentified in this case. The focus companies and the vendors are in different positions in many areas regarding the system implementation: firm size, managerial resources, bargaining power, organizational maturity, and etc. There are no obvious reasons to believe that the success factors of the two groups are identical. Grouping the two groups also raises questions on measuring the system success. The benefits from utilizing the systems may not be commonly distributed to the two groups. One group's benefits might be realized at the expenses of the other group considering the situation where vendors participating in SCM systems are under continuous pressures from the focus companies with respect to prices, quality, and delivery time. Therefore, by combining the system outcomes of both groups we cannot measure the system benefits obtained by each group correctly. Second, the measures of system success adopted in the previous researches have shortcoming in measuring the SCM success. User satisfaction, system utilization, and user attitudes toward the systems are most commonly used success measures in the existing studies. These measures have been developed as proxy variables in the studies of decision support systems (DSS) where the contribution of the systems to the organization performance is very difficult to measure. Unlike the DSS, the SCM systems have more specific goals, such as cost saving, inventory reduction, quality improvement, rapid time, and higher customer service. We maintain that more specific measures can be developed instead of proxy variables in order to measure the system benefits correctly. The purpose of this study is to find the determinants of SCM systems success in the perspective of vendor companies. In developing the research model, we have focused on selecting the success factors appropriate for the vendors through reviewing past researches and on developing more accurate success measures. The variables can be classified into following: technological, organizational, and environmental factors on the basis of TOE (Technology-Organization-Environment) framework. The model consists of three independent variables (competition intensity, top management support, and information system maturity), one mediating variable (collaboration), one moderating variable (government support), and a dependent variable (system success). The systems success measures have been developed to reflect the operational benefits of the SCM systems; improvement in planning and analysis capabilities, faster throughput, cost reduction, task integration, and improved product and customer service. The model has been validated using the survey data collected from 122 vendors participating in the SCM systems in Korea. To test for mediation, one should estimate the hierarchical regression analysis on the collaboration. And moderating effect analysis should estimate the moderated multiple regression, examines the effect of the government support. The result shows that information system maturity and top management support are the most important determinants of SCM system success. Supply chain technologies that standardize data formats and enhance information sharing may be adopted by supply chain leader organization because of the influence of focal company in the private industrial networks in order to streamline transactions and improve inter-organization communication. Specially, the need to develop and sustain an information system maturity will provide the focus and purpose to successfully overcome information system obstacles and resistance to innovation diffusion within the supply chain network organization. The support of top management will help focus efforts toward the realization of inter-organizational benefits and lend credibility to functional managers responsible for its implementation. The active involvement, vision, and direction of high level executives provide the impetus needed to sustain the implementation of SCM. The quality of collaboration relationships also is positively related to outcome variable. Collaboration variable is found to have a mediation effect between on influencing factors and implementation success. Higher levels of inter-organizational collaboration behaviors such as shared planning and flexibility in coordinating activities were found to be strongly linked to the vendors trust in the supply chain network. Government support moderates the effect of the IS maturity, competitive intensity, top management support on collaboration and implementation success of SCM. In general, the vendor companies face substantially greater risks in SCM implementation than the larger companies do because of severe constraints on financial and human resources and limited education on SCM systems. Besides resources, Vendors generally lack computer experience and do not have sufficient internal SCM expertise. For these reasons, government supports may establish requirements for firms doing business with the government or provide incentives to adopt, implementation SCM or practices. Government support provides significant improvements in implementation success of SCM when IS maturity, competitive intensity, top management support and collaboration are low. The environmental characteristic of competition intensity has no direct effect on vendor perspective of SCM system success.
