This paper presents wavelet-based moving object segmentation using double change detection and background registration. Three successive frame differences for detection change were used in the wavelet domain. The background was constructed with the wavelet coefficients in the lowest frequency subband which are the approximated version of an image. Combining double change detection and background registration, we can obtain an efficient moving object segmentation algorithm.

Background: Cancer has important social consequences with cancer registration as the basis of moving towards prevention. The present study aimed to estimate the completeness of registration of the ten most common cancers in patients referred to selected hospitals in Shiraz, Iran by using capture-recapture method. Materials and Methods: This cross-sectional analytical study was performed in 2014 based on the data of 2009, on a total of 4,388 registered cancer patients. After cleaning data from two sources, using capture-recapture common findings were identified. Then, the percentage of the completeness of cancer registration was estimated using Chapman and Chao methods. Finally, the effects of demographic and treatment variables on the completeness of cancer registration were investigated. Results: The results showed that the percentages of completeness of cancer registration in the selected hospitals of Shiraz were 58.6% and 58.4%, and influenced by different variables. The age group between 40-49 years old was the highest represented and for the age group under 20 years old was the lowest for cancer registration. Breast cancer had the highest registration level and after that, thyroid and lung cancers, while colorectal cancer had the lowest registration level. Conclusions: According to the results, the number of cancers registered was very few and it seems that factors like inadequate knowledge of some doctors, imprecise diagnosis about the types of cancer, incorrectly filled out medical documents, and lack of sufficient accuracy in recording data on the computer cause errors and defects in cancer registration. This suggests a necessity to educate and teach doctors and other medical workers about the methods of documenting information related to cancer and also conduct additional measures to improve the cancer registration system.

Ship object detection is a technique to detect the existence and the location of ship when ship objects are shown on input image sequence, and there are wide variations in accuracy due to environmental changes and noise of input image. In order to solve this problem, in this paper, we propose multiple ship object detection based on background registration technique and morphology operation. The proposed method consists of the following five steps: background elimination step, noise elimination step, object standard position setting step, object restructure step, and multiple object detection steps. The experimental results show accurate and real-time ship detection for 15 different test sequences with a detection rate of 98.7%, and robustness against variable environment. The proposed method may be helpful as the base technique of sea surface monitoring or automatic ship sailing.
Purpose: The brain perfusion SPECT is the examination which is able to know adversity information related brain disorder. But brain perfusion SPECT has also high failure rates by patient's motions. In this case, we have to use two days method and patients put up with many disadvantages. We think that we don't use two days method in brain perfusion SPECT, if we can use registration method. So this study has led to look over registration method applications in brain perfusion SPECT. Materials and Methods: Jaszczak, Hoffman and cylindrical phantoms were used for acquiring SPECT image data on varying degree in x, y, z axes. The phantoms were filled with $^{99m}Tc$ solution that consisted of a radioactive concentration of 111 MBq/mL. Phantom images were acquired through scanning for 5 sec long per frame by using Triad XLT9 triple head gamma camera (TRIONIX, USA). We painted the ROI of registration image in brain data. So we calculated the ROIratio which was different original image counts and registration image counts. Results: When carring out the experiments under the same condition, total counts differential was from 3.5% to 5.7% (mean counts was from 3.4% to 6.8%) in phantom and patients data. In addition, we also run the experiments in the double activity condition. Total counts differential was from 2.6% to 4.9% (mean counts was from 4.1% to 4.9%) in phantom and patients data. Conclusion: We can know that original and registration data are little different in image analysis. If we use the image registration method, we can improve disadvantage of two days method in brain perfusion SPECT. But we must consider image registration about the distance differences in x, y, z axes.

Background: A quantitative structure-activity relationship (QSAR) model was adopted in the Registration, Evaluation, Authorization, and Restriction of Chemicals (REACH, EU) regulations as well as the Act on Registration, Evaluation, etc. of Chemicals (AREC, Republic of Korea). It has been previously used in the registration of chemicals. Objectives: In this study, we investigated the correlation between the predicted data provided by three prediction programs using a QSAR model and actual experimental results (acute fish, daphnia magna toxicity). Through this approach, we aimed to effectively conjecture on the performance and determine the most applicable programs when designating toxic substances through the AREC. Methods: Chemicals that had been registered and evaluated in the Toxic Chemicals Control Act (TCCA, Republic of Korea) were selected for this study. Two prediction programs developed and operated by the U.S. EPA - the Ecological Structure-Activity Relationship (ECOSAR) and Toxicity Estimation Software Tool (T.E.S.T.) models - were utilized along with the TOPKAT (Toxicity Prediction by Komputer Assisted Technology) commercial program. The applicability of these three programs was evaluated according to three parameters: accuracy, sensitivity, and specificity. Results: The prediction analysis on fish and daphnia magna in the three programs showed that the TOPKAT program had better sensitivity than the others. Conclusions: Although the predictive performance of the TOPKAT program when using a single predictive program was found to perform well in toxic substance designation, using a single program involves many restrictions. It is necessary to validate the reliability of predictions by utilizing multiple methods when applying the prediction program to the regulation of chemicals.
Background: Cancer staging enables planning for the best treatments, evaluation of prognosis, and predictions for survival. The Collaborative Stage (CS) system makes it possible to significantly reduce the proportion of patients labeled at an "unknown" stage as well as discrepancies among different staging systems. This study aims to analyze the factors that influence the accuracy and validity of CS data. Materials and Methods: Data were randomly selected (233 cases) from stomach cancer cases enrolled for CS survey at the Korea Central Cancer Registry. Two questionnaires were used to assess CS values for each case and to review the cancer registration environment for each hospital. Data were analyzed in terms of the relationships between the time spent for acquisition and registration of CS information, environments relating to cancer registration in the hospitals, and document sources of CS information for each item. Results: The time for extracting and registering data was found to be shorter when the hospitals had prior experience gained from participating in a CS pilot study and when they were equipped with full-time cancer registrars. Evaluation of the CS information according to medical record sources found that the percentage of items missing for Site Specific Factor (SSF) was 30% higher than for other CS variables. Errors in CS coding were found in variables such as "CS Extension," "CS Lymph Nodes," "CS Metastasis at Diagnosis," and "SSF25 Involvement of Cardia and Distance from Esophagogastric Junction (EGJ)." Conclusions: To build CS system data that are reliable for cancer registration and clinical research, the following components are required: 1) training programs for medical records administrators; 2) supporting materials to promote active participation; and 3) format development to improve registration validity.

Objectives and Background : Aims of this studies are to collect and analyze the lawful restriction against cancer registration and to suggest the model promoting the cancer registry. Materials and Methods : Total 16 countries, the members of OECD, including the U.S. are evaluated. the status of cancer registration of the evaluated countries are analyzed. The legislated laws, protect the individual's information, of the evaluated countries are analyzed. The cases any registries were impaired with the law to protect privacy are searched and analyzed. Results : All of the evaluated countries have some kinds of privacy protecting laws. For cancer registration, 11 of 16 countries implement some lawful authorities. Some of countries have experienced restriction of registration by the law of protecting individual's health data. All countries have performed cancer registry and 6 of 16 countries have nearly 100% population-based cancer registration. Conclusions : The cancer registry has to be the national effort. The informed consent of the data subjects and the permission of any special institutes are the difference to perform the registration. So, it is necessary to legislate any law supporting the cancer registration and establish any independent institutes to protect the individual's health data and support the cancer registry.
Cancer registration provides a firm basis for cancer control efforts and research into changing patterns of incidence, mortality, survival and prevalence is of obvious importance. Most of the countries of Asia have already published relevant data although the level of coverage and accuracy do vary a great deal both between and within countries. The present review concerns the relevant literature for the period 2008-2013, focusing on the types of research conducted and the conclusions that can be drawn with regard to what should be done in the future to translate the information available into effective intervention efforts to reduce the burden of disease. A major emphasis has been on determining variation in incidence and mortality/survival on the basis of ethnicity and socioeconomic as well as geographical background, as well as trends over time, either for cancer in general or specific organ sites. In addition a small number of papers focused on methodological, quality and cancer control issues, very pertinent to the future development of cancer registry based research.
Objectives Korea's Act on the Registration and Evaluation of Chemicals (K-REACH) was enacted for the protection of human health and the environment in 2015. Considering that about 2000 new substances are introduced annually across the globe, the extent of animal testing requirement could be overwhelming unless regulators and companies work proactively to institute and enforce global best practices to replace, reduce or refine animal use. In this review, the way to reduce the animal use for K-REACH is discussed. Methods Background of the enforcement of the K-REACH and its details was reviewed along with the papers and regulatory documents regarding the limitation of animal experiments and its alternatives in order to discuss the regulatory adoption of alternative tests. Results Depending on the tonnage of the chemical used, the data required ranges from acute and other short-term studies for a single exposure route to testing via multiple exposure routes and costly, longer-term studies such as a full two-generation reproducibility toxicity. The European Registration, Evaluation, Authorization and Restriction of Chemicals regulation provides for mandatory sharing of vertebrate test data to avoid unnecessary duplication of animal use and test costs, and obligation to revise data requirements and test guidelines "as soon as possible" after relevant, validated replacement, reduction or refinement (3R) methods become available. Furthermore, the Organization for Economic Cooperation and Development actively accepts alternative animal tests and 3R to chemical toxicity tests. Conclusions Alternative tests which are more ethical and efficient than animal experiments should be widely used to assess the toxicity of chemicals for K-REACH registration. The relevant regulatory agencies will have to make efforts to actively adopt and uptake new alternative tests and 3R to K-REACH.

Background: The purpose of this study was to collate inventors' improvements of air extraction cupping technology by reviewing patent applications in Korea. The cost of procurement and use of air extraction cupping devices are covered by health insurance. Methods: Patents registered in Korea for air extraction cupping devices from August 1992 to January 2018 (registration, expiration, rejection, abandonment, and disclosure) were analyzed to determine technology trends. The Korean patent search engine used was Kipris (www.kipris.or.kr). Results: Sixty-seven Korean patents for air extraction cupping devices were retrieved. Most patents focused on design of the top valve of the device, the device at the bottom, an internal device, and the disposable cupping glass. In total 17.9% of patents were registered and 64.2% were abolished [either from non-payment of registration fees (93%) or expiration of the patent after 10 years (7%)]. The average registration period was 3.7 years. Conclusion: The patents retrieved for this study focused on the development of the air exhaust valve, disposable cups, and skin adhesion maintenance technology in cupping devices that use air extraction. The average registration period was 3.7 years, meaning the patents that were not commercialized, expired without additional registration renewals. It is important to acquire a New Excellent Technology certificate for a cupping device to promote commercialization.
