우리나라의 차세대 자유비행 인프라구축 전략에 관한 연구 (A Study for Master plan of Infrastructure Establishment of Next Generation Free Flight Concept)

  • International organizations related to air transport such as ICAO, IATA, ACI are forecasting that the number of passenger will grow about 4.4% annually up to 2015. Therefore, the innovation of given system technology and operation procedure is required in global scale to cope with the increase of air traffic demand. CNS/ATM infrastructure based on satellite is considered to play key role in order to solve the problems due to the dramatic increase of air traffic demand over the world. Free flight concept in the air transport operation has been proved with CNS/ATM infrastructure especially in USA and Europe. Therefore, it is necessary to develop key technologies to overcome technology gap and to secure international competitiveness in Korea. ADS-B is an important issue, and new element technologies should be considered as essential items which were shown in Capstone project. Nowadays, the free flight concept is combined to Air Transport Road Map such as NextGen project in USA, SESAR in Europe. In this process, free flight is included in the concepts such as ATM(Air Traffic Management), aviation security and safety, environmental protection and economy development, wide area weather variable reduction service, information integration and application between the related authorities (civil/military) etc. The purpose of research is to establish mid-term and long-term infrastructure plan and strategy for free flight realization in Korea. The analysis of action target and equipment construction status, phase construction plan of infrastructure has been performed by considering mid-term and long-term free flight plans of USA and Europe.

항공 범죄와 그 피해구제 (Aircraft Crime and the Damage Relief)

  • 항공범죄의 개념에는 민간 항공의 안전을 위해하는 행위, 항공기 불법납치 그리고 불법 파괴행위 등이 포함된다. 이러한 항공범죄는 주로 ICAO에서 국제 조약 및 협약으로 규정하고 있다. 아래의 조약과 협약은 모든 국가에 적용되는 무조건적이고 절대적인 규범이다. 항공기내에서 행한 범죄 및 기타 행위에 관한 협약(Convention on Offences and Certain other Acts Committed on Board Aircraft), 항공기의 불법납치 억제를 위한 협약(Convention for the Suppression of Unlawful Seizure of Aircraft, Convention for the suppression of unlawful acts against the safety of civil aviation), 공항에서의 불법적 폭력행위의 억제를 위한 의정서(Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation), 가소성 폭약의 탐지용 표지에 관한 협약(Convention on the Marking of Plastic Explosives for the Purpose of Detection) 본 논문에서는 상기 조약에서 언급하고 있는 항공범죄의 의미와 재판관할에 대한 내용을 살펴본다. 또한 항공범죄가 비행중이거나 지상에서 발생하였을 경우의 사후구제수단에 대하여 설명한다. 마지막으로 항공범죄와 관련된 사례들을 통해 피해자를 보호할 수 있는 방안을 고찰한다.

  • In response to the recent surge in aviation demand, major airports and aviation authorities continue to make efforts to formulate arrival and approach procedures that take into account efficient aircraft separation, noise and environmental issues of carbon (CO2) emissions. In order to ensure efficient traffic control and environmental issues, as a result, a new concept Trombone, Point Merge, etc. have been introduced and widely used in the domestic airspace. However, these new concept procedures which do not properly reflect the characteristics of the aircraft operation performance and the FMS vertical descent guidance hinder flight efficiency as well as bring in turn negative factors such as level-off flight and the use of drag device at the busiest phase of the flight descent operation, like the Continuous Descent Operation (CDO). Accordingly, throughout modification the current Standard Terminal Arrival Route (STAR) and Instrument Approach Procedure(IAP) that reflect the aircraft descent performance and the FMS guidance, the flight operation safety and efficiency is expected to be improved eventually. We herewith analyze and propose the way of improving flight efficiency in the arrival operation procedure by supplementary modification which consequently contribute to the aviation industry international competitiveness.

  • 우리나라는 국토 면적의 대부분이 산악 지역으로 이루어져 공항을 운영할 만한 지역, 즉 공항이나 비행장을 운영할 수 있는 개활지가 부족하여 공항 개발이 활발하지 못하였다. 하지만 현재와 같은 항공운송산업의 발달, 항공수요의 급증에 따른 환경 속에서, 안전하고 원활한 비행훈련을 위해 훈련용 비행장 인프라 구축은 더욱 적극 검토되어야 할 것으로 본다. 본 연구에서는 적정한 수준의 훈련 인프라 구축을 위해 국내 훈련비행장 운영실태 분석과 해외 훈련전용 비행장 사례를 검토하여 우리에게 필요한 훈련전용 비행인프라 구축시 적합한 표준 모델을 제시하고자 한다. 그리고 이를 통해 훈련비행 인프라의 적정 규모와 운영 효율성 부분에 대한 시사점을 제시하고자 한다.

  • With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

국제선 운영변화에 따른 김포국제공항의 항공기 소음 분석 (Analysis of Aircraft Noise at Gimpo International Airport according to Changes in International Flight Operations)

  • Gimpo International Airport is a strategically utilized airport based on government policy, but there are many residents living around the airport, so it is very sensitive to changes in airport operation. In the past, similar noise results were obtained for aircraft noise at Gimpo International Airport despite changes in aircraft types and an increase in the number of aircraft operating, and recently ICAO proposed a low-noise aircraft noise standard (Ch.14). Since the new standard has a noise reduction effect of up to 15dB compared to existing aircraft noise, ICAO and Europe EASA predict that future aircraft noise will be reduced if the latest technologies such as low-noise aircraft are applied. Therefore, this study establishes the aircraft operation performance and measured noise of Gimpo International Airport in 2022 as a baseline scenario, noise changes using various scenarios of introduction of low-noise aircraft, operation of mid-to-long-distance routes, and changes in future air traffic demand were analyzed using simulation.

배출가스 부과금에 따른 항공사 네트워크의 변화에 관한 연구 (A Study on Airlines Network Changes by Emission Charges)

  • Air travel has become an essential part of the global society and its sustainable development is expected. Airlines profit structure and network operation will be influenced by internalization of external costs like emission charge. This additional cost of the airlines will be directly pose air ticket fare increase and demand of air passenger will be decreased. EU-ETS is a part of environmental binding to airlines fly to EU territory airports. This study analyzes the impact of emission charges by application of EU-ETS on airlines network change. For long-term forecast, a reliable estimation of the future price of carbon dioxide (CO2) will be used.

스마트무인기의 공역체계 내 운용에 관한 연구 (A Study on Operability of Smart UAV in the NAS)

  • A UAV is defined as a powered, aerial vehicle that does not carry a human operator, and can fly autonomously or be piloted remotely. UAV operations have increased dramatically during the past several years in both the public and private sectors. The utilization of UAV and the activities of diverse widening, now the challenge was how to operate and integrate UAV safely in the NAS. The purpose of this study is to look around the trend for operability of Smart UAV in the NAS and to provide its implications and the future direction of integrated operating airspace focusing on U.S. where R&D and demand of UAV are the most in the world.

  • Unmanned aerial vehicles(UAVs) are increasingly used in civilian areas as well as in military areas due to the technological advancement of UAVs. In response to the increasing demand in UAVs, many studies are under way to integrate the airspace between manned aircraft and UAV. The development of flight test can secure the performance and flight characteristics of the designed aircraft. And the capability of research and development can be expanded through the accumulation of technical data. It is also essential to verify the correct performance and characteristics of development aircraft themselves. In this paper, we propose development flight test procedures and items for civilian UAVs.

지상조업서비스 품질 제고를 위한 인식조사 -인천공항을 중심으로- (Recognition Survey for Quality Improvement of Ground Handling Service - Focused on Incheon International Airport -)

  • Due to the opening of Incheon International Airport Terminal 2, the operation range of ground operators is expanding and the workload is increased, which may cause a deterioration of the operation quality. Airline and airport corporations are concerned about safety delays as well as delays in flight due to delays in operations. Air traffic demand at Incheon International Airport is expected to increase steadily in the future. Therefore, this study intends to derive quality improvement plan by investigating the perception of stakeholders about the status of fishing service in order to improve service quality of Incheon airport ground handling company. The results of the analysis are expected to be used as basic data for improving quality of service.
