Formation of New Approaches to the Use of Information Technology and Search For Innovative Methods of Training Specialists within the Pan-European Educational Space

  • European integration processes have acted as a catalyst for the emergence of a new type of educational environment, which is characterized by competent flexibility of specialists. Therefore, the article focuses on professional training of teachers in the context of European integration processes using information technology and the search for innovative methods of training specialists. One of the educational priorities in Europe is to create a new model of a teacher who has an academic education, knows innovative methods, is able to perform functions and tasks efficiently and professionally, adequately, quickly and correctly respond to changes and innovations. The tasks facing education in the European dimension are formulated. The main trends in the education of teachers in modern Europe are described: the need to deepen and expand subject training programs in pedagogical institutions of Higher Education, which will allow autonomy of activity, awareness of responsibility for independent creative decisions, create favorable conditions for the development of professionalism through the use of Information Technology and the search for innovative methods of training specialists. At the present stage, various models of teacher training are being developed based on the University and practical concept using information technology and searching for innovative methods of training specialists. On this basis, two different theories of perception of teacher education were formed: as preparation of teachers for work throughout their professional career; as preparation for the first years of professional work, which is periodically repeated in the process of continuous professional training and improvement. Among the advantages that the use of Information Technology and the search for innovative methods of training specialists to implement the learning process, it is worth mentioning the following: simultaneous use of several channels of perception of the student or student in the learning process, thanks to which the integration of information processed by different sensory organs is achieved; the ability to simulate complex real experiments; visualization of abstract information by dynamic representation of processes, etc.

서울시 일반폐기물의 통합적 관리체계에 관한 연구 (A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

개원의사들의 전문직업성과 직무스트레스가 직업만족도에 미치는 영향 (Professional Job Perception, Job Stress and Job Satisfaction of Doctors Practicing in Local Clinic in Daegu City)

  • Objective : This study was conducted in order to investigate professional job perception, job stress and job satisfaction in doctors. Method : The authors conducted a survey using a self-administered questionnaire, conducted between August and September,2001. The study subjects were 457 doctors practicing at local clinics in Daegu City. Results : For the professionalism scale, the score for 'sense of calling to field' and 'feeling of autonomy' were relatively high, Age, working hours per day, and perception of socioeconomic status significantly influenced the professionalism scale scores (p<0.01). For the job stress scale, the scores for 'clinical responsibility/decision' factor were the highest of all the surveyed factors. Working hours per day significantly influenced the job stress scores (p<0.01). To investigate the overall relationship between the variables, the authors conducted a linear structural equation model analysis. The equation was statistically appropriate and a good fit. The job stress, and the professionalism factors, respectively influenced job satisfaction negatively and positively (T>2.0). The working hours per day and status perception also influenced their job satisfaction (T>2.0). Conclusion : To promote the iob satisfaction of doctors, the development of coping tools and other intervention methods are needed to increase doctor's professional job perception and reduce their job stress. Further studies are required to understand the characteristics of job satisfaction and for its promotion with doctors.

개원의사와 개원한의사의 전문직업성, 직무스트레스 및 직업만족도 (Professional Job Perception, Job Stress and Job Satisfaction of Westerm Doctors and Oriental Doctors Practicing at Local Clinic)

  • Objectives : This study was conducted in order to investigate the professionalism, job stress and job satisfaction in western and oriental doctors in Korea. Methods : The authors conducted a survey using a self-administered questionnaire, conducted between August and September, 2001. The study subjects were 457 western doctors and 161 oriental doctors practicing at local clinics in Daegu City. Results : For the professionalism scale, the score for belief in service to the public of western doctors was significantly higher than that of oriental doctors (p<0.05) whereas the scores for sense of calling to the field and feeling of autonomy were higher in oriental doctors (p<0.01). For the job stress scale, the scores for work factor, and clinical responsibility/decision factor of western doctors were significantly higher than those of oriental doctors (p<0.01). Of the western doctors, 59.7% expressed satisfaction with their job as a doctor, 69.5% responded that the role of a doctor was appropriate to their aptitude, and 61.8% answered that they wouldn't consider other kinds of job even if offered. In case of oriental doctors, these responses were 83.1%, 82.5%, and 82.3%, respectively. Conclusions : The job stress scores of western doctors were higher than those of oriental doctors, but the job satisfaction was lower. The reasons for the above results are not clear. Further studies are required to understand the characteristics of job stress and job satisfaction in doctors.

종합병원인력의 직무만족요인과 충성지수 (Job Satisfaction and Commitment of General Hospital Employees)

  • This study was intended to enhance the level of hospital personnel management through analysing job satisfaction of hospital employees in terms of structural, personal and environmental variables. The sample of this study consist of a total of 790 persons including doctors, residents, interns, pharmacists, nurses, medical engineers, office workers and manual workers who have worked for general hospitals with 200 beds, 300 beds and 800 beds respectively. The Likert's 5 scales were used for the measurement of satisfaction. The results can be summarized as follows: 1. Structural Variables The level of satisfaction on the job itself was generally low, 2.8 in Likert's 5 scales, with the order of role ambiguity(3.87), routinization(2.6), work overload (2.45) and autonomy(2.37). Hospital employees are aware of their responsibility and they regarded their work as heavy one. The compensatory satisfaction degree was 2.5 which was also low: There were in the order stability(3.1), distributive justice(2.57), pay(2.3) and promotion(1.9). Usually hospital employees showed high degree of stability, while, their satisfaction on promotion possibility is quite low due to specially differentiated structures of hospitals. The degree of satisfaction on the internal conditions of organizational culture was relatively higher as 2.92: They were co-worker's support(3.69), supervisory support(3.15), role conflict(2.64) and welfare(2.17) in order. The satisfaction on welfare as an economic condition was the lowest. 2. Personal Variables The level of satisfaction on personal variables was 3.27 which seemed to be quite high: Contribution to the hospital(3.38), attitude on job performance(3.28) and pride as a member of the hospital(3.07). They seem to believe that their work has been helpful to the performance of hospitals. 3. Environmental Variables The degree of satisfaction on these variables was 3.07 on the average which was derived from environmental factors such as family-role conflict and community support related to hospital employees' environment. The order of satisfaction for each variable is community support(3.2) and family-role conflict(2.94). They turned out to be fairly satisfied with their job in community and yet, they wanted more spare time to spend with their family.

국가연구개발 사업비 집행의 투명성 확보를 위한 제재조치(환수, 참여제한)에 관한 연구 (To ensure transparency in the implementation of national R&D Sanctions(refunds, participation restrictions) Research)

  • 정부 연구개발사업은 미래지향적 성장동력창출, 예산확대 등 중요성이 높아짐에 따라 R&D의 효율성 투자방향 전략 등 패러다임 전환을 통해 구체적으로 미래 비전을 제시하고 있다. 반면에 제재조치에 대한 연구와 관심은 저조함으로 본 논고를 통해 법적근거, 법령 비교분석, 국외사례 등을 검토해 국내에 적용하는 시사점을 도출하고 연구자들의 이해를 도와 실무에 활용하는데 본 연구의 목적이 있다. 또한 제도시행을 알지 못하거나, 소홀함으로 겪는 피해를 사전에 방지하는 효과 및 연구비 집행의 투명성 제고에 기여하고자 한다. 본 연구는 정부R&D의 특성과 제재조치에 대한 기준을 중소기업관련 R&D 투자 상위 3개 부처의 제재조치를 비교 분석하는 방식으로 수행되었다. 우리나라는 2001년 제재조치 도입을 시작으로 누적위반 중과제, 참여제한 기간의 확대, 삼진아웃제도의 도입 등을 통해 연구개발의 도덕적 해이를 방지하고, 재정 건전화를 위한 방향으로 강력히 추진하고 있다. 그럼에도 불구하고 사업비 부정사용은 지속적으로 적발되고 있다. 따라서 강력한 제도보다는 연구자율을 최대한 보장하고, 책임이 강화될 수 있도록 연구수행 주체자 들의 투명한 사업비 집행 의지, 공공재원에 대한 도덕적 접근, 기술개발에 대한 사명감 등 인식전환의 선행이 중요하다.

돌봄정의(Caring Justice) 개념구성과 한국 장기요양정책의 평가 (The Conceptualization of Caring Justice and an Evaluation of Long-Term Care Policy in Korea)

  • 사회적 돌봄의 급격한 성장에도 불구하고, 돌봄에 대한 이해는 분절적이고 돌봄은 여전히 주변화(marginalizing) 되어 있다. 돌봄의 사회화가 실질적으로 '절반(折半)의 사회화'에 머물고 있는 것은 돌봄을 둘러싼 사회 부정의(不正義)의 결과이다. 따라서 돌봄의 문제를 정의(Justice)의 관점에서 접근할 필요가 있다. 이 논문에서는 돌봄정의(Caring Justice)를 논함에 있어 존 롤스의 사회계약론에 기반한 사회정의 접근이 가지는 한계를 페미니스트 돌봄윤리에 관한 저작들을 통해 정리하고, Nancy Fraser의 3차원 정의기준인 (재)분배(redistribution), 인정(recognition), 대표(representation)를 기준으로 돌봄정의 개념을 새롭게 구성하였다. 이 때 돌봄의 관계적 측면에 주목하여, 돌봄정의 개념을 돌봄수혜자의 돌봄 사회권(社會權) 측면뿐만 아니라 돌봄제공자의 노동권(勞動權) 측면을 포함하는 통합적(統合的) 개념으로 구성하였다. 그리고 돌봄정의 분석틀에 입각하여 돌봄정책 이념유형(ideal types)을 도출한 다음, 한국 돌봄정책의 중심축인 노인 장기요양정책을 평가하였다. 연구결과는 다음과 같다: 첫째, 돌봄책임의 사회화 및 사회적 자원의 정당한 분배 관점에서, 특히 돌봄제공자의 노동권 강화가 필요하다. 둘째, 돌봄윤리와 돌봄의 개별화 관점에서 돌봄수혜자 및 돌봄제공자의 관계적 자율성을 보장하는 서비스 제공체계와 돌봄문화가 필요하다. 셋째, 돌봄책임을 민주적으로 배분하고 정당한 자원배분을 위하여 돌봄문제를 정치적 중심 아젠다로 다루어야 한다. 이를 위해 돌봄의 주변화(marginalization of care)로부터 돌봄의 주류화(mainstreaming of care)로의 패러다임 전환이 필요하다. 궁극적으로 돌봄사회(Caring Society)를 지향해야 한다.

문제중심 학습방법을 적용한 의사소통론 교과목 개발 및 적용 (A Study of Development and Implementation of Problem-based Learning Program in Communication Curriculum of Nursing Education)

  • Recently, in the academic disciplines critical thinking has been emphasized as the new evolution in education. Problem-based learning is suggested as the evolutionary learning method in developing critical thinking. In the nursing education, PBL is offered as an appropriate teaching method to prepare nurse student for professional. PBL is a student-centered learning strategy aimed at developing critical thinking, motivating self-directed study and attaining autonomy. The purpose of this study was to develop the communication curriculum of nursing education based on PBL and implementing of it. PBL module was developed focused on five communication situations. And learning strategies to facilitate the learning process and the guided questions to stimulate student inquiry were also developed. This PBL education was conducted for six students in the master's course during the 14 weeks from March, 2000 to June, 2000. The outcomes of the PBL education were examined based on the content analysis of the students reflective journal. As a result, it was found that students experienced the effect of it focused on self-oriented, group-oriented, and practice-oriented domain. In the self-oriented domain, the findings indicate that there were 5 kinds of concepts including 'motivation for self-directed study', 'transition toward certainty in knowledge acquisition', 'attempt to apply their prior knowledge into new situation', 'enhancement of self-image in real situation', 'self-growth with self reflection'. In the group-oriented domain, there were 3 kinds of concepts including 'cognitive work in group', 'perception of co-responsibility in attaining learning objectives', 'socialization with group members'. In the practice-oriented domain, there were 3 kinds of concepts including 'linkage theoretical knowledge with real situation', 'attempt to apply in real situation', 'development problem solving skill in real situation'. In conclusion, PBL had a significant effect on self, group, and clinical domain. And assessing PBL outcomes is challenging because standardized instrument do not develop yet. So the findings of this study can suggest the basic data for examining the PBL outcome.

중국 신노동계약법 시행에 따른 외자 항만물류기업의 인적자원 관리전략에 관한 고찰: 주요 내용과 대응방안을 중심으로 (A Study on Human Resource Management Strategy of Foreign Shipping and Port Logistics Companies under the China's New Labor Contract Law - Focus on Contents and Countermeasures -)

  • 2007년 6월 29일, 중국은 전국인민대표대회 상무위원회 제28차 회의에서 노동계약법을 통과시켰다. 동 법규는 2008년 1월 1일부터 시행된다. 새로운 노동제도는 중국 대내 외적으로 큰 영향을 미칠 것으로 전망되고 있다. 중국의 새로운 노동제도는 중국 내에서 활동하고 있는 기업들뿐만 아니라 세계 경제에도 직접적인 영향을 미칠 수 있다. 이미 중국내에서 활동하고 있는 기업들은 노동계약법의 본격 시행에 대비한 대응 방안 마련에 부심하고 있다. 중국 정부는 노동환경 개선의 필요성 때문에 노동계약법을 제정했으나, 이미 기존의 노동법 하에서 활동해온 기업들은 당분간 새로운 제도에 대한 적응에 적잖은 어려움을 겪을 것으로 예상되고 있다. 이번 중국의 신노동계약법은 기존 근로계약의 문제점을 개선하고 노사관계를 규범화하여 노동자들의 권익을 보호하기 위한 기본 지침임을 강조하고 있다. 그러므로 근로계약법을 전체 사회 관계를 재조정하는 법률 규범으로 보고, 중국 정무의 집행 의지와 적절한 실행조치를 시험하는 동시에, 기업이 인력자원과 노사관계관리가 장기적 발전에 도움이 된다는 점을 인식하고 일정한 사회책임의식을 갖도록 요구하고 있다. 이에 따라 노동계약법 실행은 노동비용 및 기준의 상승, 기업의 인력자원관리에 대한 자주성 침해, 노사관계의 경직화과 같은 문제점을 외자기업들은 지적하고 있지만, 또 한편으로는 이번 법안의 입법 성공에 대해 노동계약법이 근로조건 개선과 노사관계의 조화 발전을 그 목표로 한다는 데에는 동의를 표하고 있다. 이러한 상황 하에서 노동계약법이 본격 시행될 경우 인건비 상승, 노무관리 부담 증가가 예상됨에 따라 인력 의존도를 낮추는 방향으로 경영체제를 정비하고 신노동계약법 시행에 대비한 직원 채용 퇴직제도, 급여시스템 등 제반 노무관리 시스템의 재정비가 요구된다. 예를 들어, 고용 인력을 최소화하는 경영체제의 도입, 장기고용 상황에 대응하는 인사노무관리체제의 정비, 공회와의 협력적 관계 구축, 노동쟁의 리스크 관리 대책 등을 수립할 필요가 있을 것이다.

  • 전파자원은 4차 산업혁명 시대의 기술혁신을 선도하는 ICT의 핵심기반으로 경제적 가치와 활용도는 급속히 증가하고 있다. 본 연구에서는 국가의 유한자원인 전파를 이용하여 정보를 전달하는 무선국의 확산추세를 인식하고 변화하는 전파기술과 이용환경의 변화에 맞는 무선국 관리제도 개선방안 도출을 목적으로 한다. 특히, 무선국 주파수면허제 도입과 함께 무선국 준공검사를 자기적합성선언으로의 개편을 검토하는 정부계획에 기반하여 제도의 세부시행 절차와 방법을 제안하였다. 자기적합확인제도는 무선국 운용능력을 보유한 것으로 인정되는 이동통신 사업자에게 전파 혼간섭 관리의 자율성과 책임을 부여하는 정책으로 기술규제인 무선국검사 기능을 정부와 민간과 효율적으로 분산한 점에 의미가 크다. 본 연구는 전파관리제도상 사업자에 대한 자율권 부여와 책임의 명확화를 위한 규제개선 정책을 제공하는데 의의를 가진다.
