This study deals with a certified e-document authority system to securely archive e-documents by a government authorized third party. For this study, I have looked at three cases of certified e-document authority systems and compared then with the similar cases in the USA and Japan. In my conclusion, I suggest four ideas to improve the service of certified e-document authority system. First, the company providing the certified e-document authority system needs to expand to special services. Second, they need to concentrate on subject area of their business. Third, they should provide a consulting service for business archives with business customers. Finally, they can support additional services like document risk management and other digital contents archiving.

Many problems of archival description in new environments can be solved by building archival authority databases. This study examines function and structure of archival authority records comparing with library authority records, and analyses the archival authority records in NARA system and Australian CRS System which accepts dynamic description process for archival records. Based on these investigations, some development directions for national archival authority database are recommended.

When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. first, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

In this paper, we proposed the effectively method for constructing of name authority data in korean academic papers and designed the authority database system that is applied the method. For these, we analyze the requisite for identifying the author name and suggest the author identification method. Because construction of name authority record costs time and effort, and considering frequently period of large-scale acquisitions of academic papers, our suggestion includes the system that be able to manage and construct the name authority database, and that is tightly connected with the academic paper management and service systems.

In this study, we proposed the FRAD concept model of authority data schema for author, organization and journal titles included in the academic papers. Academic information includes author names, affiliations, publishers, journals and conferences. They are used as access points, and there are multiple relationships among these entities. It is expected that the use of authority data for academic information based on FRAD conceptual model could improve more accurate retrieval of information, systematic management of academic information, and various forms of knowledge representation. In this study, our entity-relationship authority data will be linked to the document, and included the several properties and relationship to identify the object.

This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.

The purpose of this study was to present an alternative to improve the complex structure of Gyeonggi port governance. Based on previous research, advanced port operation, timely development of port, port safety management, and growth with the region were selected as the main roles of port governance. In addition, the importance of each role was analyzed by selecting the government-led port authority and government and local joint port authority as alternatives. As a result of the analysis, it was found that the establishment of the government-led port authority was reasonable in terms of advanced port operation, timely port development, and port safety management. On the other hand, local joint port authority is reasonable in terms of growth with the region. The implication of this study is that it is necessary to simplify port governance in Gyeonggi Privince and establish the government-led port authority in which Participation of local governments is required for linking regional administration and urban development plans.

This paper proposes the semaphore authority management (SAM) controller to optimize the dual-port SDRAM (DPSDRAM) in the mobile multimedia systems. Recently, the DPSDRAM with a shared bank enabling the exchange of data between two processors at high speed has been developed for mobile multimedia systems based on dual-processors. However, the latency of DPSDRAM caused by the semaphore for preventing the access contention at the shared bank slows down the data transfer rate and reduces the memory bandwidth. The methodology of SAM increases the data transfer rate by minimizing the semaphore latency. The SAM prevents the latency of reading the semaphore register of DPSDRAM, and reduces the latency of waiting for the authority of the shared bank to be changed. It also reduces the number of authority requests and the number of times authority changes. The experimental results using a 1 Gb DPSDRAM (OneDRAM) with the SAM controllers at 66 MHz show 1.6 times improvement of the data transfer rate between two processors compared with the traditional controller. In addition, the SAM shows bandwidth enhancement of up to 38% for port A and 31% for port B compared with the traditional controller.

There are many kinds of risk in int'l trade by internet network, such as credit risk, mercantile risk, contingency risk, exchange risk, physical risk and the risk on internet network. Especially, risk management against credit risk and the risk on internet network are very important. The former is conventional but more important these days. The latter is a new risk that has been incurred owing to the int'l trade by internet network. The system of risk management against the former are firstly, to surely research credit of counterpart by internet, secondly, to certify the entity by password or fingerprint, thirdly, to pay the price under a letter of credit, fourthly, to use the system of int'l trade such as bolero, trade card, finally, to use the authority of electronic trade services. The system of risk management against the latter are firstly, to install the firewall on the own computer network, secondly, to entrust the management own computer network to the network security services firm, thirdly, to electronically communicate with counterpart through the certification authority, finally, to insure against the own network risk with the security insurance company.
