Activation Plan of the Post-Construction Sales through a Perception Survey of Seoul Citizens and Experts

  • Purpose: The purpose of this study is to suggest the activation plan of the post-construction sales through the results of a survey on the perception of Seoul citizens and experts. Research design, data and methodology: The purpose of this study is to suggest the activation plan of the post-construction sales through the results of a survey on the perception of Seoul citizens and experts. Results: According to a survey of Seoul citizens' perceptions, 76.7% of Seoul citizens were well aware of post-construction sales and recognized that post-construction sales would reduce pre-sale speculation and confusion in the real estate market. Second, 73.6% of Seoul citizens were willing to buy houses through post-construction sales, and third, 79.6% of Seoul citizens recognized that a post-sale system was necessary. Experts' opinions generally responded to the expansion of the introduction of post-construction sales, saying, 'It is necessary for both the public and the private sectors'. Second, while experts say that there are also positive effects, negative effects such as polarization centered on large corporations, an increase in sales prices, and a decrease in housing supply are also concerned. Third, experts responded that 'diversification of financing methods' is the most important task in revitalizing the post-sale system. Conclusions: The policy implications are that it is necessary to mandate the post-construction sales in the long term, and that the quality assurance system needs to be supplemented even if the sale is promoted post-construction sales. In addition, private participation is essential to revitalize the post-construction sales, and government support such as initial financing, low-interest rates, and various financing measures should be sought to expand private participation.

  • 사물인터넷(IoT)은 다양한 디바이스가 유무선 네트워크를 통해 연결되어 정보를 수집, 처리, 교환, 공유하는 환경이다. 대표적 디바이스가 스마트폰 같은 모바일 IoT 디바이스인데, 사용자에게 고성능서비스를 제공하기 위해 파워를 많이 소비하지만 상시 공급할 수 없어서 주어진 IoT 환경에 적합하게 파워 관리를 하는 것이 필수적이다. 하지만 기존 모바일 IoT 디바이스의 파워 관리에는 AP, AP 내/외부 HW 모듈, OS, 플랫폼, 어플리케이션 등 다양한 요소가 복잡하게 얽혀 있어서 이 관계를 쉽게 파악하고 관리하는 체계적인 방법이 필요하다. 또한 파워 관리와 연관된 다양한 관리 정책, 운영 환경, 알고리즘 등 가변 요소를 분석하고 이를 파워 관리 개발에 반영하는 것이 필요하다. 본 논문에서는 이러한 문제점을 해결하고 모바일 IoT 디바이스 파워 관리를 체계적으로 개발하기 위한 공학 원칙과 이를 기반으로 한 방법을 제안한다. 실행가능성 검증을 위해 커넥티드 헬멧 시스템 파워 관리가 사례연구로 사용되었다.

Determinants of Opportunism between Franchisor and Franchisee: Focusing on the Moderating Effect of Startup Experience

  • Purpose: This study examines the opportunism moderating effect by the startup experience in the relationship between franchisor and franchisees. In the case of a franchise system that has a continuous relational exchange transaction, relationship management is a very important activity because the relationship management between franchisor and franchisees improves the quality of the relationship. Nevertheless, there is insufficient of research on opportunism, which is a negative factor in managing the relationship between franchisor and franchisees in continuous relationship. Research design, data and methodology: This study, we explore the cause of opportunism based on transaction cost theory through prior research and establish a research model based by goal incongruity, uncertainty, information asymmetry, transaction specific assets, the relevance to determinant of opportunism and the startup experienced which is a moderating variable. To verify several hypotheses, the data were collected from 300 out of 1,760 domestic franchisees and analyzed using multiple regression analysis with SPSS program. Results: The findings are as follows. Goal incongruity did not affect opportunism. Opportunism increased as uncertainty increased, and as information asymmetry increased, opportunism increased. An opportunism decreased as transaction specific assets increased. Moreover, the findings show that startup experience only plays a moderating role in the relationship between information asymmetry and opportunism. Therefore, 4 out of 8 hypotheses were supported. Conclusions: The findings show that uncertainty, information asymmetry, and transaction specific assets are the determinants of opportunism. In addition, the results of the analysis of the moderating role of startup experience show that the less entrepreneurial experience, the greater the influence of information asymmetry on opportunism. Our findings mean that maintaining a successful relationship between franchisors and franchisees is possible when franchisors provide knowledge sharing, goal sharing, environmental sharing, and management information sharing to franchisees. In addition, the findings of this study shows that the contract content and management should be changed according to the entrepreneurial experience. In other words, the franchisors must share and integrate the accumulated franchisees' and franchisors' experience with the franchisees to create a synergy that can lead to successful bilateral relationship maintenance, which in turn reduces opportunism.

공공부문의 지식관리시스템 활용에 미치는 영향 요인과 성과에 관한 연구 (A study on the Affecting Influence Factors and Business Performance in Application of KMS in Public Sector)

  • 본 연구에서는 지식관리시스템(KMS)을 도입하여 활용 중인 공공기관을 중심으로 활용도와 만족도에 미치는 영향요인에 대한 연구이다. 공공기관의 경우 1999년 하반기부터 지식관리시스템을 본격적으로 도입하여 현재 국방부, 행정자치부, 기획예산처 등 대부분의 정부부처에서 시스템을 구축하여 운용하고 있다. 이로 인해 지식관리시스템의 편리성과 필요성을 이해하고, 지식자산의 중요성에 대한 인식이 확산되고 있다. 하지만 부서별 KMS 활용도에 많은 차이가 있으며 사용자 간에도 만족도에 많은 차이가 있음을 발견할 수 있다. 이는 KMS에 대한 최고책임자 관 심, 전담 인력 요인의 지원, 교육훈련 여부, KM 프로세스 지원 등의 많은 부분에서 영향을 받는 것으로 기대되었다. 따라서 본 연구는 KMS에 미치는 영향요인으로 조직특성, 지식정보특성, 전략특성의 하위요인을 도출하고 이러한 하위요인들이 KMS 활용도 및 KMS 만족도에 어떠한 영향을 미치는지 분석하여 향후 지식관리시스템을 활성화하기 위한 방안을 제시하고자 한다.

중소기업의 핵심인재우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향에 관한 연구 (A Study on the Effect of Core Employee Policy and Core Employee Management System on Competitiveness of Human Resource and Organizational Commitment in SMEs)

  • 대부분의 중소기업은 대기업에 비해 인적 자원과 물적 자원의 제한이 더 크다고 할 수 있고, 처해 있는 경영환경은 더 위험하고 복잡하고 동태적이라고 할 수 있다. 따라서 중소기업의 생존과 발전에 있어서 인적 자원의 지식과 기술이 매우 중요하고, 이에 중소기업의 인적자원 관리에 대한 연구의 필요성이 있다. 특히, 중소기업의 핵심인재에 대한 우대정책과 관리제도가 인적자원의 경쟁력과 조직몰입에 어떠한 영향을 미치는지에 관한 연구는 매우 미흡하고 이론 및 실무적 시사점 또한 제한적이었다. 본 연구는 216개의 중소기업을 대상으로 890명의 종업원을 표본으로 하여 핵심인재우대정책과 핵심인재관리제도가 인적자원의 경쟁력과 조직몰입에 미치는 영향력을 검증하였다. 분석자료로는 한국직업능력개발원이 개발한 인적자본기업 패널의 2009년 자료를 활용하였다. 연구결과로는 중소기업의 핵심인재우대정책이 인적자원의 경쟁력에 긍정적인 영향을 미치고 있었고, 인적자원 경쟁력이 조직몰입에 긍정적인 영향력을 미치고 있었다. 하지만 중소기업의 핵심인재우대정책이 핵심인재관리제도에는 유의미한 영향을 미치고 있지 않았고, 핵심인재관리제도도 인적자원 경쟁력에 유의미한 영향력을 나타내고 있지 않았다. 이러한 연구결과가 중소기업에 있어서 인적자원의 경쟁력을 향상시키는데 핵심인재우대정책에 대한 중요성을 제고시키며, 중소기업의 핵심인재관리제도에 관한 관심도를 제고시키는 시사점을 제공한다.

원자력시설 안전관리 법제의 문제점과 개선방안 연구 -수산물의 안전관리를 중심으로- (A Study on the Problems and Improvement of the Safety Management Law of Nuclear Facilities -Focused on Safety Management of Aquatic Products-)

  • The main purpose of this study is to analyze and examine the problems of the law systems of the safety and maintenance of nuclear facilities and to propose the improvements with respect to the related problems especialy focused on safety management of aquatic products. Therefore, the results of the paper would be helpful to build an effective management law system of safety and maintenance of nuclear facilities and fisheries products. The research methods are longitudinal and horizontal studies. This study compares domestic policies with foreign policies of nuclear plants and aquatic products. Using the above methods, examining the current system of nuclear-related laws and regulations, we have found that there exist 13 Acts including "Nuclear Safety Act", etc. Safety laws related on nuclear facilities have seven Acts including "Nuclear Safety Act", "the Act on Physical Protection and Radiological Emergency", "Radioactive waste control Act", "Act on Protective Action Guidelines against Radiation in the Natural Environment", "Special Act on Assistance to the locations of facilities for disposal low and intermediate level radioactive waste", "Korea Institute of Nuclear Safety Act". "Act on Establishment and Operation of the Nuclear Safety and Security Commission". The seven laws are composed of 119 legislations. They have 112 lower statute of eight Presidential Decrees, six Primeministrial Decrees and Ministrial Decrees, 92 administrative rules (orders), 6 legislations of local self-government aself-governing body. The concluded proposals of this paper are as follows. Firstly, we propose that the relationship between the special law and general law should be re-established. Secondly, the terms with respect to law system of safety and maintenance of nuclear plants should be redefined and specified. Thirdly, it is advisable to re-examine and re-establish the Law System for Safety and Maintenance of Nuclear Facilities. and environmental rights like the French Nuclear Safety Legislation. Lastly, inadequate legislation on the aquatic pollution damage should be re-established. It is necessary to ensure sufficient transparency as well as environmental considerations in the policy decisions of the Korean government and legislation of the National Assembly. It is necessary to further study the possibilities of accepting the implications of the French legal system as a legal system in Korea. In conclusion, the safety management of nuclear facilities is not only focused on the secondary industry and the tertiary industry centering on power generation and supply, but also on the primary industry, which is the food of the people. It is necessary to prevent damage to be foreseen. Therefore, it is judged that there should be no harm to the people caused by contaminated marine products even if the "Food Safety Law for Prevention of Radiation Pollution Damage" is enacted.

국도포장 유지보수 공법 및 시기에 따른 편익산정 방안 (Methodology for Benefit Evaluation according to Maintenance Method and Timing of National Highway Pavement Section)

  • PURPOSES : This study aims at proposing the methodology for benefit evaluations in pavement maintenance methods and timings using KoPMS(Korean Pavement Management System) software which was developed for efficient pavement management. METHODS : This study classified pavement sections into 4 clusters considering AADT(Annual Average Daily Traffic) and ESAL(Equivalent Single-Axle Load) using cluster analysis and used the deterioration models in each cluster. Increased user costs due to pavement deterioration as time goes by and agent costs for maintenance were estimated. Based on deterioration model and KoPMS software, Methodology for benefit evaluation was proposed in pavement maintenance methods and with/without implementation using real pavement section data. RESULTS : This study verified that considering agent costs only would be constrained to decide pavement maintenance methods and timings, and ascertained that decision making with agent and user costs would be effective. In addition, this study revealed that pavement maintenance methods and timings can be affected by AADT and ESAL and frequent pavement maintenances can be more efficient for benefits in pavement sections with more AADT and ESAL. Also this study found that user costs would be more affected to decision making than agent costs. Moreover, Delay of conducting pavement maintenance caused increased vehicle operating costs and environmental costs because of poor conditions of pavements. CONCLUSIONS : This study proposed LCCA and benefit estimation methodology of pavement with considering agent and user costs. The results of this study can be used for baseline data of efficient pavement asset management.

Economical selection of optimum pressurized hollow fiber membrane modules in water purification system using RbLCC

  • A water treatment utility in South Korea operates a large system of pressurized hollow fiber membrane (PHFM) modules. The optimal selection of membrane module for the full scale plant was critical issue and carried out using Risk-based Life Cycle Cost (RbLCC) analysis based on the historical data of operation and maintenance. The RbLCC analysis was used in the process of decision-making for replacing aged modules. The initial purchasing cost and the value at risk during operation were considered together. The failure of modules occurs stochastically depending on the physical deterioration with usage over time. The life span of module was used as a factor for the failure of Poisson's probability model, which was used to obtain the probability of failure during the operation. The RbLCC was calculated by combining the initial cost and the value at risk without its warranty term. Additionally, the properties of membrane were considered to select the optimum product. Results showed that the module's life span in the system was ten years (120 month) with safety factor. The optimum product was selected from six candidates membrane for a full scale water treatment facility. This method could be used to make the optimum and rational decision for the operation of membrane water purification facility.

  • 최근 건설업체는 주택상품 기획시 홈네트워크를 차별화 요소로 사용하고 있으나 공급자로서의 역할만 하고 있을 뿐 앞으로 창출될 거대한 규모의 홈네트워크 시장에 대한 적절한 수익모델을 발견하지 못하고 있는 실정이다. 관련업계에서는 유비쿼터스(Ubiquitous)시대를 대비하여 국가성장동력으로 삼으려는 정부의 정책하에 관련 가전, 통신, 방송업계의 시장선점을 위한 각축이 진행중이다 한편 인구구조 및 라이프스타일의 변화 등으로 인해 디지털화된 주거환경에 대한 소비자의 요구도 높아지고 있다 그러나 현재 거주자들에게 제공되고 있는 대부분의 홈디지털 서비스는 정책적 뒷받침의 부족과 분양가상승 우려 등으로 초보적인 수준에 머물러 있는 것으로 조사되었다. 미래주거환경을 선도해야할 건설사들에게 고객특성별 수요분석을 통한 품목 개발과 적극적인 수용의지가 요구되고 있다.

지자체의 복식부기 자산평가를 위한 GIS적용 -거제시를 중심으로- (Application of GIS for Assessing Asset by Double Entry Bookkeeping in Local Government -Focused on Geoje City-)

  • 지방정부는 자체 관할지역에 위치한 모든 자산들을 공적 업무수행을 통해 보호하고 관리하기 위해 공적문서를 작성할 필요가 있으며, 2007년 1월부터 중앙정부는 복식부기 회계제도를 도입하여 자산 및 채무에 관련된 각종 자산관리보고서를 작성하여 운영할 것을 지자체에 강력히 요구하고 있다. 하지만 지하에 설치된 시설물과 같이 몇몇 시설물들은 정확한 조사가 어려운 실정이다. 이에 본 연구에서는 GIS사업에서 구축한 데이터베이스를 사용하여 복식부기에 근거한 지자체의 사회간접자본시설물의 자산평가를 실시하기 위한 방안을 제시하였다. 경남 거제시의 경우를 분석한 결과, 도로 및 상수도시설물과 같은 시설물에 대해서는 GIS 데이터베이스에 있는 항목의 $70{\sim}80%$는 복식부기에 의한 자산평가에 활용될 수 있음을 알 수 있었다. 그러나 복식부기제도와 GIS사업간의 연계성이 미약한 관계로 향후 지자체에서 복식부기를 실질적으로 사용하기 위한 연구가 더 필요하다고 판단된다.
