Objectives: For chemical risk assessment in workplaces, it is necessary to determine a reference value through hazard assessment. In general, OEL (Occupational Exposure Limit) is used for this value. However, since chemicals with OEL were not enough, the concept of DNEL (Derived No Effect Level) was introduced in chemical safety assessment. In this study, the possibility and approach of applying DNEL for chemical risk assessment in domestic workplaces were investigated. Methods: The characteristics of OEL and DNEL were investigated. In addition, ACGIH TLV and GESTIS DNEL were compared and the corresponding scopes were analyzed among the chemical substances notified in South Korea. Results: OEL and DNEL are similar concepts reflecting reference values that should not be exposed based on health effects. While their evaluation and derivation are determined based on similar information and procedures, they may vary depending on the responsible actor, data availability, principles of judgment, and more. As a result of the comparative analysis of ACGIH TLV and GESTIS DNEL, it was confirmed that there is some correlation between TWA and DNEL. The conservatism of DNEL was around 50%. Additionally, it was found that the available range of DNEL among chemicals in South Korea is considerable. Conclusions: This study showed that DNEL can be applied when assessing the risk of chemical substances in domestic workplaces considering several regards. However, since this is not the same level as OEL, we have proposed a proper approach to carry out risk assessment step by step.
This Paper Presents assessment of fuzzy measure Possibility far the electromagnetic field according to voltage fluctuation of the Jechon Area. To cope with substantial electromagnetic analysis, the safety assessment were analyzed the double 154kV T/L, 345kV T/L, Jechon-Ichon Jechon-Youngju, respectively. As the results of case study, in case of 345kV T/L, the electric field value was 11.4927kV/m, magnetic field value was 0.4622G at the Point about 7m away from the line in severest case. Tn assessment of fuzzy measure Possibility for the electromagnetic field, this paper use probability of fuzzy and measure of fuzziness technique.
Natural resources managers have considered the landscape without detailed consideration of aesthetic values of the landscape and geomorphological significance of unique landforms. Since EIA system was introduced in 1981, values associated with landscape protection have been neglected at best compared with those values traditionally attributed to environmental protection, including clean air, water quality and species protection. Black top highways are being built without consideration of harmful effects to the sea cliffs. Sea walls and tetrapod are being installed to protect the coastal towns and fish markets for tourist. However, beach itself are experiencing accelerated erosion due to the shortage of proper coastal engineering expertise. Hotels and condominiums are under construction on a massive scale around the national parks, which substitute the scenic ridges with concrete profiles. To protect the scenic beauty of national parks, their design and construction material should be more harmonious with the surroundings. Therefore, visual impact assessment should be applied both within the national park boundary and beyond to enhance the aesthetic values of national parks.
Risk assessment is useful tool making good decisions on the risks of certain hazardous com-pound and suggests safe margin through scientific process using toxicological data, statistical tool, exposure value and relevant variants. The goal of risk management is to protect the public health from hazardous compound based on result of risk assessment having reality. For the suggestion of exact man-aging information, risk assessment must be designed to represent a "plausible estimate" of the exposure to the individuals and to minimize uncertainty. Risk assessment methodology and knowledge are expected to change more rapidly than before and up-to-date methodology should be applied in regulatory aspects through the Agency. For the useful application of risk assessment, the communication between the risk assessor and the risk manager is needed before the initiation of the risk assessment and upon its completion. Generally, the risk assessment itself as a practical tool in the regulatory decision making process would be regarded with social economic impact.ic impact.

This study aims to propose an assessment model on environmental economics which will provide useful information in making a decision for the implementation of pro-environmental and economical construction projects. To meet the objective, this study suggests a procedure to estimate environmental cost of construction projects. The model combines environmental load assessment and environmental value assessment. The environmental cost of pollutant generated from the construction project was estimated utilizing the Contingent Valuation Method (CVM) which is a value assessment method borrowed from economic science. The devised model is expected to provide a useful methodology that will scientifically support the planning and management of sustainable construction not only in the environmental aspect but also in the economical aspect.
The main purpose of this study was to develop a program outcomes assessment tool using reflection journal. Reflection journal has recently come to gain more attention from school as an alternative assessment tool. Although numerous studies reconfirmed the educational importance and value of reflection journal as an assessment tool, research on the assessment tool of the engineering accreditation, based on education view is scarce. After literature reviews about the case studies on the program outcomes assessment, this study, to analyse the current assessment tools, and then, examined the educational implications of reflection journal as a program outcomes assessment tool. This study suggested the assessment tool using reflection journal for PO6 (teamwork) and PO11 (engineering ethics), one of the most important assessment items in engineering accreditation. In this study, we used the performance criteria, assessment criteria, rubric, and closed the loop to measure the teamwork and engineering ethics. The result of this study is significant in terms of guiding the future evaluation system development for program outcomes.
A new evaluation technique, i.e. multicriterion matrix technique, on the vegetation assessment was proposed and compared with several techniques having been previously used in the environmental impact assessment. Four criterias and 10 subcriterias were selected for two evaluation indices such as vegetation naturalness value and vegetation class. These criterias were characterized by syntaxonomical informations of hemeroby concept and potential vegetation, hierarchical system between criterias, and ordinal scale of vegetation naturalness valuse. Vegetation naturalness values were classified into 11 ordinal levels and condensed to five vegetation classes for facilitating practical use. In the example study two sites were compared by using two indices. This technique could have useful applications for ssessment of regional vegetation. A vegetation map of naturalness described by combination of two indices was proposed in order to illustrate regional vegetation naturalness.

Since the reformation of the National Health Insurance Act in 2000, the Health Insurance Review and Assessment Service (HIRA) in the Republic of Korea has performed quality assessments for healthcare providers. The HIRA Value Incentive Program (VIP), established in July 2007, provides incentives for excellent-quality institutions and disincentives for poorquality ones. The program is implemented based on data collected between July 2007 and December 2009. The goal of the VIP is to improve the overall quality of care and decrease the quality gaps among healthcare institutions. Thus far, the VIP has targeted acute myocardial infarction (AMI) and Caesarian section (C-section) care. The incentives and disincentives awarded to the hospitals by their composite quality scores of the AMI and C-section scores. The results of the VIP showed continuous and marked improvement in the composite quality scores of the AMI and C-section measures between 2007 and 2010. With the demonstrated success of the VIP project, the Ministry of Health and Welfare expanded the program in 2011 to include general hospitals. The HIRA VIP was deemed applicable to the Korean healthcare system, but before it can be expanded further, the program must overcome several major concerns, as follows: inclusion of resource use measures, rigorous evaluation of impact, application of the VIP to the changing payment system, and expansion of the VIP to primary care clinics.
Purpose: The purpose of the study was to validate fall risk assessment scales among hospitalized adult patients in South Korea using the electronic medical records by comparing sensitivity, specificity, positive predictive values, and negative predictive values of Morse Fall Scale (MFS), Bobath Memorial Hospital Fall Risk Assessment Scale (BMFRAS), and Johns Hopkins Hospital Fall Risk Assessment tool (JHFRAT). Methods: A total of 120 patients who experienced fall episodes during their hospitalization from June 2010 to December 2013 was categorized into the fall group. Another 120 patients, who didn't experience fall episodes with age, sex, clinical departments, and the type of wards matched with the fall group, were categorized to the comparison group. Data were analyzed for the comparisons of sensitivity, specificity, positive and negative predictive values, and the area under the curve of the three tools. Results: MFS at a cut-off score of 48 had .806 for ROC curves, 76.7% for sensitivity, 77.5% for specificity, 77.3% for positive predictive value, and 76.9% for negative predictive value, which were the highest values among the three fall assessment scales. Conclusion: The MFS with the highest score and the highest discrimination was evaluated to be suitable and reasonable for predicting falls of inpatients in med-surg units of university hospitals.

The uncertainty assessment is important to improve the reliability of emission inventory data. The DARS (Data Attribute Rating System) have recommended as the uncertainty assessment technic of emission inventory by U.S. EPA (Environmental Protection Agency) EIIP (Emission Inventory Improvement Program). The DARS score is based on the perceived quality of the emission factor and activity data. Scores are assigned to four attributes; measurement/method, source specificity, spatial congruity and temporal congruity. The resulting emission factor and activity rate scores are combined to arrive at an overall confidence rating for the inventory. So DARS is believed to be a useful tool and may provide more information about inventories than the usual qualitative grading procedures (e.g. A through E). In this study, the uncertainty assessment for 2009 CAPSS (Clean Air Policy Support System) emission inventory is conducted by DARS. According to the result of this uncertainty assessment, the uncertainty for fugitive dust emission data is higher than other sources, the uncertainty of emission factor for surface coating is the highest value, and the uncertainty of activity data for motor cycle is the highest value. Also it is analysed that the improvement of uncertainty for activity data is as much important as the improvement for emission factor to upgrade the reliability of CAPSS emission inventory.
