This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

예술 문화교육 진흥법은 한국의 예술과 문화교육에 관한 사항을 제도화한 것으로 역사적 관점에서 직업 전문성을 촉진하는 경향을 품고 있다. 특히, 예술 및 문화교육 분야 전문가들의 직업 정체성의 본질은 인적자원 개발에 대한 분석 및 토론에 관한 사항을 주요 초점으로 두고 있다. 따라서, 본 연구는 예술 및 문화교육 관행의 다양성을 강조하고 예술 및 문화교육 전문가의 직업 훈련의 경우 학제 간 접근방식을 고려하는 다양한 교과과정 및 프로그램을 기반 되어야함을 나타낸다. 이러한 점에서 전문가의 직업 정체성의 과도한 단순화는 예술과 문화교육의 다양성과 우수성에 부정적인 영향을 미칠 수 있다. 예술과 문화교육의 요구를 충족시키기 위해서는 대학 수준의 커리큘럼 및 훈련 프로그램 운영 전문가들의 실무분석을 기반하여 학제 간 접근을 통해 새로이 개발 및 수정되어야 한다.

문화예술교육은 유아의 전인적 발달을 도와 언어능력과 창의적인 사고력을 증진시키고 정서지능을 함양시킬 뿐만아니라 다양한 시각으로 사물을 바라보고 다양한 문화를 이해할 수 있게 하는데 많은 효과가 있었음이 검증되면서 최근에 문화예술교육의 관심은 유아기 예술경험의 중요성과 더불어 예술능력발달에 초점을 맞추고 있다. 수준 높은 문화예술교육은 폭넓은 문화예술의 소양과 감각을 지닌 교사와 문화예술전문가의 긴밀한 협력을 바탕으로 정규수업에서 통합적인 영역을 다루는 것이 가장 바람직 한 일이다. 그러므로 유아교사 양성에 있어서 강화된 문화예술교육을 포함하는 것은 유아문화예술교육의 중요성으로 볼 때 매우 필요한 일이 아닐 수 없다. 4년제 대학의 교과과정 분석으로 예비유아교사 양성교육기관에서 유아교사의 문화예술 전문성을 높일 수 있는 교과과정의 개선과 특성화 방안을 제안해 보면, 유아교사의 문화예술역량 향상을 위해 문화예술능력의 기준과 이수교과목을 제도적으로 규정하고 문화예술전문가에 의한 교육으로 문화예술교과의 확대와 통합교과목을 개발하는 것이 필요하다. 현대사회가 지향하는 인재양성을 위하여 문화예술교육은 유아기 때부터 지속적으로 이루어질 때 그 효력이 발생할 수 있으며 유아문화예술교육은 유아의 예술적 체험을 통한 전인적인 인격형성이 목적이기에 유아교사의 양성과정에서 제도적으로 문화예술교육을 강화하고 문화예술영역에 소양과 감각을 기를 수 있는 체험교육이 이루어져야 한다. 향 후 각 유아교사 양성기관에서는 예술문화의 수용력과 해득력을 높일 수 있는 진정한 문화예술교육이 이루어지도록 폭넓은 문화예술교과의 연계와, 융합 등에 대한 개선적인 연구가 절실히 필요한 것이다.

The article substantiates the need to use innovative pedagogical technologies as an effective mechanism for implementing the idea of advanced vocational education, highlights the main components of the idea of anticipation, highlights the experience of using modern technologies in institutions of secondary vocational education. The purpose of the study is to increase the level of professional training of qualified workers and specialists through the effective choice of methodological tools aimed at the formation of professional competencies on the basis of an educational institution.

본 연구에서는 문화예술교육 분야 분류체계의 필요성을 인식하고 패싯 기반의 분류 시스템을 설계하게 되었다. 본 연구는 체계적인 방법론을 적용하여 분류시스템을 구축하였고, 국내외 도메인 전문가와 분류전문가가 협력을 통해 분류시스템을 향상시켜 그 결과 13개의 메인 패싯과 다양한 하위 용어를 추출하였다. 본 연구에서 설계된 분류시스템의 목적은 문화예술교육의 다양한 자원을 보다 체계적이고 효율적으로 관리 이용할 수 있는 기반을 마련하는데 있으며 이는 나아가 문화예술교육 분야의 개념에 대한 문화적 격차를 해소시키는데 사용되기를 바란다.

The decrease in the farming rates of agricultural produce importing countries has led to concerns over stable food supply and food safety and this situation demands a change in awareness on agricultural problems arising from the depletion of natural resources and environmental destruction. To preserve agriculture, importing countries are emphasizing the various roles of agriculture in order to revive its multi-functional aspects. It is obvious that differentiated strategies are needed to create values from agricultural production, and a liberal arts education can play an important role in making these strategies. However, training programs for future agricultural CEOs of the Korea National Agricultural College(KNAC) attaches too much importance on production skill and management rather than focusing on a liberal arts education. On the other hand, Poolmoo Ecological Agriculture Course carried out by Poolmoo Agriculture Technical High School located in Hongseong-Gun, Chungnam Province (which puts a high value on ecological fanning) gives more weight on a liberal arts education, taking up more than 50% of the curriculum. Also, the National Farmers Academy in Japan which reformed its whole system in 2008, has started various liberal arts educational programs. The Academy fosters creative agricultural management, attractive rural development enhancing a comfortable rural life and educates on the future of Japanese food and international environment. It is expected that the ecological and cultural roles of farming will grow in the future. So, what the KNAC needs is to increase its liberal arts educational programs and various cultural experiences in its educational curriculum to promote agricultural marketing with cultural knowledge and sensitivity.

An increasing number of students from different cultures study in higher primary schools. This trend is due to: 1) the government's discourse on increasing the level of participation of foreign students in national educational programs and the need for internationalization; 2) the need of employers for professionals who are trained to work in a multicultural environment to meet the needs of different markets and customers. Methodology. This study is based on the results of the OECD (2018) structured survey of 1,093 teachers at universities in Australia, Colombia, the Czech Republic, Denmark, Georgia, Malta, Vietnam, Turkey, and Argentina, examined policy, the practice of cultural characteristics in training specialists, and teachers' attitudes to cultural diversity. Results. The attitude and perception of cultural features by teachers does not determine the practice of forming a cultural environment and managing this environment to ensure quality education of students of different nations. The main culturological aspects of training are self-expression of cultural and ethnic identities, expression of cultural characteristics and their value through multicultural activities in universities, teaching students to combat ethnic or cultural discrimination. Therefore, the formation of a multicultural environment in higher education occurs through the activities of students and teachers, which complement each other. The practical value lies in identifying two important components of the formation of cultural diversity among students, such as self-expression of ethnic and cultural identity and the expression of cultural differences by teachers in the course of educational activities.

삶의 윤리적 과제가 짙어지고 있는 동시대에 문화예술교육과 무용이 추구하는 교육적 특질은 삶의 성찰을 위한 경험이다. 삶을 위한 예술로서 미적 경험이 일상의 영역에서 중요한 위치를 차지한 것이다. 무용교육은 문화예술교육 정책 등장과 맞물려 일반인들을 위한 교육으로 확산되었고 다양한 교육적 예술적 실험과 도전이 진행되고 있다. 그렇기에 오늘날 문화예술교육과 무용의 지향점이 어떤 관계 속에서 구성되고 있는지 그리고 문화예술교육 정책영역에서 무용교육은 어떤 모습으로 묘사될 수 있는지를 살펴볼 필요가 있다. 의제로서 공동체에 필요한 내용으로 제시되는 정책은 사회적 기능이 강화될 수밖에 없는 특성이 있다. 그리고 때로는 정책에서 추구하는 필요에 의해 교육내용으로 담겨지는 무용의 역할이 규정되기도 한다. 필요와 실행의 방식에 따라 각기 다른 방향으로 엮이며 무용은 단위사업 목표를 이끌 수 있는 역할로 제시되기도 하는 것이다. 문화예술교육 정책이 점차 더 다양한 대상으로, 전 생애를 주기로, 일상(생활문화)으로 방향성이 확장되고 있는 현재, 무용은 특정한 무용 형태와 형식으로, 개인의 자기표현을 위한 방법으로, 혹은 사회적 문제 해결과 예방을 위한 전략으로 실천되고 있다. 이와 같은 관계에서 무용의 가능성, 즉 문화예술교육 내에서의 범위와 역할을 살펴봄으로써 무용교육의 기능을 탐색하고자 한 본 연구는 개념적 접근을 시작으로 정책 현장에서 진행되고 있는 무용교육의 내용과 방법의 범위를 사업단위를 기준으로 탐색함으로써 오늘날 문화예술교육에서의 무용교육의 지형을 살펴보는데 의의가 있다.

본 연구는 문화예술생태계에 출현한 새로운 종(種, species)으로서 생태계의 선순환 구조에 새로운 역동을 만들어내고 있는 '하비프러너'라는 존재에 주목하고, 그들의 활동이 함의하는 개인적, 사회적, 경제적 가치와 문화예술생태계 구조에 끼치는 영향을 고찰하였다. 하비프러너는 자신이 좋아하는 취미를 전문적인 일로 기획하여 사업으로 확장, 발전시켜 나가는 사람으로서, 취미나 여가 활동이 지속적 노력을 통해 전문화될 수 있으며 이를 통해 직업적 경력으로 개발될 수 있다는 새로운 가능성을 제시한다. 본 연구는 취미나 여가 활동 중에서도 큰 비중을 차지하는 문화예술교육분야에 초점을 맞추고, 문화예술 관련 취미 활동이 전문성을 획득하며 직업화되는 현상을 5인의 하비프러너를 통해 탐색하고, 그들의 활동이 문화예술 생태계 구조에 끼치는 영향을 현상학적 연구 방법을 통해 고찰하였다. 하비프러너의 활동은 공공 생활의 질을 향상하고 활력을 불어넣는 중요한 사회적 자본으로 기능하며, 문화예술계의 새로운 동력이 되어 문화예술 시장(marketplace) 속의 수요와 공급에 지대한 영향을 미치고 있음을 본 연구를 통해 확인하였다. 아울러, 하비프러너는 전문 예술가가 예술 소비자에게 직접 전달할 수 없는 다양한 가치들을 보충하는 역할을 하면서, 문화예술생태계의 선순환 구조에 주요한 매개체로 기능한다는 것을 확인할 수 있었다.

The article analyzes and shows the rapid development information and telecommunication technologies, and their capabilities are becoming unprecedented for human development, effective solutions to many professional problems. The analysis of information and communication technologies of education used in higher educational institutions of Ukraine confirmed that for the effective use of special teaching methods, as well as software and technical teaching aids, it is necessary to have a trained teaching staff and students.
