This paper reports the project of arranging archives of Administrative Headquarters of the Jogye Order. It illustrates the whole process of preliminary survey, arrangement, appraisal and description of the archives. One of the distinctive features of the project lies in its focus on practical considerations. In other words, it has avoided blindly following theoretical recommendations made by previous efforts. First step of the project has been to review the current state of the archives through preliminary survey as well as analysis of related regulations. Second step has followed to establish actual process of classifying, appraising, describing, filing and designing storage facility management as well as a computerized archival management system. In this process, every concern has been given to prevent records and archives from physical damage and to ensure their intellectual order kept so that archival information could be re-constructed and usability and efficiency of the records could be secured. Major contributions made by the project can be found in that it has reviewed the volume of administrative archives created and held by Jogye Order and improved the overall efficiency of as well as information sharing among personnel at the Headquarter. The most notable accomplishment could be, however, found in that the project has helped the personnel to rediscover their own history from their records, rather than from their memory. From the theoretical perspective of archival science, the meaning of the project can also be found in that it has provided with the starting point toward establishing organizing methodology for organizational archives including religious archives. Arranging archives of an organization requires archivists to respect theories and principles, but at the same time, adequate attention should be paid to reflect idiosyncratic characteristics of the organization. General methods applicable to a wider range of archives could be derived from the very endeavor. Though impossible in a short period of time, it could be accomplished by accumulating theoretical and practical knowledge and experience.
The purpose of the enactment of the 'Law on the National Archives of Korea' should be to secure the accountability and to shape up the improved governance system in the field of records and archival management, which will contribute to the strengthening of democracy in records management and eventually to the widening of the democratic progress in Korea. On the basis of the above recognition and by way of notion called 'horizontal accountability', this paper suggests the way to secure the National Archives of Korea's independency. And the way to reorganize the National Records Management Committee based on the pluralism and the 'multi-layered' governance system is also investigated. One of the main directions in the suggested law should be for the autonomy and transparency in the operation of the National Archives of Korea. This paper tries drawbacks and limitations of the 'Bill on the National Archives of Korea' introduced to the National Assembly last year, and suggests the alternatives as wel lto get further forward with related discussion.

This study aims to propose a lifecycle cost model for electronic records & archival management. For this purpose, the study identified cost elements based on analysing public records & archival management activities and proposed cost factors for management by applying data gathered from records centers & archives. The study employed various methods: desk research, activity analysis, a cost information survey and interviews with experts in digital preservation, and records/archival management. The study made the first step to the cost studies in electronic records management in Korea. It is expected to update the CoMMPER model and redefine activities of electronic records management. Further case studies based on the model is required.
As a communication language, non-text records and archives such as photographs, images, and videos are becoming more important than text records. As a result, domestic institution, organizations, and specialists related to record management have been emphasizing the necessity of the archive management system appropriate for the distinctive characteristics of image records. This paper summarizes the points to be considered for the establishment of the Korean audiovisual archives management system, based on the writer's experience of participating in the International Audiovisual Archives Management Training for professionals in the world(INA Frame) of 2018. In particular, various types of contents including cinema, broadcasting, cultural should be managed at the national level. Furthermore, the necessity of a new concept establishment for "public audiovisual heritage" is accentuated. In addition, the tasks regarding the establishment of foundation, such as the modification of the related systems and infrastructures, and the layouts of the institution or governance, should be reviewed and revised. Moreover, the preliminary tasks revised, should be lead to the establishment of stable management system for public audiovisual archives of Korea.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the "Records Management Ordinance" through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the "Ordinance on the Preservation of Historical Documents, etc." from April 2017. Through this, the municipalities unit basic local government's record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.
Records management begins at the time of production of the record. Public institutions need control methods and policies to ensure that records are produced and managed properly. Korea introduced the Records production report from the point of time when the Public Records Management Act was enacted to control the records from the production date. However, the Records production report is not operating for that purpose, so records managers and archivists are raising uselessness. In addition, there are differences over whether to keep the system or not, even within the National Archives of Korea. Therefore, the reasons for the existence of this policy, problems in operation, and opinions on alternatives were summarized through interviews with records managers and archivists.
This study aims to establish the definition of "event archive," which collects and manages records that focus on a specific event, in order to present a new perspective onto the collection and management of private records. As such, this study defines "event archive" and then identifies its characteristics by comparing it with community archives and locality archives. An event archive consists of person, spatiality, and temporality. As it puts an emphasis on temporality in particular, this study suggests a spiral model, which grafts person and spatiality onto a time axis. Moreover, this study suggests three considerations for the construction of an event archive. First, it presents different construction methods for different types of event archives depending on the time an event occurred. Second, it suggests records collection and management areas considering the three components of an event archive-person, spatiality, and temporality. Third, it supports a digital archive for an event archive to become an open archive.
The purpose of this study is to propose a model that can polish and improve the ROK (Republic of Korea) Army's records management policy in a new records management environment by analyzing the context of policy implementation. In this study, two distinct and different policy cases were analyzed using different models for policy analysis such as the case of the records management system of the ROK Army with the street-level bureaucracy model and the case of the archives personnel within the ROK Army with a Policy Network model. The results from the comparative analysis with both cases state that the street-level bureaucracy model has limitations in analyzing even a policy implementation case when multiple actors are involved. At the same time, a network policy model is useful in identifying the problematic points that need improvement in the case. Based on these results, some improvements for effective records management in the ROK Army were proposed. This study follows the approach of the two distinctive case studies from the perspective of policy science-a view that no archive researcher has ever explored before.
Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.
