자유학기제에 적용가능한 대통령기록물 활용 교육프로그램 개발 (A Study on Development of Education Program Using Presidential Archives for the Free Learning Semester)

  • 대통령기록물은 당시의 시대상을 반영하고 국가 국정운영의 행정투명성과 설명책임성을 뒷받침할 수 있는 증거적 가치를 지닌 자료이다. 최근 잇따른 대통령기록물 유출 사건으로 인해 국민들의 대통령기록물에 대한 관심이 높아지고, 세종 신청사 이전으로 국민친화적인 서비스를 제공하려는 대통령기록관의 목적에 맞춰 본 연구는 이용자가 기록관에 접근하고 기록물을 활용할 수 있도록 도움을 주고자 한다. 자유학기제가 2016년부터 전면적으로 시행되면서 중학생은 한 학기동안 외부기관에서 교육을 받을 수 있게 되었다. 이는 기록관이 낯선 중학생들에게 기록관과 기록물에 접근할 수 있는 좋은 환경을 마련해주고 기록관을 홍보할 수 있는 기회이나 아직 관련 연구가 미흡한 상태이다. 이에 국내 외 기관의 교육프로그램을 조사하고 대통령기록관에 적용가능한 자유학기제 교육프로그램을 파악함으로 써 대통령기록물을 활용한 자유학기제 교육프로그램을 제안하고자 한다. 본 연구는 문헌연구, 국내 외 사례분석, 전문가 인터뷰 등을 통해 자유학기제 교육프로그램을 제시하였다. 첫째, 문헌연구를 통해 자유학기제의 정의 및 유형을 이해하고 자유학기제 교육프로그램 4가지 유형의 대통령기록관에 연계 가능한 교육프로그램을 파악하였다. 둘째, 웹사이트 분석과 정보공개청구를 통해 국외 기록관과 국내 도서관 및 기록관의 교육프로그램을 조사하였다. 국외 기록관은 학생 주도의 교육프로그램, 국내 도서관 및 기록관은 자유학기제 교육프로그램을 중심으로 총 46곳의 교육프로그램을 분석하였다. 셋째, 앞선 결과를 바탕으로 대통령기록물을 활용한 자유학기제 교육프로그램 4가지 유형과 구체적 적용 예시까지 제시하였다.

미국의 비밀기록관리제도에 관한 연구 -대통령의 행정명령(EO)을 중심으로- (A Study on the System of Confidential Record Management of the USA)

  • 본 연구는 국가비밀의 보호와 함께 비밀기록에 대한 국민의 알 권리를 제도적으로 보장하기 위하여 발전해 온 미국 대통령의 행정명령(Executive Order)을 내용 분석하여, 우리나라 비밀기록관리제도 발전에 필요한 시사점을 제시하고자 한다. 이를 위해 비밀분류, 비밀보호, 비밀해제 측면에서 비밀기록관리와 관련된 역대 대통령의 행정명령(EO)을 살펴보았다. 내용분석 결과 대통령의 행정명령(EO)은 국가비밀을 보호하기 위해서 특별 열람 프로그램, 자동 비밀해제의 면제 및 유예제도, 벌칙을 신설 및 규정하고 있었으며, 국민의 알 권리를 보장하기 위해서는 비밀분류권자 지정제도, 자동 비밀해제 및 의무적 비밀해제 심사제도, 역사연구자와 전직 공무원을 대상으로 한 열람절차를 신설, 규정하고 있었다. 이를 통해 도출한 우리나라 비밀기록관리제도 발전에 주는 시사점은 다음과 같다. 첫째, 국가정보원장 중심의 비밀기록관리 체계를 대통령 중심의 비밀기록관리 체계로 개편해야 한다. 둘째, 비밀기록관리를 전문으로 하는 개별법을 제정할 필요가 있다. 셋째, 통일적인 비밀기록관리 및 상시 감독을 위해 상설 비밀기록관리 감독 기구를 신설해야 한다. 넷째, 비밀기록 생산기관의 오남용에 의한 비밀분류를 정정하기 위해 공신력 있는 외부기관에 의한 비밀분류 재심사절차를 마련해야 한다.

STUDY OF M82 USING SPECTRA FROM THE INFRARED SPACE OBSERVATORY

  • We have studied the central parts of M82, which is a well-known infrared luminous, starburst galaxy, by analyzing archival data from the Infrared Space Observatory (ISO). M82 was observed at 11 positions covering $\pm$45" from the center along the major axis. We analyzed 4 emission lines, [ArIII] 8.99 ${\mu}m$, $H_2$ 17.034 ${\mu}m$, [FeII] 25,98 ${\mu}m$, and [SiII] 34,815 ${\mu}m$ from $SWSO_2$ data. The integrated flux distributions of these lines are quite different. The $H_2$ line shows symmetric twin peaks at $\~$18" from the center, which is a general characteristic of molecular lines in starburst or barred galaxies. This line appears to be associated with the rotating molecular ring at around $\~$200 pc just outside the inner spiral arm. The relative depletion of the $H_2$ line at the center may be due to the active star formation activity which dissociates the $H_2$ molecules. The other lines have peaks at the center and the distributions are nearly symmetric. The line profiles are deconvolved assuming that both intrinsic and instrumental profiles are Gaussian. The velocity dispersion outside the core is found to be $\~50 km s^{-1}$. The central velocity dispersion is much higher than $50 km s^{-1}$, and different lines give different values. The large central velocity dispersion ($\sigma$) is mostly due to the rotation, but there is also evidence for a high $\sigma$ for [ArIII] line. We also generated position-velocity maps for these four lines. We found very diverse features from these maps.

A Search for Low Surface Brightness Dwarf Satellite Galaxies in Low Density Environments Using IMSNG

  • Searching for low surface brightness (LSB) dwarf galaxies in low density environments (isolated and group) can help us resolve the discrepancy between observation and theory known as the 'missing satellite' problem. They are also important to study the evolution of low mass galaxies in these environments. Although the number of dwarfs in such environments is rapidly increasing in many recent studies, it is still not easy to characterize their general properties. Motivated by this, we present preliminary results of our search for LSB dwarf galaxies around 60 nearby galaxies (D<50Mpc) using deep optical images. Imaging data from Maidanak Astronomical Observatory (MAO) in Uzbekistan as a part of Intensive Monitoring Survey of Nearby Galaxies (IMSNG; Im in prep.) and other archival data are used to find previously unknown LSB dwarf galaxies. Extended LSB sources (central surface brightness ${\mu}_0$ > $23mag/arcsec^2$) are first selected in the ${\mu}_0$ - magnitude plane (Rines & Geller 2008). The dwarf galaxy candidates are chosen by visual inspection. We discuss whether these candidates are actual satellite galaxies, by measuring the projected number densities in group environments and in the field. Also, their structural and photometric properties are compared with those of previously discovered dwarf galaxies in the literature.

CDISC Transformer: a metadata-based transformation tool for clinical trial and research data into CDISC standards

  • CDISC (Clinical Data Interchanging Standards Consortium) standards are to support the acquisition, exchange, submission and archival of clinical trial and research data. SDTM (Study Data Tabulation Model) for Case Report Forms (CRFs) was recommended for U.S. Food and Drug Administration (FDA) regulatory submissions since 2004. Although the SDTM Implementation Guide gives a standardized and predefined collection of submission metadata 'domains' containing extensive variable collections, transforming CRFs to SDTM files for FDA submission is still a very hard and time-consuming task. For addressing this issue, we developed metadata based SDTM mapping rules. Using these mapping rules, we also developed a semi-automatic tool, named CDISC Transformer, for transforming clinical trial data to CDISC standard compliant data. The performance of CDISC Transformer with or without MDR support was evaluated using CDISC blank CRF as the 'gold standard'. Both MDR and user inquiry-supported transformation substantially improved the accuracy of our transformation rules. CDISC Transformer will greatly reduce the workloads and enhance standardized data entry and integration for clinical trial and research in various healthcare domains.

대학생의 기록관 인식현황 및 이용 활성화 방안 연구 (A Study on a Method to Use Activation and Awareness on Archives of University Student)

  • 기록관은 대중에게 친근하게 다가가기 위한 노력으로 견학, 전시, 교육 등 다양한 기록정보서비스를 제공하고 있다. 하지만, 여전히 기록물과 기록관의 인식 부족 문제가 늘 제기되고 있다. 기록관의 이용을 활성화하기 위해서는 기록관의 이용자를 이해할 필요가 있다. 본 연구는 기록관의 잠재 이용자 중 대학생을 한 범주로 설정하고 기록물 및 기록관의 인식 조사를 통하여 대학생 집단을 이해하고자 하였다. 대학생 집단은 대학도서관과 대학기록관 등의 연구에서 특정한 이용자로 연구대상이 되어 왔는데, 물리적으로도 대학 기록관과 가장 가까이에 있기 때문에 향후 기록관의 적극적 이용자로 편입될 가능성이 높다고 판단하였다. 따라서 본 연구의 목적은 대학생 집단의 기록물 및 기록관의 인식 특징을 도출하여 기록관의 이용 활성화 방안 개발에 따른 특징을 반영한 고려사항 및 이용 활성화 방안을 모색하는 것이다. 이를 위하여 문헌조사 및 전북지역 J 대학교 대학생 182명을 대상으로 설문조사를 실시하였다. 설문 문항은 2003년도에 영국 MLA(Museums Libraries Archives Council)에서 진행한 프로젝트 일부로 MORI(Market & Opinion Research International)(2003)에 의해 진행된 설문조사 보고서와 조윤희(2008)의 연구에서 사용되었던 설문 문항을 참고하였다. 설문지 문항은 기록물 및 기록관에 대한 인식, 기록물 및 기록관 이용경험과 비이용 요인, 기록관 이용 요구사항, 기록관의 효율적인 홍보 방법 등 크게 4분야로 구성하였다. 조사결과 대학생 집단은 대부분 기록물에 대하여 무관심하며, 기록관의 인지도가 부족한 것으로 나타났다. 하지만 기록물을 관리하는 것은 매우 중요한 일로 인식하고 있었으며, 기록물은 역사적 가치에, 기록관은 정보적 가치에 의미를 두고 있었다. 또한, 향후 기록관의 이용에 대하여는 긍정적인 의향을 가지고 있으므로 적절한 서비스를 통하여 적극적인 이용자로 전환될 가능성이 높은 집단임을 알 수 있었다. 이를 바탕으로 대학생 집단의 기록관 이용을 활성화하기 위한 고려사항을 알아보았고, 이용자교육 측면, 프로그램개발 측면, 이용자 세분화 측면에서 기록관 이용 활성화 방안을 제언하였다.

고혈압관련 소비자용어와 중재자용어 추출과 권장용어 선정 (Extraction of Hypertension-related Consumer Vocabulary and Mediator Vocabulary and Selection of Recommended Vocabulary)

  • Objectives: This study was aimed to identify the expressions used by consumers to talk and by mediator to provide information about hypertension in the internet and suggest more understandable vocabulary for consumers. Methods: A researcher collected archival postings associated 78 hypertension-related vocabularies from internet websites for extracting consumer and mediator vocabulary respectively. Then, the consumer and mediator vocabularies with the same meaning as 78 vocabularies were extracted from postings collected by two non-professional extractors and a researcher, respectively. Both consumer and mediator vocabularies manually mapped to the 78 hypertension-related representing vocabularies. Finally, the survey was conducted from 110 inpatients and 115 nurses from December 27 to 31, 2013 for the selection of recommended vocabulary related to hypertension. Data were analyzed using the SPSS program and included descriptive statistics. Based on the survey results, the recommended vocabularies were selected for laypersons. Results: 67 consumer and 73 mediator vocabularies were linked with the 78 vocabularies. Two vocabularies unmapped to both consumer and mediator vocabularies were 'wheeze' and 'angioplasty'. 49 recommended vocabularies related to hypertension were selected for helping laypersons understand hypertension information. Conclusions: The consumer-oriented vocabularies may be helpful to overcome the vocabulary problem between non-professionals and professionals.

HIGH REDSHIFT QUASAR SURVEY WITH IMS

  • We describe a survey of quasars in the early universe, beyond z ~ 5, which is one of the main science goals of the Infrared Medium-deep Survey (IMS) conducted by the Center for the Exploration of the Origin of the Universe (CEOU). We use multi-wavelength archival data from SDSS, CFHTLS, UKIDSS, WISE, and SWIRE, which provide deep images over wide areas suitable for searching for high redshift quasars. In addition, we carried out a J-band imaging survey at the United Kingdom InfraRed Telescope with a depth of ~23 AB mag and survey area of ${\sim}120deg^2$, which makes IMS a suitable survey for finding faint, high redshift quasars at z ~ 7. In addition, for the quasar candidates at z ~ 5.5, we are conducting observations with the Camera for QUasars in EArly uNiverse (CQUEAN) on the 2.1m telescope at McDonald Observatory, which has a custom-designed filter set installed to enhance the efficiency of selecting robust quasar candidate samples in this redshift range. We used various color-color diagrams suitable for the specific redshift ranges, which can reduce contaminating sources such as M/L/T dwarfs, low redshift galaxies, and instrumental defects. The high redshift quasars we are confirming can provide us with clues to the growth of supermassive black holes since z ~ 7. By expanding the quasar sample at 5 < z < 7, the final stage of the hydrogen reionization in the intergalactic medium (IGM) can also be fully understood. Moreover, we can make useful constraints on the quasar luminosity function to study the contribution of quasars to the IGM reionization.

An Overview to the History of Social Forestry in Overcoming Poverty and Forest Conservation in Java's Colonial Period

  • The Dutch colonial government introduced social forestry at the end of the 19th century with a commitment to controlling forest resources in the Dutch East Indies. This program was a response to the rampant deforestation which had resulted in forest degradation and poverty of the population around the forest. This study examined the practice of social forestry in the late colonial period which had not been done much. From a historical perspective, social forestry practices in Indonesia before independence could be explained more comprehensively. This study uses a historical method which includes four stages: heuristic, source criticism, interpretation, and historiography (composing historical stories). Sources of information were explored through studies of archival documents and contemporary artefacts, especially official colonial government reports and contemporary newspapers/magazines. Data from various sources are then compared and tested for validity to obtain data validity. The next stage is to build facts based on data obtained and then interpreted using the social science theories. Finally, compiling a historical (historiographical) story about social forestry during the late colonial period. The results showed that colonial forestry during the colonial period was still limited in terms of area and method, namely in the area of teak forest and involving villagers through the intercropping system. Farmers involved in these activities are called pesanggem who earn income from forest land being rejuvenated. However, the relationship between pesanggem and the forestry service has not been well institutionalized, consequently the pesanggem is often disadvantaged. Including certainty of ownership and ownership of forest land never gained clarity and even became a source of conflict.

정보공개의 새로운 지향 - 전자정보공개제도(電子情報公開制度)를 중심으로 - (Disclosure of Digitalized Information by Public Agencies)

  • Digitalization of public administration information shall be accelerated more. When information exists both in the form of electronic and paper record, even the disclosure of paper record make it possible the access to public administration information itself, but there may some needs for the disclosure of electronic record in applicant's situation. Similarly, when only electronic record exists, there may be some problem about whether to disclose the record as print-out or as being electronic format itself. Thus, the method and format of disclose are very sensitive issues, and it is very important to clarify who has the competence to decide the method and format of disclosure, applicant or the public agency. In making any record available to an applicant under the EFOIA in America, the public agency shall provide the record in any form or format requested by the applicant, if the record is readily reproducible by the agency in that form or format. And for the convenience of the applicant with sensory disability, the AIA in Canada also permits the right to access to information in an alternative format. It is desirable also in our country that disclosure of information is done by public agencies in the format that applicant wants, as possible. In the meantime, we should consider the costs and technological restrictions corresponding to the change of format of information to the format that applicant specifies. In the case of electronic record, efforts required for searching cause some hard problems. Information disclosure system requires disclosure of record that exists at the demand point, and creation of new record that does not exist at that them is not required on the public agency. For the search of electronic information, we need some code or program. So, if we evaluate that act of coding or programming as creation of new record, demand on disclosure of electronic record becomes impossible, in fact. Therefore, when we include electronic record as the object of information disclosure system, we need to clarify the degree of reasonable efforts for searching the information included in that record, as long as possible, although it is very difficult problem. Also, we should consider the way to make it permitted to demand the disclosure of electronic record by FAX or E-mail. Disclosure of electronic record itself by E-mail is not generalized yet, even in America or Canada. There are many technological and legal problems to solve, before permitting or enforcing the disclosure of electronic record by E-mail. But, it is desirable to expand the method of disclosure to including disclosure by E-mail in possible spheres. Also, as well as disclosure on demands, we need to expand electronic access to information, so far as possible, in the process of information offer.
