Measures of Reducing Traffic Accidents by Aging Bus Drivers (시내버스 운전자의 고령화에 따른 교통사고 저감대책 마련에 관한 실증적 연구)

  • The Implementation Semi-Public Management System of Intra-City Bus brings improvements of the position stability, work environment and welfare of the bus drivers. As these benefits prevent drivers' job changes, average age of the drivers increases. Some side effects such as fatality increase after the implementation of the new system are becoming social problems. To minimize such problems, it is necessary to prepare the measurements reflected drivers' age increase and driving characteristics of old drivers to decrease traffic accidents of intra-city buses. The existing measurements are mostly simple policy. To get over such limitations, this study grasped driving characteristics by surveys and driving aptitude test targeting old drivers and non-old drivers who brings about traffic accidents actually. As a result, the characteristics of the old drivers were understood precisely. The measures of decrease of the traffic accidents are suggested by the analysis of the behavior characteristics of the old drivers through the structural equation model.

  • This study investigated the influence of the quality of a business management consulting service and the mediating effect of utilizing a business management consulting service. For this purpose, data was collected from 200 self-employed workers of the Moonchang market in Dasejun, the Yongdap market in Seoul and the Jatgeoeul market in Gapyeong. The result of the study are as follows. First, it was found that the quality of interaction, the quality of the result and the quality of the physical environment have significant influences over peoples' financial aptitude. Second, it was found that the quality of the interaction, the quality of the result and the quality of the physical environment have significant influences over peoples' non-financial aptitudes. Thirds, the evaluation of a mediating effect of utilization of a business management consulting service on the relationship between the quality of a business management consulting service and business performance showed that it has a significant influence in all ways and so this, proved its mediating effect. Therefor, as one of the means to activate traditional markets in Korea, it would be beneficial to actively introduce a business management consulting service and this would achieve a better performance through efforts to change the perception of employees and consultants about post-management of business management consulting services.

A Linear Programming Model to the Score Adjustment among the CSAT Optional Subjects (대입수능 선택과목 점수조정을 위한 선형계획모형 개발 및 활용)

  • This study concerns with an applicability of the management science approach to the score adjustment among the College Scholastic Aptitude Test(CSAT) optional subjects. A linear programming model is developed to minimize the sum of score distortions between optional subjects. Based on the analysis of the 377,089 CSAT(2010) applicants' performances in social science test section, this study proposes a new approach for the score equating or linking method of the educational measurement theory. This study makes up for the weak points in the previous linear programming model. First, the model utilize the standard score which we can get. Second, the model includes a goal programming concept which minimizes the gap between the adjusting goal and the result of the adjustment. Third, the objective function of the linear programing is the weighted sum of the score distortion and the number of applicants. Fourth, the model is applied to the score adjustment problem for the whole 11 optional subjects of the social science test section. The suggested linear programming model is a generalization of the multi-tests linking problem. So, the approach is consistent with the measurement theory for the two tests and can be applied to the optional three or more tests which do not have a common anchor test or a common anchor group. The college admission decision with CSAT score can be improved by using the suggested linear programming model.

A Study on Confidential Records Management System in Japan (일본의 비밀기록관리 체제에 대한 연구 특정비밀보호법 제정·시행을 둘러싼 논의를 중심으로)

  • Japan has enacted the Public Records and Archives Management Law from 2011 in order to prevent mismanagement of records management and to fulfill accountability to the public. However, in 2013, The Designated Secrets Protection Act was enacted before the Public Records and Archives Management Law brought changes to administrative institutions. The Designated Secrets Protection Act have raised concerns that the public's right to know and the transparency of administration are being retreated, especially the development of freedom of information and records management systems. This article analyzed the background of the establishment of Designated Secrets Protection Act and the contents of legal composition. It also identified the possibility of human rights abuse in the aptitude assessment system, the lack of independent monitoring agencies, the impossibility of internal accusations, and the possibility of wide confidentiality designation. Furthermore, analyzed how the problem affects Japanese records management and freedom of information system. Through this, I suggested the improvement of the system of the secret level records management system in Korea, the establishment of the clear purpose of the secret record management, the application of the Tshwane principle, and the establishment of the independent and professional monitoring agency.

A Study on Job Rotation in Civil Service (공무원 순환보직에 관한 연구)

  • This paper aims at analyzing the practice of job rotation in the Korean government and putting forward policy suggestions. The Korean government is often accused of low capacity and weak competitiveness, which mainly result from the low expertise of public officials. Considering the high quality of human resources flowing into the public sector in Korea, solutions should be found from the structure of the system. This paper regards frequent position changes due to excessive job rotation as a key factor undermining the accumulation of expertise and conducts in-depth analyses. The current practice of frequent rotation shows that the average tenure period of government officials at director level and above is only about one year, far shorter than those in major developed countries, which causes many problems such as low efficiency, lack of accountability and policy consistency, and low opportunity for accumulating expertise. Simple models are set up to analyze job rotation and other alternative personnel management systems. Analyses find that it would be desirable to have each individual experience various positions during the initial rotation period to find his/her own aptitude, and then accumulate expertise by settling in at a certain specialized field for a prolonged period of time based on the revealed aptitude in mid and high positions. This turns out to be in line with the structure of the Career Development Program which is being introduced. The model-based analysis of this paper distinguishes this study from preceding ones conducted in the traditional framework of personnel management study. Practical measures to mitigate the problems of frequent job rotation include rotating within the area of specialty, narrowing the scope of transfer, and reinforcing the minimum tenure period. However, since the current frequent rotation is fundamentally attributable to the rank system based on seniority, the present civil service classification system needs to be converted into a position classification system in the long run.

The Relationship between Students' Internet Addiction, Attachment to Parents and Self Control (초.중.고생의 인터넷 중독과 부모에 대한 애착 및 자기조절 간의 관계)

  • This study was conducted to investigate the relationship of students' attachment to parents and their self control to Internet addiction. The participants in this study included 338 elementary students, 371 junior high students, and 342 high school students of Kyunggi province. They were categorized into 3 groups by their aptitude to Internet addiction: serious addicts, potential addicts, and non-addicts. According to the results, older students showed higher tendency toward Internet addiction, and more insecure attachment to their parents. More than 20% of participants were disposed to addiction to the Internet, indicating that immediate intervention should be applied. Significant variables to explain students' Internet addiction were differentiated along their developmental levels. Attachment to parents was related to the Internet addiction of elementary and junior high students, while self control was more critical for high school students' addiction.

  • In this paper the contention that a case study on the e-learning contents by students' levels. The Key word of the future e-learning contents are student-centered education that considers each student's ability, aptitude, and career choice. The major way to realize this student-centered education is to implement differentiated curriculum by students' levels. Especially, in the off-line class, this method Is very difficult because if superior and inferior classes are established, those who are placed in the inferior class will be hurt, but e-learning is realized that.

Self-Esteem Influencing College Students' Adjustment - Moderating Effects on Social Support - (지역대학 대학생의 자아존중감이 대학생활 적응에 미치는 영향 - 사회적 지지의 조절효과 -)

  • Self-esteem and social supports are important variable influencing adjustment to college life. The study aims to identify the factors influencing college students' adjustment moderating effects on social supports. Data were collected from 265 usable questionnaires among college students in Pyeongtek University. Results of a factor analysis yielded three dimensions of self-esteem which were talent/attitude and capacity/pride. And results of factor analysis also yielded three dimensions of social supports which were family, friends, and professor supports. Hierarchical regression analysis revealed that capacity/pride and all of social support factors affected significantly for adjustment to college life. And female and attitude for students' major had a positive affect on adjustment to college life. It was suggested that self-esteem, social supports, and aptitude for students' major should be considered in college management policy.

Door-to-Door Cosmetic Saleswomen′s Vocational Ability Expectations and Self-Evaluation on Aptitudes (화장품 방문판매직 취업여성의 필요능력과 현재능력에 관한 연구)

  • The purpose of this study is to identify the expectation of vocational abilities and the level of the existing abilities of the door-to-door saleswomen in the cosmetic industry, in order to provide baseline information that can be used to improve sales ability. The data were collected from 1,168 respondents to a questionnaire. Major findings were as follows: 1. The most commonly expected aptitude for the door-to-door salesperson was the ability 'to gain the confidence from customers'. The other important aptitudes were 'good attitudes', 'product information' and 'pleasant personality and patience'. 2. The overall level of the abilities according to their self-evaluation when compared with the level of expected abilities was 64.9 %. The item that received the lowest self-evaluation was 'ability in developing new market and audience'. 3. Vocational ability expectation was affected most strongly by education level. The variables that affected self-evaluation were career paths, education level, income, sales volume and position.
