Lessons from the Application of GIS for Local Government - Some Examples from Korea and Australia - (지방자치단체에서의 GIS 활용에 대한 제언 - 한국과 호주에서의 사례연구를 중심으로 -)

  • Public policy responses to the digital/information revolution and the micro-economic reforms that it facilitates have inspired exploration of the scope for local government implementation of digital spatial data handling(DSDH) of information relating to, among other things, asset inventory, environmental and utility management, address management, and planning. The results from these explorations are such that few doubt the value of bringing the public policies to practice, but diffusion rate and pattern of the approaches demonstrated by the scoping experiments will reflect institutional/cultural matters, indicators of the relative significance of which might be at least partly predicted from appraisal of case studies. This argument is exemplified by reference to case studies in adoption of DSDH by local government organizations in Korea and in Australia.

Operation Management Appraisal and the Classification of Rural Tourism Villages - The Cases of Yang-Pyeong Rural Tourism Villages - (농촌체험휴양마을 운영관리 평가 및 유형화 - 양평 농촌체험휴양마을을 사례로 -)

  • This study aims to understand why the sales volume and the number of visitors are different in each rural tourism village. The study considered that the management and operation of rural tourism villages is one of the major influencing factors. To prove this, the study determined what factors were related to the management and operation of villages and derived detailed items to evaluate them. In the study, the researchers conducted an in-depth interview and a literature review on the management and operation of rural tourism villages in Yangpyeong-gun. They also performed a case study on the Sumi village, one of the successfully managed and operated villages in Yangpyeong-gun, to determine the detailed items. As a result, seven factors were identified. These factors comprise operation entity, governance, shared vision, leadership, efficient role-playing, marketing efforts, and equity in profit distribution. Based on these seven factors, 85 of the evaluation items were developed. The management and operation scores of 85 items were measured and summed for each of the 21 rural tourism villages. First, 21 villages were divided into two groups by the sales figures to derive items to determine the difference in the mean value of the evaluation scores. Second, an independent sample t-test was conducted for each village at YangPyeong-gun. Third, the study divided the 21 villages into four groups using 46 evaluation items. Finally, the study's researchers clarified some challenges to solve and appropriate management and operation plans considering each type of rural tourism village.

Feasibility Appraisal and Proposal of a Pile Driving Formula for Domestic Pre-bored Pile Management (국내 매입 말뚝 관리를 위한 항타공식 활용 가능성 평가 및 제안에 관한 연구)

  • In accordance with Korean structural foundation design standards, dynamic or static load tests are mandated for 1 to 3% of total piles. The construction quality of the remaining 97% to 99% of piles is determined through penetration measurements. This study aims to enhance the quality control of the majority of piles by adopting a pile driving formula that considers both penetration and hammer energy. The current challenge lies in adapting existing overseas driving formulas to the domestic site conditions, characterized by shallow weathered or soft rocks, and the prevalent use of pre-bored piles. To address this, the Modified Gates formula was refined using domestic dynamic load data, thereby improving its applicability to pile management. Despite employing fewer variables, the proposed formula demonstrates a comparable accuracy to dynamic loading tests in predicting the bearing capacity of pre-bored piles. Consequently, this formula holds promise for practical use in future pile quality management.

  • Industrialization and modernization of the $20^{th}$ century have brought convenience to human life. However, such development produced unintentional global environmental issues such as destruction of natural ecosystem through excessive use of the natural environment beyond its capacity. The United National (UN) recognized such global environment issues and coordinated with worldwide experts to conduct a comprehensive assessment of the global ecosystem, "Millennium Ecosystem Assessment (MA)", to resolve the issues. The UN conducted the MA primarily to comprehend the correlation between the ecosystem and human welfare. The results demonstrated that the ecosystem provides various direct and indirect benefits to human. This new concept was introduced as the "ecosystem services". Introduction of the ecosystem services highlighted the significance of the ecosystem and led to increased research and active discussions among experts from various discipline over the recent 10 years. It has been considered that the ecosystem service concept could be incorporated in policymaking process, as primary criteria to assess and weigh the benefits of using natural resources against the effects on value of the ecosystem. The current policymaking process is affected by the contradicting logics of modernization and preservation of ecosystem. The ecosystem services concept could be the answer to forming a rational policymaking process, allowing for nature preservation while wisely using the available natural resources. The general consensus has been formed on the need of incorporating the ecosystem services concept in the policies and globally various researches on the ecosystem services have been actively conducted. However, introduction of the ecosystem services concept is still at a very early stage and research on real application of the ecosystem services is yet almost nonexistent. Also there are no clear and agreed definition, classification scheme and value appraisal methodology regarding the ecosystem services. Therefore, this research explains the basic concept of the ecosystem services and highlights specific issues for further researches, as further researches on real application of the ecosystem services would find ways for the ecosystem services approach to be valuable in the policymaking process.

An Estimation of ASL in Appraisal : Using Korea National Wealth Survey Data (유형고정자산 감정을 위한 내용연수 산정)

  • Although the 1997 Raw Data of the National Wealth Statistical Survey (South Korea) is timely 20-year-old data, it is meaningful as a benchmarking in the capital stock estimations of Korea, which is estimated by PIM (permanent inventory method). In the case of machinery/equipment, it is the data that can analyze in depth the changes in the industrial structure of Korea. In the case of ASL (average service life) which has economic concept, since the change of ASL is not so large, ASL yielded by the Raw Data of the 1997 National Wealth Statistical Survey is meaningful as reference value for the ASL estimated by the Bank of Korea and the National Statistical Office. As you know Japan has changed its service life due to changes in its industrial structure. However, many of its assets are still used for the years indicated in Showa (before 1989). The same trend with other countries such as Japan. However, the United States is constantly devoted to assessing the useful ASL and value of assets by distinguishing between the Hulten-Wykoff models and those not. Korea has also benchmarked the useful ASL of the United States and Japan when it conducted its own survey every 10 years by due diligence until 1997. In this study, the 'constraint' Iowa curve estimation by the Raw Data of the 1997 National Wealth Statistical Survey is based on the age records of the assets and the maximum age of the assets appropriately derived. And then we made modified Iowa curve by smoothing. From this modified one, we suggested ASL by asset. After 1997, the vintage disposal data directly were collected by the National Statistical Office with Oh Hyun Seung, Cho Jin Hyung, in order to estimate the useful ASL. Since then, the B/S team of the Economic and Statistics Bureau of the Bank of Korea has been working on a new concept of content training.

STUDY ON THE KOREAN CRANIOFACIAL SKELETAL PATTERN BY COUNTERPART ANALYSIS (구조적 대응체 분석법(Counterpart Analysis)에 의한 한국인의 악안면 두개 골격형태에 관한 연구)

  • Enlow's counterpart analysis explains the complex with anatomic and developmental characteristics where craniofacial aspect of individuals has been developed. The analysis does not compare individual measurement with the normal value from the average of majority but analyzes by comparison of values that each individual has. This study was to clarify the Korean craniofacial skeletal pattern using Enlow's counterpart analysis considering the fact that the craniofacial skeletal pattern has racial and regional variations. This research will be helpful in the future for growth research and research of the orthognathic surgery. For this study, the samples were consisted of 100 Korean adult subjects(50 males and 50 females) who had normal occlusion and pleasing face. Measurement points and lines were established using Enlow's counterpart analysis and they were statistically evaluated. The results indicated that : 1. The average angle between PCF and PMV was $38.54^{\circ}$ in males and $38.43^{\circ}$ in females, and the average Wits' appraisal was -2.51 in males and -2.3 in females. The ramus alignment(R4) was 1.89 in males and 2.36 in females. 2. It shows that females have a longer ramus than the PCF compared to the males, because there was a significant difference in Ramus/PCF horizontal dimensions (Skeletal A3-B3) between female and male subjects 3. It shows that males have a longer mandibular corpus than the maxilla compared to the females, because there was a significant difference in Maxillary/Mandibular arches(Skeletal A4-B4) between male and female subjects 4. In cranial floor+maxilla/ramus+corpus at A and B points(Al-Bl), which represents difference in total horizontal length between the maxilla and mandible, there was no significant difference between males and females. In conclusions, compared to Caucasian, Korean have more depressed midface, prognathic mandible, and ramus that rotates inferioposterior. Also, we observe that Korean women have target ramus posterior cranial base, as compared with Korean men. Consequently, the total length of maxilla and mandible does not show any difference, because man's mandible is longer than maxilla in comparison with woman's one.

Quality Characteristics of Yanggaeng according to the Addition of Plantain (Plantago asiatica L.) Powder (질경이 분말 첨가량에 따른 양갱의 품질 특성)

  • In this study, the possibility of developing new type of yanggaeng has been reviewed by evaluating physio-chemical and sensual characteristics of new yanggaeng products using 5~20% of powder of plantain that is a hardy plant resource from most of hillside in Korea. The moisture contents of plantain powder was 1.9%, DPPH radical scavenging ability was 15.67 mg/mL, and total polyphenol contents was 7.00mg/g. By increasing the adding rate of plantain powder the moisture contents and pH of yanggaeng were decreased. From chromatography, by increasing the adding rate of plantain powder the brightness, L-value was decreased along with redness, a-value, yellowness, and b-value. The a-value of sample group adding 5% of plantain powder was the highest and that of sample group adding 20% was the lowest (p<0.001). From texture measurement shown that the hardness of sample group adding 5% of plantain powder was the highest by 3,937.04 and that of sample group adding 20% of plantain powder was the lowest by 2,153.59. The springiness of sample group adding 5% of plantain powder was the highest by 6.79% and that of sample group adding 20% of plantain powder was the lowest by 4.76%. The cohesiveness of sample group adding 20% of plantain powder was the lowest by 177.35 and it was significant (p<0.001). The result of sensory test showed that sample group adding 10% of plantain powder achieved the highest appraisal from most factors, such as color, scent. sweetness, chewiness, moist level, softness level and total preference. As shown from the above results, the sensory preference of yanggaeng can be improved by adding proper volume of plantain powder while making it, so it is understood that the addition of plantain powder in making yanggaeng would give better possibility in commercialization. By considering sensory preference factor the 10% addition rate of plantain powder while making yanggaeng would be the most proper recipe.

Development and Application of an Evaluation Model for Biotope Appraisal as Related to Nature Experiences and Recreation (비오톱의 자연체험 및 휴양가치 평가모형 개발과 적용)

  • The main focus of this research is the establishment of a systemic evaluation model based on objective evaluation indices, which are drawn to assess the experiencing of nature and recreational value at the level of the district unit. First of all, as a result of a literature review, a total of 10 indices can be drawn including vegetation structure, pavement rate, and hemeroby to evaluate an assessment of natural experiences and recreational value. Also, as a result of expert survey analysis, all evaluation index items were above 4.4, which is a high importance average. Hemeroby and unique landscape factor items in particular were above 5.8, which is very high. In addition, as a result of implementing a factor analysis to classify evaluation indices according to characteristics, three factors arise: 'landscape structure and quality of natural experience', 'typical availability', and 'quality of aesthetic and visual sense.' Based on the above survey analysis results, the 'quality of aesthetic and visual sense' was the highest, at 3.510. The classification 'landscape structure and quality of natural experience' was the lowest, at 3.035. A systemic value evaluation model was established by comprehensively analyzing these results. To verify the validity of the evaluation model drawn, real sites are selected and applied. First of all, as a result of a biotope types classification of sites, biotope type groups are classified into a total of 13 including the stream biotope while its subordinate biotope types are classified into a total of 61 groups. Lastly, as a result of biotope value evaluation, which was a previously established evaluation model, there are a total of 16 types including vegetation-abundant natural rivers and small-scale woodlands near forests in grade I. There are 9 types in grade II, 8 in grade III, 8 in grade IV, 19 in the least-valuable grade V.

Freight Transport Demand and Economic Benefit Analysis for Automated Freight Transport System: Focused on GILC in Busan (인터모달 자동화물운송시스템 도입을 위한 화물운송수요 및 사업편익분석 - 부산 국제산업물류도시를 중심으로-)

  • This study aims to analyze the freight transport demand and benefit for the introduction of an automated freight transport system focusing on the Global Industry and Logistics City (GILC) in Busan. In pursuit of this aim, four alternatives were calculated - using the freight volume estimating methods and included, the number of businesses, the number of employees set up, future estimated cargo volume, and switched volume from other transport modes into the GILC. Economic benefits were analyzed against social benefits and costs accordingly. The result of the freight transport demand forecast found, the cargo volume of "Alternative 2-1" to be the most advantageous, applying the number of employee unit method and proportion of employees in Gangseo-gu, Busan. In addition to the conventional analysis of direct benefit items (reduction of transport time, traffic accidents and environmental costs), this study also considered additional benefit items (congestion costs savings, and road maintenance costs in terms of opportunity cost). It also considered advanced value for money research in guidance on rail appraisal of U.K, Federal Transport Infrastructure Plan 2003 of Germany, and RailDec of the United States. The study aims to further contribute to estimating minimum cargo transport demands and assess the economic feasibility of the introduction of new intermodal automated freight transport systems in the future.

A Methodology Development for Estimating the Retroreflectivity of Pavement Markings and Traffic Guide Signs Using Digital Images (디지털 이미지를 이용한 노면표시 및 교통안내표지의 재귀반사 성능 평가 방법론 개발)

  • This study investigates the methodology to evaluate the quantified performance of pavement markings and traffic guide signs using digital images. This methodology is significant to attempt to quantify their performance without large brightness photometer at the nighttime and bad weather. The retroreflective performance of pavement markings are evaluated through the contrast of gray levels of pavements and markings in collected digital images under the case of rain, dampness, and dryness. In addition, the appraisal of retroreflective performance of traffic guide signs are implemented through the comparison between interior illuminated and the existing retroreflective traffic guide signs using the contrast of luminance extracted from the value of RGB of backgrounds and legends in collected digital images according to geometric design, driving lanes, and the distance between the car and the sign. As a result, the retroreflective performance of pavement markings deteriorates about 3.5 times and 2 times under the case of rain and dampness respectively than dryness. Also, the performance of the existing traffic guide signs is significantly influenced by geometric design, driving lanes, and the distance, otherwise interior illuminated traffic guide signs. This methodology can be utilized to construct objective information of performance of traffic safety facilities to select appropriate position of expensive high reflective pavement markings and interior illuminated traffic guide signs considering diverse weather and geometric design.
