Delivery of a good quality of service in an efficient manner requires matching the supply of capacity with customer demand. Much research has employed queueing models that analyzed the service system on the basis of independent and stationary customer arrivals. However, the appointment system, which is widely used to facilitate customer access to service in many industries including healthcare, has significant influence on the customer arrival process so that the independent and stationary assumption does not hold in an appointment-based service system. In this regard, this paper aims to propose a model for accurate illustration of the appointment-based customer arrival process. The use of the proposed model allows us to evaluate the overall system performance such as mean waiting time and service level under various appointment policies instead of conducting simulation studies.

예약시스템은 고객들이 서비스에 효과적으로 접근하는 것을 용이하게 하는 방법으로 의료 등의 서비스 산업에서 많이 사용되고 있다. 예약시스템의 중요성 때문에 서비스 제공 환경 별로 효과적인 예약정책 수립에 대한 연구가 많이 진행되고 있지만 대부분의 연구는 단일 서버, 단일 단계로 구성된 서비스 시스템만을 고려하고 있다. 본 논문은 다수의 서버로 구성된 두 단계 서비스 시스템에서 다양한 예약정책을 평가하여 효과적인 예약정책을 수립하는 것을 목적으로 한다. 2단계의 서버가 개별적으로 고객 예약을 수립하는 환경을 고려하여 본 연구에서는 교차예약정책을 제시하였다. 시뮬레이션 연구를 통하여 기존의 전통적인 예약정책과 비교하여 고객대기시간, 서버의 유휴시간, 예약보다 지연 도착하는 고객의 수 등에서 교차예약정책이 우수한 결과를 제공하는 것을 제시하였다.

환자의 대기시간은 의료시스템의 서비스품질을 결정하는 중요한 요소이다. 개인병원의 경우 아직 환자 예약제가 보편적이지 않다. 예약제는 환자들을 시간적으로 분산시킴으로써 환자의 대기시간을 감소시킬 것으로 기대된다. 본 논문에서는 세 가지 예약규칙을 제안하고 시뮬레이션 기법을 이용하여 예약환자와 비예약환자의 대기시간을 비교분석한다. 시뮬레이션 결과 분석을 통해 예약자 할당 슬롯의 길이가 60분일 때보다 30분일 때 환자의 대기시간이 짧게 나타났음을 보여준다. ANOVA 분석을 통해 예약자 할당수준 1에서 비예약 환자의 경우는 일정패턴 규칙에서 예약 환자의 경우에는 지그재그패턴 규칙에서 평균대기 시간이 짧게 나타나고 있음을 보인다.

In today's competitive dental markets, it is of paramount importance to improve service quality and at the same time to use scarce resource efficiently. In this study, we present appointment policies and scheduling rules for private dental clinics to reduce the waiting time of patients and to increase the revenue by utilizing resource more effectively. This study validates the proposed appointment policies and scheduling rules based on simulation models. We show that the bottleneck-based appointment policy is the most effective among appointment policies, followed by the multiple-block appointment one. The shortest processing time among scheduling rules contributes most to the performance of the appointment system.

This study purported to evaluate the performance of the appointment system for outpatients in primary care dental clinic. The data of patients' time flow for 1,245 patients in Y Dental Clinic were collected for one month in 2002 and then analyzed. Specifically, the time periods of treatment and patients' waiting as well as rates of appointment and it's failure are estimated. The accuracy of expected treatment time period was also evaluated. The results showed that 72% of patients visited the clinic with appointments, and only 56% kept their appointments. The patient's waiting time period turned out to be 11 minutes in Y clinic. The expected treatment time period is turned out to be very important because they influence significantly on patient's waiting time period. Practically, the expected treatment time period should be overestimated about 9 minutes in general, and the characteristics of dentist, each patient's diagnosis and age need to be especially considered. Hospitals and clinics also need to make the systematic and detailed critical pathways for a variety of patient cases by analyzing the patients' treatment pattern. With the improved appointment systems, healthcare institutions will approach the goal of effective and efficient management of the institution and also satisfy their customers.

본 연구는 생태학적 모델을 바탕으로 교육대학원 체육교육전공 학생들이 임용고사 시험에 중도포기하거나 탈락할 수 있는 요소들을 탐색하는데 본 연구의 목적이 있다. 교육대학원 체육교육전공으로 학업중인 재학생 10명을 대상으로 심층면담을 실시하였다. 그 결과 개인요소 측면으로는 학업에 영향을 끼치는 현재 직업을 임용고사를 준비하는데 있어서 어떻게 긍정적으로 활용해야 하는지에 대한 노력이 필요했으며 이를 해결하기 위해 임용고사 준비를 위한 우선순위를 명확하게 결정 할 필요가 있었다. 개인 간 요소 측면으로는 주관적 규범에 의해 부정적 영향을 끼치고 있었으며 이로 인해 개인 맞춤형 멘토링 프로그램이 제공될 필요성이 있었다. 조직 간 요소 측면으로는 학비지원의 미흡과 학업을 위한 부적합한 장소가 강조되었으며 실기 지도 강사 혹은 임용시험 준비반과 같이 실질적 도움이 될 수 있는 지원이 필요했다. 이를 종합하여 본 연구에서는 '임용시험 대비 통합시스템'에 대해 소개하였다.

The expanded role of courts in arbitral procedures is said to have certain detrimental effects on the cost-effective approach to arbitration. This is the case when the court is appointing an arbitrator, pursuant to the specific domestic legal regime. The danger of decisions, especially those with expanded role of courts can create delays and hurdles. Even with contradictory viewpoints, the role of the court should complement the arbitral tribunal and not impede the functioning of arbitration independent of the judicial system. In this paper, two recent cases in Korean Supreme Court are reviewed, trying to find the proper implications on further arbitration practices especially in the stage of arbitrator appointment. Even though the proper appointment of arbitrators is essential to the existence of valid arbitration proceedings, appointment of arbitrators by the courts should constitute an administrative power, and not a judicial power. The cases reviewed make clear that the court must play a facilitative role in international commercial arbitration by assisting the parties in appointing the arbitral tribunal, the court intervention must be kept to a minimum.

국내 병원들은 u-Hospital 서비스 구현을 위한 진료예약시스템을 구축, 운영하고 있고, 운영되고 있는 시스템의 대부분은 웹 기반의 방식을 사용하고 있다. 최근 등장하고 있는 Web 2.0 기술은 웹 방식에 있어서 편리한 UI 구조 제공, 빠른 응답서비스 등의 장점을 가지고 웹 영역의 많은 부분을 변화시켜 나가고 있다. 이 기술은 웹 영역을 넘어 모바일 영역에서 일부 응용이 시도되고 있다. 본 논문에서는 Web 2.0 기술을 적용하여 모바일 진료예약 시스템을 구축하였다. 이 시스템은 기존의 모바일 및 웹 기술에 비해 적은 페이지 뷰와 빠른 로딩속도로 인해 사용자의 편리성 및 응답속도를 개선하였고 성능실험을 통해 이를 증명하였다.

The role of ICC Court of Arbitration in ICC Arbitration is critical in maintaining the good reputation and worldwide recognition. While most arbitration institutions are the products of regional on national private associations, which play a relatively limited role in appointing or confirming the arbitrators, the Court of Arbitration is not only international in the appointment of arbitrators through the each National Committee, but also intervene in the confirmation of the prospective arbitrators proposed by the parties. Thus the ICC Arbitration is undoubtedly the most highly-supervised form of institutional arbitration available. The purpose of this paper is to examine the appointment and confirmation system of ICC Arbitration, to find the distinctive features of the ICC Rules of Arbitration and to check how to apply the features in the Rules of International Arbitration for the Korean Commercial Arbitration Board(KCAB Rules). Although the KCAB Rules have inherent limitations in the appointment of the arbitrators comparing with the ICC Court. They do not have any confirmation system of the arbitrator proposed by the parties. Although no arbitral institutions is in a position to guarantee completely the ultimate quality and efficacy of the process, the ICC, more than any other institution has historically endeavored to do so through a combination of the efforts of its International Court of Arbitration and National Committees. Composed of legal professionals of more than 75 nationalities, the Court, with the support of its permanent Secretariat in Paris, brings to bear on the decisions that it is responsibility to make the collective and disparate knowledge and experience of a multinational body. Therefore, if the KCAB wants to attract many international disputes, it should try to benchmark the ICC Rules of Arbitration, expecially the Article 9, to secure the prominent arbitrators throughout the world, even though a lot of limitations are exist. The positive role of the ICC Court of Arbitration gives us very important signal.

컨테이너터미널의 경쟁력과 서비스 수준을 향상시키고, 저비용 고효율의 컨테이너터미널을 만들기 위해서 만성적 야드 부족상태에 있는 국내 컨테이너 터미널의 야드 효율성을 높여서 운영개선을 해야한다. 그래서, 본 연구에서는 터미널 생산성을 향상시킬 수 있는 반출예약제에 대한 기본적인 개념을 정의하고, 기존 4단적 컨테이너터미널에 반출예약제 적용 시 컨테이너 재조작 횟수 감소, 컨테이너 장치효율 증가, 트럭의 터미널 내 체류시간 단축 등의 반출예약제 기대효과를 계량적으로 분석하여 정량화 하였다.
