Dynamic Behavior of Caisson Type Breakwater Considering Typhoon-induced Wave Loading Before and After Earthquakes (태풍 파랑과 지진을 연계한 케이슨식 방파제의 동적거동)

  • Recently, the frequency and intensity of typhoon-induced wave loading are increasing due to changed marine environments such as climate change. In addition, frequent earthquakes are causing a lot of damage around the world, including in Japan, Chile, Haiti, China, and Indonesia. In Korea, damage from typhoons has also been increasing since the 2000s, and the frequency and intensity of earthquakes are also increasing. Korea is surrounded by sea on three sides, so typhoons can cause a lot of damage to coastal structures, and earthquakes also cause a lot of damage to coastal structures. As such, the frequency and intensity of typhoon-induced wave loading and earthquakes are increasing both domestically and internationally, but there is no research linking typhoons and earthquakes. Therefore, in this study, numerical analysis was performed for a total of four cases by linking typhoon waves and earthquakes to the caisson breakwater. Numerical analysis was performed by applying wave loads in Case 1 and seismic wave in Case 2, seismic wave after wave loads in Case 3, and wave loads after seismic wave in Case 4. As a result of the numerical analysis, it was confirmed that in Case 3 and Case 4, which linked a typhoon and earthquakes, the damage caused by each load increased compared to Case 1 and Case 2 because the load was applied while the existing ground strength was reduced. In addition, it was confirmed that the greatest damage occurred in Case 3, in which seismic wave were applied after the wave loads.

Trends of Groundwater Quality in the Areas with a High Possibility of Pollution (국내 오염우려지역의 지하수 수질 추세 특성)

  • Groundwater quality monitoring wells, which is over 2,000 in South Korea, were managed to observe groundwater quality since the early 1990s. Groundwater was sampled and analyzed biannually from 781 monitoring wells located in the areas with a high possibility of pollution. The average concentrations of cyanide, mercury, phenols, hexavalent chromium, trichloroethylene, tetrachloroethylen, and 1.1.1-trichloroethane for 12 years' data of detected cases were above the groundwater quality standard, but the average concentrations of the general quality items such as pH, electric conductivity, nitrate-nitrogen, and chloride, are below the standard. To compare a quality trend for each land-use type of the monitoring site, Sen's method is used for four quality items; chloride, nitrate-nitrogen, pH, and electric conductivity. The upward trend for these items is remarkable in urbideareas and industrial complexes and this trend continues still strongly after 2001. The deviation in a trend slopes of monitoring wells becomes bigger in the mid-2000s. In conclusion, trend analysis using existing monitoring data cidebe effective to forecast the future water quality condition and the solid action to protect groundwater quality should be done in advance using a result of trend analysis.

Analysis of School Space for Students' Customized Classes: Focused on Vittra Telefonplan School in Sweden (학생 맞춤형 수업을 위한 학교 공간 분석: 스웨덴 비트라 텔레폰플랜(Vittra Telefonplan) 학교를 중심으로)

  • This study was designed to create an innovative Korean school space plan. This was done by performing an analysis of cases of student-tailored class operations and the composition of school space in Sweden's Vittra Telefonplan School. To this end, the research team analyzed prior studies, the Vittra school space and the student-tailored classes through an analysis of the literature, documents and video images. First, the OpenSpace was operating classes tailored to each student's academic growth and needs. Second, the open-space school space played a role as the space for student life. Third, the teacher played a role as an active guide and facilitator of students. Forth, the students' individual learning management team actively conducted coding classes by utilizing IT-based learning platforms. The implications of the Vittra School are as follows. When designing a new school, it is recommended to design a small school as small as possible, organize an open space according to the grade and not by the class, and operate the curriculum around the students' grade. When reorganizing existing schools, it is proposed that standardized classrooms be modified for schools with spare classrooms to create learning spaces that can vary for large to small and to practice project-oriented classes at the grade level.

A Study on Innovation Plan of Archives' Recording Service using Social Media: Focused on Gyeongnam Archives and Seoul Metropolitan Archives (소셜미디어를 이용한 기록관리기관의 기록서비스 혁신 방안 연구: 경남기록원과 서울기록원을 중심으로)

  • Today, most archives provide recording services through social media; however, their effectiveness is very low. This study aimed to analyze the causes of insufficient social media recording service, focusing on Gyeongnam Archives and Seoul Metropolitan Archives, which are permanent records management institutions and local government archives, and design ways to create synergy by mutual growth with classical recording service. Through literature research, the characteristics and mechanisms of each social medium were identified, and the institutions' current status of social media operations and internal documents were reviewed to analyze the common problems. An in-depth analysis was conducted by interviewing the person in charge of recording services at each institution. In addition, a plan that can be applied to archives was proposed by reviewing the cases of social media operations of domestic-related institutions and overseas archives. Based on this, a new recording service process was established, strategic operation plans for each social medium were proposed, and a plan to mutually grow with the existing recording service was designed.

The Study on Improvement Methods for The Seismic Performance of Port Structures (항만 구조물의 내진성능 향상을 위한 배면 지반의 보강방안에 관한 연구)

  • In this study, the four types of improvement methods (increase self weight and reducing sliding force etc.) were proposed depending on install location with compaction grouting to improve seismic performance of existing port structure and optimal methods by analyzing the effects of improvement (stability, constructability and economy) by theoretical and numerical methods. From the dynamic time history analysis for artificial seismic waves, the results indicated that the horizontal displacement after improvement decreased compared to before improvement, however the displacement reduction effect among improvement methods was not significantly different. Slope stability based on the strength reduction method and the limit equilibrium analysis method, it is confirmed that the passive pile method is more safe than other methods. It is due to the shear strength at the failure surface is increased. In addition, the analysis of constructability and economy showed that the reduction of earth pressure method (type 02) and the passive pile method (type 03) are excellent. However, in the case of the passive pile method is concerned that there is a shortage of design cases and the efficiency can be reduced depend on various constraints such as ground conditions.

  • Cities face new challenges not only in natural disasters by climate change but also in social and economic fluctuations. With the existing simple reconstruction method, it is difficult to solve the overall problems that a city or region may face. As a new approach to cope with various changes, the concept of resilience is emerging. Resilience is also one of the themes of recent major urban design projects. Design with the concept of resilience is a new strategy that can deal with various changes of urban space, rather than a temporary trend. The purpose of this paper is to explore the design method by analyzing cases where the concept of resilience is employed. We aim to examine what kind of design strategies are needed for the resilience design and how this design process differ in character, as compared to general design projects. Cases for this study include the "Rebuild by Design" competition held in 2013 and the "Resilient by Design/Bay Area Challenge" competition held in 2017. This paper consists of literature reviews and case studies. The latter is divided into two aspects: content analysis based on the theory of resilience and characteristics of the design process. Cases are analyzed through literature reviews and process characteristics of resilience design in response to the general design process. The main categories for urban resilience used as the framework for analysis include: Urban Infrastructure, Social Dynamics, Economic Dynamics, Health and Wellbeing, Governance Networks, and Planning and Institutions. As a result, the aspects of resilience concepts considered and design strategies undertaken by each team were identified. Each team tried to connect all 6 categories to their design strategies, placing special value on the role of governance, a system that enables collaborative design and project persistency. In terms of the design process, the following characteristics were found: planning the whole project process in the pre-project phase, analyzing predictable socioeconomic risk factors in addition to physical vulnerabilities, aiming for landscape-oriented integrated design, and sustainable implementation strategies with specific operations and budget plans. This paper is meaningful to connect the concept of resilience, which has been discussed in various articles, to design strategy, and to explore the possibility of constructing a practical methodology by deriving the characteristics of the resilience design process. It remains a future task to research design strategies that apply the concept of resilience to various types of urban spaces, in addition to areas that are vulnerable to disasters.

A Study on Development and Site selection of an AIRFIELD (경비행장 개발 및 입지선정에 관한 연구)

  • As of end of 2014, the population engaging in aviation activities for leisure has reached approximately 13 million, where approximately 356 cases involve a general aircraft, 200 cases involve light aircraft, and 636 cases involve an ULM. The industry for leisure has become a very promising industry in line with rapidly rising living standards which are expected to further increase in the future. The demand for such services is expected to increase over time. The purpose of this paper is to review the development and site selection of airfields in anticipation of these developments in the industry. While the government also has experience in the review of airfield location and candidate sites, it is not the government that carries out the actual construction. As such, the feasibility of the site needs to be verified in terms of actual construction. This study identified factors for Site Selection of factors through a review of related documents and existing research reports. A questionnaire was also used to collect the views of experts in the field, which was then analyzed. The Research model was confirmed in the layered form for an AHP analysis. The factors for Site Selection were identified as the technical / operational factors and economic / political elements for a two-stage configuration. The third step consisted of technical and operational elements. The final step is was constructed a total of 11 elements (weather, surface conditions, obstacle limitation surface, airspace conditions, operating procedures, noise problems, environmental issues, availability of facilities, construction and investment costs, contribution to the local economy, accessibility, demand / the proximity of demand). The surveys are conducted for more than 10 General and light aircraft pilots, professionals, and instructor. The analysis results showed a higher level in the technical / operating elements (73.2%) in the first step, while the next step sawa higher level of the operational elements (30.9%) than the other. The factors for Site Selection were any particular elements did not appear high, the weather conditions (17.5%), noise problems (19.8%), the proximity of demand (6%), accessibility (5.7%), environmental issues (11.1%), availability of facilities (8%), airspace conditions (7.9%), obstacle limitation surface (12%), construction and investment costs (4.2%) and to operating procedures (4.9%), contribution to the local economy (3.8%).

Export Control System based on Case Based Reasoning: Design and Evaluation (사례 기반 지능형 수출통제 시스템 : 설계와 평가)

  • As the demand of nuclear power plant equipment is continuously growing worldwide, the importance of handling nuclear strategic materials is also increasing. While the number of cases submitted for the exports of nuclear-power commodity and technology is dramatically increasing, preadjudication (or prescreening to be simple) of strategic materials has been done so far by experts of a long-time experience and extensive field knowledge. However, there is severe shortage of experts in this domain, not to mention that it takes a long time to develop an expert. Because human experts must manually evaluate all the documents submitted for export permission, the current practice of nuclear material export is neither time-efficient nor cost-effective. Toward alleviating the problem of relying on costly human experts only, our research proposes a new system designed to help field experts make their decisions more effectively and efficiently. The proposed system is built upon case-based reasoning, which in essence extracts key features from the existing cases, compares the features with the features of a new case, and derives a solution for the new case by referencing similar cases and their solutions. Our research proposes a framework of case-based reasoning system, designs a case-based reasoning system for the control of nuclear material exports, and evaluates the performance of alternative keyword extraction methods (full automatic, full manual, and semi-automatic). A keyword extraction method is an essential component of the case-based reasoning system as it is used to extract key features of the cases. The full automatic method was conducted using TF-IDF, which is a widely used de facto standard method for representative keyword extraction in text mining. TF (Term Frequency) is based on the frequency count of the term within a document, showing how important the term is within a document while IDF (Inverted Document Frequency) is based on the infrequency of the term within a document set, showing how uniquely the term represents the document. The results show that the semi-automatic approach, which is based on the collaboration of machine and human, is the most effective solution regardless of whether the human is a field expert or a student who majors in nuclear engineering. Moreover, we propose a new approach of computing nuclear document similarity along with a new framework of document analysis. The proposed algorithm of nuclear document similarity considers both document-to-document similarity (${\alpha}$) and document-to-nuclear system similarity (${\beta}$), in order to derive the final score (${\gamma}$) for the decision of whether the presented case is of strategic material or not. The final score (${\gamma}$) represents a document similarity between the past cases and the new case. The score is induced by not only exploiting conventional TF-IDF, but utilizing a nuclear system similarity score, which takes the context of nuclear system domain into account. Finally, the system retrieves top-3 documents stored in the case base that are considered as the most similar cases with regard to the new case, and provides them with the degree of credibility. With this final score and the credibility score, it becomes easier for a user to see which documents in the case base are more worthy of looking up so that the user can make a proper decision with relatively lower cost. The evaluation of the system has been conducted by developing a prototype and testing with field data. The system workflows and outcomes have been verified by the field experts. This research is expected to contribute the growth of knowledge service industry by proposing a new system that can effectively reduce the burden of relying on costly human experts for the export control of nuclear materials and that can be considered as a meaningful example of knowledge service application.

Counter-Piracy Cooperation to Strengthen New Southern Policy's "Peace": An Analysis of ROK and ASEAN's Counter-Piracy Practices (신남방정책의 "평화"를 강화하기 위한 해적행위 대응 협력: 한국과 아세안의 해적행위 대응 관행 분석)

  • The growing U.S.-China rivalry has placed the countries of Southeast Asia in exceedingly precarious positions. The Republic of Korea (ROK) likewise has been tasked with the challenge of "navigating the waters" between deepening geopolitical divides. It is in this context that the "New Southern Policy" (hereafter NSP) has become a key word in Korea's foreign policy circles. Through NSP, ROK aims to diversify its economic and security interests by strengthening ties with its southern partners, focusing on three key areas (termed as the "3 Ps"): People, Prosperity, and Peace. At the same time, the NSP seeks cooperation with other key diplomatic agendas such as the U.S.'s "Free and Open Indo-Pacific," rendering it crucial for the overall stability of the region. Considering such strategic significance, deeper analysis of the policy is more timely than ever. A brief assessment of the policy's outcome so far, however, reveals that relatively, the "Peace" pillar has been insufficient in achieving satisfactory outcomes. Here, this paper asks the question of: 1) How can the "Peace" pillar of South Korea's New Southern Policy be strengthened? Based on an analysis on the causes of the "Peace" pillar's weakness, this paper identifies counter-piracy cooperation as a solution. This paper then proceeds to answer the next question of: 2) How can ROK and ASEAN cooperate on counter-piracy, and how can these efforts be integrated into ROK's NSP? To answer the above question, this paper conducts in-depth case studies on ASEAN's and ROK's approaches to counter-piracy and identifies specific mechanisms of cooperation. In Chapter I, the paper begins with an overview of the NSP's strategic significance and an evaluation of its "Peace" pillar. Chapter II conducts a literature review on the causes of, and prescriptions for, the weakness of the "Peace" pillar. The paper then justifies why counter-piracy may be a solution. Chapter III examines ASEAN's and ROK's approaches to counter-piracy. By analyzing the general framework and each region's cases, the paper displays the strengths and weaknesses of each region's piracy responses. Based on this analysis, Chapter IV suggests ways to incorporate counter-piracy cooperation into the "Peace" pillar of the NSP. This research bears significance in that it identifies a specific area of cooperation (counter-piracy) to strengthen the "Peace" pillar of ROK's NSP. Such identification is based on a comprehensive study into the two parties' past and current experience in counter-piracy, making it contextual in nature. Furthermore, the study suggests practical mechanisms of cooperation, and considers ways of incorporation into the existing framework of NSP. This approach differs from existing literature that failed to generate case-specific, policy-oriented solutions. The COVID-19 pandemic has exacerbated piracy issues and deepened geopolitical divides. Turbulent seas such as these call for careful navigation. When it comes to promoting "peace," the key lies in combating the pirates that sail those very waters.

The Influence of the Car Master's Recognized Core Capability level in Achieving Customer Satisfaction: Emphasis on Mediating Effect of Moment of Truth Quality (카마스터의 지각된 핵심역량 수준이 고객만족에 미치는 영향: 고객접점(MOT)품질의 매개효과를 중심으로)

  • Purpose - This research identifies the meaning of the core capability level of Car Master and the reason why its service at the Moment of Truth should be demonstrated through empirical cases. It can be seen that this study differs from existing research because it proposes that the recognized core capability level to achieve customer satisfaction should focus on the mediating effect of Moment of Truth quality. This paper examines the effect of Car Master's recognized core capability level on customer satisfaction by using the variables mentioned above. Moreover, this study uses regression analysis to verify that the mediating effect of Moment of Truth quality on Car Master's capability level achieves customer satisfaction. Research design, data, and methodology - First, we present evidence that could apply to Car Master's recognized core capability level by detailing the relationship between customer satisfaction and a structuring factor for Car Master's core capability level. Our proposed research model observes the relationship between the structuring factor of core capability and customer satisfaction. Second, we had an opportunity to define how the core capability and Moment of Truth quality affect customer satisfaction by performing empirical analysis on the partial mediating effect of Moment of Truth quality at a recognized core capability level and Moment of Truth quality affecting customer satisfaction. Results - First, the results indicate that Car Master's recognized core capability level (product professionalism, marketing skill, and reliability) positively affects customer satisfaction. Second, the results show that an ability to listen and a sense of dedication positively affect customer satisfaction, and are among the Moment of Truth quality factors; but performance capability, which is one of the Moment of Truth quality factors, does not positively affect customer satisfaction. These results clearly differ from prior studies focused on Moment of Truth quality and consumer satisfaction. Third, the results show that Moment of Truth quality has a partial mediating effect in terms of the impact of Car Master's recognized core capability level in achieving consumer satisfaction. Conclusions - This research indicates that the company will be able to expand if they investigate and show an interest in more training and education for Car Master. The study verified that outstanding Car Masters show differentiated performance on customer satisfaction at the Moment of Truth in various instances. Thus, we believe that this is the time for a discussion on systematic and empirically recognized core capability levels and the Moment of Truth quality. The study on Car Master's recognized core capability level offers suitable solutions for Car Masters to respond to customers at the Moment of Truth. Further, this study emphasizes the importance of service as a critical factor having a direct relationship with the company's success and failure and contributing to building trust with the customer. Thus, an investment in continuous education and training for Car Master will help the growth of the business.
