국내 중금속 부지오염시나리오를 고려한 안정화제의 중금속 안정화 효율 규명 (Evaluation of Stabilization Capacity for Typical Amendments based on the Scenario of Heavy Metal Contaminated Sites in Korea)

  • 국내 오염시나리오별 안정화 효율과 경제성이 뛰어난 안정화제를 선택하여 적용할 수 있도록, 국내외에서 연구된 대표적인 안정화제를 대상으로 국내 중금속 오염 현장 부지 특성별 중금속 안정화 효율이 높은 안정화제 순위를 결정하였다. 총 5종류의 오염시나리오를 가정하여 각각 해당되는 국내 오염부지 토양을 확보하였다. 국내외 활용도와 안정화 효율 연구 결과, 오염특성별 부지 시나리오에 적용 가능성 등을 고려하여 기존에 연구되었던 안정화제 13가지를 선정하였다. 선정한 오염 토양과 안정화제의 오염 가능성과 현장 적용 가능성을 평가하기 위하여 XRD/XRF 분석, 독성용출시험과 인공강우용출시험 등을 실시하였다. 부지 오염시나리오를 대표하는 5종류 오염 토양에 대하여 선정된 13종의 안정화제에 의한 비소, 수은, 납, 6가 크롬, 아연, 니켈, 구리 등 총 8종의 중금속(반금속인 비소 포함) 용출 저감 효과를 규명하는 용출 배치실험을 수행하였다. 총 5개 오염 토양에 대하여 13개 안정화제 주입 비율 3%, 5%, 7% 적용 시, 각 중금속(비소 포함)에 대한 중금속 용출 저감 효율이 안정화제를 주입하지 않은 토양 대비 20% 이상을 나타내는 안정화제 중에서 저감 효율이 높은 순위부터 5개 안정화제(Top 5)를 선택하였다. 각 안정화제에 대하여 안정화제 주입비율, 중금속 종류, 부지별 조건에 따라 수행된 배치실험 결과에 대하여 Top 5에 해당하는 총 횟수를 합산하여, 다양한 국내 부지 오염시나리오에 적용할 수 있는 안정화제의 순위를 결정하였다. 5개 오염 토양에 대하여 8개 중금속 항목별 용출 저감 효율이 20% 이상인 경우, 가장 안정화 효율이 높은 순위는 광산배수처리 슬러지(mine drainage treatment sludge), 산화철, 생석회, 소석회-석회석, 황화철, 바이오차 순으로 나타났다. 위 안정화제들에 대하여 안정화제의 효율대비 단가를 산정한 결과, 광산배수처리 슬러지, 석회석, 제강슬래그(비소의 경우), 생석회, 소석회 순으로 경제성이 높게 나타나 현장 적용성이 뛰어난 것으로 밝혀졌다.

리기테다 소나무의 균근(菌根) 접종(接種) 반응(反應)과 토양비옥도(土壤肥沃度)에 따른 모래밭 버섯의 효과(効果) 및 그 생태학적(生態學的) 의미(意味) (Growth Response of Pinus rigida × P. taeda to Mycorrhizal Inoculation and Efficiency of Pisolithus tinctorius at Different Soil Texture and Fertility with Organic Amendment)

  • 외생균근(外生菌根)을 형성(形成)하는 모래밭버섯균(Pisolithus tinctorius) (Pt)을 대상(對象)으로 토성(土性)의 변화(變化)와 퇴비(堆肥)의 첨가(添加)로 인(因)한 토양비옥도(土壤肥沃度)의 변화(變化)에 따른 공생균(共生菌)으로써의 생장촉진효율(生長促進效率)을 조사(調査)하였다. Pt균(菌)을 vermiculite-peat moss-영양액(營養液)에 균사형태(菌絲形態)로 배양(培養)하여 세가지 토성(土性)((사토(砂土) 양질사토(養質砂土), 사질양토(砂質壤土)), 퇴비(堆肥)의 첨가유무(添加有無), 균근균(菌根菌)의 종류(種類)(Pt균(菌), 천연(天然) 균근균(菌根菌), 무균근(無菌根))에 따른 요인시험설계(要因試驗設計)에 맞추어서, 소독(消毒)된 흙 속에 접종(接種)하였다. 접종(接種)된 흙을 $4{\ell}$ 용량(容量)의 플라스틱 화분(花盆)에 담고 4개의 리기테다소나무(Pinus rigida ${\times}$ P. taeda) 종자(種子)를 파종(播種)하고 온실(溫室)에서 사개월간(四個月間) 생육(生育)시켰다. 수확후(收穫後)에 처리간(處理間)에 묘고(苗高), 건중량(乾重量), 균근형성율(菌根形成率), 질소함량(窒素含量), T/R율(率)을 조사(調査)하였다. 토성(土性), 토양비옥도(土壤肥沃度), 퇴비첨가유무((堆肥添加有無)에 관계(關係)없이, Pt로 접종(接種)된 묘목(苗木)은 천연균근균(天然菌根菌)으로 (토양(土壤) 소독(消毒)없이 천연적(天然的)으로 형성(形成)된 균근(菌根)) 접종(接種)된 묘목(苗木)이나 무균근묘목(無菌根苗木)(토양소독(土壤消毒)만 실시(實施))보다 묘고생장(苗高生長)과 건중량(乾重量)에서 훨씬 더 컸다. 그러나 가장 토양비옥도(土壤肥沃度)가 높은 토양(土壤)(퇴비(堆肥)가 첨가(添加)된 사질양토(砂質壤土), 질소(窒素) 0.075%, 유기물(有機物) 1.32%) 에서는 무균근묘목(無菌根苗木)이 Pt묘목(苗木)보다 묘고(苗高)에서 8%, 건중량(乾重量)에서 18% 더 좋았다. 전체(全体) 평균(平均)으로 볼 때 Pt묘목(苗木)은 천연균근묘목(天然菌根苗木)보다 묘고(苗高)에서 30%, 건중량(乾重量)에서 107% 더 컸으며, 무균근묘목(無菌根苗木)보다 묘고(苗高)에서 31%, 건중량(乾重量)에서 60% 더 컸다. 토양비옥도(土壤肥沃度)가 낮고 퇴비(堆肥)가 첨가(添加)되지 않았을 때, Pt균(菌)에 의(依)한 생장촉진효과(生長促進效果)가 더 크게 나타났다. 균근형겅빈도(菌根形成頻度)는 퇴비첨가(堆肥添加)로 Pt의 경우에 절반(折半)으로 사질양토(砂質壤土) 경우(境遇)에 84에서 33%로, 양질사토(養質砂土)의 경우(境遇)에 77에서 40%로) 줄었으나, 천연균근균(天然菌根菌)의 경우(境遇)에는 줄지 않았다. 무균근묘목(無菌根苗木)은 심(甚)한 질소결핍현상(窒素缺乏現像)(1.38%N)을 일으킨 반면(反面)에, Pt접종묘목(接種苗木)(1.68%N)과 천연균근묘목(天然菌根苗木)(1.89% N)은 정상적(正常的)이었다. 이로 미루어 보아서 균근균(菌根菌)은 토양내(土壤內) 질고(窒素)의 흡수(吸收)를 촉진(促進)한다고 생각된다. T/R율(率)은 퇴비첨가(堆肥添加)로 인(因)하여 증가(增加)하였으나, 균근균(菌根菌)의 종류(種類)나 그 존재유무(存在有無)로 인(因)하여 영향(影響)을 받지 않았다. 모래밭버섯균의 생장촉진효율(生長促進效率)은 비옥도(肥沃度)에 의(依)하여 결정(決定)된다고 결론(結論)지을 수 있다. 즉 비옥도(肥沃度)가 낮은 사질토(砂質土)에서 퇴비(堆肥)를 첨가(添加)하면 Pt의 효율(效率)이 크게 나타나지만, 비옥도(肥沃度)가 더 높은 사질양토(砂質壤土)에 퇴비(堆肥)를 첨가(添加)하면 Pt의 효율(效率)이 적게 나타난다. 모래밭버섯균의 이점(利點)은 퇴비(堆肥)를 첨가(添加)하지 않을 경우(境遇)와 토양(土壤)의 비옥도(肥沃度)가 높지 않을때 더 크게 나타날 것이라고 생각된다.

The Effect of Jellyfish (Nemopilema nomurai) Fertilizer on Tree Growth in Hillside Erosion Control Works

  • Reforestation is one of the most important ways to reduce erosion soil. The objective of this study was to determine the effect of jellyfish soil amendment on seedling growth for reforestation. 100g jellyfish soil amendment was applied into planting hole for the purpose of improvement of the Chamaecyparis obtusa seedling growth. Results showed that during growing period, mortality were 4.4% for the fertilized group and 8.3% for control group. The seedling average height and root diameter were 95.0 cm and 1.07 cm in fertilized group and 40.6 cm and 0.74 cm in control group. The fertilized group was found to be superior (by 1 to 5%) to control group in terms of mortality rate, seedlings height, and root diameter. The positive growth of the fertilized group can be due the increase in soil moisture and the higher availability of nutrients to the plants from jellyfish fertilizer.

  • This study evaluated the applicability of stabilization of arsenic (As)-contaminated soil with iron (Fe) oxides at the former Janghang smelter site. Three Fe oxides (magnetite, goethite, and hematite) were tested as stabilizing agents to one soil sample collected from the study site. Amendment of 5% of magnetite, goethite, or hematite for one week showed the 64, 58, and 36% of reduction of the SBRC (Solubility/Bioavailability Research Consortium)-extractable (bioaccessible) As, respectively. Duration of stabilization more than one week did not show an additional reduction in SBRC-extractable As. Amendment of 5% of magnetite, which showed the highest As stabilization efficiency, was applied to 24 soil samples collected from the same site for one week, and 72% of reduction in the bioaccessible As was observed. The potential carcinogenic human health risk at the study site caused by As was $1.7{\times}10^{-5}$, which could be reduced to $8.1{\times}10^{-6}$ by the amendment of 5% magnetite for one week.

  • A green area plan is getting attention as a way to solve the recent urban problems such as the rise of environment problems. To correspond to this change, there were dramatic amendments for the green area related laws. These amendments are appraised as the epochal turning point for the green area policies. This study is to introduce the main contents of amended urban green area law and urban park law in Japan, to compare with the Korean green area related laws, and to summarize the special features of both countries' green policies and the comments about the Korean green area policy structures. As a result, this amendment of Japan established the unified green area policy structure supporting the green area policies of municipal governments and is inducing living environment improvement by securing green area in the center of city, support, and the participation of residents. On the other hands, this amendment of Korea is a lack of the systemization of green area policy and the phased establishments of green area plan in spite of the scope of whole city because of absence of the unified high level plan.

  • Composting has gained rapid acceptance as a method of recyling relatively dry organic materials such as leaves and brush and , when alternative disposal costs are high, even moist materials such as grass clippings and dewatered sewage sludges. However, as moisture contents rise above 60% , the need for a dry bulking amendment increase the costs of composting , both by direct purchases of amendment and though increased reactor capacity and materials handling requirements. High moisture materials also present increased risks of anaerobic odor formation through reduced oxygen transport (Miller , 1991) . These costs and operational challengers often constrain the opportunities to compost high moisture materials such as agricultural manures. During the last several decades economies of scale in livestock production have been increasing livestock densities and creating manure management challenges throughout the world. This issue is particularly pressing in Korea, where livestock arms typically manage little or no cropland, and the nutrients and boichemical oxygen demand in manure pose a serious threat to water quality. Composting has recently become popular as a means of recycling manure into products for sale off the farm, but bulking amendments (usually sawdust) are expensive designed to minimize bulking agent requirements by using the energy liberated by decompostion. In this context the composting reactor is used as a biological dryer, allowing the repeated use of bulking amendment with several batches of manure.

Evaluate Changes in Soil Chemical Properties Following FGD-Gypsum Application

  • Natural gypsum has been used as a soil amendment in the United States. However, flue gas desulfurization (FGD)-gypsum has not traditionally been used for agricultural purpose although it has potential benefit as a soil amendment. To expand use of FGD-gypsum for agricultural purpose, the effect of FGD-gypsum on soil chemical properties was investigated in the field scales. Application rates for this study were 0 (control), 1.1, and 2.2 Mg ha-1 of FGD-gypsum. After two year application, the soil samples were taken to 110 cm depth and sub-sampled at 10 cm intervals. The heavy metal contents in FGD-gypsum were lower than ceiling levels allowed by regulations for land-applied biosolids. Soil pH was not largely affected by FGD-gypsum application. Although degree of calcium (Ca) saturation in surface horizons increases only slightly with respect to the control, there is a clear decrease in exchangeable aluminum (Al). FGD-gypsum clearly increases the soil electrical conductivity (EC) with increasing application rate. Water-soluble Ca and sulfate is increased with FGD-gypsum application and these ions moved to a depth of at least 80 cm after only 2 years. We conclude that surface application of FGD-gypsum can mitigate toxicity of Al and deficiency of Ca in subsoil of acid soil.

한국에서의 담뱃갑 경고그림 도입과정 분석연구: 국회 보건복지위 회의록 분석을 중심으로 (Introduction Process of the Tobacco Graphic Health Warning Law in Korea: Analysis on the National Assembly Minutes)

  • Graphic health warning on the tobacco product package is a cost-effective tobacco control policy to convey information on harmful effect of tobacco use to health, and it is known not only to motivate smokers to quit but also to deter adolescents from start smoking. In case of Korea, amendments to National Health Promotion Act requiring implementation of graphic health warning had been submitted 13 times, from 2002 to May 2015. In May 2015, the amendment had been approved by the National Assembly and it enters into force on December 23, 2016. This research analyzed the discussions from Health and Welfare Committee of the National Assembly during the implementation of the graphic health warning in order to study decision making process of legislators. Study found that there was a shift from a general opposition on implementing graphic health warning at first to a harsh conflict over relaxation of the regulation once discussing the implementation in earnest. Particularly, while the group supporting the implementation of the graphic health warning or opposing relaxation advocated the amendment with scientific and knowledge-based evidences including the World Health Organization Framework Convention on Tobacco Control, the group opposing the adoption of the amendment itself or suggesting relaxation tended to defend their position with empathy on smokers or tobacco industries.

일본의 개헌(改憲) 추진이 우리 해양안보에 미치는 영향과 대응방안 (The Impact of Japan's Pursuit of Constitutional Amendment on Marine Security and Countermeasures)

  • The core of the current constitutional amendment pursued by the Abe administration depends on the status of the Japanese Self-Defense Forces, which include the right to engage in war, in the legal and regular military positions. This is an important turning point for the Abe administration, which aims to become a normal country for Japan, and it is a series of steps that followed in the revision of the U.S. and Japan guidelines in 2015 and the overhaul of the security law in 2016. In this paper, we propose building "A navy Attractive to Alliances" as a way to secure Korea's maritime security under the current security environment. The term "attraction" refers to the alliance "first priority" especially in the United States. The way to do this is to transform the paradigm of the ROK-U.S. alliance into a naval hub in the vast seas, which will allow us to strengthen our national defense and even deter threats from neighboring countries. To this end, our navy needs to have a more active approach to U.S. East Asian strategy. If we can convince the United States to be a nation that contributes more to its East Asian strategy, it will only lead to a strengthening of the status of its alliance and expansion of its unilateral support and military capability against Japan, thus minimizing Japan's influence.

활성탄 주입을 통한 퇴적물 내 소수성 유기오염물질 원위치 안정화 기술: 작동 원리 (In-situ Stabilization of Hydrophobic Organic Contaminants in Sediment by Activated Carbon Amendment: Working Principles)

  • In-situ activated carbon (AC) amendment is a promising remediation technique for the treatment of sediment impacted by hydrophobic organic contaminants (HOCs). Since its first proposal in the early 2000s, the remediation technique has quickly gained acceptance as a feasible alternative among the scientific and engineering communities in the United States and northern Europe. This review paper aims to provide an overview on in-situ AC amendment for the treatment of HOC-impacted sediment with a major focus on its working principles. We began with an introduction on the practical and scientific background that led to the proposal of this remediation technique. Then, we described how the remediation technique works in a mechanistic sense, along with discussion on two modes of implementation, mechanical mixing and thin-layer capping, that are distinct from each other. We also discussed key considerations involved in establishing a remedial goal and performing post-implementation monitoring when this technique is field-applied. We concluded with future works necessary to adopt and further develop this innovative sediment remediation technique to ongoing and future sediment contamination concerns in Korea.
