Comparison of Airworthiness Certification System between Korea and U.S. (국내 항공인증과 미국 인증체계의 비교)

  • From design to serial production, aircraft should go thorough complicated certification procedure from airworthiness authority such as Type Certificate, Production Certificate and Certificate of Airworthiness. On the other hand, aircraft components are mandated to receive Technical Standard Order Approval and Production Manufacture Approval before commercial use. As domestic aircraft and LRUs are currently under development, Bilateral Aviation Safety Agreement is promoted for the purpose of increasing aviation safety as well as foreign export. This paper describes the basic aircraft certification procedure and compares the difference in the certification system of US and Korea. Thorough this, it is attempted to suggest a requirements for establishing international certification system.

The Study of Optimal Performance Improvement Method for Aircraft of Various Variants within the Same Type (다양한 형상의 동일 기종 항공기에 대한 성능개량 최적 구현 방안 연구)

  • In this paper, we studied the optimal method of improving performance for aircraft having various variants within the same type. The study defined configuration of an entire fleet of aircraft being subject to a performance improvement program. And selected the most complicated aircraft configuration among them as a Standard Aircraft for modification by according to the proposed Aircraft Selection Process for developing an optimal Aircraft Performance Improvement Process. Based on the selected the Standard Aircraft, drew a system integration design result and carried out Evaluation Test and obtained Airworthiness Certification. Created the database with the design data of the Standard Aircraft, Evaluation Test, and Airworthiness Certification results, and applied it to variants of aircraft to complete the performance improvement program with optimized schedules and costs. By applying the proposed method to IFF performance improvement program, drew optimal system integration design and completed the program with minimized schedule.

  • Airworthiness authorities specify the technical standards of airworthiness that propose minimum requirement of the commercial transport category and apply the rules in the certification process to ensure the safety of the aircraft. The Federal Aviation Administration and other national airworthiness authorities define the fatal accident risk levels for the safety assessment of the aircraft system and establish standard procedures to apply both qualitative and quantitative analysis techniques. However, an accident or incident may occur by the combination of various factors, although the aircraft is designed in accordance with the strict standards and approval by the Airworthiness Authorities. There are some key factors, such as human error, unpredictable complex system failures, degradation of the components reliability, improper maintenance task and intervals. Risk can be reduced by reflecting aircraft operational experience with similar types of aircraft in the process of aircraft development and safety assessment. Result of the root cause analysis for the Airbus A300-600 incident in which the aircraft engine reverser was deployed in the air have been introduced to reflect the design of system and related components. Also, this paper suggests to create a big-database in order to provide a feed-back to the FAR Part 25 transport category design and safety assessment of the operational experience.

  • The demand for e-VTOL aircraft is expected to be increased rapidly in the future as a means of urban transportation due to operating cost reduction, eco-friendliness and convenience of vertical take-off and landing using pilot-aids automation system. However, there are many technical hurdles to be solved in securing safety and certification which are essential for commercialization and urban operation. So far, there is no e-VTOL aircraft that has received type certificate and standard airworthiness certificate due to the technical problems and safety requirement differences with conventional aircraft. The e-VTOL aircraft certification should also meet the equivalent level of safety required by the current airworthiness standards, but there are existing problems in securing safety and meeting current standards. In this study, the e-VTOL's certification problems and technical limitations in satisfying the current standards are presented.

  • In 2010, Airworthiness standard for VLA(Very Light Airplane) category was newly introduced as KAS Part VLA. KAS Part VLA is an adaption of EASA CS-VLA which was developed to reduce unnecessary burden of manufacturer of very light, simple, single-reciprocating-engine/propeller powered airplanes having low stall speeds by tailoring some requirements of Part 23. In this paper, difference and similarity of structural requirements between Part 23 and VLA was analyzed.

  • An unmanned aircraft refers to an aircraft which carries no human pilot and is operated under remote control or in autonomous operational mode. An unmanned aircraft system consist of a one system which include UAV(s), UAV control station and data link, etc. As the UAVs can perform the dull, dangerous and difficult missions, various kinds of UAVs with different sizes and weights have been developed and operated for both civil and military areas. It is important to develop the airworthiness certification criteria of the UAVs to minimize the risks of fatal impacts on human life and environment and to achieve the equivalent level of safety to the manned aircraft. Analysis of the KAS Part 23 and STANAG 4671 can provide guidelines for the generation of the airworthiness certification criteria for the UAVs in civil application.

  • In 2021, Virgin Orbit converted a 747-400 aircraft into an air launch platform, and successfully launched it twice in February and July. Compared to the existing ground launch, interest in the air launch is increasing due to its great utility, such as its independence from the launch location or weather, cost reducing factor, shorter launch preparation time, and its benefit pursuant to altitude and speed. Additionally, as small satellites have similar performance to mid/large satellites in the past due to the miniaturization and precision of electronic equipment, small satellite launches are expected to dominate in the future. In this paper, institutional certification methods such as domestic, overseas, civilian and military airworthiness certification regulations/procedures are reviewed to ensure flight safety of aerial projectiles using large domestic civil aircraft, and applicable civil and military airworthiness certification technology standards are reviewed and analyzed. Additionally, we will review and suggest effective airworthiness certification application plans that reflect the reality, and present airworthiness certification standards (draft) for aerial launch vehicles, by analyzing applicable airworthiness certification technical standards when remodeling aerial launch vehicles.

  • Purpose: This study investigates software qualification procedures based on the FA-50 flight control software to satisfy high reliability and flight safety. Methods: We studied software qualification categories, standard/specification and developed country case. We proposed procedure to satisfy not only flight safety but also international standard. Results: The proposed software qualification procedure satisfied flight safety and airworthiness based on the testing result of the FA-50 flight control software. Conclusion: This paper showed an appropriate qualification procedures of the flight control software in domestic circumstance through the FA-50 flight control software qualification.

  • A reciprocating engine installed on a normal category airplane shall be effectively cooled by air flown through the engine compartment. A airplane powerplant designer has to design cooling air inlets, baffles, seals, and outlets to maintain cylinder head temperatures and oil temperature under the limits, and show compliance with appropriate airworthiness standard. In this study, cooling designs of the installed engine and compliance requirements applicable to the cooling designs were reviewed, and engine cooling flight test results were evaluated for design changes. Engine cooling certification test will be conducted in a next step.

A Design of Risk-Based Security Threat Assessment Process for Fighter-Aircraft Airworthiness Security Certification (전투기 감항 보안 인증을 위한 위험기반 보안위협 평가 프로세스 설계)

  • Cyber attacks are an important factor that determines the victory and defeat of Network-centric wars in which advanced weapon systems are highly interlinked. In addition the increasing dependability on software as its develop as the latest fighter is demanding enhanced security measures for fighter software to Cyber attacks. In this paper, we apply the DO-326A, which is an airworthiness security certification standard, to design a risk-based security threat assessment process by reflecting characteristics and operational environment of fighter aircraft. To do this, we add the following steps in security threat assessment stage of DO-326A's airworthiness security certification process. First, we derive security threats of fighter. And then, we scored the security threat in terms of possibility and impact on the fighter. Finally, we determine the security risk severity.
