In 1997, 180 countries signed the Kyoto Protocol in Kyoto, Japan. The Kyoto Protocol came into force in February 2005. The agreement calls for industrialized nations to cut greenhouse gas emissions by 5 percent from 1990 levels by 2008 to 2012. One of those polices is a modal shift that change from road freight to sea, inland waterway and railroad transportation that is eco-friendly. The increase of road freight brings road congestion, accidents, logistic costs, air pollution and greenhouse gases. Railroads are superior than the other modes of transportation in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. Korean railroads were used by passengers and freight transport popularly until the middle of 20th century, however, by the sudden change of logistics environments, a shaving time efficiency being most important, railroad logistic lost its competitive power against the transportation by truck. This article demonstrates that both the Warsaw Convention Systemand the Montreal Convention are not designed for multimodal transport, let alone for "Door to Door" transport. The polemic directed against the "Door to Door" application of the Warsaw Convention systemand the Montreal Convention is predominantly driven by the text and the drafting philosophy of the said Contentions that since 1929 support unimodalism-with the rule that "the period of the carriage by air does not expend to any carriage by land, by sea or by inland waterway performed outside an airport" playing a profound role in restricting their multimodal aspirations. The drafters of the Montreal Convention were more adventurous than their predecessors with respect to the boundaries of the Montreal Convention. They amended Art. 18(3) by removing the phrase "whether in an aerodrome or on board an aircraft, or, in the case of landing outside an aerodrome, in any place whatsoever", however, they retained the first sentence of Art. 18(4). The deletion of the airport limitation fromArt. 18(3) creates its own paradox. The carrier can be held liable under the Montreal Convention for the loss or damage to cargo while it is in its charge in a warehouse outside an airport. Yet, damage or loss of the same cargo that occurs during its surface transportation to the aforementioned warehouse and vice versa is not covered by the Montreal Convention fromthe moment the cargo crosses the airport's perimeter. Surely, this result could not have been the intention of its drafters: it certainly does not make any commercial sense. I think that a better solution to the paradox is to apply the "functional interpretation" of the term"airport". This would retain the integrity of the text of the Montreal Convention, make sense of the change in the wording of Art. 18(3), and nevertheless retain the Convention's unimodal philosophy. English courts so far remain loyal to the judgment of the Court of Appeal in Quantum, which constitutes bad news for the supporters of the multimodal scope of the Montreal Convention. According the US cases, any losses occurring during Door to Door transportation under an air waybill which involves a dominant air segment are subject to the international air law conventions. Any domestic rules that might be applicable to the road segment are blatantly overlooked. Undoubtedly, the approach of the US makes commercial. But this policy decision by arguing that the intention of the drafters of the Warsaw Convention was to cover Door to Door transportation is mistaken. Any expansion to multimodal transport would require an amendment to the Montreal Convention, Arts 18 and 38, one that is not in the plans for the foreseeable future. Yet there is no doubt that air carriers and freight forwarders will continue to push hard for such expansion, especially in the USA, where courts are more accommodating.
The International Civil Aviation Convention (Chicago Convention) has been a backbone of international air transport system whereby air transport between States should be based on bilateral agreements, and in particular, international airfares, which are set up through IATA(International Air Transport Association) rate-fixing machinery could be approved by the governments concerned. International airfares are fares for transporting passenger and freight and their conditions between two or more countries. However, since U.S. pursued th deregulation policy in 1978 whereby routes, capacity and fares could be freely determined by airlines, many States have been following so called open-skies agreements. In many cases, aeronautical and competent authorities have been reviewing whether airlines' commercial activities including air fares could possibly conflict with free competition rules envisaged in relevant laws and regulations. As competition among airlines gets intense, airlines often resort to cooperation with other airlines in the forms such as equity exchange, M&A, code-sharing, fares consultation and resource pooling, mainly with a view to effectively use resources available and to avoid monopoly situation resulting from excessive and destructive competition among players. Whereas bearing in mind that application of competition laws is important to secure consumers' interests by preventing airlines's malpractices such as bargaining exorbitant fares, it is also important to comprehensively consider as many factors as possible, from that unilateral measure by governments may bring about retaliatory measures by the governments affected, to that airlines' cooperative practices may rather increase consumers' benefits by lowering air fares.
Busan Port handles more than 75% of the domestic freight volume and is ranked at 6th for global shipping in the world. This paper aims to estimate ship emission in North Port that is the center of Busan Port and located near the residential area. The emission for each type of ship is calculated applying a emission model proposed by U.S. EPA and the atmospheric diffusion pattern of the exhaust gas according to the season, the weather condition and the time was identified using CALPUFF Model. As a result, the major pollutants of $NO_x$, $SO_x$ and PM10 were 30,853 tons, 36,281 tons and 6,856 tons, respectively, and the highest rate was 42% in oil tankers. On clear days, air pollution was stagnant around the harbor, spread widely on windy days, and tended to be thinner on rainy days. The research contributes to recognizing the seriousness of air pollution and can be used as basic data for policy making in the future.

Objectives: This study was conducted in order to evaluate $PM_{10}$ concentrations at eight highway tollgate booths from July to September 2017. Methods: A total of 16 samples were collected from eight toll booths. Each $PM_{10}$ sample was collected using a 37 mm PTFE filter attached to a Personal Environment Monitor. Results: The geometric mean concentrations of $PM_{10}$ in the toll booths was $83.51{\mu}g/m^3$. The mean $PM_{10}$ concentrations measured on freight roadways were much higher than those of measured on general roadways($102.46{\mu}g/m^3$ and $68.05{\mu}g/m^3$, respectively). $PM_{10}$ was revealed to be higher in the morning($105.59{\mu}g/m^3$) than at dawn or in the afternoon($71.26{\mu}g/m^3$ and $61.22{\mu}g/m^3$, respectively). The mean $PM_{10}$ concentration in toll booths ventilated through an air conditioner was higher than that for those using a window or no ventilation. The rate of exceeding the Ministry of Environment Maintenance Limit($200{\mu}g/m^3$) was 6.25%, and the rate of exceeding the Ministry of Labor Recommended Limit($150{\mu}g/m^3$) was 12.5%. Conclusions: In order to protect the health of toll booth workers exposed to airborne dust, it is necessary to check the exposure level from indoor air quality on a regular basis and to manage it appropriately according to the results.
The Government of Korea has always focused on developing and maintaining a surplus on the balance of payments as a successful trade policy. The focus should now be on spatial information hiding, revealing patterns in trade activities that enable viewing trade in a more sophisticated manner. This study utilizes trade statistical data such as the United States-South Korea imports and exports from 2003 to 2015 officially released by the two countries. It allows us to analyze and extract the spatial information pertaining to the origin, transit, and destination. First, in the case of export data to the United States, the origin of the trade goods has expanded and decentralized from the metropolitan area. With regard to transit, in 2003, most of the exported goods were shipped by ocean vessels and arrived at the ports on the western coast of the United States. However, trade patterns have changed over the 12-year period and now more of that trade has moved to the southern ports of the United States. In terms of destination, California and Texas were importing goods from South Korea. With the development of the automotive industry in Georgia and Alabama, these two states also imported huge volumes of automobile parts. Second, in case of import data, most imported goods from the United States originated from California and Texas. In this case, 40% of goods were shipped by air freight and arrived at the Incheon-Seoul International Airport; most ocean freight was handled at the Port of Busan. The purpose of this study is to decompose the spatial information from the trade statistics data between Korea and the United States and to depict visualized bilateral trade structure by origin, transit, and destination.

Fresh agricultural product in Korea are currently being exported overseas through expensive air transportation, supported by the governments's farm export subsidies. However all members of the World Trade Organization(WTO) must halt government subsidies by 2023. Accordingly, it is necessary to use marine transport capable of carrying freight at low cost. Reefer containers are used for marine transportation of fresh produce but it have a problem due to the temperature difference inside the reefer container which causes of fresh cargo and drop in freshness during sea transportation. In order to solve the problem, we developed a temperature control algorithm for reefer container that maintain a constant temperature and minimizes the deviation inside reefer container. The result showed that the maintained a constant temperature within a maximum of $0.5^{\circ}C$ based on the set-point of $4.0^{\circ}C$ inside reefer container.

After the Rio declaration on environment and development in 1992, developed countries are undertaking 'environmentally sustainable transportation (EST)' projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents accumulated for last six years. The EIA for railroad construction projects .accounts for only $4.9\%$ of total project EIAs during 1998-2003. However, the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water quality, wast management, noise, etc. We also compared the characteristics of environmental impacts of railroad construction with those of vehicle road construction. The result shows that railroad construction usually requires 3${\~}$4 times longer tunnels and bridges for a given length than vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than $40\%$ of those in vehicle road construction. In order to develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly required.

Most scholars calssify caves into natural resource, but caves possess values of natural and human resource, mix up the features of natural resources and human resources. Now, caves are distributed 260 in Korea. Seongryu Cave is showed in 1967 for the first time, till 1997 12 caves is opened to tourist. Thus to maintain environment of caves, it used to consider the counterplan as follows in restraint of the environmental change. Firstly, in case of development work to open caves, it must keep up with the prototype. Secondly, it must establish a freight depositary to prevent the influence of the caves's stain and damage due to tourist's objects. Thirdly, to maintain the normal temperature and humidity, it must install artificial poultice equipment of the inner parts of caves. Fourthly, in order to prevent the occurrence of $CO_2$, it must assessment of the optimum number of the greatest stayer. Fifthly, the control of closure for a given period of time is useful of the restoration to the cave's original state. Sixthly, by means of make narrow entrance, it should not influence the outer's air on the inner parts on caves. Seventhly, to keep the temperature of the inner part of caves, the lightening should be maintained moderately considering the convenience of a tour. Eightly, when water-proof cables for the lightening bulbs are connected each other, silicon tape is suitable and circuit breakers should be installed at the diverging points of the cables. Ninthly, the direction and angle of the lightening must be changed periodically to prevent green-pollution at the lightening spot. Lastly, when facilities and arrangements are equipped, corrosive materials should be excluded if circumstances allow.
