Since the recent COVID-19 pandemic, countries have been strengthening trade protection for their security, and the importance of securing strategic materials, such as food, is drawing attention. In addition to the cultural aspects, the global preference for food produced in Korea is increasing because of the Korean Wave. Thus, the Korean food industry can be developed into a high-value-added export food industry. Currently, Korea has a low self-sufficiency rate for foodstuffs apart from rice. Korea also suffers from problems arising from population decline, aging, rapid climate change, and various animal and plant diseases. It is necessary to develop technologies that can overcome the production structures highly dependent on the outside world of food and foster them into export-type system industries. The global agricultural industry-related technologies are actively being modified via data accumulation, e.g., environmental data, production information, and distribution and consumption information in climate and production facilities, and by actively expanding the introduction of the latest information and communication technologies such as big data and artificial intelligence. However, long-term research and investment should precede the field of living organisms. Compared to other industries, it is necessary to overcome poor production and labor environment investment efficiency in the food industry with respect to the production cost, equipment postmanagement, development tailored to the eye level of field workers, and service models suitable for production facilities of various sizes. This paper discusses the flow of domestic and international technologies that form the core issues of the site centered on the 4th Industrial Revolution in the field of agriculture, livestock, and fisheries. It also explains the environmental awareness production technologies centered on sustainable intelligence platforms that link climate change responses, optimization of energy costs, and mass production for unmanned production, distribution, and consumption using the unstructured data obtained based on detection and growth measurement data.

Anode electrode in a microbial fuel cell (MFC) should transfer the receiving electron as well as provide large surface area that can be immobilized microorganisms. Microorganisms' population is one of important factors to improve the current generation and to treat the livestock wastewater by biological treatment. These studies were attempted to investigate if stainless-steel wire skein (SSWS) could be used as anode electrode replacement a graphite felt electrode in microbial fuel cell. For these studies, pretreated livestock wastewater was used diluted to 500 mg/L as COD before use. At this time, the current showed a little difference of about 5% when using each of a SSW and graphite felt (control). There was no significant difference in the current value. The organic removal rate in the microbial fuel cells used graphite felt and SSWS was 82.4% and 88.3%, respectively. The COD removal in the MFC used the SSWS was higher than that of graphite felt. Ammonium nitrogen was showed similar trend in two case all. These results about current generation and organic matter reduction seem possible that SSWS was used to anode electrode. When SSWS is used, the initial investment for system construction is expected to be able to reduce by approximately 1/50.

This study aims to identify the factors influencing farmers' barriers to adopting climate-smart agriculture (CSA) practices in the coastal area of Bangladesh. We have used a semi-structured, pre-tested questionnaire to collect quantitative and qualitative data from 160 coastal farmers who had at least 10 years of farming experience. We found that internal consistency (Cronbach's alpha) values for the items of agricultural vulnerability, adopted CSA practices, and perceived barriers to adopting CSA practices were 0.72, 0.74, and 0.79, respectively. The Agricultural Vulnerability Index (AGVI) found increased soil salinity in the dry season, reduced freshwater resources, poor seed germination, and more pests and diseases as vulnerabilities in agriculture. The Adoption Index (ADI) identified most adopted CSA practices as including growing HYVs of vegetables on high land, short-duration HYVs of rice, using compost, proper fertilizer management, and sarjon cultivation methods. The Barrier Index (BI) showed that high initial investment costs, poor embankment infrastructure, low crop prices, a lack of solar-powered irrigation systems, and insufficient technical assistance from local extension organizations are the main barriers to the adoption of CSA practices. Farmers' age, education, training experience, job satisfaction, and use of information sources have influenced barriers to adopting CSA practices. The study suggested policies on coastal farmer competency development, ensuring crop insurance, providing interest-free credit policies, and a fair pricing system for crops.
Utilizing the heat of cooling water discharge of coal-fired power plant, pipeline investment costs for businesses that supply heat to agricultural facilities near power plants increase in proportion to installation distance. On one hand, the distance from the power plant is a factor that brings difficulties to secure economic efficiency. On the other, if the installation distance is short, there is a problem of securing the heating demands, facility houses, which causes economical efficiency to suffer. In this study, the economic efficiency of 1km length of standard heat pipeline was evaluated. The sensitivity of the heat pipe to the new length variation was analyzed at the level of government subsidy, amount of heating demand and the incremental rate of pipeline with additional government subsidy. As a result of the analysis, it was estimated that NPV 131 million won and IRR 15.73%. The sensitivity analysis showed that NPV was negative when the length of heat pipe facility exceeded 2.6 km. If the government supports 50% of the initial investment, the efficiency is secured within the estimated length of 5.3 km, and if it supports 80%, the length increases within 11.4 km. If the heat demand is reduced to less than 62% at the new length of the standard heat pipe, it is expected economic efficiency is not obtained. If the ratio of government subsidies to initial investment increases, the elasticity of the new bloc will increase, and the fixed investment, which is the cost of capital investment for one unit of heating demand, will decrease. This would result in a reduction in the cost of production per unit, and it would be possible to supply heat at a cheaper price level to the facility farming. Government subsidies will result in the increased economic availability of hot plumbing facilities and additional efficiencies due to increased demand. The greater government subsidies to initial investment, the less farms cost due to the decrease in the price per unit. The results of the study are significant in terms of the economic evaluation of the effectiveness of the government subsidy for the thermal power plant heat utilization project. The implication can be applied to any related pilot to come.
As globalization, international cooperation has grown in importance. In accordance with this trend, Korea has been receiving high demands from international organizations about expanding the scale of Official Development Assistance(ODA) in line with its improved national status. In addition, in the economic aspect of Korea, the ODA project is expected to provide new growth opportunities in the mid- to long-term by promoting cooperation with developing countries. Uganda is an area with high strategic value due to good agricultural conditions and favorable geographical conditions. The poultry industry is a business that is generally carried out to the Ugandan, but due to economic problems such as initial investment cost, most of them have raised poultry on a small scale which is not enough for main income. This paper proposes the construction and operation plan of adapting to small poultry farms in the village-intensive type to sustainable income for residents in Uganda through ODA project in Korea's agricultural technology. The economic feasibility was analyzed from the long-term perspective when the initial construction cost was supported or not and the poultry species ratio was adjusted in terms of initial and operating costs. Economic analysis was performed using Net Present Value(NPV) method. As of after 10 years, when operating in the form of shifting kuroiler to layers, it was estimated to earn about 700,000 ugx more than when only kuroiler is raised, and it is able to reduce about 14 million ugx from the initial cost than when only raising layers. As of 20 years, the most profitables scenario was the breeding of 100 kuroilers and 400 layers methods. however, this case was anlayzed to be unsuitable for Uganda farmers, with initial costs more than three times higher than the shifting method of the kuroiler to layers. If the initial construction cost is supported by ODA project, the initial investment cost can be recovered in the first year with the shifting method, whereas raising only layers take two years to recoup the cost. In the meantime, when studying livestock industry in Uganda, it was examined by relying on statistical data, but this paper is meaningful in that it predicted how much it is economically effective based on field experience.
This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. This study was carried out to investigate how the basic plan of the Saemangeum development project that has been developed by the government since 1991 has been changed and to present a new development strategy by analyzing the future value and tourism resource value of Saemangeum development. The research methodology is based on the in - depth analysis methodology of the time series research materials and press releases published by the Saemangeum Development Administration, which oversees the development of Saemangeum. The government announced a plan to significantly reduce agricultural land and increase the proportion of non-agricultural land to 70% in order to create a multifunctional complex. After that, the government revised the basic plan of Saemangeum in 2014 and changed the plan to tailor the investment demand in order to cultivate investment demand, and introduced the special economic cooperation system for global economic cooperation. Therefore, the purpose of this paper is to analyze the process of Saemangeum development to date and to evaluate the value of Saemangeum development as a tourism resource, centered on the Master Plan of the Saemangeum Development Project changed by the government. Based on the results of this analysis, I would like to present the vision of Saemangeum tourism development considering Saemangeum 's environment and characteristics of the surrounding scenery by referring to trends and similar cases of international tourism.

The purpose of this study is to investigate exchange between companies and rural communities in 1 company - 1 village campaign and assess functions of NACF(National Agricultural Cooperative Federation)'s 'I Farm Love' as intermediary organization. The result shows that Korea companies participated in 1 company - 1 village campaign to understand rural area and revitalize economic condition in rural community. Most of exchange programs are volunteer works and direct dealing of farm products. The functions of NACF was highly assessed as an informant and intermediary. However establishing networks or promoting exchanges between corporation and rural village were low assessed. It is necessary of NACF to make up for advanced mediation and intermediary between rural villages and companies so that 1 company - 1 village campaign become corporate community investment. Moreover functions to develop programs suited characteristic of companies and set up networks of multi-stakeholders are needed.

This study set out to conduct a field survey with smart greenhouse-based farms in seven types to figure out the actual state of smart greenhouses distributed across the nation before selecting a system to implement an optimal greenhouse environment and doing a research on higher productivity based on data related to crop growth, development, and environment. The findings show that the farms were close to an intelligent or advanced smart farm, given the main purposes of leading cases across the smart farm types found in the field. As for the age of farmers, those who were in their forties and sixties accounted for the biggest percentage, but those who were in their fifties or younger ran 21 farms that accounted for approximately 70.0%. The biggest number of farmers had a cultivation career of ten years or less. As for the greenhouse type, the 1-2W type accounted for 50.0%, and the multispan type accounted for 80.0% at 24 farms. As for crops they cultivated, only three farms cultivated flowers with the remaining farms growing only fruit vegetables, of which the tomato and paprika accounted for approximately 63.6%. As for control systems, approximately 77.4% (24 farms) used a domestic control system. As for the control method of a control system, three farms regulated temperature and humidity only with a control panel with the remaining farms adopting a digital control method to combine a panel with a computer. There were total nine environmental factors to measure and control including temperature. While all the surveyed farms measured temperature, the number of farms installing a ventilation or air flow fan or measuring the concentration of carbon dioxide was relatively small. As for a heating system, 46.7% of the farms used an electric boiler. In addition, hot water boilers, heat pumps, and lamp oil boilers were used. As for investment into a control system, there was a difference in the investment scale among the farms from 10 million won to 100 million won. As for difficulties with greenhouse management, the farmers complained about difficulties with using a smart phone and digital control system due to their old age and the utter absence of education and materials about smart greenhouse management. Those difficulties were followed by high fees paid to a consultant and system malfunction in the order.
This study is aimed at identifying the national economic value of the irrigation facilities by reviewing the existing papers on economic values of the irrigation facilities and presenting current status of dual O & M problems of the irrigation facilities. This study suggested the unified O & M system rather than continuing the existing dual O & M system of irrigation facilities based on the surveyed results of the activities of irrigation fraternities in Chungnam Province. The findings and proposals for the successful unified and mono O & M system of the irrigation facilities are as follows: (1) Total number of irrigation facilities in the nation accounts for 67,582, while the total length of irrigation and drainage canals amounted to about 174,259km. On account of the total length of structural canals was estimated at 31%, much losses of water and much O & M costs have been inevitable for the full irrigation rice culture. In spite of the past heavy investment for irrigation facilities, the ratio of rain-fed and partially irrigated paddy fields accounts for 23% in 2003. Both Korea Agricultural and Rural Infrastructure Corporation (KARICO) and the city and Gun Governments have managed the irrigation facilities separately by irrigation fraternities. The KARICO have commanded 59% of irrigation paddy area with 18% of the total irrigation facilities, while the city and Gun governments covered 41% of irrigation paddy area with 82% of the existing number of irrigation facilities representing small and medium scale. (2) The 1999 demand prices of irrigation water per ton expressed in 2000 constant market price was estimated at 388 won, the supply price was amounted to 184 won per ton. Considering the supply and demand curve of the irrigation water, the existing irrigation facilities could not satisfy the demand of irrigation water. (3) In 1999, total present added value of the irrigation facilities during the economic life accounted for 48 trillion won, while total supply cost was 44.7 trillion won. The marginal benefit and cost ratio of irrigation water was 1.08. (4) The total O & M cost per year amounting to 681.1 billion won have been required to maintain and repair the existing irrigation facilities in Korea. For the successful unified O & M of irrigation facilities covering whole irrigated paddy field in Korea, 950 billion won of O & M costs are required to keep up the marginal benefit of irrigation water as 2,800 billion won per year. The total O & M cost as 950 billion won should be allocated 40%, 380 billion won for O & M costs of irrigation facilities and 60%, 570 billion won for improvement of irrigation facilities. (5) The study investigated and reviewed the present O & M status of the irrigation facilities by small and medium irrigation fraternities. Most of the farmers belong to the irrigation fraternities preferred not only unified O & M but also KARICO take-over of the whole O & M activities of the irrigation facilities. The prevailing O & M cost per 10a expended by the Corporation was amounted to 104,890 won, while that of city and Gun governments was only amounted to 4,600 won per 10a. regarding the small amount of O & M cost expended by city and Gun governments, it is evident that the existing irrigation system have been managed ineffectively and deteriorated the facilities comparing that of KARICO. In conclusion, the Government could not satisfied the demand of irrigation water by suppling water with existing irrigation facilities. Therefore new additional investment and financial support for irrigation water development should be made to convert rain-fed and partially irrigated paddy fields into fully irrigated ones. The operation and maintenance cost should be supported to keep the marginal values of rice production of existing irrigation facilities in the national economy and to modernize the obsolete irrigation facilities. By unifying the existing dual O & M systems, all the farmers belong to the irrigated paddy fields have to be equally benefited and could be increased their farm income and be stabilized their rural lives.
