다중조직이론 기반의 농업경영체 경영관리능력 향상을 위한 컨설팅 기법과 사례 (Consulting Method and Its Applied Case to Improve Management Capability of Agricultural Firms Based on the Multi-contingency Organization Theory)

  • 현재 국내에서 많은 농가가 이용하는 경영진단방법 중 하나는 농촌진흥청 농업경영정보시스템 내의 농가경영컨설팅시스템에서 사용되는 경영표준진단표로, 진단결과는 DB화하여 농가경영컨설팅을 위한 자료로 활용되고 있다. 하지만 연도별 농가경영 진단결과 DB화 실적을 살펴보면 매년 실적이 조금씩 감소함을 알 수 있는데, 경영진단을 하는 농가 수의 감소는 농가가 경영진단을 통한 실질 효과가 기대에 미치지 못하였거나, 지속적으로 진단할 필요를 느끼지 못하는 등의 불만족 요인이 있음을 알 수 있다. 이러한 맥락에서 농가의 다양한 유형과 규모를 포괄하여 쓸 수 있는 컨설팅 기법의 개발과 실증사례의 발굴이 절실하다. 본 연구는 기존의 농가 중심의 농업경영체 경영진단 및 컨설팅 방법에서 부족한 요소들을 보완하고 기업형 농업경영체에도 적용이 가능하도록 경영전략 이론에서 사용되는 다중조직이론과 가치사슬모형을 적용한 경영진단 및 컨설팅기법을 소개한다. 다중조직이론 기반의 컨설팅 기법의 특징은 농업경영체의 경영전략은 크게 효율성추구와 효과성추구의 두 가지 방향이 있으며 경영체의 하부요소들이 경영 전략의 방향과 일치하는 방향으로 적합성(fit)을 맞추도록 하는 것이 특징이다. 즉, 경영체의 전략적 방향에 맞는 경영활동이 중요하며 이를 통해 한정된 자원의 분배를 최적화할 수 있게 된다. 제시된 컨설팅 기법은 농업현장의 경영체들에 실제로 컨설팅을 수행하여 현장실증한 사례를 보여줌으로써 컨설팅 기법에 대한 이해를 높일 수 있도록 하였다.

농식품클러스터 네트워크의 조정 메커니즘에 관한 연구 -무안황토고구마클러스터를 중심으로- (A Study on the Coordination Mechanism of Agri-food Cluster Network -A Case Study on Muan Loess Sweet Potato Cluste-)

  • 정부는 지난 10년 동안 67개의 농식품클러스터를 조성하였다. 그러나 최근 일부 농식품클러스터 사업단의 사업중단과 시행착오로 비판이 증대되고 있다. 본 연구는 무안황토고구마클러스터 사례분석을 통해서 농식품클러스터 네트워크에서 사업단의 역할과 거버넌스 특징에 대한 정책적 함의를 얻고자 하였다. 분석틀은 네트워크와 공급망을 결합한 네트체인 개념을 활용하였다. 무안황토고구마클러스터는 생산의 공간적 집적은 형성되어 있으나 생산조직이 통합되지 못하고 있으며 사업단 역시 영향력을 발휘하지 못하고 있다. 또한 클러스터 내 구성원 간, 구원성과 네트워크간, 네크워크 간 갈등이 발생하고 있으나 조정 메커니즘이 형성되지 못하고 있다. 농식품클러스터의 지속적인 성장을 위해서는 클러스터의 핵심조직인 사업단의 사업역량과 조정 메커니즘 형성능력이 중요하다. 클러스터의 발전단계에 따라 사업단의 역할과 거버넌스 조정양식도 달라져야 한다. 또한 네트워크 형성과 조정에 지자체의 적극적인 참여와 장기적 개발의지가 필요하다.

Carbon Emission Disclosure, Good Corporate Governance, Financial Performance, and Firm Value

  • This research aims to examine (1) the effect of carbon emission disclosure on firm value, (2) the effect of good corporate governance on firm value, (3) the mediating role of financial performance between carbon emission disclosure and firm value, and (4) the mediating role of financial performance between good corporate governance and firm value. The research sample includes 43 mining, agro, and manufacturing firms listed in the Indonesian Stock Exchange over the 2015-2017 period. Carbon emission disclosure is measured by an indicator of the Global Reporting Initiative Series of Environmental Aspect. Good corporate governance is measured by the corporate governance score of shareholder rights, boards of directors, outside directors, audit committee and internal auditor, and disclosure to investors. Financial performance is measured by return on assets, while firm value is measured by Tobin's Q. Data analysis uses the structural equation modeling. The result shows carbon emission disclosure and good corporate governance have no direct effect on firm value. On the other hand, financial performance mediates the effect of carbon emission disclosure and good corporate governance on firm value. It shows that higher carbon emission disclosure and good corporate governance are meaningless for the investor if they do not give any financial performance improvement.

우리나라 농식품 수출부문의 경쟁력 향상방안 연구 - 포터의 다이아몬드 모델을 중심으로 - (A Study on improving the competitiveness of agri-food export sector in Korea - with Porter's Diamond Model -)

  • 농식품 수출활성화는 국내농업의 소득창출을 위한 새로운 전환기를 제공하는 방안이라는 인식이 확산되고 있다. 최근 한류열풍으로 국내 농식품에 대한 인식이 확산됨에 따라 농식품 수출은 새로운 도전이면서 기회이기도 하다. 그러나 국내 농업이 가지고 있는 구조적 문제와 수출시장 진입에 관한 중장기적 전략부재로 인해 수출시장 경쟁력이 향상되지 못하고 있는 설정이다. 이러한 환경 하에서 본 연구는 우리나라 수출농업 활성화를 위해 농식품 수출부문의 경쟁력을 제고시킬 수 있는 포괄적인 접근의 필요성을 인식하고 농식품 수출분야에 경쟁력의 개념을 도입하여 농식품의 수출정쟁력 결정요인에 대하여 분석하였다. 농식품 수출부문의 국가 경쟁력 비교분석을 위해서는 종합적인 시각에서 농식품 수출부문을 분석 할 수 있는 평가모델과 측정척도를 적용하는 것이 중요하다. 따라서 비농업분야에서 경쟁력 결정요인을 찾기 위해 다양하게 적용된 포터의 경쟁력 모델을 중심으로 농식품 수출부문의 경쟁력을 비교분석하였다. 이를 바탕으로 우리나라의 농식품 수출부문의 국가경쟁력 강화방안을 모색하고자 한다.

친환경농업정책 분야의 거버넌스 체계 구축방안 (Schemes for Constructing the System of Environmentally Friendly Agri-policy Governance)

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

Determinants of the Competitiveness of Women-Owned Small- and Medium-Sized Enterprises: An Empirical Study from Vietnam

  • Guided by a resource-based theory, this study is the first one that takes a quantitative approach to identify determinants of competitiveness of women-owned small and medium enterprises (SMEs) in Vietnam. The study employs time series data of Vietnamese SMEs extracted from the Vietnam Small and Medium Enterprises Survey conducted biennially from 2005 to 2015 in ten Vietnamese provinces. Firm competitiveness hereby is indicated by revenue, market share, profitability, and export volume. The research reveals a number of determining factors, of all, research and development, labor skills, business environment, technology investment are the most important factors, followed by capital and headcount. It is indicated that the determining factors have different influences on competitiveness obtained by different measurements. Therefore, it is based on specific targets and situations to make wise business decisions. The authors also make comparisons among groups of women-owned enterprises divided by their firm age, location, ownership, export, age, and educational background of business owners. The findings serve as critical empirical evidence and provide policy recommendations for improving the competitiveness of women-owned SMEs in Vietnam. The recommendations range from technology support, education and professional support for female entrepreneurs, access to capital and human resources to business environment improvement.

작목별 협동조직의 유형과 효율적 운영방안에 관한 연구 (A Study on the Types and Effective Management Schemes of the Cooperative Farmers' Organizations in Korea)

  • The objectives of this study were to 1) classify the cooperative farmers' organizations in Korea according to the development level and institutional aspects through the exploration of its' conceptual and institutional basis, 2) analyze the farmers' needs for organization, 3) identify the problems and situation of organizations, and 4) formulate an effective management model for each cooperative farmers' organization. The study was carried out through a review of literature and using available statistical data collected from various sources and empirical survey. Major findings of the study were: 1) the cooperative farmers' organizations could be classified into four types : crop units, farming cooperative corporation, trust farming companies and joint-stock agri-business. 2) a lot of members of the organization feel that the information is insufficient, the opportunity to suggest their own ideas is hardly given, and the members are not satisfied with the cooperation among the members, 3) the members who have higher level of schooling education showed a higher participation level in the organization, 4) most of members did not recognize the organization they participated in, 5) participation of the organization's members and concerned institutions is an important factor to promote problem solving and better communication within the organization, 6) any type of continuing education for the members is needed to facilitate the transfer of a new agricultural and organizational technology, 7) research and development(R & D) is one of the most important factors of the development of organizations, 8) most organizations are deficient in professional management skills(financial, personal, accounts, etc.), 9) the trust farming companies have difficulties in managing the firm on account of the characteristics of agriculture(especially seasonal), the dispersed trust lands, and the need for more alternative work in the winter season, and 10) in the case of agri-businesses, their organizations are more specialized in marketing and have more structured systems of management. Based on the results of the study the following recommendations were made for further improvement and development of agricultural cooperative organizations : (1) More governmental support should be given to education for improvement of the organizational structure. And more deliberate and differentiated governmental support should be provided for the organizations to be viably managed. (2) For more efficient communication between the members and the organization, more opportunities for discussion are needed. (3) The more research should be committed to this kind of work in order to get more analytic data and strategic plans of cooperative organizations.
