개인정보보호법 및 개인정보 보호 관련 법률에서는 개인의 정보를 수집 이용 제공하고자 할 때 이용자의 동의를 얻도록 규정하고 있다. 이에 따라 금융회사에서는 고객으로부터 개인정보 이용 동의서를 징구하여 고객의 개인정보 이용 동의를 얻고 있다. 또한 정부차원에서 고객의 실질적인 동의 의사 확인을 위해 거래별, 상품별 동의서 양식을 다양화하고 필수항목과 선택항목을 구별하는 등의 동의서 양식 개선 노력을 하고 있다. 그러나 아직 금융회사에서는 동의의 본질에 충실하지 못해 동의의 효력을 얻기 어렵거나 동의 의사를 판단하기 어려운 동의서들을 수집 보관하는 사례가 발생한다. 이에 본 연구에서는 개인정보처리자인 사업자의 개인정보 이용 동의 처리 과정에서 개인정보보호 관련 법률을 준수하고 정보주체에게 동의의 본질에 충실한 동의를 유도하기 위한 동의서 검증 절차를 추가한 발전된 개인정보 이용 동의 구현 모델을 제안한다.

A new climate regime was intensively negotiated from 2011 to 2015, culminating in adoption of the Paris Agreement. The Agreement went into effect on 4th of November 2016. Follow-up negotiation to implement the Paris Agreement has continued since May 2016 and is expected to be finalized by 2018. This paper reviews and analyzes the process of establishment of the new climate regime based on the Paris Agreement, focusing on the main issues and the negotiating positions of major groups of developed and developing countries. This paper details various important issues determining the final outcome of the Paris Agreement and discusses the follow-up negotiation in the years 2016 and 2017. It concludes with discussion of the various implications of the Paris Agreement, which will determine important aspects of our future socioeconomic life well into the 21st century.

최근 지역주민참여를 기반으로 하는 각종 협약 및 협정에 대한 관심이 높아짐에 따라 경관협정에 대한 관심 또한 대두되고 있다. 본 연구는 주민주도로 경관협정이 체결된 수원시 거북시장 경관협정 사례를 중심으로 협정체결과정에서의 의사소통기법과 역할을 살펴보고, 경관협정에 대한 의미를 찾고자 하였다. 본 연구에서는 문헌조사와 함께 참여자 심층인터뷰를 실시하여 문헌자료에서 알기 어려운 협정과정에 대한 정보와 의견을 수집하였으며, 체결과정에서 각 주체의 참여정도를 분석하여 시사점을 도출하였다. 그 결과, 협정체결과정에서 교육, 설명회, 세미나 등 다양한 의사소통기법이 활용하였으며, 참여주체별로 역할을 수행과 동시에 주체 간의 관계가 중요함을 확인하였다. 또한, 경관협정에 대한 이해가 부족한 현 시점에서 주민이 중심주체가 되기 위해서는 전문가 역할이 중요하며, 주민역량과 주민주도성이 높아짐에 따라 참여자의 역할이 단계적으로 변화하게 된다. 따라서 중앙정부와 지자체는 이러한 변화과정에 적합한 단계별 제도적 지원방안을 강구할 필요가 있다. 본 연구는 단일사례 연구로 일반화되기에는 어렵지만, 경관협정과정을 살펴봄으로써, 경관협정체결에 필요한 사항을 검토하고, 주체별 역할을 확인할 수 있다는 점에서 연구의 의의가 있으며, 추후 지속적인 협정사례에 대한 모니터링을 통해 비교 연구함으로써 경관협정제도 정착에 기여할 수 있을 것이다.

Recently, the role of community in public design has become important. However, the design process often places only emphasis on the 'agreement' of the community. As a result, the process was forced to collect opinions from the community only passively. Also, a process that only focuses on the formation of an agreement is likely to provoke confrontations and conflicts between those who support and oppose it. In the end, persuasion by the opposing residents is more important than decision-making by the whole community. Therefore, it has recently been paying attention to 'decision-making' that values a variety of things, not 'agreement formation'. Because various values of the community are valued and process is more important than result, 'decision-making' is different from 'agreement formation'. South Korea is also paying attention to public design, where community decision-making is central. Therefore, it is very necessary to develop a methodology that can support community decision making. In Jeju, the community's decision-making support methodology was devised for urban regeneration. The purpose of this study is to examine the characteristics of this methodology and to reveal its potential and challenge as a decision-supporting methodology.

Objectives: To investigate data agreement of cancer registries and medical records as well as the quality of care and assess their relationship in a 5-year period from 2006 to 2011. Methods: The present cross-sectional, descriptive-analytical study was conducted on 443 cases summarized through census and using a checklist. Data agreement of Nemazi hospital-based cancer registry and the breast cancer prevention center was analyzed according to their corresponding medical records through adjusted and unadjusted Kappa. The process of care quality was also computed and the relationship with data agreement was investigated through chi-square test. Results: Agreement of surgery, radiotherapy, and chemotherapy data between Nemazi hospital-based cancer registry and medical records was 62.9%, 78.5%, and 81%, respectively, while the figures were 93.2%, 87.9%, and 90.8%, respectively, between breast cancer prevention center and medical records. Moreover, quality of mastectomy, lumpectomy, radiotherapy, and chemotherapy services assessed in Nemazi hospital-based cancer registry was 12.6%, 21.2%, 35.2%, and 15.1% different from the corresponding medical records. On the other hand, 7.4%, 1.4%, 22.5%, and 9.6% differences were observed between the quality of the above-mentioned services assessed in the breast cancer prevention center and the corresponding medical records. A significant relationship was found between data agreement and quality assessment. Conclusion: Although the results showed good data agreement, more agreement regarding the cancer stage data elements and the type of the received treatment is required to better assess cancer care quality. Therefore, more structured medical records and stronger cancer registry systems are recommended.

2015년 7월 이란과 서방국가와의 잠재적인 핵협상이 극적으로 체결됨에 따라 오랜 기간 동안 문제되었던 이란의 핵 문제가 서서히 해결되고 있다. 이란의 핵협상 과정을 눈여겨 봐야 하는 이유는 한반도 역시 북한의 핵문제로 인해 큰 위협을 받고 있기 때문이다. 북한과 이란의 핵문제를 비교할 경우 양 국의 정치체계와 구조, 핵협상 과정에서 큰 차이가 있기 때문에 북한의 핵문제를 해결하기 위한 정책적 시사점을 찾기가 사실상 어렵다. 일부에서는 이란의 핵문제와 북한의 핵문제와는 상당한 차이가 있기 때문에 이란의 핵협상으로부터 북한의 핵문제 해결을 위한 시사점을 찾기 힘들 것이라는 부정적 견해를 내고 있고 또 다른 한편에서는 이란의 핵협상 결과가 분명 북한의 핵문제에 긍정적 영향을 미칠 수 있는 요인을 찾을 수 있을 것이라는 견해를 제시하고 있다. 이란과 북한의 핵문제가 상당한 차이가 있음에도 불구하고 이란의 핵 협상과정에서 북핵문제 해결을 위한 긍정적인 방안을 찾고자 하는 것은 그만큼 북한의 핵문제가 한반도 전체의 사활과 관련된 문제이기 때문이다. 본 연구에서는 이란의 핵협상 타결과정과 성공요인을 분석하는 데 초점을 맞추고, 분석된 요인으로부터 북한의 핵문제 해결을 위한 시사점을 알아보고자 한다.

This paper aims at showing firstly, that the parameterized Universal Grammar is also accessible in second language acquisition based on the data found in the English Agreement acquisition by Korean speakers and secondly, that the theoretical claim that the acquisition of Agreement is related to the Subject Drop phenomenon can be supported by the second language acquisition data. The functional category AGRP which is crucial here can be parameterized according to its features with Korean of - Agr and English of + Agr. Two groups of 40 each were tested and the result shows that the parameter resetting is possible in terms of the Agreement feature. In addition to Agreement test, three more tests for the distribution of Subject Drop, Subject Raising and NPI (Negative Polarity Items) were conducted in order to find the correlation among those grammatical phenomena. The result is that the acquisition of Agreement and the Subject Drop possibility are correlated but that they are not related to the obligatory Subject Raising process. Finally, NPI distribution test which is supposedly related to the Subject Raising turned out to carry little information since the average grades from both groups were very low.

This paper reviews and analyzes the U.S. cases and statutes on the issue of party autonomy in arbitration agreement. Arbitration agreement has been interpreted somewhat differently from general contracts because its legal characteristics are not purely contractual by nature. For example, some legal scholars insist that an arbitration contract is more about an agreement on a process of dispute resolution than a creation of rights and obligations to avoid litigation. Party autonomy was discussed in diverse legal perspectives including contract of adhesion, VKI principle, and separability of arbitration clause. These three legal perspectives are discussed to set the legal relationship between party autonomy and protection of consumers in consumer arbitration. In addition, it was discussed how legal defects in the formation of an arbitration contract can influence the party autonomy. The legal defects that were discussed to analyze the relationship between arbitration agreement and party autonomy included misrepresentation, fraud, mistake, duress, and undue influence.

The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

The international arbitration system has been a useful method of settling disputes arising from international transactions. Arbitration provides the opportunity for the parties to choose a fair and neutral forum and to participate in the selection of the decision maker and the rules that will be applied. Because arbitration is a creature of contract, there is no agreement to arbitrate if there is no contract. An arbitration clause should be designed to fit the circumstances of the transaction and the parties' needs. The parties draft an arbitration clause with insufficient attention to the transaction to which it relates. Insufficient attention to arbitration agreement has caused the delay of arbitration procedure or even the inability to arbitrate. Therefore the parties pay sufficient attention to the underlying transaction so that the arbitration clause can be tailored to their particular requirements and to possible disputes that may reasonably be anticipated.
