소비자상담사의 업무수행, 만족도 및 업무지속의사에 대한 연구 (Study on Consumer Counselors' Work Performance, Satisfaction and Willingness to Sustain the Work)

  • This research examined the work performance by consumer counselors, evaluations of their counseling work, the level of their satisfaction, and willingness to sustain consumer counseling work among Consumer Agencies and also identified the variables influencing the evaluation scores on those. The results were summarized as follows. First, the evaluation scores on the work performance of consumer counseling were generally high and they turned out to be generally satisfied with their work. On the other hand, most counselors responded that they would continue their counseling work. Second, there were differences in evaluation scores about speed and specialized area of counseling among Consumer Agencies. Counselors who worked for the Korea Consumer Protection Board recorded high scores in those both criteria. There were differences in the willingness of counselors to continue their counseling work among Consumer Agencies, too. Third, the evaluation scores in six areas of counseling tasks were high when the degree of satisfaction of counselors were high or when agencies treated the counseling important. Fourth, when counselors earned more salaries and owned the experience of in-firm training and when the Consumer Agencies highly valued counseling as consumer tasks, the degree of satisfaction among counselors increased. Finally, when counselors were old, major in consumer science, and held regular work-schedule, they exhibited high degree of satisfaction in their counseling work and they showed greater willingness to sustain their counseling work.

농촌지도기관 간 연계 협력강화 방안에 관한 연구 (A Study of the Better Linkage and Cooperation between Agricultural Extension Agencies)

  • Localization of extension services in 1997 has weakened the linkage and cooperation between the central and district extension agencies(Provincial Agricultural Research & Extension Services and City & County Technology Centers). Since agriculture needs a national or regional dimension approach in many senses, it is important for agricultural prosperity to maintain and even further strengthen the practice of cooperation between different levels of governments and extension agencies.The objective of this study was to suggest policy measures to strengthen the linkage and cooperation between agricultural extension agencies. Existing works were reviewed to see a general picture of problems associated with he localization of extension services. In order to gain insight into policy measures, questionnaire surveys to extension staffs in districts(8 of 9 Provincial Agricultural Research & Extension Services and 160 of City & County Technology Centers) were conducted. Survey respondents were mainly asked about policy measures which would contribute to strengthen the linkage and cooperation between extension service agencies.Three policy measures derived from the study are: to expand the professional and technological education at the central level; to establish the central-local partnership; and to strengthen the linkage and cooperation between city & county agricultural technology centers.

자기효능감, 감정노동, 조직몰입 및 직무만족의 관계 : 의료관광종사원을 대상으로 (The Relationship among Self Efficacy, Emotional Labor, Organizational Commitment and Job Satisfaction of Medical Tourism Employees)

  • The purpose of this study is to find out the relationship among self-efficacy, emotional labor, organizational commitment and job satisfaction of medical tourism employees. This survey was conducted from March 2 to March 31, 2018 and targeting medical tourism employees who work at hospitals, travel agencies, medical tourism agencies and consulting firms in Seoul. 282 questionnaires were analyzed using SPSS 12.0 and AMOS 18.0. The result of this study is as follows. First, self-efficacy positively influenced on emotional labor and organizational commitment. Second, self-efficacy positively influenced on all job satisfaction factors as like job itself satisfaction, salary/promotion satisfaction and relationship satisfaction. Third, deep acting factor of emotional labor positively influenced on job itself satisfaction and relationship satisfaction. Forth, job itself satisfaction and relationship satisfaction positively influenced on organizational commitment. These research findings can be summarized as follows. Medical tourism employees of hospitals, travel agencies, medical tourism agencies and consulting firms have to be supported greatly to improve their own job competency and job qualifications. Second, medical tourism organizations try to understand the real emotion of medical tourism employees when they are dealing with medical tourists. Third, medical tourism employees have to be recognized their job performance and provided suitable incentives for the results. The findings of this study provide practical implications about strategical human resource management of medical tourism agencies. Moreover, it will be useful for hospitals and government officials to establish a management framework in medical tourism industry.

Sources of Cost Saving Opportunities in Highway Construction Quality Assurance Practices

  • US transportation agencies are dealing with shrinking budgets, limited work forces, and deteriorating infrastructure. In order to cope with funding uncertainty, state highway agencies are now looking into their own organizations and identifying programs, practices, and processes that have potential for cost saving. A quality assurance (QA) program is an integral part of highway construction and ensures a project's contracted level of quality. The cost of quality (conforming and nonconforming) can constitute a sizable part of total construction cost. As the quality assurance programs evolved, various practices and processes were developed over time and later adopted by state highway agencies. These practices and processes include different QA standards and specifications, varying testing methods, central testing lab vs. on site testing, performance based vs. prescribed quality assurance practices, implementation of innovative quality assurance practices, etc. Therefore, there is an opportunity to assess different QA strategies and recommend those practices that are effective and cost efficient. A national survey was conducted by the authors, which provided a detailed mapping of various QA practices and processes used as part of QA programs and identified areas where agencies can focus on for cost savings. The survey found that QA sampling and testing plans, optimization of sampling plans, optimization of QA standards and specifications, and implementation of innovative test methods and processes are the main areas the agencies should focus to lean the current QA programs.

Establishment of an Incentive System for Prohibition of Lending Firefighting Qualifications and Rental Agencies

  • This study suggests a solution of an incentive system from the viewpoint of the external effect on the renting of firefighting qualifications and on rental agencies. Currently, the Human Resources Development Service of Korea does not have a penalty for neglecting to perform a search into qualification lending and rental agencies. In the short term, the penal clause should be strengthened so that companies and qualification holders cannot borrow or lend their qualifications. In addition, the Human Resources Development Service of Korea will increase the number of personnel dedicated to investigating the loaning of qualifications. It is necessary for the government to establish a penalty for neglecting to investigate the lending of qualifications for the Human Resources Development Service of Korea. In the long term, the state needs to make only minimal regulations. Also, the state needs to make companies and qualification holders feel like they benefit more when they are not borrowing or lending qualifications. The anticipated effect of this study is that the government will intervene appropriately by applying firefighting qualifications according to market principles. It can also be used as a basis for the revision of related laws on the renting of national technical qualification certificates and the investigation of rental agencies.

  • The rapid development of IT and the large-scale investment of IT motivate the public agencies to find the ways of effective IT management. Even though the public agencies adopt Enterprise Architecture (EA) as the new alternative for effective IT management, EA practices are still insufficient in the area of utilization and management after the adoption. Therefore, this research aims to identify the influencing factors for improving EA maturity level in terms of the long-term business activities such as establishment, management and utilization. Also, this research empirically identifies the influencing factors on the adoption and operation of EA in the public agencies, and clarifies how such factors impact on EA maturity level.

  • As the amount of IT investment and the complexity of information systems in public agencies have been increased, efficient and structured management of IT systems is more emphasized. For the Korean government. ITA (Information Technology Architecture) is one of the core parts of the e-Government initiative. Also introducing and managing ITA in organizations is mandated by law in Korea. The objective of the paper is to study whether using ITA in public agencies is related with their IT capability and IT performance or not. A questionnaire had been designed for the purpose, and a survey had been performed on Korean public agencies. The survey results show that using ITA has influence on relation and technology capability. However, ITA does not influence on human capability and IT performance. The reason why using ITA is linked to relation and technology capability is that ITA includes relationship between both business and technology. Also ITA provides a technical reference model (TRM) and standard profile (SP), so it has influence on technology capability.

신용평가사의 역할에 대한 고찰 : 사건연구를 통한 분석 (A Study on the Role of Korean Credit Rating Agencies)

  • Through the event study methodology and the case study on the Company T and its subsidiaries, this study analyzes the effect of credit rating downgrade in the Korean stock market. Our empirical results cast some doubts on whether credit rating agencies made adequate credit rating adjustments on the Chaebol companies, and suggest that little information was provided to the bond market investors. This study provides some policy implications by recommending that regulators encourage credit rating agencies to provide more accurate and appropriate information to market participants.

The Effects of Transformational Leadership of IT CEO on Ordering Company Satisfaction : The Mediating Effect of Enhancing Transfer of Training on IT Employees

  • Enterprises that don't adapt to the changes can be weeded out, because IT sector is one of the most rapid rate of changes in business. The optimized job education and training are an essential part for the enterprises to handle the advanced and developed technologies, so the needs for the positive investments to the education and training about their employees and transformational leadership have been increased. This study verified how the transformational leadership of representatives in the IT enterprises affects the satisfaction of their ordering agencies as well as the transfer of education and training can be the intermediary role to them. From the results of the statistical analysis about questionnaire survey of 251 IT enterprises, dispatched their employees to public institutions in Ulsan, several significant outcomes are founded as follows. First, the transformational leadership of representative in the IT enterprises influenced the transfer of education and training positively. Second, the transfer of education and training positively affected the satisfaction of ordering agencies. Third, the satisfaction of ordering agencies are also affected from the transformational leadership. Finally, the some roles was influenced by the charisma of transformational leadership, and also, completely, the inspirational motivation and the intellectual stimulation of transformational leadership was affected by the intermediary roles to the satisfaction of ordering agencies. Based on the results of this study, representatives in the IT enterprises can be expected by the positive company results from improving the satisfaction of ordering agencies through the transformational leadership, which allow active investment in education and training about their employees and construction of pragmatic system through the education and training results for the organization, superiors and colleague.

노인대상 의료기관 가정간호사업의 운영실태 (An Analysis of the Elderly Care and Management in Hospital-Based Home Care Agencies)

  • Purpose: To analyze the home care services provided to the elderly aged 65 and older by a hospital-based home care agencies and to investigate the effects of long-term care insurance for the elderly. Method: The subjects were the home care service recipients aged 65 and older in 172 hospital-based, home care agencies registered in Health Insurance Review & Assessment Service in January, 2007. The data were collected using a questionnaire from March 16 to April 15, 2007. The questionnaire return rate was 43.8%. Result: The hospital-based home care agencies were able to visit 66.5% of the national administrative districts. Of the home care service recipients, over 50% were 65 years old and older. About 43% of the agencies reported that over 50% of their patients would be subject to the long-term care insurance. They expressed concern that home care services would be withdrawn once the insurance system is initiated. Conclusion: This study suggests that hospital-based home care agencies need to manage home care services with long-term care insurance. It also recommends developing guidelines for the use of services and referrals.
