An Exploratory Study in Disaster Relief System's Inter-Governmental Relations: Disaster Relief Institution and Case Analysis in Korea (재난구호체계의 정부 간 관계에 관한 탐색적 연구: 국내 재난구호 제도 및 사례분석을 중심으로)

  • In this study, analysis of disaster relief-related laws and regulations, analysis of disaster relief system, and investigate the inter-governmental relations in disaster relief system through analysis of major disaster relief case. As a result of the analysis, the central government has adjust and coordinate disaster relief activities of the local government, it has been found that you are managing director through the support of the administrative and financial. However, it was found that by weighting the administrative and financial burden on local government in disaster relief activities. In addition, the division of roles between the relief agencies and relief aid agencies of relief supplies transmission on disaster-related laws and regulations have not been specifically explicitly. It was found that has brought the waste of non-efficiency and resources by the duplication provision there is no mutual exchange of information relief supplies transmission situation.

Legal Review of Heritage Laws and Regulations (문화재 소관 법령에서 '원형유지' 원칙에 대한 법률적 검토)

  • This essay explores the ways in which the philosophical concept of "original form" is expressed in relevant laws and regulations, the legal character of respective regulations, the way in which each regulation is applied in practice for heritage management, and the factors required for this concept to serve as a legally binding fundamental principle. The current laws and regulations on heritage maintain a consistent requirement for preserving the original form of heritage, both for the general public and for heritage professionals. However, the principle of preserving original form is expressed as a declaration or imperative without substantive definitions. Consequently, heritage administrators simply follow administrative procedures for heritage conservation, management, and promotion while failing to specify the meaning of "original form." For the practical application of the principle of preserving original form to overall heritage conservation activities as an actual legal principle, further provisions should be added for the purpose of clarifying the principle, with consideration given to the observation of fundamental principles for legal provisions, such as the principles of clarity, equality, and proportion. The principle of preserving original form still functions as the most necessary principle for heritage conservation and therefore should be reestablished as a refined and rational regulatory system.

A Survey on Health Service Activities of Public Health Nurses in Inchon & Kyung Gi Area (인천.경기지역 보건소 간호사의 보건사업 수행에 관한 조사 연구)

  • This survey was conducted in order to find out the degree of health service activities of Public Health Nurses & variables relevant to their activities. The subjects of this survey were 232 PHN in Health Centers, Inchon & Kyung Gi area. Data were collected by mean of questionairs from 30th, September to 30th, October, 1986. For the analysis, ANOVA was used. The results were as follows; 1. General characteristics of PHN: o An approximately four fifth of the subjects (82.3%) was between 20-39 years. o The average career length of the subjects as PHN was 4 years. o Their educational level was almost Nursing School (22.4%) Junior College of Nursing (53.4%). o The marital status of the subjects was already married (75.4%). 3. The degree of health service activities of PHN; o The total mean of health service activities was 2.147 (S.D: 1.477, range 11-5). o Among the 11 Health Service Categories; Health service planning (2.828) is the highest mean scored category. The lowest mean scored category was the other health services. o Among the specific activity items about the 11 health service categories, the highest scored activities were 'personal counselling & education' in well-baby care (2.504), family planning (2.530), Tb control (2.134), disease control (2.371), 'health history taking & health examination', in prenatal care, 'clinic care', in administrative service, 'record & report', in the other categories. o Almost categories (10), 'Home visiting' was the lowest scored activity. 3. The relevance for the health service activities by several variables were as follows; o The relevance for the health service activities by general characteristics of PHN was not shown significance at age, educational level, marital status, relegion status. o And at work place, & work department was shown high significance.

Relationship between Nursing Work Environment, Patient Safety Culture, and Patient Safety Nursing Activities in Hemodialysis Clinics of Primary Care Centers (일차의료기관 혈액투석실 간호사의 간호근무환경, 환자안전문화 및 환자안전간호활동의 관계)

  • Purpose: This study aimed to investigate the relationship between nursing work environment, patient safety culture, and patient safety nursing activities in hemodialysis units at primary care centers. Methods: In this cross-sectional descriptive study, 116 nurses working in hemodialysis units at 22 primary care centers were enrolled as participants. They were selected them by the convenience sampling method. Data were collected using structured questionnaires that included questions on general characteristics, nursing work environment, patient safety culture, and patient safety nursing activities. Results: The nursing work environment was relatively good; however, the patient safety culture and patient safety nursing activities were poor. A positive correlation was found between nursing work environment, patient safety culture, and patient safety nursing activities. Factors that affect patient safety culture were rated high in the order of nursing work environment and patient safety nursing activities, and factors affecting patient safety nursing activities were rated high in the order of patient safety culture and age. Conclusion: This study showed that the development of tailored patient safety training for nurses in hemodialysis units working in primary care and administrative support from those institutions are needed. In particular, strategies accounting for nurses' characteristics such as age are required to strengthen patient safety nursing activities.

A Study on the appropriateness of Public Facilities Scale (기능전환에 따른 동사무소 공간의 적정규모에 관한 연구)

  • With the changing consciousness of community people and the rising standard of living, there has recently been an emphasis on the creation of public facilities' new functions and their role as local community facilities. This changing trends are accordingly requiring a change in spatial structure of the public facilities. In this study, an analysis was conducted with 24 public facilities situated in the Buk-gu district of Daegu to identify the adequacy of their space scale after functional variation. The results of this study are summarized as follows. 1) The site area of public facilities has been being widened after functional variation since more spaces are needed to provide an outdoor resting space with community people, expand a parking space, and operate a community center. 2) The factors that had a direct effect on the change in the use of space are the reduced space for administrative work and the expanded scope of the community center's function. Specifically, the areas of activities for civil service and administrative work and for reserve forces have been reduced due to reduction of function, and floor division by each function group has been becoming stricter due to addition of a community center's function. 3) It was shown that in terms of the space for functions of public facilities, spaces for civil service and waiting have increased mostly after function variation. After functional variation, the scale of spaces for civil service and administrative work has been being planned within the range of $200\~300 m^2$, regardless of the number of population to be covered by public facilities. 4) The space for public use is showing the greatest increase in public facilities which have been built after functional variation. The major factors seem to be the increased moving passages, the expanded convenient facilities for community people, and the increased convenient facilities for disabled. Facilities scale plans have been being made more systematically, compared to the conventional facilities.

Estimation of Fugitive Dust Emission by Administrative Districts (전국 시도별 비산먼지 배출량 산정 (2001년도))

  • According to the annual emission estimates of U.S.A., fugitive dust, the particulate matter entrained in the ambient air which is caused from man-made or natural activities such as movement of soil, vehicles, equipments and windblown dust, contributes 90% of PM$_{10}$ emission. In spite of an importance of fugitive dust emission in PM$_{10}$ estimation, it is excluded in the national emission inventory of Korea so far. In this paper, an emission inventory of fugitive dust for each region and in major cities throughout the country, which is the first time in Korea these values have been compiled, is presented. Sources of fugitive dust emission have been classified into paved/unpaved roads, construction operations, agricultural operations, and natural sources. The emission factors of the existing fugitive dust emission were reassessed in a way that significantly improved the reliability of the estimated result. The Korea's first national emission inventory of fugitive dust by administrative districts proposed in this paper would provide scientific reference data for establishing an reduction strategy of PM$_{10}$ and preparing effective control measures, and would contribute to academic achievement in the atmospheric environments field and the establishment of CAPSS (Clean Air Policy Support System).stem).

Factors Related to the Medical Service Performace of Health Subcenter Directors (보건지소 진료실적에의 관련요인)

  • This study was carried out by using questionnaires with 200 general doctors serving as the director of health subcenter in Kyongsangbuk-do Province as of January 1995. The results are summarized as follows. It was shown that the general characteristics consisted of 53 directors in the lst year(26.5%), 85 in the 2nd year(42.5%) and 62 in the 3rd year(31.0%). The percentage spent on their medical service showed that 73.0% of those directors spent more than 90% on their medical service. Based on their general service attitiude, 0% answered that the director of the health subcenter completes the given duties as the director, and 24.5% did that the director has the sense of responsibility and duty. Multiple answers concerning inconvenience and difficulties of the health subcenter director showed that less monthly salary accounted for 75.5%, no administrative power for 50.0%, insufficient medical instruments for 35.5%, insufficient budget for 30.0%, respect. In conclusion, in order for the health subcenter to meet the function as the primary medical clinic, it is required to arange the plans to inspire the public health doctors' service desire to that they can give the medical service as good as the private primary medical clinics, to convert existing concept of the public health doctors' placement in Myon administrative district into new concept in Gun by breaking from a uniform placement, and to consider an intensive placement according to the relevant projects so that preventive health activities can be planned and carried out.

Global Corporate Citizenship: Cross-cultural Comparison of Best Practices in the Global Automotive Industry

  • The study aims to investigate corporate social responsibility (CSR) best practices of the world automotive industry - Peugeot, BMW, Ford, Hyundai and Toyota among others - and recommend that they plan their business strategies and managerial responses accordingly. Based on the comparative research and case studies, this research finds that all five automobile manufacturers have taken very similar measures and actions in order to establish and maintain a high level of CSR practices. Sustainability was a core value in all five companies and served as a guiding principle in every aspect and approach of their business. This study finds that all five companies have CSR strategies in place to increase energy efficiency as well as reduce the usage and wastage of water in their production and plants. This research also finds that all companies monitor their suppliers and their own production process to ensure that they maintain their CSR standards. More impressively, this sustainable management practice is transferred along the companies' supply chain through education and training. Their suppliers and business partners are closely monitored to make sure that their high CSR standards are respected and followed. However, we find that there also are some differences in terms of their CSR deliveries and activities.

  • The article discusses the results of a quantitative analysis of open educational resources in the field of information technology. Study is based on a study of the content of ten platforms that provide access to open resources (OPs). To achieve this goal, we used the following methods: theoretical analysis and generalization of Internet sources to determine the popularity of educational platforms and resources on them; quantitative data analysis to determine the relative proportion of IT courses in various parameters: the relative weight of courses in the IT field in general and on each platform in particular, the language of instruction, the quantitative content by thematic areas. The following platforms providing access to open educational resources were subjected to quantitative analysis: Coursera, Edx, Udemy, MIT OpenCourseWare, OpenLearn, Intuit, Prometheus, UoPeople, Open Learning Initiative, Maidan Open University.

Current Problems of Criminal Law Protection of Information Relations in the Border Sphere

  • The article considers some issues of criminal law protection of information relations. With the emergence of new types of threats to Ukraine's national security in the field of protection and defense of the state border, the issues of development and strengthening of information protection become especially important. Proper compliance with information legislation also depends on the established responsibility for its violation, which rests on certain provisions of the Criminal Code of Ukraine. It is stated that these norms are placed in different sections and do not have a proper systematization. The article singles out the subjects of information relations in the border area, which are subject to criminal law protection: persons who are not bound by stable relations with the SBGS (who cross the state border of Ukraine, etc.); persons who are members of the SBGS (servicemen and employees); SBGS as a public authority (official and secret information, information about the activities of the agency, its officials, etc.).
