Construction and Operation Plan of Record Center in Central Administrative Agency : Focused on Cases of Record Center in Ministry of Justice (중앙행정기관의 기록관 건립 및 운영 방안 법무부 기록관 사례를 중심으로)

  • As the function and role of the Record Center that manage the processing department, which is the producer of records, are very passive and limited, there are growing demands for expansion of work and organization along with change in this. In order to strengthen the function and role of the Record Center, it is necessary to enrich the substance through identification of the value of preservation and utilization of records under the Record Center, development of various tasks, and the construction of independent Record Center, etc. in addition to complementing institutional devices. In this paper, we examine the construction background and process, the remaining tasks of Record Center in Ministry of Justice, and intend to find out what matters and procedures the central administrative agency should consider when establishing the Record Center based on relevant case study.

  • The conditions of university education are also changing as society changes. In particular, the rapid decline in the school-age population heralds a change in the environment of university education. In this study, we would like to draw up educational issues that arise with changes in the educational environment, and propose the university's efforts to resolve them. For example, the challenges of change include expanding the scope of admission resources, providing substantial education, producing competent talent, and administrative and financial bases for implementing educational tasks. Based on this, it is necessary to understand the change in educational paradigm for all members to have a solid education, starting with opening university doors to adult learners. In addition, efforts to change need to be made in consideration of various categories and factors in order to strengthen the educational power of universities in relation to the administrative and financial foundations for implementing them.

A Study on the Work Type of Machine Learning Administrative Service in Metropolitan Government (광역자치단체의 기계학습 행정서비스 업무유형에 관한 연구 -서울시를 중심으로-)

  • The background of this study is that machine learning administrative services are recently attracting attention as a major policy tool for non-face-to-face administrative services in the post-corona era. This study investigated the types of work expected to be effective when introducing machine learning administrative services for Seoul Metropolitan Government officials who are piloting machine learning administrative services. The research method is a machine that can be introduced by organizational unit by distributing and collecting questionnaires for Seoul administrative organizations that have performed machine learning-based administrative services for one month in July 2020 targeting Seoul public officials using machine learning-based administrative services. By analyzing the learning administration service and application service, the business characteristics of each machine learning administration service type such as supervised learning work type, unsupervised learning work type, and reinforced learning work type were analyzed. As a result of the research analysis, it was found that there were significant differences in the characteristics of administrative tasks by supervised and unsupervised learning areas. In particular, it was found that the reinforcement learning domain contains the most appropriate business characteristics for machine learning administrative services. Implications were drawn. The results of this study can be provided as a reference material to practitioners who want to introduce machine learning administration services, and can be used as basic data for research to researchers who want to study machine learning administration services in the future.

Job Analysis of Medical Care Client Managers based on DACUM (데이컴 (DACUM)기법을 이용한 의료급여관리사의 직무분석)

  • Purpose: The purpose of this study is to establish the standards for duty of Medical Care Client Managers and analyze the extent of accomplishment, importance, and difficulty according to the standards. Methods: The draft for duty of Medical Care Client Managers was formed by the method of developing a curriculum (DACUM) and data were collected from 185 Medical Aid Client Managers in 234 areas to evaluate the actual frequency of accomplishment, importance and difficulty in comparison with the standards for duties. Results: The standard duty draft for Medical Care Client Manager is composed of five separate groups of duties and thirty five tasks. The five duties are Case Management, Extension Approval, External Cause of Injury, Duplicate Claims and Other Administrations. Seven Tasks are allocated to each duty such as Case Management, Extension Approval and External Cause of Injury. Five tasks are allocated to 'Duplicate Claims' duty and nine tasks are allocated to 'Other Administrations' duty. Conclusion: From the results of analysis for duties, it was apprehensive about overburdened responsibilities and carelessness in professional duties. It was necessary to establish specific guidelines for duties because of redundent application or regional variation in frequency of accomplishing other administrative duties. It was necessary to relieve a regional disparity of business charge and also was necessary to propose an alternative plan to relieve the overburdened responsibilities.

Possibility of a Standardized System for Task-Related Hierarchal Positions of Dental Hygienists

  • Background: Despite the demand for greater competence of dental hygienists in recent times, and the consequent standardization of systems in the organizations, there is a lack of a proper system for hierarchal positions of dental hygienists. The aim of this study was to identify the tasks performed by Korean dental hygienists in various work settings and hierarchal positions to suggest a standardized system for task-related hierarchal positions. Methods: A survey was conducted by sending questionnaires to 966 dental hygienists, and responses from 757 participants were included in the final analysis. The survey comprised questions regarding participants' general characteristics, tasks, current positions, and the internal policies or standards of the respective organizations to define these positions. The participants' positions were analyzed as frequency and cross-sectional analysis with respect to their general characteristics, their place in the organizational charts, the size of their workplaces, and differences in the tasks performed. Results: Data showed that 82.6% of the hospitals and clinics in Korea have organizational systems to determine the positions, and there was a significant difference in the systems according to the size of the health facility (p<0.05). The standards or policies used to define positions within general or university hospitals were determined by internal regulations or bylaws, whereas work experience was the major determinant of positions in smaller dental hospitals or clinics. The main tasks performed by dental hygienists in Korea were dental assistance (81.2%), routine dental hygiene tasks (53.4%), and administrative tasks, such as reception and billing (46.1%). Conclusion: Most dental hygienists in Korea are actively involved in dental assistance. Therefore, their specific tasks and responsibilities should be standardized more effectively. The data obtained from this study can be used to establish a standardized position system.

Job Analysis of the Nursing Unit Managers of Women's Hospital Using DACUM Analysis (DACUM 직무분석 기법을 이용한 여성병원 간호단위관리자의 직무분석)

  • Purpose: To analyze the job of nursing unit managers working at women's hospital, using DACUM (developing a curriculum), DACUM is a method for analyzing job-focused competency. Methods: This study involved a descriptive survey. A DACUM workshop was held to define women's hospital nursing unit managers' role and identify their duties and tasks. For the workshop, a committee was formed consisting of 5 women's hospital nursing unit managers. Finally, after validation, the developed contents were made into a survey asking about nursing unit manager's duties and tasks. Results: Sixteen duties and 83 tasks were identified on the DACUM chart. The importance, difficulty, and frequency of the tasks were ranked in terms of A, B, and C, with A being the highest degree. Eight tasks received A's all in importance, difficulty, and frequency of performance. The 8 tasks were: 'taking over', 'taking care of seriously ill patients on handover', 'ward rounding', 'analyzing and resolving demands identified during handover and patient tour', 'reporting patient status during rounding', 'promoting breast-feeding', 'uterine contraction, and training for breast-feeding'. The duty with the biggest determinant coefficient (DC) was 'patients complaint management' (DC=7.09). Based on tasks, the one with the biggest DC was 'solving patient and patient guardian's complaints' (DC=7.53), followed by 'making infection control guidelines' (DC=7.5). Conclusion: When expanding the nursing staff of the hospital, women's hospitals nursing unit managers also need to use administrative functions as intermediaries to focus on the operation management of the entire hospital rather than direct nursing to suit their role.

A Study of Whether Extinctive Prescription and Joint Payment Apply to the Right of Imposing Fine on the Law of National Health Insurance or Not ("국민건강보험법" 상 과징금부과처분 권한에 대한 소멸시효 적용여부 및 과징금 연대 납부 의무 유무)

  • According to the current law of national health insurance, the Minister of Health and Welfare can impose a suspension of business or license, and a fine with medical institutions who violate the law. In case that medical institutions raise an action for ity with each penalty, they ask for replacing the suspension of business with a fine during the pendency of the action. But there is a long gap of time between an offense and administrative measures. One violation cause several types of administrative measures (suspension of business or fine, suspension of license etc.) and different government departments impose these penalties. It takes a lot of time to organize their opinions and they are liable to impose penalties after considerable space of time because of overwhelming tasks. Then the medical institutions can sustain a loss by getting unexpected administrative measures after their offense against the law. Thus, this article review whether extinctive prescription apply to the right of imposing fine on the law of national health insurance or not. Meanwhile, we have no regulations imposing a same fine to co-representatives of medical institution who infringe the law of national health insurance. On this point, this study review whether they have equal duty on that or not.

A Study on the Improvement of the Administrative Disposition System for Airmans (항공종사자에 대한 처분제도 개선방안에 관한 연구)

  • In the aviation, airmans play a key role in aviation safety and perform tasks within a given range based on professional knowledge. If they fail to properly fulfill their obligations under the Aviation Safety Act, the Ministry of Land, Infrastructure and Transport(MOLIT) will dispose of them in accordance with the purpose of the Aviation Safety Act. However, in the case of this disposition, it does not specifically consider the circumstances of the violation, and has a limitation in that the evidence regulations are too limited, and the contents of the disposition are uniform. Therefore, this study attempted to present a plan to improve the disposition in order to improve the problem of administrative disposition for airman. To this end, we conducted a comparative analysis of the disposition of airmans through overseas cases, and Specifically, the three-stage disposition model and effectiveness were conducted in the direction of specific judgment on violations and predictability of disposition. We would like to propose a safety improvement order to increase the level of safety and proposed amendments to the law for the method of imposing a fine for negligence.

Teachers' Needs and Implications to Design of an Electronic Performance Support System(EPSS)

  • Technology use can dramatically enhance teachers' performance in teaching and administrative tasks. An Electronic Performance Support System (EPSS) is a versatile tool that could provide just-in-time and on-the-job training when teachers need it. In order to design an effective EPSS for teachers, it is critical to identify their needs. This study used interviews to identify teachers' needs for technology by asking them about their workloads, the difficulty and time demands of tasks, and useful technologies. The implications of the findings for the design of an EPSS are discussed, including the necessity of an adaptive design of the EPSS.
