This study aims to find the causal relationship between the effects of apartment inhabitants' life management and administrative management on housing satisfaction. The study results are as follows. Firstly, life management showed to have a positive effect on life satisfaction. In other words, the better the management of public order and facilities, the higher the satisfaction of housing satisfaction. Thus, the principal agent of management needs to increase inhabitants' housing satisfaction through education and training on developing life management techniques. Secondly, administrative management showed to have a positive effect on life satisfaction. Thus, the more accurate the completion documents and management transfer process necessary for administrative management, the higher the cost-cutting effects of accounting, construction, and service contracts, the more transparent the resident agreement process in accordance with management policies, the more transparent the election process of building representatives and resident representatives, and the higher the effects of energy saving, the higher the housing satisfaction of inhabitants. This revealed that the principal agent of management needs to increase housing satisfaction through education and training on developing administrative management techniques because the level of administrative management had a positive effect on housing satisfaction. As a result, in order to create reliability between inhabitants and the principal agents of management, the transparency of administrative management such as document disclosure must be ensured, thus improving the housing satisfaction of inhabitants.

This research analyzes on the factors and difference of the management performance in general hospital. In details, we provide that personnel expenses, materials costs and administrative expenses have impact on management performance in general hospital and these factors have differences by region and sickbed size. The meaningful results of this study as follow. In the first, personnel expenses ratio influence management performance but materials costs ratio and administrative expenses ratio are only partially impact for the management performance. Secondly, in the management performance by region, there are no significant differences between the two groups of the big city and small and medium-sized cities. In personnel expenses ratio, materials costs ratio and administrative expenses ratio, The materials costs ratio is significant difference but ersonne expenses ratio and administrative expenses ratio have no significant difference. Finally, there's no significant difference between the hospital size and management performance. But this study provide that there is partially a difference between personnel expenses ratio, materials costs ratio and administrative expenses ratio and the hospital size.

신행정수도건설 사업은 국가의 행정수도 이전을 목적으로 이행되는 중요한 국정사업으로서 건설 과정에서 생산되는 기록물은 역사적인 가치가 매우 높다. 그러나 우리나라는 이러한 신행정수도건설 관련 기록물의 관리가 미흡하기 때문에 관리 방안을 모색하는 것이 필요하다. 브라질은 신행정수도인 브라질리아 건설을 수행하며 생산된 기록물을 공공과 민간영역을 포함하여 수집하고 구축하여 서비스하고 있는 국가이다. ArPDF는 브라질리아 건설기록물을 관리하기 위하여 설립된 브라질의 기록물관리기관으로서 본 연구의 사례 분석 대상으로 선정하였다. 본 연구는 ArPDF의 웹 사이트와 공식출판물 등을 분석하여 신행정수도건설기록물 관리에 관한 전반적인 사항을 조사하고, 이를 바탕으로 우리나라의 신행정수도건설기록물 관리에 적용할 수 있는 시사점을 도출하였다.

2020년 「공공기록물에 관한 법률 시행령」 개정에 따라 행정정보 데이터세트 기록관리 방안이 법제화되며, 국가기록원은 행정정보 데이터세트 기록관리 업무를 지원하기 위해 행정정보 데이터세트 종합관리시스템을 구축할 계획을 밝혔다. 하지만 데이터세트와 관리 기준표의 특성을 고려한 구체적인 서비스 방안은 부재한 작금이다. 이에 본 논문은 국내·외 공공데이터 포털 및 기록관 웹사이트 14곳을 대상으로 데이터세트 서비스 현황을 비교 분석하고 시사점을 도출하여 행정정보 데이터세트 종합관리시스템에 적용 가능한 서비스 방안 6가지를 제안했다. 본 연구의 결과가 행정정보 데이터세트 활용 및 서비스 활성화로 이어지기를 기대한다.

2019년부터 국가기록원의 주도로 행정정보데이터세트 기록관리체계 구축 시범사업이 본격적으로 시작되었다. 2021년까지 3년에 걸친 사업의 결과를 바탕으로 개선된 행정정보데이터세트 관리방안이 공공기록물 관련 법령과 지침에 반영될 예정이다. 이를 통해 행정정보데이터세트는 본격적인 공공기록관리의 대상이 된다. 공공기록이 전자문서 중심으로 전환되었고 행정정보시스템의 데이터세트까지 본격적인 공공기록관리의 대상으로 포함되었지만, 기록을 구성하는 원 자료(raw data)로서의 데이터 자체의 품질 요건에 관한 연구는 아직 부족한 상황이다. 데이터 품질이 보장되지 않으면 데이터의 구성체이며 기록의 집합체인 데이터세트는 기록의 4대 속성 전체가 위협받게 된다. 더욱이 표준기록관리시스템의 규격을 고려하지 않고 기관 실무 부서의 다양한 요구를 반영하여 구축된 행정정보시스템의 데이터는 기록관리 관점에서 그 품질에 대한 신뢰성이 부족할 경우 공공기록 자체의 신뢰성을 확보할 수 없을 것이다. 본 연구는 2021년 국가기록원에서 진행한 "행정정보데이터세트 기록정보 서비스 및 활용모형 연구"에서 제시된 행정정보데이터세트 관리방안을 기반으로, 적극적으로 개념이 확장된 평가, 그중에서 데이터 품질평가에 관한 연구를 수행하였다. 범정부적으로 추진되고 있는 다양한 데이터, 특히 공공 데이터 관련 정책과 가이드를 참고하여 기록관리 차원에서의 품질평가 요건을 도출하고, 구체적인 지표를 제시해 보고자 한다. 이를 통해 향후 본격화될 행정정보데이터세트 기록관리에 도움이 되기를 기대한다.

본 논문은 한국행정체제의 변동과 국가기록관리체제의 개편에 관한 연구로 정부수립부터 1960년대 초반 새롭게 국가기록 관리체제가 구축될 때까지를 그 범위로 다루었다. 여기서 1960년대 초반이란 당시 국가기록관리체제를 규정한 "정부공문서규정(1961.9.13)", "정부공문서분류표(1963.1.1)", "공문서보관 보존규정(1963.12.16)", "공문서보존기간종별책정기준에관한건(1964.4.22)" 등이 제정되기까지를 일컫는다. 또한 본 연구의 범위는 한국행정체제의 변동을 중심으로 하여 정부수립 초, 한국전쟁 이후, 군사정부가 등장하는 1960년대 초반 등의 시기로 나누었고, 각 시기별로 행정체제와의 상호관련 속에서 기록관리체제를 고찰하였다. 이를 통해서 1960년대 초반에 구축된 국가기록관리체제의 근원과 그 의미를 파악하고자 하였다. 정부수립 당시 한국정부의 행정체제는 조선총독부 행정체제의 틀로부터 벗어나지 못하였다. 그 이유는 무엇보다도 한국정부가 행정체제를 쇄신할 역량을 갖고 있지 못했기 때문이었다. 이러한 점은 당시 기록관리체제도 마찬가지였다. 즉 공문서의 서식 및 작성방법, 공문서관리프로세스, 분류 평가체계는 조선총독부의 기록관리체제를 그대로 원용하였다. 1960년대 초반 한국행정체제의 변동과 기록관리체제의 개편을 초래했던 주요 요인들은 1950년대 중반을 기점으로 한국사회에서 형성되고 있었다. 이는 한국육군, 공무원, 행정학도들이 각각 미국의 행정기법과 지식을 경험하면서 한국사회의 내재적 엘리트로 성장한 결과였다. 특히 한국전쟁 이후 한국육군에서 나타난 미 육군 사무관리제도와 십진파일링시스템의 도입은 한국기록관리제도사의 역사적 전개과정에 비추어 보았을 때 의미있는 변화였다. 이는 1960년대 초반 한국정부의 기록관리체제 개편에 지대한 영향을 미쳤다. 1950년대 중반을 기점으로 성장한 한국육군, 공무원, 행정학도들이 1960년대 초반 행정주체 및 행정개혁의 추진주체로 등장하면서 한국정부의 행정체제는 전면 재편되었고, 그 과정에서 추진된 문서행정의 현대화작업은 기록관리체제의 개편으로까지 이어졌다. 이때 개편방향은 과학적 관리법을 기반으로 한 기록물의 '효율적 능률적 통제'였으며, 이는 미국 사무관리제도와 십진파일링시스템을 한국 실정에 맞추는 작업을 통해 진행되었다. 그리하여 각종 공문서 서식과 규격 및 처리요령을 개선하고 표준화하였으며, 또한 업무기능에 기반을 둔 평가 분류체계를 전 정부차원에서 일원화하였다.

본 연구는 우리나라 중앙행정부처의 행정박물의 관리현황 및 인식을 조사 분석함으로써 행정박물관리의 개선방안을 제시하는데 그 목적이 있다. 이를 위해 중앙행정부처 15개 기관을 대상으로 행정박물관리에 관한 현황조사 및 담당자들의 인식조사를 실시한 결과, 대부분의 중앙행정부처가 행정박물 관리규정을 제정하지 않았으며, 보유현황도 많지 않았다. 또한 행정박물관리가 필요하다는 대부분의 인식과는 달리 실제업무는 제대로 이루어지고 있지 않았다. 행정박물에 대한 조직 구성원들의 인식 제고를 위하여 정기적인 행정박물관련 교육 및 중앙행정부처 컬렉션 개발이 필요하다고 본다.

Objective: This study was performed to find out the characteristics of nurse administrators and the relationships among their personality types, administrative work appropriateness and job satisfaction. Methods: Participants were 112 nurse administrators who had worked for more than 1 year in a hospital administrative position in Seoul and Gyeonggi area. Data were collected form April 14 to Jun 17, 2016, using questionnaires. For the analysis, SPSS WIN 20.0 program was used. Results: Personality types are related to job satisfaction and administrative work appropriateness. Among big-5 personality types, the neurotic level is negatively related to job satisfaction. However, extroversion is positively related. For the appropriateness of administrative work, the way of transfer and working department show no significant relations but age shows significant relation. The influence of age needs further study. Conclusion: The personalty types are related to nurse administratorsʼ job satisfaction and administrative work appropriateness.

Unlike administrative affairs of a general organization, hospital administration employees distinctively have a lot of interactions with patients and their care givers in addition to interaction with different occupations such as doctors and nurses. Although they are in a normal organization hierarchy as general employees, they have to be equipped with professional knowledge as medical terminology, disease and drugs and to understand new technologies and capabilities. This study analyzes the level of job satisfaction and the turnover intention of administrative employees who are engaged in medical institutes. It compares job satisfaction and the difference of turnover intention by the characteristics of job-related and scale of medical institutes. In addition, it verifies the relative in fluence of variables related to demographic and job-related characteristics as factors for explaining the job satisfaction of the administrative employees.

행정정보 데이터세트는 조직의 업무수행을 기반으로 생산되는 기록이다. 기록 행위에 대한 증거일뿐만 아니라 업무에 활용될 수 있는 수많은 정보를 포함하고 있다. 그동안 기록관리 현장의 그늘에 있던 데이터세트는 2020년 법령의 개정을 통해 기록으로 관리될 수 있는 법적 근거가 마련되었다. 이에 데이터세트 기록관리업무는 필요한 기관을 중심으로 이미 점진적으로 시작되었다. 데이터세트 기록관리업무의 핵심은 관리기준표의 작성에 있다. 그러나 기록관리를 수행하는 현장에서는 기록관리기준표 개념과의 혼선과 익숙하지 않은 개념의 등장으로 업무의 고충을 토로하고 있다. 본 연구는 이러한 배경 속에서 초반에 드러나는 데이터세트 기록관리의 문제점을 다시 한번 되짚어 보고, 보다 효과적으로 데이터세트 기록관리업무를 안착시킬 방법을 제시하고자 한다. 그 방안으로 관리기준표를 연구대상으로 선정하여 그간 논의되었던 문제점을 정리하고, 현행의 관리기준표 항목을 분석하였다. 연구의 결과로 관리기준표 항목의 간소화, 관리기준표 영역의 재편성, 보유기간의 개념 도입, 관리기준표 작성 프로세스를 제언하였다.
