China National People's Congress has passed the bill to combine the Marine Law Enforcement into "State Oceanic Administration People's Republic of China". This bill was intended to resolve the overlapping jurisdiction and disputes caused in ocean territory in nearby countries. The purpose of reorganizing the administration was to combine the dispersed organization into one group. This new big administration was basically organized to increase the power of China marine state on the long-term. The reorganization plan is to group General Administration of Customs, China Marine Surveillance, Fisheries Law Enforcement Command, and Border Control Department into one State Oceanic Administration. The new state Oceanic Administration carries the authority to protect rights and enforce the marine law supported by Public Security Bureau. Korea Coast Guard has been cooperating with China Marine Surveillance since 1998 when the first pact was made. The next step expanded to General Administration of Customs. Currently working with Regional Maritime Law Enforcement organizations dealing mostly with illegal Chinese fishing boats and IEODO conflict. In order to solve the problems we face today is to observe the process of the New China Coast Guard administration, analysing the effects that could be caused by the change and to keep close cooperation between the new administrations.

The development potential of the aquaculture industry is very high, but there is no financial support for investment except for the government, policy funds, fishery funds, etc. Therefore, we would like to propose a contract transaction in the aquaculture industry. This refers to a forward contract between a producer (fish farmer) and a buyer (mainly a processor or marketer) that stipulates the production and supply of fish products at a predetermined price, but it also refers to an "equity participation type" contract in which both producers and buyers can participate. In other words, it is a model in which part of the fish farm is produced in a way that meets the conditions of the buyer, and part is produced by the producer. This study aims to establish the basic contract trading process. It provides an academic approach to prevent adverse selection and moral hazard due to information asymmetry. It also provides an idea to converge the aquaculture industry with the financial industry using Pecking Order theory. By doing so, we have made it possible for venture capitalists to invest with confidence and provided a process for investors to resolve their concerns, paving the way for the aquaculture industry and the financial industry to develop together.

While previous studies on service failures mainly focused on general services, this study examines the effects of failed financial services on the psychological process and behavioral responses of consumers. The important factors of financial service (relational benefits, convenience, branch satisfaction, product diversity, company stability, and product profitability) are regarded as antecedents in our model. We study how each factor of failed financial service affects the negative emotions of consumers through the attribution process and how these arising emotions influence their behavioral responses. Through path analysis, this study shows that failure of service factors of relational benefits, branch satisfaction, and convenience induces disappointment, with the mediation effect of external attribution. Meanwhile, failure of service factors of product diversity and product profitability induces regret, with the mediation effect of internal attribution. Disappointment leads to complaint behavior, and regret leads to switching behavior. Unlike previous studies, the present one considers the important factors of financial service and their effects on the affective and behavioral responses of consumers.

This paper introduces service failure management on internet shopping environment. The purpose of this study is to find and improve service failure modes at the time of customer's complaint thereby reducing that. To achieve this purpose, this study combines the Service Blueprint which describes the online shopping process and FMEA which finds each encounter of service failures and proposes how to recover them. First of all this study generates internet shopping process using Service Blueprint then matches customer's purchase decision making process and company's service provide process. After this process customer complaint types in real purchasing process are fell in according to their occurrence and more frequently occurred complaint is more risky. Finally 6 Risk Priority Numbers(unfair exchange/return policies, slow response/poor customer service support, purchase arrived later than promised/deliverly service dissatisfaction, dissatisfaction short period to take back/exchange/cancels order, A/S or handle defective item) are extracted and suggest their improvement.

In this paper, I have proposed a design of process support system based on CMMI process which can support integrated management and repository for CMMI model processes. The system assists small organization to improve business process and offers institutionalized automatic environment to users for use of CMMI processes. The proposed system also can enhance quality and productivity of project by including features such as convenience of project management, planned project administration and steady process improvement.

Light with two faces, beneficial and harmful effects is an important signal for every living cell. Optimal adaptation to light environment enhances the fitness of an organism and survival in nature. Understandings of light quality and plant growth provide with the economical guides for artificial light sources like LEDs. Compared with those under white light, the 1 week seedlings of Chinese cabbage (Brassica rapa) under monochromic red and blue light showed normal development and growth. In contrast to extremely long and etiolated hypocotyls of the seedlings under dark, those under far-red etiolated were extremely short. Based on the microarray analysis, blue light induced the vigorous development and growth and two fold changes of transcripts than red light condition. To have insight of gene products under different light qualities conditions, GO term enrichments were calculated and each gene according to their GO terms were categorized. The blue and red lights affected the expressions of genes related to biological process. Especially, the genes related to metabolic process and developmental process and plastid and chloroplast in the cellular component category were induced under blue light. This study provided the molecular biological evidence for various light qualities on the growing process of B. rapa.

This paper propose an extended model for role-permission assignment based on locations called "Enhanced Role-Based Access Control (ERBAC03)". The proposed model is built upon the well-known RBAC model. Assigning permissions to role is considered too complex activity to accomplish directly. Instead we advocate breaking down this process into a number of steps. The concept of jobs and tasks is specifically introduced to facilitate role-permission assignment into a series of smaller steps. This model is suitable for any large organization that has many branches. Each branch consists of many users who work in difference roles. An administration tool has been developed to assist administrators with the administration of separation of duty requirements. It demonstrates how the specification of static requirements can be done based on "conflicting entities" paradigm. Static separation of duty requirements must be enforced in the administration environment. Finally, we illustrate how the ERBAC03 prototype is used to administer the separation of duty requirements.

Effect of single administration of Polygala tenuipolia was examined on short-term memory in step through test and the intensity of the immunoreactive c-Fos protein induced by oral administration of ethanol. The acquisition of memory was significantly reduced by ethanol, and ethanol amnesia was remarkably reversed following oral administration of Polygala tenuifolia. c-Fos protein in normal rat brain was highly expressed in order of thalamus, pariental cortex, hippocampus, hypothalamus, amygdaloid and cingulate cortex. The expression of Fos protein was remarkably suppressed by single administration of ethanol. The inhibitory effect of ethanol on expression of Fos protein was reversed by single administration of Polygara tenuipolia, especially tissues of limbic areas such as amygdala, parietal cortex and CA3 of hippocampus. These results suggested that the amelioration process of Polygala tenuipolia on ethanol amnesia seems to be involve the expression of c-Fos protein in partly.

This study proposes the actualization of a standard data model for activities through the development of clinical document architecture for medication administration using the health level 7 development frameworks(HDF) process based on object oriented analysis and development method of health level 7 V 3. Medication administration is the most common activity performed by clinical professionals at healthcare settings. A standardized information model and structured hospital information system are necessary to achieve evidence-based clinical activities. We had used HDF and various tools(Rose tree, RMIM designer, V3 generator) to create the clinical document architecture(CDA). This allowed us to illustrate each step of the HDF in the administration of medication. This study generated a information model of the medication administration process, which is one clinical activity. It should become a fundamental conceptual model for understanding international standard methodology by information technology(IT) developers with the objective of modeling healthcare information systems.

The main objective of this research is to identify the evaluation criteria of the local governments' projects for the fisheries industry development (LGPFID) and to develop the evaluation software prototype applicable to LGPFID. This research does not try to develop the whole evaluation processes and programs for LGPFID, but just to outline the approach to managing LGPFID. The evaluation processes and programs developed in this study is based on the group decision support systems(GDSS), which is a collaborative, system-oriented, and objective system useful in evaluating LGPFID. Specifically the goals of the programs are to : (1) enhance the quality of evaluation process for LGPFID; (2) provide the local government decision makers' and interest groups' access to comprehensive evaluation information; (3) support private-public collaboration in government's decision making. We used analytic hierarchy process model as a group decision making model and programmed the application software prototype with Visual Basic language.
