A Study on the Establishment of U-City Data Management (U-City정보의 생산.수집.가공.활용 및 유통 등 정보관리방안 수립 연구)

  • U-City law was enacted U-City construction to support efficiently. But U-City planning system is not set. And detailed instructions are not also available. In particular, U-City data is not available and specific plans and instructions. Therefore, in this research, "U-City Law" by the state and local governments need to establish in the U-City Comprehensive Plan and the U-City master plan to be included in U-City data management was presented matters. U-City comprehensive plan provides the direction of the U-City master plan. Detailed action task are (1) U-City data management standards for the establishment of cooperation and sharing (2) Establishment of U-City data processing and activation (3) U-City data distribution system infrastructure (4) Establishment of data quality and price. U-City master plan is based on the U-City comprehensive plan. And U-City master plan for the data managements are (1) U-City data on the production plan (2) U-City data on the collection plan (3) U-City data on the processing plan (4) U-City data on the activation plan (5) U-City data on the distribution plan.

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

  • In this article the author provided a brief introduction to the function and activation of 4-H fanning organization. The strategies developed to improve the environmental-friendly Agriculture are as following : the efficiency cooperatives of 4-H fanning organization, invitation of the upbringing plan of organization leader for promotion of the pilot region project of environmental-friendly Agriculture connected with green tourism, the establishment of reasonable management plan and strategies. In conclusion, there must be strategic measures to increase the income of environmental-friendly farmers. All of this information could be useful for the further development of the strategy for environmental-friendly Agriculture in organization and management.

  • The role establishment and the activation plan were proposed for 11 Science Institute of Education and 4 Education and Science Institutes located in 15 cities/provinces and Science Resource Centers of 179 municipal/provincial Educational Departments. We had conducted a survey of present status of those institutes and also the fact finding survey was conducted toward office workers asking what activities they must conduct, those they are processing well at present and those they don't like to conduct by quesionaire. It was found that since Science Institute of Education and Education and Science Institutes are under the direct control of Board of Education of cities/provinces, there were the Acts. However, many restrictions were in Science Resource Center because they have not the Acts under controled by municipal/provincial Educational Departments. As a result of a study, the standard of equipments and facilities and the activation plan of those institutes were suggested.

  • The purpose of this study is to analyze the actual condition of the already established rural theme park, draw the weak and strong points, and come up with an efficient performance plan for Changwon Persimmon Theme Park through the benchmarking of the best overseas case. According to the analysis, it is necessary to introduce a facility and a program for family customers as a plan for promoting Changwon Persimmon Theme Park. It is required to secure safety through public operation and management, improve scalability of the facility through the establishment of multi-functional complex facility, and come up with a plan for operating a special program associated with local resources. Therefore, this study drew three activation factors: the establishment of operation and management system, the development of operation contents by facility, and the establishment of operation in each area. First, to establish the operation and management system, it is necessary to classify the organization of the theme park into the operation business area and into operation & management area by job function. Secondly, it is necessary to establish a special program in consideration of space and facility, suggest a differentiated plan for operation contents, and create a facility operation plan and program for Changwon Persimmon Theme Park. Lastly, to operate and manage Changwon Persimmon Theme Park smoothly, it is necessary to set the theme park space as open collaboration space which the local residents can share and participate in by avoiding the conventional administration-based business performance and operation. This study suggested the plan for establishing an operation and management system for Changwon Persimmon Theme Park and its operation, the establishment of a special program, a business performance strategy, and the use of internal and external spaces of the theme park.

A Study on the Activation of Establishment of Occupational Health and Safety Management System According to ISO 45001 Certification Standard (ISO 45001 인증기준 제정에 따른 안전보건경영시스템 구축 활성화 연구)

  • The Occupational Health and Safety Management System (OHSMS) has been divided into OHSAS 18001 and KOSHA 18001. However as it was upgraded to ISO 45001, the international standard, on March 12, 2018, the existing OHSAS 18001 was changed to ISO 45001. In addition, the KOSHA 18001 of the Korea Occupational Safety and Health Agency was changed to KOSHA-MS, leading to conversion of the certification standard to the new certification standard. In this study, the application status of the OHSMS, introduced in Korea since 1999, was analyzed and ISO 45001 certification standard and KOSHA-MS certification standard were compared and analyzed with existing systems. Based on this, a activation plan of establishment of autonomous OHSMS when converting new standard was suggested.

  • The purpose of this study is to understand the phenomenon of agricultural management transfer and to present a plan to activate Korean management transfer through institutional consideration. To this end, the domestic and overseas agricultural management transfer system was identified, and an appropriate institutional plan for the country was sought. There are six ways to activate the management transfer system proposed in this study. First, establishment of an agricultural management transfer agency, second, training and utilization of management transfer experts, third, establishment of an agricultural succession certification support institution, fourth, operation of specialized training courses for management transfer, fifth, (local government) linked operation of a farming support center, sixth, agricultural management transfer legislation and securing of budgets. The above agricultural management transfer system is expected to contribute to the advancement of management transfer activation.

Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning (공간환경계획 수립을 위한환경정보의 체계화와 개선방안)

  • Environmental conservation plan, notwithstanding their feasibility and potential utility in construction of environment-friendly spaces, has long been perceived in practice as "declarative" and a "formality." Such perceptions are largely the result of the failure to provide spatial planning that is directly relevant to development of the space in question, and to sufficiently interconnect with urban development plan. This demonstrates the need for ways to link disparate plans, i.e. to enact "spatial environment plan." In response to these issues, this study proposes the systematization of spatial environment data as a necessary prerequisite to the establishment of spatial environment plan, which would provide both linkages with other plans, and ensure the applicability of environmental conservation plan. To this end, this study analyzed existing environmental data, and then proposed systems for links with spatial environment plan. In respect of this, the study examined spatial data systems, and then classified applicable spatial according to each environmental medium. The study also produced spatial information and planning items that can be included in spatial environment plans for each of the nine environmental media, and then constructed a system that could link the existing spatial information system, current spatial environment data, and spatial environment management plan. Furthermore, the study proposed matters for improvement in the construction of spatial environmental data to ensure the activation of spatial environment plan. The construction of a systematic spatial database, by facilitating the smooth establishment of spatial environment plan, can enhance and upgrade environmental conservation plan, while contributing to enhanced linkages with related spatial plans.

  • In this paper, we examine the necessity and the role of technology transfer/diffusion in the frame of national technology innovation system. On the base of this, we present a construction plan of technology transfer/diffusion system to make the national electric industry for 21st century to possess the competitive power. To achieve above purpose, we examine the relations between theory of technology transfer/diffusion structure and policy. Furthermore, we try to find the necessity for construction of technology transfer & diffusion system and a driving plan. Then, it is analyzed that expected design requirements for the construction of electric technology transfer & diffusion system. Finally, construction and activation plan for electric technology transfer & diffusion system are presented, which would strengthen the national technology competitiveness.
