Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.
The purpose of the present study lies in understanding the historical context as well as regulatory and administrative restraints of records and archival management system of Korea, with the case of Korean Government Archives and Records Service(GARS). Insights gained from the historical analysis of GARS are expected to provide strategies to develop and reinvent GARS so that the national agency could be the basis of reforming Korean archival system in the future. The present study firstly reviews historical context of 1960s and 1970s, during which GARS was established, as well as its role and hierarchical standing in Korean administrative system. Second, its organizational system is analyzed, focusing on the extent of its specialization and organizational independence. Third, the study proposes to develop strategies to reinvent GARS through reinforcing the public records and archives management act(1999).

This study examined Records Management(RM) practice of public enterprises supervised by National Archives of Korea(NAK). These enterprises are included among public institutions mandated to perform RM according to Public Records Management Act of 2006. The study performed telephone interviews of 8 records managers employed in public enterprises and investigated current status of RM practices, perception of the practices and records managers within the enterprises and treatment to them, as well as opinions of the NAK's assessment of RM in public institutions, While non-electronic records were managed in an appropriate manner, electronic records needed to be transferred, disposed of, and preserved properly. The majority of interviewees expressed positive opinions on the contribution of RM to effectiveness and transparency of the enterprises. However, RM was perceived as irksome work conducted by those in a low position. More interviewees were permanent contract workers or contract personnel than regular employees. They felt a sense of deprivation due to the discrepancy of annual incomes among public enterprises and the differences in treatment and attitude toward between contract workers and regular workers. Interviewees suggested that NAK's assessment of RM was useful since it provided a basis for RM in their institutions. Yet, they pointed out that its measurements were lack of consistency and relevance to public enterprises because those focused on RM in governmental organizations. They also noted that RM practices that the assessment do not cover might be ignored.
As the tangible evidence, documentary art records are permanent records to reflect the historical, symbolical, cultural and artistic value. Also, documentary art records are related with mission fulfillment of public institution and it is documentary with administrative, cultural and artistic values as the works of documentary production and application of the administrative image. "The public records management law" was the first time that administration documents were incorporated and in the act No. 3 of administrative records management, the preservation and management system of documentary art records became legislated. The management of documentary art records are difficult to categorize only by the reflect of characteristics or materials. Because documentary art records are collected in many ways and made with materials. It needs to be collected with many informations on basic materials and with the appropriate conservation and management category. Documentary art records do not have lots of demands but the level of consciousness is improving and the possibility of opening to public is increasing for improvement with the right to know. In near future, the documentary art records will be used for the interpretation of historical and cultural preservation and modern cultural heritage could have the value as it is expected. Primarily to prevent deterioration on documentary art records the standard survey card should be made to categorize the damage rate and to check the status on each documentary art records. In addition, establishing a systematic management plan for various documentary art records are needed with the training of professionals for the conservation of documentary art records.

Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.

This paper examines copyright problems of government works which take up a considerable part of public records. The provisions related to government works of the copyright laws of United States and United Kingdom are examined for the purpose of comparison with similar provisions in copyright act of Korea. The copyright act of Korea protects more strongly government works than U.K and U.S. therefore is an obstacle for use of the works. Also websites of governments and national archives are examined for their copyright policies in the process of service of government works. This paper found that the copyright policies of korean governments' official websites and the National Archives and Records Service limits free use of government works. This study proposed that the provision of definition for government works need to be added to the copyright act of Korea and the provision 7 should be revised. And open access license V.2 which was developed by Korean government should be applied to government works.
This study examines current states of Professionals of records management after "Records Management of public instituition Act(공공기관의 기록물 관리에 관한 법률)" was enacted in 1999. The law forced to arrange records manager in Records Center. However the hire of Professionals of records management became in earnest in 2005. Records Manager among the research officials was established in 2005 February in the Participatory Government. Because of this regulation, in 2005 July, Professionals of records management were arranged in each of 45 central department for the first time. Going through many trial and error, Professionals of records management contributed to systemizing record management of center department and office. According to "Public Records Management Act(공공기록물 관리에 관한 법률)" totally revised in 2007, sixteen major cities and its public office of education decided to employ Professionals of records management until the end of 2007. In addition, minor cities which consists of people over 150,000 and public office of education which consist of the number of students over 70,000 are supposed to have Professionals of records management until 2008, but it is not accomplished yet. Furthermore, when recruiting professionalists of records management, it is necessary to employ not as a contract or a part-time employee or but as a regular or a full-time worker. Especially, if the specialists of record management were employed as a part-time employee, they would not concentrate on their work because of their unstable social positions. It means that changes from a contract worker to a regular employee are needed without further delay. At first, records managers who were recruited at the Central Department in May 2007 had various kinds of difficulties and experienced trial and error. These days, however, they show their expertise with finding their own works. Someday in Korea, the records manager is expected to be a professional career with their know-hows and active movements.
The purpose of this study is to examine the reality of the records management of the National Assembly members and suggest a desirable alternative. Until the Public Records Management Act was enacted in 1999, the level of the records management in the National Assembly was not beyond that of the document management in both the administration and the legislature. Rather, the National Assembly has maintained a records management tradition that systematically manages the minutes and bills since the Constitutional Assembly. After the Act was legislated in 2000, the National Assembly Records Management Regulation was enacted and enforced, and the Archives was established in the form of a subsidiary organ of the Secretariat of the National Assembly, even though its establishment is not obligatory. In addition, for the first time, an archivist was assigned as a records and archives researcher in Korea, whose role is to respond quickly in accordance with the records schedule of the National Assembly, making its service faster than that of the administration. However, the power of the records management of the National Assembly Archives at the time of the Secretariat of the National Assembly was greatly reduced, so the revision of the regulations in accordance with the revised Act in 2007 was not completed until 2011. In the case of the National Assembly, the direct influence of the executive branch was insignificant. As the National Assembly had little direct influence on the administration, it had little positive influence on records management innovation under Roh Moo-Hyun Administration. Even within the National Assembly, the records management observed by its members is insignificant both in practice and in theory. As the National Assembly members are excluded from the Act, there is no legal basis to enforce a records management method upon them. In this study, we analyze the records management problem of the National Assembly members, which mainly concerns the National Assembly records management plan established in the National Archives. Moreover, this study proposes three kinds of records management methods for the National Assembly members, namely, the legislation and revision of regulations, the records management consulting of the National Assembly members, and the transfer of the dataset of administrative information systems and websites.
In consideration of the drastic transformation of records management environments, this study aims to suggest the directions for redesigning the electronic records management policies at a national level. First, it clarifies the four implicit objectives of electronic records management policies since the 2006 amendment of the Public Records Management Act, such as comprehensiveness for ensuring the appropriate management of any type of digital records, digital-friendly processes for records management, proper management for guaranteeing the evidential value of digital records, and long-term preservation of digital records. Second, it examines the challenging environmental factors in the areas since 2006. Third, it reviews the achievement of the policies as well as failures based on analyzing the policy documents and data from the National Archives of Korea. Fourth and finally, it suggests core areas and directions for redesigning the electronic records management policies, emphasizing the inclusiveness for data-type electronic records.
The response of public organizations on information offerings has affirmed that the arrangement of the management of records is an important project to be implemented ahead of the enforcement of the information disclosure system. In particular, the absence or non-disclosure of information of public organizations on records containing significant information and abuse of the secret disposition of information has demonstrated that it is imperative to improve radically the management of secret or non-disclosed records as well as overall changes of awareness. This study reviewed the reality of the current non-disclosure and management of confidential records based on the awareness on such records and proposed improvement measures. The study on non-disclosed and confidential records has been discussed from legal and administrative perspectives so that the main focus has been on the institutional aspect. Yet, there is a limitation on such discussions in that there cannot be fundamental access to issues of non-disclosed and confidential records. That is because the management of information classified as non-disclosed and confidential can be improved fundamentally when all processes from the production of the records to their management are carried out reasonably. Accordingly, since our record management system is divided into three phases of the disposition division, record center, and archives and takes a management record by being applied to the flow of the life cycle of records, we have reviewed overall issues from the production of non-disclosed and confidential records to the utilization of the records pursuant to these steps and offered directions for improvement.
