  • Th term "hybrid library" refers to the collection of material in print, electronic and other media library hold and give access to. Hybrid library is the type of library that national library is toward in the digital age. Electronic publication is one of the important medias with the traditional media for hybrid library. This paper trys to introduce the acquisition policy on electronic publication by legal deposit, purchase, and other ways at the National Library of Korea with the trends of current electronic pulications domestically and internationally.ationally.

Manpower Acquisition Strategies of Long-term Care: Focused on Nurses and Nurse Aides (노인장기요양인력 확보 방안: 간호사와 간호조무사 중심으로)

  • Purpose: The purpose of this study was to identify manpower acquisition strategies of nurse and nurse aide in long-term care Method: The study was proceed using following three stages: to explore workforce status and labor environment with database analysis, literature reviews, to explore the best practices, practical experiences with expert interviews, with focus group interview, to identify problems and present acquisition strategies Results: Acquisition strategies were increasing of pay, improvement of working condition, development of practical educational program, diversification of entry paths, establishing clear roles for nursing staffs, diversification of training program. Conclusion: We found that the acquisition strategies of nurse and nurse aide can be as an useful methods to increase manpower in long-term care for higher quality of services and care.

Complementarity Between the Technology Acquisition and In-house R&D Evidence from the Korean Manufacturing Sectors (준구조적 계량 모형을 이용한 기술 획득과 연구 개발의 관계에 관한 실증연구: 한국의 제조업을 중심으로)

  • This paper empirically examines the relationship between a firm's external technology acquisition and in-house R&D in Korean manufacturing sectors. Using the technology innovation survey conducted by the Korean government in 2002, and developing a semi-structural empirical model, we find that the firm's in-house R&D and technology acquisition have a complementary relationship: A firm's technology acquisition increases in its in-house R&D. Moreover, government R&D funding and tax incentives have positive effects on the in-house R&D, while the existence of the failed projects encourage a firm to acquire more external technologies.

  • Technology supply has been the main thrust of the Korean government's science & technology policy, focusing on the development and acquisition of new technology in line with the catching-up strategy of economic growth and industrial development. However, new social or societal problems have become major government policy issues, heralding new innovation policy aimed to address them. Such new policy initiatives for social problem-solving present a niche where the existing system of government innovation policy process is challenged, including such processes as goal-setting, planning, implementation, project management, and evaluation. The rigidity of the existing institution of government innovation policy, however, still shapes the content and progression of innovation policy for social problem-solving. This study reviews Korean innovation policy for social problem-solving as a policy niche, and aims to clarify its challenges and opportunities. It uses a system transition framework to explain the emergence and evolution of the innovation policy niche in Korea. The main research question is to what extent and in what aspect the existing innovation policy regime shaped innovation policy for social problem-solving. The study examines the inertia of the current paradigm of innovation policies and R&D programs, and sheds light on the search for a distinctive identity for innovation policies that tackles social problems.

  • The goal of this study is to propose the plan for strengthening organizational competences related to the collection development function of the national library. For this goal, author analyzed and compared the organizational characteristics of departments for legal deposit in national libraries of nine developed countries, derived the limitations and weaknesses of legal tasks, policy documents, and collection development tasks by organizational units of the National library of Korea. Based on these results, author suggested the centralization of collection policy and legal deposit function, th name change and total restructuring of collection acquisition division, and its manpower reinforcement, etc.

Policy Alternatives Research on SME's R&D Personnel Acquisition and Retention (중소기업 연구개발 인재의 확보 및 유지 중심 정책방안)

  • This research aimed to propose policy alternatives on acquisition and retention of SME's R&D personnel through the analysis of the status and problems of SME's R&D personnel. As research methods, literature review, survey analysis, domestic and foreign R&D personnel support system and practices benchmarking, human capital corporate panel (HCCP) and integrated survey DB material analysis, and case investigation by interview were used. The occupational status and problems of SME R&D personnel concerned on the corporate size, HRM practices on satisfaction and HRD problems, talent personnel management and training system status, the core talent management system and R&D personnel management system, and its complaints were organized. As conclusion, we have proposed alternatives on acquisition and retention of R&D personnel focused on the talent management. Suggestions were such as supports on R&D personnel management system and its dissemination, systematic career development programs, and excellency promotion on SME's and R&D talent personnel.

  • The risk analysis plays an important role in weapon system acquisition project due to uncertainties in the acquisition process. But in domestic, studies on risk analysis are insufficient and risk cost is not included in acquisition budget in policy. Therefore, in this study, we suggest a method that measures risk or success probability of project using the stochastic model. In particular, in order to calculate the success probability, we apply the joint probability distribution model of cost and schedule that are critical factors influencing the project risk. And also we verify the applicability of this model in Korean defence industry environment through case studies.

The Impact of Senior Mobility Funding on Hearing Aid Acquisition and Compliance to Hearing Aid Use in a Singapore Hospital

  • Background and Objectives: In 2013, the Singapore government reviewed and expanded the Senior Mobility Fund (SMF) to provide subsidy for assistive devices, including hearing aids (HA). While SMF has improved accessibility to HA, its impact on HA acquisition has not been determined. The study aims to elucidate the influence of SMF on HA acquisition and the relationship between financial funding and compliance to HA use. Subjects and Methods: Retrospective review of 643 patients seen between January 2017 to January 2018 at the earnose and throat specialist outpatient clinic, who were referred for a hearing aid evaluation. Of the 643 patients, 109 patients with baseline hearing handicap (HH) scores recorded, and no formal diagnosis of cognitive impairment were included. The patients were grouped according to SMF eligibility and clinical data were obtained. Results: The odds ratio for acquiring HA was significantly higher with SMF, regardless of HH scores. When looking at actual degree of hearing loss (DHL), HA uptake was significantly higher in the least severe of DHL categories. There is no relationship between SMF and compliance to HA use. However, HH score is positively correlated with data log in regression analyses. Conclusions: SMF appears to influence HA acquisition. Especially in financially funded patients with low self-perceived HH, the benefits of HA may be underappreciated given the few hours of HA use. Further studies are warranted to investigate the impact of financial funding on outcomes of HA users to help policy planners and clinicians be prudent in the utilization of SMF.

Optimal number of initial products test quantity applied Korean version of LRIP (한국형 초도생산제도 도입을 적용한 초도생산품 시험 수량 산출 방안 연구)

  • This paper aims to benchmark the United States' LRIP, the country's initial production policy, and provide a Korean version of such policy which reflects the circumstances of the country's weapon system research & development(R&D) and acquisition procedures. The research suggests measures to improve the country's initial production policy in a direction that the policy could execute two stage continuously: (1) employment test & evaluation(OT&E), conducted on prototypes during the development stage, and (2) field employment tests(FT), conducted on initial products during the production stage. In addition, the research provides an equation calculating the optimal number of initial test products to be produced, applying statistical theories of t-distribution. The research aims to be used a reference to calculate the optimal number of initial products to be produced for testing in order to improve future national defense acquisition systems and the stable R&D of weapons systems.
