Perspectives on the Application of Capabilities Based Acquisition in the System of Systems Environment (복합시스템 환경에서의 능력기반 획득 적용방안)

  • This work describes capabilities based acquisition process in the SoS(System of Systems) environment. It is written as qualitative paper based on a cognitive paradigm. Future battle space is formed with grids of the various sensors and the shooters. It has been also transformed into a SoS concept which accomplishes missions and their functions through network based battle management systems in a single theater. The SoS is a set or arrangement of systems that results when independent and useful systems are integrated into a larger system that delivers unique capabilities. Therefore the acquisition process is changing over from single system requirements to capabilities based acquisition of the SoS. In this point of view, this paper analyzes functionally JCIDS, DAS and CEP which are critical elements of the acquisition process. From results of this comprehensive analysis, perspectives on the application of capabilities based acquisition suitable for Korean acquisition environment are presented.

  • The weapon system acquisition for national defense is too costly, risky and requires high quality result. Because of these characteristics of the weapon system acquisition, the modeling and simulation is a prerequisite process for enhancing the effectiveness and efficiency of weapon system acquisition. We call the process as SBA (Simulation Based Acquisition). However the modeling and simulation entails costs of model development, execution and analysis. Thus, the SBA's effectiveness analysis is needed. Especially, we developed 4 types of index which represent the effectiveness thoroughly and we applied them to various weapon systems' acquisition process. This work presents the necessity of SBA by showing the application of suggested effectiveness index in various defense weapon system acquisition cases.

  • This paper presents an SBA (simulation-based acquisition) effectiveness analysis environment using the RUP (Relational Unified Process) model. The RUP model has 4 phases which cover the whole development steps such as requirement analysis, design, development and test. By applying the RUP model, SW development can be represented with the iterations of developments for each phase. Such a characteristics of the model would make the model suitable for defense acquisition. In this paper, we show the relation between the RUP model and V process model, which is the foundation for defense acquisition. In order to show how the model could be applied to SBA effectiveness analysis, graphical user interfaces for the analysis are presented at the end of the paper.

  • Recently, request far application of advanced commercial technology to the defense acquisition process, to reduce the budget and shorten development time, has been increased. To accomplish these goals, the Advanced Concept Technology Demonstration(ACTD) is used for the defense acquisition process in Korea. And User Utility Assessment is tested to make a decision for transition to acquisition process. But this process does not include measurement of technology maturity and impacts of interface and interaction among the technologies. In this research, we propose the needs of measurement of TRL and IRL and application of SRL to reduce the risk during development phase, to understand the relations of technologies, and to fulfill the requirement far transition of the ACTD project to system development and demonstration process.

External Technology Acquisition of SMEs in the Machinery Industry of Bangalore

  • This paper is an attempt to understand the external technology acquisition (ETA) process of the machinery SME sector in Bangalore city, India. With the onset of economic liberalization, Bangalore based machinery SMEs have significantly shifted their ETAs from India to abroad, particularly Germany and Japan, among others. The primary objective of ETAs is to enhance their competitiveness by means of improving product quality and productivity as well as meeting customer demand. Replacing outdated machinery or overcoming technological obsolescence is a primary objective of only a few. As a result, majority of the SMEs has gone for multiple ETAs since their inception and we found a statistically significant positive correlation between firm age and number of ETAs. The present study has made two empirical contributions: (i) We have thrown light on the core technology up-gradation issue - How do SMEs approach the problem of external technology acquisition in the current globalization era? (ii) We are able to identify and develop a map of ETA process based on the "learning and experiences" of these SMEs.

Success Factors of Knowledge Acquisition: The Absorptive Capacity Perspective on Adopters of ERP Packages (외부지식 획득성과의 영향 요인에 관한 연구: ERP 패키지 도입업체의 흡수역량 관점)

  • Comtemporary firms need capability of acquiring external knowledge and internalizing it to cope with environmental fluctuation. The paper analyzes the impact of absorptive capacity, an ability to recognize and utilize external knowledge, on knowledge acquisition of the firm, and examines the role of trust in the knowledge acquisition process. Data were collected from 84 domestic companies that had adopted ERP packages. The results indicate that prior experiences of knowledge acquisition, communication mechanism, and conflict resolution mechanism affect knowledge acquisition positively. Among those independent variables, communication mechanism and conflict resolution mechanism significantly and positively related with trust. Trust is, in turn, positively associated with knowledge acquisition. Meanwhile, previous knowledge base and prior relationship with the knowledge provider do not affect knowledge acquisition. Further, the results provide evidence that trust plays a mediating role between other absorptive capacity factors and knowledge acquisition.

An Integrated DEA-AHP Model for the Acquisition of a Weapon System: Selection of a Next-Generation Fighter System in Korea

  • In this paper, we propose a data envelopment analysis (DEA) and analytic hierarchy process (AHP) integrated model to improve the selection process in the acquisition of a weapon system which is the key component to the success of the project. In particular, we applied DEA in the first stage to choose a frontier group among the candidates in the selection process of the next-generation fighter system (the 3rd FX) in Korea. Then, by using the Delphi technique, we surveyed military experts and applied AHP to determine the best choice among the candidates. The results of the study match the actual decision made by the Korean government in the weapon system acquisition. The results of the proposed DEA-AHP integrated method in the selection of the next-generation fighter systems in Korea demonstrate the usefulness of the method. In this paper, we also discuss the future implications of the proposed model.

  • This paper describes the application method of systems engineering for systems of systems and addressed the evolution in approach as organizations have evolved from standalone platform providers to architect of SoS. There is an increasing need to perform Systems of Systems Engineering(SoSE) in a global environment This has stimulated the development of new, innovative SoSE approaches that surpass current military and industry state-of-the-art systems engineering processes. The simple scaling of the former process was ineffective in dealing with global distributed large-scale integration efforts of network-centric systems of systems. A new SoSE process has been developed which is a significant breakthrough in the development of large complex systems and net-centric systems of systems. The SoSE process provides a complete, detailed and systematic development approach for military and civil SoS. In this point of view, this paper analyzes functionally the architecture framework, process and integrated verification & validation of SoSE. From results of this analysis, perspectives on the application of SoSE suitable for Korea aquisition environment are presented.

A Study on the Optimum Design of Charge Pump PLL with Dual Phase Frequency Detectors (두 개의 Frequency Detector를 가지고 있는 Charge Pump PLL 의 최적설계에 관한 연구)

  • In this paper, we introduce a charge pump phase-locked loop (PLL) architecture which employs a precharge phase frequency detector (PFD) and a sequential PFD to achieve a high frequency operation and a fast acquisition. Operation frequency is increased by using the precharge PFD when the phase difference is within $-{\pi}{\sim}{\pi}$ and acquisition time is shortened by using the sequential PFD and the increased charge pump current when the phase difference is larger than ${\pm}{\pi}$. So error detection range of the proposed PLL structure is not limited to $-{\pi}{\sim}{\pi}$ and a high frequency operation and a higher speed lock-up time can be achieved. The proposed PLL was designed using 1.5 ${\mu}m$ CMOS technology with 5V supply voltage to verify the lock in process. The proposed PLL shows successful acquisition for 200 MHz input frequency. On the other hand, the conventional PLL with the sequential PFD cannot operate at up to 160MHz. Moreover, the lock-up time is drastically reduced from 7.0 ${\mu}s\;to\;2.0\;{\mu}s$ only if the loop bandwidth to input frequency ratio is regulated by the divide-by-4 counter during the acquisition process. By virtue of this dual PFDs, the proposed PLL structure can improve the trade-off between acquisition behavior and locked behavior.
