A Study for Defense Acquisition System Improvement (국방무기체계 획득절차 발전방향 - 미국 국방획득절차 개선노력을 중심으로 -)

  • During the 'Cold War', DoD had focused on the high performance and timely acquisition which enabled quick field out the superior weapons than the enemy regardless of acquisition cost. But, after the cold war, the focus has been changed to the 'cost effective acquisition' of weapon systems because of tremendous investment cost & economic theory. The U.S. DoD has been tried to make 'the most effective acquisition system'(AR, Acquisition Reform) from mid-80's with their enough experienced program data, and as a result, they had launched the new acquisition procedure - DoD 5000 series - in 1996. DoD is continuously doing the study and making several improvements on the procedure after it had been once announced. On Oct 30. 2002, DoD noticed that they cancelled the DoD 5000 series documents(5000.1, 5000.2, 5000.2-R) and 5000.2-R will be reissued as a guide. The most recent version which focused on 1) evolutionary acquisition and spiral development, 2) procedure for future technology systems including software and IT, 3) supplement on the area of efficiency, flexibility, creativity and innovation of old system was issued by May 12. 2003. This article suggests a 'good idea' based on the reviewing of these DoD efforts for our defense acquisition regulation and procedure to go. It includes the CAIV concept application, IPT utilization, T&E method, cost or price based contract etc-all for the effective acquisition.

  • The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. The Warship Acquisition Project is not only like this, But also has special characteristics of long project period and first-constructed ship's operation employment. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

An Optimization Procedure for a Multi-Item Multi-Source Materials Acquisition Problen

  • A materials acquisition planning (MAP) problem that involves the determination of how much to order of a number of different items from a number of different suppliers is considered. This particular problem is modelled as a nonlinear mixed integer programming problem. A solution procedure based upon the partition of variables is developed to handle the MAP problem. This solution procedure utilizes a modified Hooke-Jeeves Pattern Search procedure along with a linear programming simplex algorithm. An example problem is presented and the results of applying the suggested solution procedure to this problem are reported.

  • This paper presents the development of a software supported acquisition system for metrological verification and testing of the equipment for monitoring and analysis of the basic electrical power quality parameters. The described procedure consists of two functionally connected segments. The first segment involves generation of the reference three-phase voltage signals, including the possibility of simulation of the various power quality disturbances, typical for electrical power distribution networks. The second part of this procedure includes the real-time recording of power quality disturbances in three-phase distribution networks. The procedure is functionally supported by the virtual instrumentation concept, including a software application developed in LabVIEW environment and data acquisition boards NI 6713 and NI 9215A. The software support of this system performs graphical presentation of the previously generated and recorded signal waveforms. A number of the control functions and buttons, implemented on the virtual instrument front panels, are provided to adjust the basic signal acquisition, generation and recording parameters.

  • In general, most incomplete communication link setup between satellite and ground station right after separation from launcher come from less accurate orbital vector ground station uses to track the satellite because only predicted orbital state vector is available during first few orbits. This paper describes the developed procedure for successful initial acquisition for KOMPSAT-2 using scanning functions ofK13 antenna system with predicted orbital information. Azimuth scan, raster scan, spiral scan functions were tested with KOMPSA Tl under intentionally degraded orbital information for antenna operation. Through tests, spiral scan function was decided to be best search scan among 3 scans. Developed procedure can assure the successful acquisition only if azimuth offset and time offset value are within +/-2deg and +/-30sec, respectively.

  • Operation and maintenance cost of a rolling stock is generally higher than its acquisition cost. Therefore, it is necessary for reducing life cycle cost (LCC) to make rolling stocks easy and low costly for operation and maintenance. In addition, their operation and maintenance support systems should be effective and efficient. To accomplish this, operator should specify LCC requirements in the early stage of acquisition and make a contractor to provide the rolling stocks of low LCC. This article presents a procedure and a verifiable LCC model available in the general acquisition process where an operator specify requirements and a contractor provide the rolling stock meeting the requirements.

  • As a growing number of people are concerned about the protection of personal information, the use of encryption solution has been increased. In addition, with the end of support for Windows XP and the improvement of operating system, the use of the Full Disk Encryption solution like Bitlocker will be increased. Therefore, it is necessary to consider countermeasures against Full Disk Encryption for the future digital forensic investigation. This paper provides the digital evidence acquisition procedure that responds to the Full Disk Encryption environment and introduces the countermeasures and detection tool against Full Disk Encryption solutions that are widely used.

  • As Internet of Things (IoT) technology evolves, IoT devices are being utilized in a variety of fields. However, it has become a new surface of cyber attacks and is affecting industries that did not previously consider cyber breaches. After a intrusion occurs, post-processing and damage spread prevention are important, but it is difficult to respond due to the lackof standards and guidelines. Therefore, in order to respond to such incidents, this paper establishes an incident data collection procedure and presents the data that can be collected to improve the intrusion data acquisition method for general IoT devices. In addition, we proved the efficiency and feasibility of the data collection procedure through experiments.

  • This paper presents a new Data acquisition system that can improve a accuracy and response characteristics by designing a SDAS(Signal Datat Acquisition System). I&C(Instrumentation and Control) system, which it applied for Nuclear Power Plant, affects for safety either directly or indirectly. It should be assessed by the equipment qualification procedure to confirm the functionality during design life before it apply on the nuclear power plant depending on safety classification. This paper proposes data acquisition system that required as an essential measurement equipment in the method and procedure of equipment qualification following of standards and codes of IEEE and Nuclear Regulatory Guide. It provides comparable and experimental studies have been carried out. The presented results from the above investigation show considerably improved accuracy performance in the data acquisition system. This circuit will be able to be used in high performance I&C system.

Performance evaluation of the single-dwell and double-dwell detection schemes in the IS-95 reverse link (IS-95역방향 링크에서 단일 적분 및 이중 적분 검색 방식의 성능 분석)

  • This paper considers the evaluation of the ecquistion performance for an accesschannel preamble based on a random access procedure of direct sequence code division multiple access(DS/CDMA) reverse link. The parallel acquistion technique that employs the single-well detection scheme and the multiple-dwell(double-dwell) detection scheme is mentioned. The acquisition performance for two detection schemes is compared in therms of the acquisition probability and the acquisition time. The parallel acquisition is done by a bank of N parallel I/Q noncoherent correlators. Expressions on the detection, false alarm, and miss probabilities of the single-dwell and multiple-dwell(double-well) detection schemes are derived for multiple H$_{1}$ cells and multipath Rayleight fading channel. comparing the single-dwell detection scheme with the multiple-dwell(double-dwell) detection scheme in the case of employing the parallel acquisition technique in the reverse link,the numerical results show that the single-dwell detection scheme deomonstrates a better performance.
