A Study on Accreditation-based Qualification System: Focusing on the Case of K University (인증평가형 자격제도에 관한 연구: K 대학 사례를 중심으로)

  • Several preceding studies have been conducted to integrate the education programs and qualification examination systems in higher education institutions, such as four-year engineering colleges and vocational universities. However, in practice, the implementation of such integration is a rare occurrence. The most ideal method of integrating education and qualifications can be seen as the unified operation of educational programs and qualification assessments. However, various elements required for accreditation of educational institutions and qualification systems must precede this. In this paper, we first compare and analyze the currently implemented competency-based qualification system and the Accreditation for engineering education evaluation operating as a quality management system for educational programs. Subsequently, through a case study of University K, which concurrently operates the Accreditation for engineering education and competency-based qualification systems, we examine the potential linkage between education and qualifications. After reviewing the case that education and qualifications can be linked, and reflecting the analysis results, if a program that has obtained the Accreditation for engineering education operates a curriculum that satisfies the criteria for Course-based Qualification System. We propose Accreditation-based Qualification System that can grant qualifications, students who have completed it will be provided.

A Study on Graduate Attributes Assessment for K-EP (K-Engineering Professional) Qualification (K-EP(K-Engineering Professional) 자격을 위한 졸업생역량 평가방안 연구)

  • The present study aims to demonstrate that it is possible to objectively evaluate the competency (referred to as graduate attributes or program outcomes) of graduates of engineering education programs. To strengthen the link between engineering education accreditation and the qualification/certification system of engineering professionals, referred to as K-Engineering Professional (K-EP), individually assuring the quality of accredited graduates using multiple-choice test as main assessment tool is proposed. Test questions related to the basic vocational skills of NCS are developed for seven of the 10 program outcomes of the ABEEK KEC2015. The three program outcomes, PO1, PO3, and PO5, which need to fully accommodate the characteristics of each disciplinary field, are excluded. A pilot test involving graduates of eight accredited programs is conducted. Applying on Rasch model based on Item Response Theory (IRT), the item difficulty, fit and discrimination of multiple choice test are demonstrated. The pilot study strongly suggests that individual competency evaluation is possible at a certain level for seven program outcomes tested. For PO1, PO3, and PO5, however, questions that address the characteristics of each disciplinary field need to be devised. If a suitable pool of questions is built, it can be used as a program outcomes assessment tool by the accredited programs.

A Model Curriculum Development for Clinical Nurse Specialist Training Program in Organ Transplant (장기이식 전문간호사를 위한 교육과정 연구)

  • The twenty-first century may be said to be entering into a specialized qualification age to meet the needs of new technical innovations such as environmental changes, demographical changes, changes in the constitution of diseases, changes in the needs of the national health, reforms of information and knowledge, etc., which requires the provision of competitive services that can fulfill the high level needs of consumers. In consequence, it is needed to apply a practical nursing model that can serve as a guide for healthy society and to secure the sphere that can affect nursing policy-making by keeping pace with the changing environment. Furthermore, it is also urgent to expand more the activity sphere of nurse specialists with authority and autonomy, establish their legal foundation, establish a qualification accreditation system for nurse specialists, and develop educational programs. In Korea, the law relative to organ transplant past the national assembly on February 9, 2000, legally acknowledged brain death, which indicated to us the emergence of an age of organ transplant. Therefore, it necessitates to find out those of brain death from whom organ transplant is feasible in clinical practices, with their families' consent link to those terminal organ failure patients who are in need of an organ, and mediate both parties so that smooth transplant can be accomplished. A series of these complicated procedures require systematically trained specialists with high level techniques of organic management. With this in mind, this study was conducted on 69 clinical nurse specialists for organ transplant, accredited by the hospital, who are in active service in clinical practices. The resultant findings were revealed, as follows: 1. The qualifications of clinical nurse specialists for organ transplant should be accredited by Ministry of Health and Welfare or Korea Nurses Association. 2. The validity of qualifications should be for three years, and their renewal should be based on marks of a supplemental training or an education course for more than 12 hours a year. 3. The qualification of the clinical nurse specialist necessitates theoretical lectures and practices on those nurses who have had clinical experience in the pertinent field. 4. The course of training is required to be one year in the length of training and take more than 20 credits (320 hours) and 5 credits (240 hours).

Issues on Primary Education and Teachers in Cambodia: Implications to Education Development Cooperation (캄보디아 초등교육 및 초등교사 쟁점 분석과 교육개발협력에의 시사점 탐색)

  • This study seeks to examine current status and issues on primary education environment and teachers in Cambodia, a country that has a poor education environment and low educational achievement I analysed the features and limitation of education. Major findings revealed the primary school students' low accessibility on education and poor competencies and qualification of primary school teachers, which have hindered a quality of education in Cambodia. Central implications were produced to improve the quality of education and training system for primary school teachers. First, sustainability should be embedded from the initial design to the performance evaluation of the projects. Second, we should carry forward a customized training project that can meet the needs of primary school teachers in Cambodia. Third, the Education ODA project should be institutionalized into the national mechanism of the credit accreditation system, including the incentives of participating. Fourth, in-service training should ensure the inclusiveness and accessibility for the disadvantaged in remote areas. Fifth, short-term workshops for teachers should be avoided, but intensive programs including mentoring should be expanded. Finally, we should support the establishment of autonomous teacher- learning communities based on school level across the Cambodia, which could establish the social capital of the teaching profession in a long term.

Mix Research Regarding Influence Factors of Burnout of Child Care Teachers: Based on Meta-Analysis and In-depth Interview (보육교사 소진의 영향요인에 관한 혼합연구: 메타분석과 심층인터뷰를 중심으로)

  • Objective: This research draws synthesized and objected results regarding the factors that influence burnout of child care teachers. The purpose for this is to understand in-depth of the burnout child care teachers experience at site through understanding their experience in depth. Methods: A mix research method including meta-analysis and in-depth interview was proceeded. Results: The main factor of burnout of the child care teacher is structural characteristics factor. Also through in-depth interview 13 main subjects and 28 detailed subject were found in the factors that affect burnout of child care teachers. Most factors which were meaningful results from the meta-analysis were re-confirmed through the in-depth interview. Out of those, the most effective sub-factor showed psychological factor of self-esteem. Conclusion/Implications: Based on these results, we have suggested child care environment unification, training education process for child care teachers, reinforcement of qualification standard, and accreditation system in order to enhance qualitative child care service and reduce exhaustion of child care teachers.

Current Situation and Development Strategy for the Korea-Good Agricultural Practices System (농산물우수관리제도의 현황과 발전방안)

  • It is ten years since the Good Agricultural Practices (GAP) certification system was implemented in Korea, and the government aims to acquire GAP certification up to 25% of the total agricultural areas by 2022. As of the end of 2017, 6.3% of the total cultivated area and 8.1% of the total farm households were certified, which is slower than expected. The purpose of this study was to investigate the causes of the GAP accreditation through the surveys and on site inspections of the GAP certified farmers and to propose the development plans according to the problems analysis of the current system in order to expand the GAP certification. Certified farmers recognized the need for agricultural safety and hygiene, but there were a lot of nonconformities regarding practical practices. This is due to the ambiguity of the certification standards and the wrong ways in the training method for the producers. GAP certification is slow to expand to farmers and low consumer awareness is considered a structural problem of GAP certification system, and improvement measures are needed accordingly. It is necessary to convert the state-led GAP certification system into a state-led private certification system. It is necessary for the government to focus on policy, research and follow-up management. In addition, it is necessary to establish a separate organization in the form of a contribution organization for the certification, education, and public relations. In addition, long-term plan must be established and systematically carried out. It is necessary to integrate too many certification agencies compared to the farming scale of Korea, and it is necessary to realize the application fee for realizing the financial independence of the certification body and correct certification work. In addition, inspector qualification standards should be strengthened and training system should be improved to nurture high quality inspectors. Simplified certification standards based on statutes need to be subdivided into practical action plans. In order to improve the GAP certification system, it is necessary to have a discussion through a committee composed of specialists from industry and academia, and it will be possible to contribute to the safety of the food of the people through the production of safe by drawing concrete development plans.
