The dynamic entrepreneurial activities of small businesses or individual entrepreneurs seeking to enter the global market based on innovative ideas and challenging spirit in the modern society, which is trending in entrepreneurial capitalism according to the times, Leading to new growth engines. In order to promote the establishment of universities in Korea, the government has been working on 'Five-Year Plan for University Entrepreneurship Education(2013-2017)', 'Efficiency of Government Start-up Support in 2015', and 'Five-Year Basic Plan for Activation of Industry-University Cooperation(2016-2020)'. However, there are still practical limitations in spite of the efforts made by universities and research institutes to revitalize start-ups. As a way to overcome these limitations, this study aims to systematize the entrepreneurship education of the university, and examines the role of changing universities and theory of clusters and the entrepreneurship education. In addition, we will look at the factors of creative university culture centering on the representative cases of the Innovation University in US, and present a conceptual framework for cluster-based entrepreneurship education for the purpose of 'successful entrepreneurship' which is different from 'start-up success'. The conceptual framework of cluster-based entrepreneurship education is based on the establishment of 'Integrated Entrepreneurship Education Platform' to revitalize start-ups centered on university technology. At the same time, this framework focuses on the three factors of talent, technology, and culture based on the relevant theories and examples, and emphasizes the clustering of entrepreneurial resources, entrepreneurial policies and leadership that should be involved in entrepreneurship education.

In this study, linear programming was applied to a case study in Gwangreung Experimental Forest of Korea Forest Research Institute investigating the effect of the desired future conditions on forest management. Considering the social, economic and ecological demands of people from the forest, the forest functions were classified into four including natural conservation, timber production, water yield and scenic conservation. The forest land areas were divided into four-types of forest functional zones and forest management prescriptions including the desired future conditions by the forest function type were established. The Model II linear programming was used in optimizing the forest management planning. The model includes management policies, as the constraints, for non-declining yield, allowable cutting area, allowable % age class distribution and allowable % species allocation as well as the land and other accounting regimes. Maximization of timber production was used the objective function. Based on the Model II formulations, the effects of the desired future conditions by the forest function type on forest management planning were investigated in terms of timber production, net present value and stand structures over time.
This study analyzed an economic efficiency of oak mushroom cultivation in order to provide data needed for formulating related policies. 88 farmhouses in major producing areas were interviewed with. The average production cost per 100 bed-logs was 151,699 won. Among production costs, material costs accounted for 56.0% and labor costs 41.8%. Oak mushroom cultivation was labor-intensive and labor input was a significant factor determining the production costs. There was 3 7.2% gap in production costs between Chungbuk, the highest cost area and Gyeonggi, the lowest cost area of oak mushroom due to difference in labor input. Average revenue per 100 bed-logs was 178,627 won. Average income per 100 bed-logs, which is variable production costs of 116,613 won subtracted from the revenue, was 62,014 won and thus income rate was 34.7%. Income rate in Jeonbuk, the highest area, was higher than that in Gyeonggi, the lowest area, by 15.8% points due to difference in quantities produced, grade, and variable production costs, in particular, labor costs. The result of the economic analysis indicates that reduction in establishment and labor costs, accounting for the highest portion in production costs is priority issue for the enhancement of the competitiveness of the oak mushroom industry.
Earnings management is defined as an intentional act during the financial reporting process or a manager's choice of accounting policies to avoid earnings decreases or obtain some private gains. Shipping firms have a highly debt-intensive capital structure and a significant motivation in earnings management to avoid failure of a Debt Covenant. From this point of views, this paper tries to determine the relationship between the capital structure and discretionary accruals estimated using the re-modified Jones model (1995). The sample used to test the research models is made up of 87 Korean shipping firms during the period from 2007 to 2015. A histogram analysis, t-test and FGLS confirm the possibility of using earnings management, and it proved that Korean shipping firms manage their earnings to avoid financial loss. An analysis of the relationship between the capital structure and earning managements, shows it is difficult to support the Debt Covenant, shown as a negative relationship between the debt ratio and debt maturity as shipping firms' capital structure and discretionary accruals as earning management variable. An additional analysis presents a negative relationship between previous debt maturity and discretionary accruals, and the possibility of earning management in a highly increased debt ration group.

Recently, Korea's economy is facing a difficult economic situation due to sluggish domestic demand, low corporate investment and a cliff in youth employment. In order to overcome this problem and turn the economy into a virtuous circle, the government has introduced and implemented various economic policies. In this study, the effects of the corporate accumulated earnings tax system included in the 2014 tax code revision were to be verified. The validity of the business income was verified and analyzed using the financial data of the entity as to whether the income of the entity was being circulated to household income. First, validating the validity of whether the income tax on non-current income affects the level of an entity's investment, the results showed significant negative effects at a significant level of 5 per cent. Second, the analysis of whether the return tax on corporate income is affecting management decisions that increase the level of dividends for an entity has identified a metaphorical positive relationship. Third, it was confirmed that the income tax on uncurrency income does not have a significant effect on the increase in wages for workers. The result is presumed to be the main reason for the increased uncertainty in the economy and business environment.
Purpose - As the US-China trade war intensifies and lasts long time, there is growing concern about its potential effects on the global economy. In particular, for the countries like Korea that have a large economic dependence on the economy of the two countries, the US-China trade war may have a great repercussion in many ways. The aim of this paper is to investigate the global productivity and market structure implications of the US-China trade war for Korea, as well as for other surrounding countries and regions. Design/methodology - In this paper, we develop a full multi-country/region multi-sector computable general equilibrium (CGE) model of global trade incorporating heterogeneous workers and firms in individual skill levels and used technologies. We then calibrate the model using a global Social Accounting Matrix (SAM) dataset extracted from the recently released GTAP 10 Database, and assess the potential effects of the US-China trade war on the aggregate real productivity and the market structure for Korea, as well as for other surrounding countries and regions. Findings - We show that the US-China trade war may largely affect the aggregate productivity in each sector in each country/region, as well as the global market structure through entry and exit of firms, which results finally in considerable changes in the industrial comparative advantage of each country/region. Though the effects are diverse sector by sector, the results show that Korea may also be affected significantly: concerning the real productivity implications, it is shown that the machinery industry may be affected the most negatively; on the other hand, it is shown that the number of exporting firms may decrease the most in the other transports industry. Originality/value - As the US-China trade war intensifies, many studies have tried to estimate the possible implications, and for this usually the CGE models have largely been used as the standard tool for evaluating the impacts of changes in trade policies. Standard CGE models, however, cannot be used to assess the global productivity and market structure implications due to the symmetric and simplified base assumptions. This paper is the first to analyze and quantify the possible impacts of the US-China trade war on the aggregate productivity and global market structure using a CGE model incorporating endogenous skill-technology assignment of heterogeneous workers and firms.

The government is promoting recycling of waste resources through the enactment of Fundamental Law on Resource Circulation, the revision of the Wastes Control Act and zero-landfilling of untreated waste through improved processes such as recycling and diversification. As of 2015, the total amount of landfilled waste is 38,308 ton/day in Korea. The amount of landfilled waste from industrial sectors is 23,577 ton/day, accounting for 62 % of total landfilled waste. In the study, we investigated the characteristics of the thermal treatment residue among inorganic wastes and estimated the landfill reduction potential according to the relevant recycling criteria, which can go through recycling paths. As a result, it is estimated that about 5~42 % of the landfilled waste can be reduced in case mandatory recycling and landfill suppression policies such as recycling criteria for thermal processing residues and expansion of recycling obligation targets should be implemented. In order to minimize landfill disposal, it is necessary to expand the diversity of waste recycling type and the usage of recycled products.

Vulnerability due to climate change depends on the concentration of carbon dioxide emissions over several upcoming decades. The objective of this study is to estimate the concentration of greenhouse gases and air pollutants in 2100, while also accounting for expected socio-economic changes in Korea. First, we intend to prepare scenarios for possible socioeconomic changes in Korea: business as usual (BAU), high growth and low growth. Secondly, we aim to predict services demands in residential?commercial sector, transportation sector, industrial sector for each scenarios. Finally, the emissions of LLGHG and SLCP will be estimated on the basis of the predicted service demands. The study results project that in Korea, LLGHG emissions will be approximately $660Mt\;CO_2\;eq$. and SLCP emissions will be approximately 3.81 Mt, -including black carbon (BC) by 2100. The transportation and industrial sectors are the major source for LLGHG emissions, and the residential and commercial sector serve as the SLCP source. Later, additional studies on the cost and benefit of mitigation should be carried out by comparing the reduced use of materials that cause climate change as a result of reduction policies and the socioeconomic cost.
This study provides an in-depth analysis of the impact of the deepening reform and opening-up policies announced at the 20th CPC Central Committee's Plenary Session, particularly focusing on the <Foreign Investment Law> and its effects on the tax decisions and organizational restructuring of Korean companies operating in China. Using a comprehensive literature review and policy analysis, the study compares the dual legal structure and tax differences before and after the implementation of the law, assessing how legal unification has influenced the organizational forms and tax strategies of Korean companies. The findings indicate that the <Foreign Investment Law> has played a crucial role in enhancing legal consistency and tax equity between foreign-invested enterprises and domestic enterprises, thereby enabling Korean companies to manage their operations in the Chinese market more stably and efficiently. Additionally, in the context of the ongoing U.S.-China trade conflict, the law's provision of national treatment and tax benefits has proven to be a significant factor in the survival strategy of Korean companies in China. Future research should focus on empirically examining the long-term effects of this law and its impact on actual corporate performance.

The practices and processes of HRM (Human Resource Management) for university faculty in Korea depend heavily on assessment of research and teaching rather than the UIC (University-Industry Cooperation) performance. In this regard, HRM of Korean universities is said to be far distant from UIC. Although policy initiatives by the Korean government, notably the MoE (Ministry of Education) have implemented in most universities, the desirable level of UIC could not be achieved yet. Moreover, the very notion of 'university' in Korea is much more to do with 'pure' education and research institution than with 'applied' and 'vocational' purpose. Considering upon HRM practices and organizational culture, for enhancing UIC in Korea, the government's policy should be linked to alter deep-rooted university culture. So the aims of the research are to describe the current state of HRM in Korean and foreign universities; to find out the critical factors of UIC in Korean universities; to analyze the gaps between university research and industrial commercialization based on a conceptual framework, the 'valley of the death'; and to recommend HRM policies fostering UIC for the MoE. For achieving these objectives, we deploy multiple methodologies, namely, in-depth interview, literature survey, and statistical data analysis with regard to UIC. Analyzing the data we have collected, the present research sheds light on all aspects of HRM processes and UICs. And the main policy implication is restricted to the Korean universities, even if we have collected and analyzed foreign universities, notably universities in the USA. The research findings are mainly two folds. Firstly, the HRM practices among Korean universities are very similar due to the legally institutionalized framework and the government's regulations. Secondly, the difficulties of UIC can be explained by notion of the 'valley of death' ways in which both parties of university and industry are looking for different purposes and directions. In order to overcome the gap in the valley of death, the HRM policy is better to be considered as leverage. Finally, the policy recommendations are as follows. Firstly, various kinds of UIC programs are able to enhance the performances of not only UIC, but also education and research outcome. Secondly, fostering organizational climate and culture for UIC, employing various UIC programs, and hiring industry-experienced faculty are all very important for enhancing the high performance of university. We recommend the HRM policies fostering UIC by means of indirect way rather than funding directly for university. The HRM policy of indirect support is more likely to have long-term effectiveness while the government's direct intervention to UIC will have likely short-term effectiveness as the previous policy initiatives have shown. The MEST's policy means of indirect support might vary from financial incentives to the universities practicing HRM for UIC voluntarily, to information disclosure for UIC. The benefits of the present research can be found in suggesting HRM policy for UIC, highlighting the significance of industry-experienced faculty for UIC, and providing statistical analysis and evidences of UIC in Korean universities.
