여객선사고의 원인분석 -정책불응의 관점을 중심으로 (An analysis of th cause of passenger ship accident -from the perspestive of policy non-compliance)

  • As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

연안활동시간을 고려한 장소유형별 위험도 평가 (Risk Assessment of the Accident Place Types Considering the Coastal Activity Time)

  • 해양경찰청에서는 연안사고를 예방하기 위해 주요 연안활동장소에 대한 위험도를 평가하여 이를 기반으로 순찰·관리하고 있으나, 연안사고 발생 증가 속도에 적절하게 대응하지 못하고 있다. 이는 연안활동 공간이 점차 확장됨에도 불구하고 관리·감독 인력은 확충되지 못하여 생기는 관리 공백으로 인한 안전관리의 사각지대가 발생하기 때문이다. 따라서 이를 해소하기 위해서는 현행 안전관리 체계를 점검.보완한 보다 효율적이고 실효성 있는 방안 마련이 요구된다. 특히 연안사고는 시간에 따른 이용자들의 활동 특성의 차이로 인해 사고요인 및 사고장소가 달리 나타나는 특징을 보인다. 연안사고 통계자료(2017~2021)를 분석한 결과, 주로 가족 단위의 여가활동이 빈번한 갯바위, 해수욕장, 해양의 경우 주간 사고발생 빈도가 높고, 음주, 방향상실, 자살로 인한 사고가 주로 발생하는 항포구, 갯벌, 교량의 경우에는 야간이 높은 것으로 나타났다. 또한 주중에 비해 이용객이 증가하는 주말의 사고빈도가 높았다. 이러한 경향은 연안활동장소의 위험도 평가 시 이용자의 시간적 활동 특성을 반드시 반영해야 함을 시사한다. 따라서 본 연구에서는 연안사고 사례를 기반으로 시간에 따른 연안활동 장소에 대한 사고 특성을 파악하고 이를 등급화하여 위험도를 평가할 수 있는 기준을 제시하였다. 제시된 평가 기준을 활용하여 시간에 따라 연안활동장소를 효율적으로 관리·감독함으로써 연안사고를 줄일 수 있는 기반을 마련할 수 있을 것으로 기대된다.

  • 자율주행차량(AV)의 기술 발전으로 실도로 내 자율주행이 가능해졌지만, 주변 요소로 AV의 인지 범위 또는 능력이 제한되는 인지 음영으로 완전한 자율주행에 어려움이 있다. 오늘날 Lv 4+ 자율주행 테스트 시나리오를 개발하기 위해서는 실제 도로에서 발생할 수 있는 다양한 인지 음영 상황을 파악하고 대비 전략을 구상하는 것이 중요하다. 따라서, 본 연구는 미국 캘리포니아 차량관리국(DMV)의 AV 사고 데이터를 통해 자율주행 모드 활성화 여부에 따라 AV와 일반차량의 사고 형태와 특성을 비교하고, AV 제어권 전환 데이터를 단계적으로 분류하여 인지 음영으로 인한 제어권 전환의 유형과 실제 사례를 도출하였다. 분석 결과, AV의 안전 운전 기동으로 일반 차량과 다른 사고 유형이 나타났으며, 3가지 유형의 인지 음영 사례를 파악하였다. 본 연구 결과는 Lv 4+ 자율주행 테스트 시나리오 개발의 중요한 기초자료가 될 것이며, 다양한 인지 음영이 고려된 테스트 시나리오를 통해 상황별 인지 음영을 해소하는 효율적인 전략을 마련할 수 있다. 이를 통해 실제 도로에서의 AV 주행 안전성을 효과적으로 평가하고 향상할 수 있을 것으로 기대된다.

자동차사고 재발생의 확률밀도함수분석과 활용방안 (A Study on Probability Density Function Analysis and Application of Car Reaccident)

  • Due to the increasing of the number of cars and bad road conditions, car accidens are increasing every you in Korea. When a person meets a car accident, it is necessary for him to analyze and determine whether applying insurance or not, because standard discount rate and special increasing rate change with accident types and the amount of accident expenditure. When we consider insurance rate that includes more then ten elements, we need a decision making, In this paper, S insurance company investigated previous car causers in 1988, 1989, 1990 to 1996 with 600,000 real data. We investigate probability density functions and cumulative distribution functions for each year using ARENA software. We can apply the results of this study to various accidents that occur under uncertainty in our life. I hope that this paper contribute to strengthening competitive power of companies and developing new insurance rate systems in future.

차량과속방지턱의 설치기준 개발에 관한 연구 (Development of Guidelines for Installing Speed Control Humps)

  • The objective of study is to evaluate the effect of speed control hump on traffic operation and accidents. Three sites were investigated for the change of traffic accidents before and after the hump installation. Vehicle speeds approaching the hump were also analyzed. The study revealed that not only the number of traffic accidents but also the accident severity were significantly reduced by the installation of hump. Further, different types of traffic accidents with lower severity were observed after the hump installation. For the effect of speed reduction by hump, it was found that the speeds observed at 15m upstream of hump were in the range of 36~50 percent of approaching speeds which were not affected by (ie, without) the hump. Economic analysis of hump installation showed the benefit-cost ratio of 4.3 and 11.2 at two sites. Further analysis revealed that the benefit by the accident reduction exceeds the cost by speed reduction and installation capital if AADT is below 43,150 vehicles on two lane highways. It is recommended from the study that humps should be considered on two lane highways of high accident locations for excessive speeds to reduce traffic accidents and severity.

The Effects of Activities and Working Conditions on Fire Accidents on Construction Sites

  • Accidents on construction sites involving fires do not occur as often as accidents involving falls from height or collapses. However, once a fire accident occurs, there is a high risk of a large number of casualties. Fire on construction sites is affected by working conditions and the types of activities the construction workers are engaged in at the sites. This study aims to identify activities and working conditions at construction sites that are vulnerable to fire, and analyse how they correlate with each other and how they affect the causes and consequences of fire accidents at construction sties. I analysed 40 fire accident reports and listed the situations vulnerable to fire at construction sites considering direct causes, activities, and working conditions. The most dangerous combination of fire hazards can be the heating devices used during rest/sleep in the office/cabin/storage during cold weather. The next most hazardous combination can be sparks arising from painting, waterproofing, insulation, plumbing, or welding/melting work in an underground or confined space.

Region-wise evaluation of gamma-ray exposure dose in decontamination operation after a nuclear accident

  • The gamma-ray exposure doses in decontamination operation after a nuclear accident were evaluated with a consideration of various geometrical conditions and specific gamma-ray energies. The calculation domain is organized with three residence types and each form is divided into two kinds of geometrical arrangements. The position-wise air KERMA values were calculated with an assumption of evenly distributed gamma-ray source based on Monte Carlo radiation transport analysis using the MCNP code. The radioactivity is initially set to be unity to be multiplied by the deposition value measured in the actual accident condition. The workforce data set depending on the target object was determined by modifying the Fukushima report. The external exposure doses for decontamination workers were derived from the calculated KERMA values and the workforce analysis. These results can be used to efficiently determine the workforce required by the characteristics of the area and the structure to be decontaminated within the dose limits.

  • The construction industry is a hazardous environment in which many field workers work. Therefore, there is a limit to the safety manager's grasp of all situations. In order to solve these problems, the application of automatic control technology in connection with AI and CCTV is being introduced, and the development of intelligent CCTV to reduce the safety accident rate is actively progressing. This study seeks to present future directions by identifying the current status of intelligent CCTV developed to reduce the safety accident rate at construction sites and analyzing its limitations. Through this, the range of accident prevention types of the safety control system at the construction site will be confirmed and the need for future intelligent CCTV function development will be suggested.

  • As the size of construction projects has become larger in recent years, the nature of the disaster safety factors along with the progress of construction is also becoming more complex and diversified. Accordingly, the introduction of computerized construction, new technologies, and new construction methods has resulted in a variety of risk factors in the process and operations, and many new safety construction methods are being tried. Since the construction industry has variable working environments and constantly changes working methods and components depending on the rate of progress, workers at construction sites are always exposed to risk depending on the specific circumstances of the construction industry. This study attempts to collect and analyze major accident cases generated by major accident construction projects as a result of progress in construction work, and to derive the major causes and causes for each safety management activity that affect safety accidents.

교통사고로 한방병원에 입원한 환자에 대한 후향적 분석 - 일개 한방병원을 중심으로 (A clinical analysis of Admission Patients in Korean Medicine Hospital due to Traffic Accident)

  • Objectives : The purpose of this study was to investigate the characteristics of inpatients who were admitted to Korean medicine hospital due to traffic accident. Methods : We analyzed statistical study in 137 patients, who had admitted to M korean medicine hospital, in Gimpo city, Gyeonggi Province from January 1st, 2017 to June 31th, 2017 according to medical charts. Results : 1. In distribution according to age and sex, people in their 50s numbered the most. The 137 inpatients comprised of male (46.0%) and female (54.0%). 2. In distribution according to types of accident, Rear-end collision accident numbered the most (34.3%), followed by Frontal collision (21.2%) and Lateral collision (14.6%). 3. In distribution according to duration of treatment, most (54.7%) patients discharged within 1 week, followed by 1 week to 2 weeks(37.2%) 4. In distribution according to mean elevation of symptoms, Neck pain was the most (75.9%) symptom, followed by Low back pain (67.2%), Shoulder pain (46.0%) and Headache (37.2%). 5. In distribution according to treatment results, symptom improvement was the most (62.8%), followed by excellent (19.7%), mild improvement (14.6%). 6. In distribution according to duration of treatment, Most frequently prescribed herbal decoction was Tongdosan (45.7%), followed by Dangguijakyaksangagam (29.6%), and most frequently prescribed extract powder was Yunkyopaedocksan and Ojeoksan (12.7%). Conclusions : This study shows that aftereffects from the traffic accident tend to occur with various symptoms in various age groups. Korean medicine treatments are effective in patient who were admitted to Korean medicine hospital due to traffic accident.
