우리나라 해안오염 방제종료 의사결정절차의 고찰 (A Study on the Decision Making Procedure of Clean-up Endpoints for Oiled Shorelines in Korea)

  • Recently, many problems related on shoreline response to spill oil were exposed again on a occasion of M/T Hebei spirit accident even though the weakness on the shoreline response system has been brought up since M/T Sea Prince oil spill accident. Therefore the establishment of shoreline response system that best suits our country is needed through considering the response system of well-developed country. The socioeconomic conflict between the persons concerned on the clean-up endpoints can be sharpened in Korea because the frequency of coastal use of our country is too high compared to other countries. Thus procedural justification, that is, how the clean-up endpoints be established is more important than what type of clean-up endpoints be used. In the present paper, we attempted to suggest a new manner on the decision making system for clean-up endpoints that best suits our country. The decision making system for clean-up endpoints need to be divided into two steps, that is, set-up step of clean-up endpoints criteria and decision step of clean-up endpoints. The decision making organization of local governments play a key role in case of set-up step of clean-up endpoints criteria, while the response command headquarters under Korean coast guard and decision making organization of local governments codecide whether the clean-up endpoints criteria is fits or not.

A SE Approach for Real-Time NPP Response Prediction under CEA Withdrawal Accident Conditions

  • Machine learning (ML) data-driven meta-model is proposed as a surrogate model to reduce the excessive computational cost of the physics-based model and facilitate the real-time prediction of a nuclear power plant's transient response. To forecast the transient response three machine learning (ML) meta-models based on recurrent neural networks (RNNs); specifically, Long Short Term Memory (LSTM), Gated Recurrent Unit (GRU), and a sequence combination of Convolutional Neural Network (CNN) and LSTM are developed. The chosen accident scenario is a control element assembly withdrawal at power concurrent with the Loss Of Offsite Power (LOOP). The transient response was obtained using the best estimate thermal hydraulics code, MARS-KS, and cross-validated against the Design and control document (DCD). DAKOTA software is loosely coupled with MARS-KS code via a python interface to perform the Best Estimate Plus Uncertainty Quantification (BEPU) analysis and generate a time series database of the system response to train, test and validate the ML meta-models. Key uncertain parameters identified as required by the CASU methodology were propagated using the non-parametric Monte-Carlo (MC) random propagation and Latin Hypercube Sampling technique until a statistically significant database (181 samples) as required by Wilk's fifth order is achieved with 95% probability and 95% confidence level. The three ML RNN models were built and optimized with the help of the Talos tool and demonstrated excellent performance in forecasting the most probable NPP transient response. This research was guided by the Systems Engineering (SE) approach for the systematic and efficient planning and execution of the research.

119 구급대원의 화학사고 대응역량 및 교육요구도 (Chemical accident response competencies and educational needs of 119 EMTs)

  • Purpose: This study aimed to evaluate and assess the response capabilities and educational needs of 119 emergency medical technicians (EMTs) in chemical accidents. Methods: A self-reported questionnaire was completed by 167 119 EMTs between December 1st and December 31, 2023. The questionnaire comprised 8 questions on general characteristics, 2 on chemical accidents experienced by the participants, 29 on response capabilities, and 15 on educational needs. Data analysis was performed using t-tests, analysis of variance, Duncan's test for post-hoc analysis, and Pearson's correlation coefficient, using SPSS 27.0. Results: The participants scored 2.69 points on response capacity to chemical accidents. The EMT-Paramedics scored high in 'patient triage,' 'patient treatment,' 'patient transport,' and 'collaborative support' (F=3.924, p=.010; F=5.843, p=.001; F=3.698, p=.013; F=5.272, p=.002), followed by educational experience (t=-4.962, p<.001; t=-2.685, p=.008; t=-3.455, p=.001; t=-3.593, p<.001; t=-3.034, p=.003). The participants scored 4.19 points on educational needs, with high scores for 'patients treatment and transport' (4.280.93). The scores for 'patient triage competency', and 'patient triage' (r=.169, p=.024) correlated positively. Furthermore, the scores for 'patient treatment competency' and all sub-factors of educational needs (r=.185, p=.013; r=.215, p=.004; r=.199, p=.008; r=.190, p=.011; r=.197, p=.008) correlated positively. Conclusion: To strengthen the response capabilities of 119 EMTs, it is imperative to develop an educational program that focuses on first-aid responses.

  • This study is for an effective response as the pre-stage for railway agencies to prepare the rail road kind based emergency response standard operation procedures when the emergency event occurs. Accordingly, I would like to increase the utility in helping the railroad employees to make their decisions. And that is possible through suggesting them to make computerized Emergency situation based activity and Emergency response that is individual based. And of course all of this procedure would be based on the emergency event categorized response scenario.

  • 자체방제계획서는 위험물질의 등급, 주위환경의 피해, 사고대응계획 등으로 구성된 체계적인 관리제도이다. 자체 방제계획서 작성지원 프로그램의 개발 목적은 사고를 예방하고, 사고를 제어할 수 있도록 안전관리 시스템을 각 시설에 제공하는 것이다. 이 프로그램은 MSDS(Material Safety Data Sheet), SOP(Standard Operation Procedure), ERP(Emergency Response Plan) 등 일반적인 안전관련 자료를 포함하고 있다. 자체방제계획서는 위험 확인, 평가, 예방 계획, 안전 분석 등으로 구성되어있다. 또한, 자체방제계획서 작성지원 프로그램은 정부 또는 관련 기관이 중소기업에서 발생 가능한 사고를 관리하는데 유용하다.

발전소 및 수전해 시스템의 수소 폭발 사고 사례 기반 위험성 평가 및 개선 방안 연구 (A Study on the Risk Assessment and Improvement Methods Based on Hydrogen Explosion Accidents of a Power Plant and Water Electrolysis System)

  • This study addresses the escalating issue of worldwide hydrogen gas accidents, which has seen a significant increase in occurrences. To comprehensively evaluate the risks associated with hydrogen, a two approach was employed in this study. Firstly, a qualitative risk assessment was conducted using the bow-tie method. Secondly, a quantitative consequence analysis was carried out utilizing the areal locations of hazardous atmospheres (ALOHA) model. The study applied this method to two incidents, the hydrogen explosion accident occurred at the Muskingum River power plant in Ohio, USA, 2007 and the hydrogen storage tank explosion accident occurred at the K Technopark water electrolysis system in Korea, 2019. The results of the risk assessments revealed critical issues such as deterioration of gas pipe, human errors in incident response and the omission of important gas cleaning facility. By analyzing the cause of accidents and assessing risks quantitatively, the effective accident response plans are proposed and the effectiveness is evaluated by comparing the effective distance obtained by ALOHA simulation. Notably, the implementation of these measures led to a significant 54.5% reduction in the risk degree of potential explosions compared to the existing risk levels.

불화수소에 대한 사고대응 정보시트 개발 (Development of Accident Response Information Sheets for Hydrogen Fluoride)

  • We analyzed the demand of competent authorities requiring adequate technical information for initial investigation of chemical accidents. Reflecting technical reports on chemical accident response by environmental agencies in the U.S. and Canada, we presented information on environmental diffusion and toxic effects available for the first chemical accident response. Hydrogen fluoride may have the risk potential to corrode metals and cause serious burns and eye damages. In case of inhalation or intake, it could have severe health effects. The substance itself is inflammable, but once heated, it decomposes producing corrosive and toxic fume. In case of contact with water, it can produce toxic, corrosive, flammable or explosive gases and its solution, a strong acid, may react fiercely with a base. In case of hydrogen fluoride leak, the preventive measures are to decrease steam generation in exposed sites, prevent the transfer of vapor cloud and promptly respond using inflammable substances including calcium carbonate, sodium bicarbonate, ground limestone, dried soil, dry sand, vermiculite, fly ash and powder cement. The method for fire fighting is to suppress fire with manless hose stanchions or monitor nozzles by wearing the whole body protective clothing equipped with over-pressure self-contained breathing apparatus from distance. In case of transport accident accompanied with fire, evacuation distance is 1,600m radius. In cae of fire, fire suppression needs to be performed using dry chemicals, CO2, water spray, water fog, and alcohol-resistance foam, etc. The major symptoms by exposure route are dyspnoea, bronchitis, chemical pneumonia and pulmonary edema for respiration, skin laceration, dermatitis, burn, frostbite and erythema for eyes, and nausea, diarrhea, stomachache, and tissue destruction for digestive organs. In atmosphere, its persistency is low, and its bioaccumulation in aquatic organism is also low.

질산 화학사고 사례분석 및 독성피해 영향범위에 대한 연구 (A study on the case analysis of Nitric acid chemical accident and establishment of preventive measures)

  • 본 연구는 국내·외에서 질산화학사고를 바탕으로 사업장, 실험실, 병원, 용기파손, 화학물질 오 주입으로 이상반응으로 인한 유독가스가 발생하고, 여러 사례들을 바탕으로 질산의 위험성과 화학사고 발생 시 발생할 수 있는 상황과 안전성에 대한 사례검토를 통해서 5년간의(2014년부터 2018년까지) 질산 화학사고 사례 대상으로 각 연도별, 사고현황, 사고유형, 사고원인, 사고 장소 등의 사례를 분석하여 안전교육과 질산화학사고 발생 시 개선 방안을 검토하였다. 그 결과 36건의 질산 화학사고가 조사되었으며, 그중 16건의 작업자 부주의사고가 발생하였고, 8건의 운송사고와 12건의 시설괸리 부족과 같은 사고가 발생하였다. 질산화학사고는 지속적으로 발생하고 있으며, 이를 바탕으로 CARIS를 활용한 독성영향범위를 최악에 시나리오를 산정하여, 피해영향범위를 통해서 효과적인 사고대응 범위를 측정하였고, 질산화학사고 초기대응방법과 사고예방을 위해서 안전교육 강화와 비상조치계획과 상관관계식을 바탕으로 영향범위를 예측하여, 정량화된 자료를 파악하였다. 또한 주민대피 선정이 수월하게 할 수 있는 상관관계식을 바탕으로 영향범위의 신뢰성을 검토하고, 실제 사업장 사고 시나리오에 적용하여 사고 시 비상상황에 사고대응 효과와 예방대책을 제시하였다.

화학재난합동방재센터 운영을 통한 화학사고 감소 기여도 연구 (A Study on the Contribution to reducing Chemical Accident of Joint Inter-agency Chemical Emergency Preparedness Center)

  • 연구목적: 본 연구는 화학재난합동방재센터의 운영과 지속적으로 발생하는 화학사고의 저감에 기여여부를 연구하는 것을 목적으로 한다. 연구방법: 합동방재센터의 기능 및 임무와 최근 5년('13~'17)의 화학사고 통계자료를 활용하였다. 연구결과: 화학사고('13~'17) 총 469건 중 '15년 113건, '16년 78건, '17년 87건으로 화학사고 저감경향을 보이고 있다. 화학재난합동방재센터는 다량의 화학물질을 취급하는 산단에 위치하여 사고 발생 시 신속한 현장대응과 수습활동 및 원인조사, 사고예방 교육 훈련, 안전 순찰 등의 기능을 통해 지역밀착형 사고예방 기능 수행으로 화학사고 저감에 기여하고 있는 것으로 판단된다. 결론: 본 연구를 통해 화학사고 저감요인 중 화학물질관리법('15.1.1) 운영에 따른 안전관리 강화와 화학사고 대비 대응을 임무로 운영되는 화학재난합동방재센터('14.1 설치 운영)의 역할이 크다고 판단 할 수 있다.

하천에 유입된 유해화학물질의 혼합 해석을 위한 2차원 오염물질 이동모형 반응항 개발 (Development of response terms for contaminant transport in two-dimensional model for mixing analysis of toxic chemicals in rivers)

  • 우리나라에서 일어나는 하천 내 유해화학물질 유입사고 발생건수는 매년 증가하는 추세를 보이고 있다. 이에 대응하기 위해 국가차원의 수질오염 사고대응체계를 구축하여 사고방재를 위한 체계적인 절차를 수립하였으나, 우리나라의 사고대응체계는 해외의 수질모형을 차용하고 있기 때문에 모형의 매개변수 입력 및 검보정에 어려움이 있다. 이에 따라 본 연구는 하천에 유출된 유해화학물질의 거동을 분석하기 위한 수심 평균 2차원 하천수질모형을 개발하고, 유해화학물질의 특성을 고려한 유의반응항 판별을 통해 효율적 모의수행을 위한 기법을 제시하였다. 수심 평균 2차원 하천수질모형인 CTM-2D에 흡·탈착, 휘발 반응을 재현할 수 있는 반응항을 추가하고, 이를 검증하기 위해 해석해와 수치해를 비교한 결과 0.1% 미만의 오차를 보여 모형의 타당성을 입증하였다. 또한 낙동강-금호강 합류부에 수질오염사고 가상시나리오를 구성하여 개발된 모형을 적용하였으며, 민감도 분석 기반 유의반응 판단을 통해 효율적 수질모의를 수행할 수 있었다.
