A Study on Risk Mitigation Measures of NaTech Damage Effect of Hazardous Chemical Storage Tank - Focus on Triggered by Earthquake - (화학물질 저장탱크의 NaTech 피해영향 저감방법 연구 - 지진으로 인한 사고 중심으로 -)

  • This study presents an evaluation method to estimate the damage scale of chemical storage tank of petrochemical plant due to the earthquake that is likely to occur among NaTech damage types. Based on this, the risk for damage reduction of chemical storage tanks was evaluated. As a result of the study, the risk of the storage tank increased greatly considering the earthquake, and the risk was greatly reduced as a result of evaluating the proposed measures to mitigate the damage impact on the earthquake. This study is expected to contribute to the research on the reduction of NaTech damages such as typhoons and thunderstorms as well as earthquakes, and to establish an emergency response plan. In the future, it is necessary to systematically study and institutionalize the risk reduction measures considering earthquakes.

The Role of Safety Management Professional Organizations through Industrial Accident Analysis (산업재해분석을 통한 안전관리전문기관의 역할)

  • Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by "A" safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to "A" specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.

Measures to Reduce Industrial Accidents by Investigating them at Small Scale Construction Sites in Rural Area (농촌지역 소규모 건축공사 현장의 재해조사를 통한 저감방안 고찰)

  • The number of industrial accident victims in the construction industry accounts for 1/3 of those in the entire industries and about 30% of the total compensation costs are spent in the construction industry. As such, the construction industry is a typical industry causing numerous safety accidents. This study analyzes the status of industrial accidents in small scale construction sites to build maximum five-story buildings by examining statistical data for the past five years, investigating those construction sites and conducting interviews with the workers. This study also seeks the causes of and measures for industrial accidents in the small scale construction industry through comparison with relevant systems. The findings are as follows: (1) To reduce hazard rate, shaping the working environment and safety measures that take into account the physically weak classes of the middle aged and the aging are urgently required, because 62.9% of the industrial accidents in the construction industry occurred to those who are 50 years of age or older. (2) The hazard rate at small scale construction sites with less than 10 construction workers accounts for 55% of that of the entire industries. The government, in this context, needs to support finance or technology and improve system by selecting the small scale construction sites, where industrial accidents occur frequently. (3) Because the hazard rate of unskilled workers with less than 6 months of work experience accounts for 90.95% of the total, safety education needs to be concentrated on those unskilled workers. (4) The relevant standards need to be segmented and revised and bolstered, given that 64.79% of death disaster in the construction industry occurs in the temporary structures including scaffolds and ladders.

  • The electric propulsion system requires more reliability and safety than the conventional propulsion system because any sudden changes of electric system would bring tremendous effects on the ship's safety and propulsion. So it is very important to consider the potential transient effects. This paper discusses one of the worst electric accident. That is, one or two of generators are out of service in normal seagoing condition. And the appropriate measures are simulated in order to prevent the frequency decline that can bring the other generator's tripping. In addition, the relation between the transient effects and the major factors(inertia of generator/motors, governor's drooping characteristic and response speed) are also identified using the ETAP software.

  • In this research, Check the problems through analysis of traffic accidents while the elderly walking. Propose a way to reduce elderly traffic accidents. Therefore, analyzing the characteristics(by time and place etc) in order to reduce the traffic accident in the elderly pedestrian. Proposed the following Policy alternatives. First, Build a pedestrian safety island on the center of the road. Secondly, Should install the pedestrian crossing signal facilities which show the spare time and the guard rail to prevent crosswalk. Third, Should expend the installation area of pedestrian-operating traffic signal. Fourth, the night lighting facilities shall be installed nearby Crosswalk. Finally, Should appoint the elderly care area. Measures presented in this study, I hope they can be the basic data for the elderly in traffic safety policies for the elderly in accordance with the advent of aging society.

Case Studies of Firefighter Burns Safety Accident during Fire-fighting Activities (현장 소방활동 중 소방공무원 화상사고 사례 분석 연구)

  • The purpose of this study is to analyze four cases of firefighter burns in various fire scenes and to find prevention measures to decrease firefighter injuries. Among the analysis reports prepared by the National Fire Research Institute of Korea from 2016 to 2020, four burn-related accidents are summarized and the main causes are conveyed. The four accidents include second-degree burns from using extinguishers during containment of fires; nine firefighters burned due to re-ignition in the LPG car repair shop; two firefighters injured with third-degree burns from using fire extinguishers during life-saving events in residential housing; and injuries from the radiant heat of the tank BLEVE near the factory fire. These cases are comprehensively investigated in their respective scenes and analyzed based on the fire site investigation reports from the fire department and related theoretical explanations of risk for each accident scene. In the third case study, some experimental research is conducted to evaluate the risk involved with the use of safety gloves. This is evaluated by reviewing Fire Tactics and Standard Operational Procedures (SOP) to determine improvements and recommendations for an efficient firefighting response. Results show that the main causes of burn accidents are the insufficient use of personal protective equipment (PPE), such as safety gloves, and the failure to follow firefighting tactics or SOPs. Through the accident investigation and assessment, it is concluded that to reduce the frequency of burn accidents, the performance of firefighting equipment, SOPs, protection tactics, and safety policy systems require improvement.

Risk Assessment of Semiconductor PR Process based on Frequency Analysis of Flammable Material Leakage (반도체 PR 공정의 인화성 물질 누출 빈도분석을 통한 위험성 평가)

  • Semiconductor Photo Resist (PR) automation equipment uses a mixture of several flammable substances, and when it leaks during the process, it can lead to various accidents, therefore, risk assessment is necessary. This study analyzed the frequency of leakage of Acetone and PGMEA used in PR automation equipment and the frequency at which such leakage could lead to a fire accident through the frequency analysis method, and evaluated the need for additional risk reduction measures in the current facility. Based on the process leak data and ignition probability data of IOGP, leak frequency analysis and ignition probability were derived, and the frequency of actual fire accidents was analyzed by combining them. The frequency of material leakage in semiconductor PR process is 7.30E-03/year, and fire accidents can occur by acetone that exists above the flash point when the material is leaked, the frequency was calculated at the level of 1.24E-05/year. According to the UK HSE, for a major accident occurring with a frequency of 1.24E-05/year, it is defined as "Broadly Acceptable", a level that does not require additional measures for risk reduction when it causes 7 or less deaths, and due to the process operated by two people, no additional risk reduction are required.

Disaster Reduction Plan through Forklift Accident Case Analysis (지게차 재해사례 분석을 통한 재해감소방안)

  • Purpose: In order to reduce industrial accidents caused by forklift trucks, it is actually necessary to analyze the causes of accidents. This study aims to present disaster prevention measures by analyzing accident cases by forklift accident type. Method: For the analysis of industrial accidents, including serious industrial accidents caused by forklifts from 2021 to 2022, accident statistics from the Korea Occupational Safety and Health Agency were used to analyze accidents in four types. Result: In the last two years, the total number of victims, including deaths and other serious injuries, was 2,559, which was 1,396 in 2021 and 1,163 in 2022. Disaster prevention measures were presented for industrial accidents by size and occurrence type of equipment that cause serious industrial accidents in which more than 1,000 people are injured annually. Conclusion: It is necessary to expand the number of workers subject to the forklift financial support project to less than 100. It is necessary to amend the proviso on boarding restrictions in Article 86, Paragraph 7 of the 「Regulations on Industrial Safety and Health Standards」. It is mandatory to install front and rear cameras. It is necessary to install driving-linked safety belts. It is necessary to install line beams obligatory. It is necessary to expand the subject of forklift special safety and health education to workplaces that have more than one forklift truck, and it is necessary to redesignate the training hours to 16 hours every year.

AHP-based Decision Model for Safety Improvement Projects for Hazardous Section of Urban Roadways (AHP 의사결정 기법을 통한 도시부 위험도로 구조개선 사업의 교통사고 저감대책 선호도 분석 -부산광역시를 중심으로-)

  • In this study, the effect of safety improvement project was analyzed, and a decision making model for traffic accident reduction measures was suggested. The results of this study are as follow; First the overall number of traffic accidents and casualties were reduced, especially reduced the number of unauthorized crossing and centerline encroachments was remarkable. Second, the priorities of traffic accident reduction measures. through hazards roadway section improvement projects were determined. As, higher level evaluation items of AHP hierachy structure include civil facilities and transportation facilities. The civil facilities has 6 lower level evaluation items and transportation facilities has 4 items. The results of this study, It was revealed that traffic experts prefer civil facilities more than transportation facilities and the top 2 items of the each data (or index) took over 50%. In addition, one of the last evaluation contents through the verification, the top 3 items of civil facilities took 55.38%. The project according to the improvement projects for hazards roadway reduced traffic accidents and casualties as well as saving the cost. So these results should be available for basic information for the countermeasure about reducing the traffic accidents by local governments.

A Study on the Characteristics of Traffic Accidents for the Elderly Pedestrians on Rural Highways (지방부 도로 고령 보행자 사고 특성분석연구)

  • Elderly pedestrians account for more than 30% of all deaths in traffic accident and the number of elderly-related traffic accidents are increasing every year. Considering Korea's quickly aging society, drastic measures must henceforth be taken. Taking notice of the elderly living in and moving around the provinces, this research focused on analyzing the characteristics of elderly pedistrians' traffic accidents on provincial roads and developing an Equivalent Property Damage Only (EPDO) model. The authors collected 720 traffic accident data points from the police agency and developed the EPDO model, weighted differently by light injury, severe injury, and death using Multiple Regression Analysis. As a result, the speed of vehicles is the most influential variable in EPDO, and the shape of the road is significant as well. Therefore, various policies should be established like improving the environmental factors of provincial roads, like expanding speed-reduction treatments and signage, and setting up detours around areas of high elderly concentration.
