Purpose: This study analyzed the relationship between working hours and the occurrence of industrial disasters based on manufacturing businesses that are members of Federation of Korean Trade Unions.Methods: Repliers were managers of the safety & health department in the union, and 215 surveys out of 300 businesses that agreed to participate in the research were analyzed. Results: 94 out of 300 companies, which counted for 43.7%, replied to have experienced industrial disasters. 56 of those (59.6%) had less than 52 working hours per week, and 38 companies (40.4%) had more than 52 working hours per week. 109 companies, which counted for 50.7%, did not have an incident of industrial disaster. Companies with an average of more than 52 hours of working hours per week were shown to have a 2.29 times (95% CI 1.08~4.87) higher possibility of having industrial disasters than those with less than 52 hours of working hours. Conclusion: As the study showed that industrial disasters were more likely to occur in businesses with working hours longer than 52 hours, ways to reduce working hours need to be developed and various safety measures need to be taken to prevent industrial disasters in case workers are undergoing long working hours.
Industrial secrets that companies own recently protected by various act related industrial security such as Trade Secret Act, Act on Prevention of Divulgence and Protection of Industrial Technology, etc. However, despite such protection infringement and leakage accidents of industrial secrets is increasing every year. According to a survey conducted by KAITS(Korean Association for Industrial Technology Security) annual average of estimated damage by industrial secrets leakage is estimated to be "50 trillion won." This is equivalent to the amount of annual revenue of small businesses more than 4,700 units. Following this, industrial secrets leakage causes serious damages to competitiveness of nation and companies and economic. However investment and effort to the industrial secrets leakage crime is lack of level compared to the scale of damage. Actually, most companies except some major companies are lack of response action about industrial secrets leakage because of shortage of separate organization, workforce, budget for industrial secrets leakage security. This paper aims to understand the overall flow of the industrial secrets leakage crime through various taxonomy such as cause of occurrence and leakage pathway and grasp the condition of damage from industrial secrets leakage through analyzation of internal and external industrial secrets leakage crime. This is expected to be the basis for related research.
The Load characteristic of electric railway requires the power demand of the high capacity which amplitude is spacial-temporally fluctuated due to frequent starting and stopping with large tractive force. The conventional electric railway mainly consists of the resistance controlled and the thyristor controlled locomotives, are compensated for their bad characteristics of the power factor$(70\sim80%)$ with installation of another capacitor improving power factor at the substation. Since 1994, VVVF train car with good characteristics of power factor(100%) have been introduced and operated in Kwa-Chon Line. From the present technical tendency, it is judged that introduction of the locomotive with various controlled methods is necessary. The protective equipments installed at the substation are complicated and various aspects to detect faults and reduce their extension, so the universal countermeasures are required. Specially in the case of the fault occurrence it is difficult to calculate the fault location because of the change in the contactline constant according to modifying the characteristics of the contactline (the dualized catenary wire and extension, etc), so much time is required for the detection of fault location. In BT-fed method distance-relays and fault-locators are not installed, we have so many difficulties in the quick accident recovery.

Like most OECD countries, Korea is experiencing a decline in population and demographic changes, deterioration of public facilities, and limited investment in public facilities maintenance due to low economic growth and increased welfare budgets. In this case, not only the inconvenience of using the public facilities can lead to the occurrence of an accident due to the damage of the facilities. However, as the importance of the management of public facilities has not been recognized yet, new policies are being promoted. Korea is expected to reduce the total population since the late 2020s, and there will be a large difference in population reduction between the cities, towns, and towns within the same administrative districts. Therefore, it is necessary to change the management policy regarding the change in demand of public facilities due to population change such as population decrease and aging. Accordingly, this study analyzes the management policies and actual conditions of public facilities in Korea, and suggests the implications for public facilities management by analyzing Japan's public facilities management policies that faced population change and deterioration of public facilities before Korea. The key change in Japan's public facilities management policy is the transition from new to maintenance, which has managed public facilities in terms of existing safety management and asset management.
The findings were summarized as follows. The safety check by manufacturer showed that 6 of 13 companies are over the average occurrence of defects. It was expected that there would be a difference between manufacturing technology capability and production system of each manufacturer. Consequently, manufacturers should institutionally improve and strengthen certification items for the upward standardization of safety certification before factory. Second, the safety check by year showed that the results of this study accord with those of previous studies on defect time. Consequently, manufacturers should classify the 3-year-old equipment for vehicle-mounted MEWP into a special check subject to do a nondestructive test according to proven results, and also reflect the test in a safety test system to do regular preventive activities of equipment defects. Third, the safety check by part showed that the boom and outrigger parts of vehicle-mounted MEWP have the most defects. Stress concentration resulted in defects as the boom part was most frequently operated in the structural parts for a real work. To prevent this, it is suitable to improve the hardness of boom materials. The outrigger part needs improvement in safety devices with materials. As an outrigger supports the overturning moment of equipment, it is most affected by its load based on the operating radius, resulting in fatigue crack.

A controller who is responsible for visitor's safety makes a decision about measures for visitor safety in human-based decision making process. Many potential accidents that are caused by human error lurk in results of the process. The accidents can be decreased by changing the decision making process from human-based into technology-based. Technology-based decision making process can catch a controller's attention through data filtering, alarm filtering, and so on. So, the controller can get information on occurrence of an unforeseen accident pro-actively. Development of 3D SICS is caused of this needs. This paper shows a methodology of this research, results of up to now, study plan of next year, and contribution of 3D SICS development.
One of the effective countermeasures for preventing traffic accidents is to provide traffic safety warning information to drivers. Provision of warning information would lead to safer driving to avoid accident occurrence. This study investigated the effects of in-vehicle warning information on driver's behavior. A variety of warning information contents using text, sound, and pictograms were prepared for the field experiments. Individual vehicle speed and acceleration data, which represent quantitative drivers' behavior in response to in-vehicle warning information, were collected using differential global positioning systems (DGPS). Statistical analyses including ANOVA and Tukey's pairwise comparison were conducted. It is expected that the results could be invaluable for designing more effective warning information.
The process and facilities of modern chemical plants are becoming increasingly complex, there is possibility of potential risk. Internal chemicals generate stress concentration when operated due to turbulence, laminar flow, pressure, temperature, friction, etc. It causes cumulative fatigue damage, which can damage or rupture chemical facilities and devices. The statistics of chemical accidents found that the highest rate of occurrence was in summer, and in the last five years statistics on chemical accidents, leakage incidents make up a decent percentage of accidents. Chemical leaks can cause serious human damage and economic damage, including explosions and environmental pollution. In this study, based on the leak accident of chemical plant, the risk analysis, and damage effects assessment were estimated using a 3D scanner and FLACS. As a result, if chemicals leak in summer, the risk is higher than in other seasons, the seasonal safety management measures, and countermeasure were estimated.
Korea has been preparing and operating crisis management standardized manuals so that over 30 disaster types that need to be managed at the national level can be selected and systematically managed. This study analyzed the crisis alert levels of two standard manuals related to the case with reference to the contents of the Framework Act on the Management of Disaster and Safety and National Crisis Management Basic Guidelines. According to the Act and Guidelines, crisis alerts are issued before a crisis or disaster, but the criteria of crisis alerts of the two manuals showed that the national crisis had already occurred and the disaster occurred due to a marine vessel accident at the serious level. In addition, the results of timing of issuance of crisis alert were reviewed. If the signs can be identified, a crisis alert may be issued prior to the occurrence of the incident, but a crisis alert cannot be issued when an incident occurs without a sign. In the case of an incident where there are no signs, but there is a possibility of spreading to a national level disaster, the disaster management supervision agency could issue a crisis alert.

With the aim of creating new economic values and strengthening national competitiveness, governments and major private companies around the world are continuing their interest in big data and making bold investments. In order to collect objective data, such as news, securing data integrity and quality should be a prerequisite. For researchers or practitioners who wish to make decisions or trend analyses based on objective and massive data, such as portal news, the problem of using the existing Crawler method is that data collection itself is blocked. In this study, we implemented a method of collecting web data by addressing existing crawler-style problems using the cloud service platform provided by Amazon Web Services (AWS). In addition, we collected 'gas safety' articles and analyzed issues related to gas safety. In order to ensure gas safety, the research confirmed that strategies for gas safety should be established and systematically operated based on five categories: accident/occurrence, prevention, maintenance/management, government/policy and target.
