A Study on Severe Accident Management Capabilities and Strategies for CANDU Reactor (가압중수로형원전의 중대사고 대응능력 연구)

  • The realistic cases causing severe core damage should be analyzed and arranged systematically for preparing an accident management of the specific nuclear power plant. The objective of this paper is to establish basic technical information for reactor safety and reactor building integrity management strategies in CANDU reactor severe accident. For the development of severe accident management strategies, plant specific features and behaviors must be studied by detailed analysis works. This analysis scope will serve to cover overall methods and analyzing results to understand the reactor building integrity status in the most likely severe accident sequences that could occur at CANDU reactor. Also analysis results could help prevent or mitigate severe accidents for the identification of any plant specific vulnerabilities to severe accidents using the probabilistic safety assessment (PSA) quantified results.

  • In recent years, accident induced by human error is increasing in the chemical plant. Human error analysis of the chemical plant was conducted on the basis of past accident. Some company called by A for the basis of a chemical accident. Factor analysis of human errors was separated in plant operation and work. Agency's work of occupational safety & health was classified into four types. It is based on the work before, during work, recovery work, and discontinue work. It was still separated work of human error by analysis and then was derived factor and issue. The human error factor and priority for accident prevention in the chemical plant is presented.

  • Risk assessment of a railway system should be periodically conducted managing a large amount of accumulating accident/incident data and scenarios, which generally requires enormous time and efforts. Therefore, special information management system is essential for railway risk assessment, where data needed for decisions on managing the railway safety could be promptly supported. The objective of this study is to develop a railway accident analysis program for risk assessment. The program is application running on the web which links railway accident analysts throughout the railway industry to a central database. Data entered, together with associated code tables. is stored on MS-SQL database. The program uses the concepts of accident, safety events, causes, related factors(vehicle, person, infrastructure, tool/equipment), recommendations to bring together the various elements of railway accidents. The program will be useful in finding hazard conditions, accident scenarios, quantitatively assessing the risk, and providing pertinent risk measures, eventually serving to prevent railway accidents and reduce severities of railway accidents.

Machine learning-based categorization of source terms for risk assessment of nuclear power plants

  • In general, a number of severe accident scenarios derived from Level 2 probabilistic safety assessment (PSA) are typically grouped into several categories to efficiently evaluate their potential impacts on the public with the assumption that scenarios within the same group have similar source term characteristics. To date, however, grouping by similar source terms has been completely reliant on qualitative methods such as logical trees or expert judgements. Recently, an exhaustive simulation approach has been developed to provide quantitative information on the source terms of a large number of severe accident scenarios. With this motivation, this paper proposes a machine learning-based categorization method based on exhaustive simulation for grouping scenarios with similar accident consequences. The proposed method employs clustering with an autoencoder for grouping unlabeled scenarios after dimensionality reductions and feature extractions from the source term data. To validate the suggested method, source term data for 658 severe accident scenarios were used. Results confirmed that the proposed method successfully characterized the severe accident scenarios with similar behavior more precisely than the conventional grouping method.

  • The construction industry has a higher disaster rate than other industries, so safety education and management are highly important. In order to reduce the construction accident rate, it is necessary to study the key safety management factors reflecting the characteristics of the construction industry, where there are differences in processes and manpower input for each process, and a small number of managers. Therefore, in this study, key safety management factors for each Process of construction were derived through cross-analysis between safety accident types and accident occurrence objects through disaster case data. The extracted key safety management factors are expected to provide useful information for safety education and supervision of construction sites.

Implementation of Falling Accident Monitoring and Prediction System using Real-time Integrated Sensing Data

  • In 2015, the number of senior citizens aged 65 and over in Korea was 6,662,400, accounting for 13.1% of the total population. Along with these social phenomena, risk information related to the elderly is increasing every year. In particular, a fall accident caused by a fall can cause serious injury to an elderly person, so special attention is required. Therefore, in this paper, we implemented a system that monitors fall accidents and informs them in real time to minimize damage caused by falls. To this end, beacon-based indoor location positioning was performed and biometric information based on an integrated module was collected using various sensors. In other words, a multi-functional sensor integration module was designed based on Arduino to collect and monitor user's temperature, heart rate, and motion data in real time. Finally, through the analysis and prediction of measurement signals from the integrated module, damage from fall accidents can be reduced and rapid emergency treatment is possible. Through this, it is possible to reduce the damage caused by a fall accident, and rapid emergency treatment will be possible. In addition, it is expected to lead a new paradigm of safety systems through expansion and application to socially vulnerable groups.

Characteristic Analysis of Occupational Motorcycle Accidents for Food Delivery Workers by Employment Status (종사상 지위별 음식 배달 종사자의 이륜차 산업재해 특성 분석)

  • This study analyzes the characteristics of occupational accidents of food delivery via motorcycle in terms of accident probability and work-days. Depending on their employment status, food-delivery workers were divided into "employed" workers (who work for restaurants) and "special-type" workers (who work for delivery platforms). Collected data include occupational accident-information during the last two years (1,468 cases for employed workers and 4,899 cases for special-type workers) and their risk information such as age, work experience, accident location, season of the accident, and weather conditions. The study finds that special-type workers had a significantly higher accident probability for the younger age group (80.8%), while employed workers had more accidents in both 20's or younger (34.9%) and 50's or older (25.4%). The number of work-days-lost was higher for special-type workers with less work experience, and it decreased with increasing work experience. Moreover, the chance for accidents was higher at night time (55%) than for day time (45%) for special-type workers as well as for employed workers. The number of work-days-lost was higher in foreign workers (180.79 days) than in Korean workers (121.44 days). Accident probability (30.7%) and work-days-lost (136.2 days) was higher in winter than in other seasons. In addition, accidents-per-day was higher on snowy days (12.7 cases per day) than rainy (8.1) and windy days (7.1). In addition, it was found that deadly accidents mainly caused injuries to face, head, and chest, while non-deadly accidents affected mainly the legs and feet. This study enables the development of better policies to prevent accidents of food delivery workers.

A Study on the Safety and Health Management System Improvement Plan according to the Implementation of the Serious Accident Punishment Act - Focused on H Construction Company (중대재해처벌법 시행에 따른 안전보건경영시스템 개선방안 연구 - H건설사 중심)

  • Purpose: Suggests measures to improve the construction company's safety management system according to the enforcement of the Severe Accident Punishment Act. Method: The effectiveness of practice-oriented disaster prevention activities was analyzed through safety and health diagnosis of the level of safety and health management system for the countermeasures against the Severe Accident Punishment Act implemented at the construction site and headquarters. Result: The effect of reducing the accident rate and the advancement of the safety and health management system were analyzed by linking the Severe Accident Punishment Act with the safety and health management system, and a plan to improve the safety and health management system was presented through the analysis of the comprehensive results of safety activities before and after the implementation of the Severe Accident Punishment Act. Conclusion: The effect of practical performance measurement was manifested through the improvement of business owners' awareness, the expansion of investment for disaster prevention, and the quantification of disaster prevention activities according to the enforcement of the Severe Accident Punishment Act.

Detection Algorithm of Crossroad Traffic Accident Using the Sequence of Traffic Lights (신호등 주기를 이용한 교차로 교통사고감지 알고리즘)

  • This paper suggests the background image and the algorism of detecting an accident at crossroads by using the sequence of traffic light at crossroads, which is installed within the crossroads, in order to detect an accident within crossroads. A method of using the existing image contains a problem that the accident-detection ratio gets lower in a situation that noise occurs loudly given using new accident model, the confused situation, or sound source. This study used the accident detection by developing a filter of using the property of histogram in the sequence of traffic light at crossroads and the background image, in order to reduce misjudgment of an accident caused by external shadow, vehicle stoppage, vehicle headlight, and externally environmental influence. As a result of experimenting by acquiring 15 actual accident images in order to examine the performance of the suggested algorism, the accident was detected in all the 15 videos. Even as for a new accident model, the accident within crossroads could be detected.

News Analysis of the Fukushima Accident: Lack of Information Disclosure, Radiation Fears and Accountability Issues

  • Previous research assessed media reporting on nuclear accidents and risks, whilst studies about the Fukushima accident focused on the impact of the Internet on coverage of the incident. However, little research has addressed news framing or comparisons of the perceptions of journalists in relation to reporting nuclear accidents. The aim of this study is to apply framing analysis to news content in The New York Times, the Los Angeles Times, and USA Today about the Fukushima accident. It explores the question of how journalists view reporting on complex events. Content analysis of these three newspapers shows that conflict, responsibility, and economic consequences were the most frequently used frames. According to the journalists interviewed, the biggest problem was the inability to assess information due to contrary positions held by experts. It is argued that the Fukushima accident was framed as a conflict of experts and officials' opinions, utility and government officials' responsibility, and economic consequences for the United States. Adherence to professional norms of objectivity and impartiality was signified as the best approaches to risk reporting.
