Web Accessibility Compliance Rate Evaluation of Domestic Broadcaster Site (국내 방송사 사이트의 웹 접근성 준수율 평가)

  • This study makes an evaluation whether compliance on the web accessibility of domestic broadcasters site is observed to some degree. The compliance rate is estimated by six guidelines provided in KWA-H 4.0 automatically assessed tool. While the compliance rate of the broadcaster web accessibility is the highest in 'open new window' by 80.2% among six guidelines, the item of 'markup error prevention' demonstrated the lowest level by 36.2%.

  • Because the web sites are in common today, the access to the web for disabled people and old aging people, what we call accessibility, becomes more important. Even though efforts to reduce the informational gap resulted from the lack of the accessibility have been carried out, the studies in this field in Korea are not still in popular. In this study, previous research on the measurements for the accessibility is reviewed and then a new model measuring accessibility is suggested. To increase the validity of the measurement, both an automated tool and a manual test are employed. First we used the 'A-Prompt', one of the popular automated validation tools and analyzed web sources, and applied manual tests by HPR Screen Reader. With the error rates calculated, the accessibility of the government web sites between Korea and the United States was compared and finally the conclusions were drawn.

Development of Estimation Model of Trip Generation Model and Trip Distribution Model Reflecting Coefficient of Accessibility (접근성 변수를 반영한 통행발생 및 통행분포모형 개발)

  • Traffic demand prediction result is a primary factor for decision making such as the traffic planning and operation. The existing traffic demand prediction 4-step model only covers the trip between the origin and the destination, and not the demand followed by the accessibility improvement, due to the characteristic of this model. Therefore, the purpose of this research is to improve the limitations of the existing model by developing the inter-city trip generation and trip distribution model with more accessibility. After calculating of the trip generation and trip distribution model with more accessibility, the sign of the accessibility coefficient was positive. Commuting was the most insensitive indicator, affected by external factors among the other trip purposes. The leisure trip was the most sensitive, affected by the trip fee. According to the result of comparison with each of estimated model and observational data, it was certain that the reliability and assumption of the model have been improved by discovering the reduced weighted average error rate, Root Mean Square Error (RMSE) and total error through the model with more accessibility compared with the existing one.

  • The purpose of this study is to suggest web accessibility improvement direction through web accessibility evaluation of 16 local government education and training institutions. For this purpose, we evaluated the websites of 14 education and training institutions excluding some websites. The evaluation was conducted through automatic evaluation by Open-WAX and manual evaluation by three experts. As a result of the analysis, although the web accessibility compliance rate improved, problems such as alternate text, skip link, and markup error prevention were found. This study suggests the future direction of research and adherence to web accessibility of local governments.

  • Since the late 1950s, concerted efforts to reduce the accident rate in aviation have yielded unprecedented levels of safety. Although, the overall accident rate has declined considerably over the years, unfortunately reductions in human error-related accidents in aviation have failed to keep pace with the reduction of accidents due to environmental and mechanical factors. Today, a very large percentage of all aviation are attributable, directly or indirectly, to some form of human error. As a result of many study, a range of prevention of human error have been developed. but each of kind is lack of a precision, effectiveness and seem to be considered for aspect of deficiency as an systematic accessibility. So, we're going to analysis the most effective and systematic prevention of human error and study on consolidating method for human error and aviation safety. In this study, several alternatives for the prevention of human errors a priority to understand and solve problems by identifying the implications for human error to be presented.

The Effect of a Computerized Pharmacist Communication Application-based SBAR Tool

  • Background: Pharmacists communicate with a variety of healthcare experts to prevent medication errors. Situation-Background-Assessment-Recommendation (SBAR) is a tool used for concise and accurate communication. In 2018, we developed the pharmacy-SBAR (P-SBAR) to deliver pharmacists intervention more quickly and effectively through quality improvement activities. Objectives: This study evaluates the efficacy of P-SBAR on pharmacists' intervention activities before and after the implementation of P-SBAR applications. We assessed the impact of P-SBAR on reducing the burden of intervention work, promoting pharmacists' participation, and enhancing the acceptance rate. Methods: This is a retrospective study of the two groups before and after P-SBAR implementation. All pharmacists' intervention records during two periods (2016-2017 and 2019-2020) were extracted from the data warehouse system at Kyunghee University Hospital at Gangdong, Seoul. The outcome was the number of inpatients and pharmacists who participated in the prescription monitoring activity, the number of interventions, and the physicians' acceptance rate. Results: Although the total number of inpatients decreased (364,753 vs. 348,229), the number of pharmacists who participated in intervention activity increased (monthly mean: 15.8 vs. 18.0, p=0.001). The total number of interventions (2,767 vs. 4,389), the frequency of full acceptance (2,018 vs. 3,710), and the monthly acceptance rate increased significantly (73.8% vs. 83.8%, p<0.001). Conclusion: P-SBAR improved accessibility and convenience by digitalizing the intervention activities performed in an offline environment. Improvement in work burden and acceptance rate using P-SBAR is expected to contribute toward reducing medication errors.

  • The eye tracking system designed in this paper is an eye-based computer input device designed to give an easy access for those who are uncomfortable with Lou Gehrig's or various muscle-related diseases. It is an eye-based-computer-using device for users whose potential demand alone amounts to 30,000. Combining the number of Lou Gehrig's patients in Korea estimated at around 1,700, and those who are unable to move their bodies due to various accidents or diseases. Because these eye input devices are intended for a small group of users, many types of commercial devices are available on the market. It is making them more expensive and difficult to use for these potential users, less accessible. For this reason, each individual's economic situation and individual experience with smart devices are slightly different. Therefore, making it difficult to access them in terms of cost or usability to use a commercial eye tracking system. Accordingly, attempts to improve accessibility to IT devices through low-cost but easy-to-use technologies are essential. Thus, this paper proposes a complementary superior performance eye tracking system that can be conveniently used by far more people and patients by improving the deficiencies of the existing system. Through voluntary VoCs(Voice of Customers) of users who have used different kinds of eye tracking systems that satisfies it through various usability tests, and we propose a reduced system that the amount of calculation to 1/15th, and eye-gaze tracking error rate to 0.5~1 degree under.

A Study on a Feedback-Centric Piano Education System Using Kinect Sensors (키넥트를 활용한 피드백 중심의 피아노 교육 방안 연구)

  • Kinect sensors have the ability to recognize the behavior and voice of the user. Due to its low-cost and high accessibility, Kinect sensors have been used in various fields, including healthcare, education and so on. In this paper, we propose to use Kinect in piano education. Specifically, the proposed method first recognizes the coordinate values of user's posture, compares them with coordinate values of teacher's posture and provide real-time feedbacks to the user. This enables user to keep the correct posture even when he is learning piano without a teacher. However, since the piano education is a long process, it is difficult to achieve the correct posture as a teacher immediately. Thus, we propose a user-oriented method to measure the error tolerance rate. The proposed method is the first feedback based piano education system that uses Kinect sensors.

Voting-based Intra Mode Bit Skip Using Pixel Information in Neighbor Blocks (이웃한 블록 내 화소 정보를 이용한 투표 결정 기반의 인트라 예측 모드 부호화 생략 방법)

  • Intra coding is an indispensable coding tool since it can provide random accessibility as well as error resiliency. However, it is the problem that intra coding has relatively low coding efficiency compared with inter coding in the area of video coding. Even though H.264/AVC has significantly improved the intra coding performance compared with previous video standards, H.264/AVC encoder complexity is significantly increased, which is not suitable for low bit rate interactive services. In this paper, a Voting-based Intra Mode Bit Skip (V-IMBS) scheme is proposed to improve coding efficiency as well as to reduce encoding time complexity using decoder-side prediction. In case that the decoder can determine the same prediction mode as what is chosen by the encoder, the encoder does not send that intra prediction mode; otherwise, the conventional H.264/AVC intra coding is performed. Simulation results reveal a performance increase up to 4.44% overall rate savings and 0.24 dB in peak signal-to-noise ratio while the frame encoding speed of proposed method is about 42.8% better than that of H.264/AVC.

Sea Surface pCO2 and Its Variability in the Ulleung Basin, East Sea Constrained by a Neural Network Model (신경망 모델로 구성한 동해 울릉분지 표층 이산화탄소 분압과 변동성)

  • Currently available surface seawater partial pressure carbon dioxide ($pCO_2$) data sets in the East Sea are not enough to quantify statistically the carbon dioxide flux through the air-sea interface. To complement the scarcity of the $pCO_2$ measurements, we construct a neural network (NN) model based on satellite data to map $pCO_2$ for the areas, which were not observed. The NN model is constructed for the Ulleung Basin, where $pCO_2$ data are best available, to map and estimate the variability of $pCO_2$ based on in situ $pCO_2$ for the years from 2003 to 2012, and the sea surface temperature (SST) and chlorophyll data from the MODIS (Moderate-resolution Imaging Spectroradiometer) sensor of the Aqua satellite along with geographic information. The NN model was trained to achieve higher than 95% of a correlation between in situ and predicted $pCO_2$ values. The RMSE (root mean square error) of the NN model output was $19.2{\mu}atm$ and much less than the variability of in situ $pCO_2$. The variability of $pCO_2$ with respect to SST and chlorophyll shows a strong negative correlation with SST than chlorophyll. As SST decreases the variability of $pCO_2$ increases. When SST is lower than $15^{\circ}C$, $pCO_2$ variability is clearly affected by both SST and chlorophyll. In contrast when SST is higher than $15^{\circ}C$, the variability of $pCO_2$ is less sensitive to changes in SST and chlorophyll. The mean rate of the annual $pCO_2$ increase estimated by the NN model output in the Ulleung Basin is $0.8{\mu}atm\;yr^{-1}$ from 2003 to 2014. As NN model can successfully map $pCO_2$ data for the whole study area with a higher resolution and less RMSE compared to the previous studies, the NN model can be a potentially useful tool for the understanding of the carbon cycle in the East Sea, where accessibility is limited by the international affairs.
