A Study on the Performance Measurement Method for National Research and Development Projects (국가 연구개발(R&D) 투자의 성과 측정 방법 연구)

  • The aim of this paper was to suggest a national R&D performance measurement index from a new perspective. Government is trying to transit the R&D paradigm from 'catch-up' into 'lead- forward'. The problem of the existing performance evaluation was first identified, and the performance evaluation method of domestic & overseas research center & government was then reviewed. In particular, this study first referred to the creation & innovation indices, and focused on the national innovation and R&D ecosystem. Next, D'Aveni's Hypercompetition theory was applied to suggest a new performance measurement index, and AHP analysis interviewed from the domestic R&D performance evaluation experts was performed. This study contributes to the new national R&D performance index for the creative economy.

  • The Korean government's recent R&D policy has focused on encouraging government-funded research institutes (GRIs) to develop mid-term, long-term, and large-scale R&D projects. It is necessary to prepare thoroughly for the new R&D strategy, but there is no systematic accumulation of planning expertise, and there has been continued demand for good examples of research planning. Therefore, this study analyzes the reports of preliminary feasibility for government R&D programs through a meta-analysis of detailed evaluation items and contents to help researchers enhance their project-planning ability. The evaluation items that can be applied to R&D planning for GRI were reviewed, and twelve detailed evaluation items were selected through content analysis. The results of this study could contribute to practical R&D project planning and the improvement of evaluations.

  • Business relationships can be divided in vertical and horizontal relationships. Vertical relations, such as the relation to suppliers and contractors, are of great importance and often determine a firms success. In general, many scholars produced numerous models of business relationships covering with a wide array of variables. However, models with a focus on vertical relationship did not receive much attention. This paper deals with problems related to vertical relationships and a the business model paying special attention to vertical relationships is developed. Vertical relationships span over a wide range of industries, including industrial electronics and automotive firms. In Chapter 2, the theoretical approach needed to develop a process model to examine the vertical relationships is developed. Chapter 3 features core findings about business relationships. Chapter 4 deals with vertical relationships as developed between the core business process model. Finally, Chapter 5 of the study covers limitations and future research directions.

A Study on the Architectural Plan Characteristics of R&D Evaluation Center (R&D평가센터의 건축계획특성에 관한 연구)

  • This study shows that it is reasonable for an R&D Information and Evaluation Center to have a building with the fifth floor above the ground and the second floor below the ground. A survey was conducted with 22,655 researchers who are registered in the NRF database. The researchers provided 883 responses. The results indicate that about 56% of the respondents positively support the construction of the NFR R&D Information and Evaluation Center. The survey results show that many respondents recognize that both evaluation and information integration functions among the NRF's roles are very important compared to other roles. The findings of the economic validity analysis support this statement. Based on the current demand for the construction of the R&D Information and Evaluation Center, this study investigates whether it is reasonable to build a new center in the available space while examining an environment focused on a physical work space and looking at significant results obtained through a cost-benefit analysis.

The Influence on Enterprise Value of R&D Costs of KOSDAQ pharmaceutical companies (코스닥 제약기업의 연구개발비 무형자산화 비중이 기업가치에 미치는 영향)

  • This study examines the ratio of R&D expenses in intangible assets for pharmaceutical companies, and determines whether these expenses affect the firm value among companies listed on the KOSDAQ. The research subjects included annual R&D expenses of 39 pharmaceutical companies listed on the KOSDAQ between 2011 and 2017. The survey was achieved via "Panel Data Model" with "Tobin Q" as an independent variable, and the ratio of R&D expenses in intangible as a dependent variable. Results of the study conclude that the ratio of R&D expenses in intangible assets of KOSDAQ pharmaceutical companies negatively influence the Tobin Q (Enterprise Value). A large proportion of intangible assets indicates increased R & D investment, and the operating profit is likely to be low due to the high debt ratio, thereby negatively impacting the enterprise value. This study further investigates whether the existing researches are based on researches that identify the total value of R & D expenditure. Results determine a significant relationship between enterprise value and R & D expenditure.

The Effect of R&D Investment on Firm Value : An Examination of KOSDAQ Listed Firms (연구개발투자가 기업가치에 미치는 영향 분석 : 코스닥(KOSDAQ) 상장기업을 대상으로)

  • This study examines the relationship between R&D(research & development) investment and market value among KOSDAQ firms in the Korea Stock Exchange. We investigate the effect of R&D investment on firm value in both total sample and sub-samples classified by firm characteristics based on types of firms. And we study the impact of a major economic disruption as the global financial crisis triggered by sub-prime mortgage problem in the US on R&D investment relative to the firm value. We find that R&D investment positively affects firm value and the squared term of R&D investment is found to be significant and negatively correlated with market value. This suggests the presence of nonlinear relationship like a reverse U-shape between R&D investment and market value in total sample and most of sub-samples. And we find firm characteristics and global financial crisis partially affect the contribution of R&D investment to market value in some of sub-samples.

  • This study tested the hypothesis from the previous research issues and empirically investigated the determinants of cooperative strategy for technological innovation, using the multinomial logit model. The meaningful conclusions from this study are as follows. First, the characteristics of the company and product are not the significant determinants for cooperative strategy for technological innovation. Second, formal R&D organization characteristics are significant factors in determining the type of cooperative strategy for technological innovation. Third, the support of government is a significant determinant and if a company receives more government support, it is likely to accept public type cooperation. Fourth, the characteristics of industry are significant determinants and if a company belongs to a higher technology industry, it is likely to accept vertical type cooperation with private enterprises. This study analyzed the hypotheses raised in a variety of studies empirically. This paper presents the basis of various studies concerning technological cooperation strategies.

  • The value chain of a country is achieved in cooperation with other countries. Accordingly, the international technical cooperation in the field of R&D is known to be one of the innovation strategies. But the efforts on research in the international technological cooperation is lacking in Korea. Europe expects technological progress in the industrial area in order to create employment in the near future but Science and Technology Research should also create this endeavor for the future. EU recognizes that the current trend of scientific and technological research will have a negative impact on future job creations in Europe. Therefore EU has developed the 2020 strategy. The purpose of this paper is to seek the technological cooperation policy especially on the basis of the EU's 2020 strategy. In accordance with the results of this paper, our government will pursue future EU FP 8 policy to be developed on the basis of EU's 2020 strategy.

Analyzing the Efficiency of National 6T R&D Projects by Two-stage Network DEA Approach (첨단산업기술(6T) 연구개발사업의 효율성 분석: 2단계 네트워크 DEA 접근의 적용)

  • Scientific and technological performances (e.g., patents and publications) made through R&D play a pivotal role for national economic growth. National governments encourage academia-industry cooperation and thereby pursue continuous development of science technology and innovation. Increasing R&D-related investments and manpower are crucial for national industrial development, but evidence of poor performance in business performance, efficiency, and effectiveness has recently been found in Korea. This study evaluates performance efficiency of the 6T sector (Information Technology, Bio Technology, Nano Technology, Space Technology, Environment Technology, Culture Technology), which is considered a high-potential promising industry for the next generation growth and currently occupies two thirds of the national R&D projects. The study measures the relative efficiency of R&D in a comparative perspective by employing the Data Envelopment Analysis (DEA) method. The result reveals overall low efficiency in basic R&D (0.2112), applied R&D (0.2083), development R&D (0.2638), and others (0.0641), confirming that economic performance and efficiency were relatively poor compared to production efficiency. Efficient R&D needs policy makers to create strategies that can increase overall efficiency by improving productivity performance and quality while increasing economic performance.

The influence of tax credit on firm's innovation performance (조세감면이 기업의 R&D혁신성과에 미치는 영향)

  • For a long time, most of advanced countries have supported the innovative firms with various support methods such as tax credit, subsidy, human resource education, and so on. Tax credit for innovation is the most popular industrial policy in these countries including Korea. However, in Korea, the effect of tax credit policy has been rarely analyzed. On the other hand, a considerable number of studies discover that tax credit policy in other countries influences positively on invest of R&D expenditure. This paper shows that tax credit policy positively influences on firm's innovation performances in Korea. The evaluated innovative effect of tax credit policy in this paper is more persuasive because it introduces various innovation performance variables including patent application with Propensity score matching method(PSM).
