Purpose - The purpose of this study is to propose strategies of improving efficiency of 20 listed port companies in China based on analysis of their input-output indexes from 2014 to 2018. Research design, data, and methodology - In this paper, the relevant input-output indicators of 20 listed port companies in China from 2014 to 2018 were adopted. Data derived from the company annual reports announced by Shanghai stock exchange and Shenzhen stock exchange. Comprehensive efficiency and pure technical efficiency were measured from output perspective by DEA and Malmquist index, and efficiency changes and regional efficiency were analyzed. Result - The results showed that the efficiency value of 20 listed port companies in China fluctuated and increased during 2014-2018, regional efficiency was unbalanced, and change of MPI was influenced by internal factors and external factors. Listed port companies affected by internal and external factors needed to make appropriate response to internal and external factors. Conclusion - The research conclusion can provide important reference information about management and planning for port companies in China and related areas. However, this paper is limited to the availability of data. So the improvement scheme for listed companies in inefficient regional ports needs further study, such as using AHP method.

지금껏 국가연구개발사업의 효율성 평가는 성과물로 도출된 결과치에만 의존함에 따라 사업 고유의 특성을 충분히 반영하지 못하였다. 따라서 본 연구는 사업 고유의 특성이 효율성에도 반영될 수 있는 방안으로 평가위원과 효율성을 연계하는 모형을 탐색하였다. 이를 위해 본 연구는 평가위원의 인식을 검토할 수 있는 AHP 방법과 효율성을 분석할 수 있는 DEA방법을 접목하여 분석하였다. 또한 사례분석을 통해 가중치 적용 이전의 연구결과와 비교 분석함으로써, 평가위원의 가중치가 효율성의 분석에 미치는 영향을 제시하였다. 본 연구는 사업의 효율성을 판단할 때 평가위원의 인식을 고려해야 한다는 점을 제시한 것으로 현행과 같이 평가위원의 참여와 역할이 사업의 평가에 국한되지 아니하고 사업의 효율성 평가에도 확대되어야 함을 보여주고자 하였다.

본 연구에서는 국내 투자중개매매업을 영위하고 있는 29개 증권사들의 2011년도 실적을 토대로 BSC와 DEA를 결합한 모델을 적용하여 증권회사의 경영효율성을 분석해 보았다. 또한, 경영혁신의 기법으로서 BSC의 논리적 체계에 근거하여 효율성이라는 측면에서 국내증권사들의 경영실태를 평가해 보고자 하였다. 분석결과 고객 효율성 지수가 높은 기업이 종합지수가 높은 경향이 있는 것으로 나타나 고객관점 지수가 국내 증권사들의 종합 경영 효율성 산정에 중요한 요인으로 작용하고 있는 것으로 확인되었다. 또한 효율성 분석결과를 바탕으로 증권사들의 전통적 재무비율인 ROI와 ROA 등 수익성 비율과 효율성지수의 상관관계 분석을 실시한 결과 유의미한 양의 상관관계를 보여 BSC관점의 경영 효율성이 높은 기업들이 수익성 측면에서도 좋은 실적을 기록하고 있음을 확인하였다. 본 연구에서 제시한 BSC-DEA 결합모델은 증권업 분야 뿐 아니라 다른 산업 분야에서도 경영 효율성을 판단하는 좋은 경영지표로 활용되어질 것으로 기대되며, 기업의 유 무형자산에 대한 가치 평가를 통합할 수 있는 균형모델로 사용될 것으로 기대된다.

In this paper, we analyzed two methodologies to evaluate the total quality management activities comparatively. One of them is the traditional scoring system (TSS) by analytic hierarchy process (AHP) and the other is the efficiency measuring system (EMS) by data envelop analysis (DEA), It is demonstrated that the index by TSS and the efficiency index by EMS are not correlated. Also, the efficiency index by EMS in terms of company characteristics such as the size of company and ISO certifications is different from the index by TSS. The result implies that to evaluate the quality activities by EMS is needed as a supplementory methodology.

As proceeding Munmin and Kukmin's government, it is to bring in regionalism of genernal public administration and police administration, specialization, efficiency issue, demand inventing of audit technique to meet this trends. Especially, according to supporting qualitative improvement of the audit, its environment faced that orienting performance audit emphasis on not the legality but the efficiency more systematic and scientific theory or technique. In order to attain police audit's efficiency through performance audit, this study discussed that scientific management techniques should be applied police audit. Accordingly, the primary purpose of this study is to apply public audit to scientific management technique, bring to light limits in public sector(especially, police sector). To be efficiency audit(namely, performance audit), 1) OR techniques are explained linear programming, network modeling, PERT/CPM, queuing matrix model, simulation, 2) Statistical analysis methods are argued delphi technique, data envelopment analysis(DEA), analytic hierarchical process(AHP), time series analysis models etc.

효과적인 성과지표는 기업 경영의 핵심역량 중의 하나이다. 본 논문에서는 R&D 부서의 성과지표를 수립하는 정량적이고 체계적인 절차를 실제 기업 사례를 통해 제시하고, 각 단계별 성과지표 수립 프로세스와 필요한 방법론을 정의한다. 제안된 방법론은 핵심성공요인 도출, 후보 성과지표 도출, 성과지표 수립, 실행 및 모니터링의 단계를 거쳐 핵심 성과 지표 (Key Performance Indicator)를 수립한다. 성과 지표 수립 단계에서는 성과지표별 가중치 수립을 위해 AHP(Analytical Hierarchy Planning)기법을 사용하였으며, 부서별 효율성을 단일한 지표로 분석하기 위해 실행 단계에서 DEA(Data Envelop Analysis)기법을 사용하였다. 개발된 방법론은 반도체 기업의 R&D 부문 성과 지표 수립 및 평가에 적용되었다.

In this paper, quantitative and systematic procedures for establishing Key Performance Indicators (KPI's) of R&D departments are presented. The proposed methodology is composed of 4 steps : 1) identification of critical success factors, 2) identification of potential KPI's, 3) determination of KPI's and 4) monitoring and execution. A Strategy Map has been presented to better align KPI's with a company's competitive strategies. Also, Analytical Hierarchy Planning (AHP) is used to determine weights of KPI's and Data Envelopment Analysis (DEA) is used to analyze the effectiveness of R&D departments. To demonstrate its validity of the proposed method, it has been applied to the R&D divisions of a semiconductor company.

국방 무기체계 연구개발 과정에서 관련 규정이나 지침에 명시되지 않았지만, 연구개발 주관기관 내부적으로도 합리적인 대안 선택의 문제가 많이 발생한다. 대안 선택에 있어서 합리적인 과정이 적용되지 않으면 사업진행에 차질을 초래할 수 있으며, 이로 인해 사업기간 연장이나 추가 자원이 투입되는 상황도 발생된다. 특히 국내 미사일 연구개발 시 시험평가를 위한 많은 의사결정 과제들이 도출되며, 대표적인 것 중의 하나가 시험장 선정의 문제이다. 대안이 되는 시험장의 우선순위만 판단해야 한다면 델파이 기법(Delphi Method)이나 분석적계층과정(Analytic Hirarchy Process)을 활용할 수 있지만, 비용의 투입요소가 고려된다면 자료포락분석(Data Envelopment Analysis) 더 적합하다. 본 연구에서는 미사일 시험 시 발생되는 다양한 의사결정의 문제들을 염출해 보고, 이를 합리적으로 해결할 수 있는 의사결정의 방법이 제시된다. 제시된 의사결정의 프레임워크(Framework)는 국외 시험장을 선정하는 문제와 연관하여 모의 사례연구(Simulated Case Study)로 적용 과정이 연구된다.

This article attempts to examine the well-known law that the increasing returns to scale(IRS) is effective in the Internet business. The effect of IRS is one of the hottest issues in the Internet business sector. Many cases and survey studies support the fact that the IRS phenomenon exists in the Internet business. Executives in Internet business generally give a deep trust on this theory. As the Internet business grows, however, the boundary of the business becomes widened and complicated. And each category of Internet business is characterized with a different business style and economic behavior. It may, therefore, be dangerous to accept that the phenomenon of IRS is applied to all areas of Internet business. For this reason, the research for the close look into the IRS phenomenon should provide significant implications for the managers in the Internet business industry. This article divides the internet business into four sub-areas, and analyzes the IRS phenomenon using AHP/DEA-based full ordering technique. Interpretations are given, based upon the research results, for each sub-area of Internet business, as a guideline of setting business strategies for practical managers.
