  • The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

A Study on the Performance Analysis of Environment Geographic Information System using the IT BSC Methodology (IT BSC 분석방법론을 이용한 환경지리정보체계(EGIS) 성과분석 연구)

  • The primary purpose of this study is firstly, to ascertain the suitability of the IT BSC (balanced scorecard) methodology for the performance analysis of EGIS(environment geographic information system), secondly, to analyze the outcome of EGIS using the methodology, and finally to present guidelines for effectively managing the performance of EGIS. This study has rebuilt the IT BSC methodology based on the previous study on the performance analysis of GIS and EGIS whose performance over the past five years has been evaluated. According to the analysis, the integrated performance is estimated at 105.3 points. This figure indicates that the cumulative performance of EGIS is more than the baseline of goal, 100.0 points. The feature of this study is to develop a new methodology suitable for the EGIS performance analysis and to evaluate and quantify the total performance of EGIS objectively through the application of the new methodology.

  • Korean universities have selected candidates through admission officer system since 2009. However, the universities now have to settle several problems that they faced at the first stage of the system. Therefore, this research, taking the admission screening data of J University as examples, aims to discuss how differently the weight of the screening factors appears depending on the subjects related to college entrance, such as parents, teachers, and admission officers. The research indicates that the subjects have different perspectives about entrance screening requisites. Parents and teachers more value the student record that is a countable indicator than the letter of self-recommendation that is a uncountable indicator. However, it also indicates that admission officers take attitude against parents and teachers.

  • The advent of private railroad corporations gave us many changes because of emphasizing on administration's effectiveness. The change has had an effect on safety management too. Most public railway corporations maintain their rolling stocks and facilities by their direct workers on the other hand, private railway corporations depend on outsourcing to cut down the cost of maintenance. But they have almost same safety management system. Therefore we try to study the difference between two type of corporations, especially workers' safety attitude and propose different safety management system depending on direct or indirect workers.

  • The aim of this paper is to establish the evaluation system of port logistics of Incheon using the QFD(Quality Function Deployment) model. The research methodology is consisted of four phases. The first step is to investigate the important factors consisting the port logistics of Incheon and then calculate the weighting of factors by Analytic Hierarchy Process (AHP). The second step is to draw out the degree of inter-relation among factors by Fuzzy Subordination Relations (FSR). At the third step, the established system through the QFD method using results of the first and second steps will be used to evaluate and diagnosis the level of port logistics of Incheon. Finally, the sensitivity analysis will be performed and the degree of improving port logistics will be presented according to the rising the relevant factors.

  • Researches on method for quantitative analysis applied with decision-making in consideration of variation in risk factors based on GIS(Geographic Information System) concluded as follows. Firstly, by way of decision-making in consideration of variation in risk factors, quantitative analysis performed for the existing route was applied to the new route, which would bring about reliable criteria in route planning and basic design stage. Secondly, horizontal and vertical alignment were easily available out of GIS for relatively speedy design and analysis with three dimensional alignment by decision-making in route planning. Thirdly, automation of route alignment is possible by utilizing quantitative evaluation system established in this research so that a risk analysis can be carried out in a relatively short time. Therefore it will eventually contribute to further development of road design technology.

Dynamic risk assessment of water inrush in tunnelling and software development

  • Water inrush and mud outburst always restricts the tunnel constructions in mountain area, which becomes a major geological barrier against the development of underground engineering. In view of the complex disaster-causing mechanism and difficult quantitative predictions of water inrush and mud outburst, several theoretical methods are adopted to realize dynamic assessment of water inrush in the progressive process of tunnel construction. Concerning both the geological condition and construction situation, eleven risk factors are quantitatively described and an assessment system is developed to evaluate the water inrush risk. In the static assessment, the weights of eight risk factors about the geological condition are determined using Analytic Hierarchy Process (AHP). Each factor is scored by experts and the synthesis scores are weighted. The risk level is ultimately determined based on the scoring outcome which is derived from the sum of products of weights and comprehensive scores. In the secondary assessment, the eight risk factors in static assessment and three factors about construction situation are quantitatively analyzed using fuzzy evaluation method. Subordinate levels and weight of factors are prepared and then used to calculate the comprehensive subordinate degree and risk level. In the dynamic assessment, the classical field of the eleven risk factors is normalized by using the extension evaluation method. From the input of the matter-element, weights of risk factors are determined and correlation analysis is carried out to determine the risk level. This system has been applied to the dynamic assessment of water inrush during construction of the Yuanliangshan tunnel of Yuhuai Railway. The assessment results are consistent with the actual excavation, which verifies the rationality and feasibility of the software. The developed system is believed capable to be back-up and applied for risk assessment of water inrush in the underground engineering construction.

  • A life cycle cost analysis model for public water supply systems should be different from the ones for other civil and architectural facilities as the operation and the maintenance cost of the water supply systems mainly come from the various mechanical systems and the pipeline systems of the collecting/treating/distributing facilities. This paper presents a cost classification scheme and a probabilistic life cycle cost analysis (PLCCA) model for public water supply systems. A value analysis (VA) procedure that is well suited for practical purposes is also presented. The presented probabilistic life cycle model and the value analysis procedure were applied to a real world project, and this case study is discussed in the paper. The model and the procedure presented in this study can greatly contribute to the value-oriented design alternative selection, the estimation of the maintenance cost, and the allocation of budget for water supply system construction projects.

A Study on the Development and Institutionalization Plan of a Quantitative Evaluation Model of Defense Quality Management System (국방품질경영체제(DQMS) 정량평가모델 개발 및 제도화 방안 연구)

  • Purpose: The purpose of this study is to develop a quantitative evaluation model for the defense quality management system and suggest institutionalization plans. To this end, another existing evaluation model was reviewed and analyzed to develop a quantitative evaluation model applicable to military institutions. Methods: In this study, in order to establish a DQMS quantitative evaluation model, a military product quality level survey model and a defense quality model operated in the defense field were analyzed. In addition, evaluation models and indicators were analyzed by investigating evaluation models operated by other institutions and private sectors. Results: As a result of the study, the total score of the DQMS model was 1,000 points, 600 points for maturity level indicators and 400 points for operation performance indicators, and the evaluation items consisted of 7 major categories and 25 middle categories. The maturity level index 600 points are 70 points for organizational situation, 60 points for leadership, 40 points for planning, 100 points for support, 180 points for operation, 90 points for performance evaluation, and 60 points for improvement. Conclusion: It will be easy to quantify and evaluate the operating level of DQMS certified companies through the application of the DQMS quantitative evaluation model and evaluation criteria presented in this study. As a result, it will be possible to grasp the level of quality management system and the areas of improvement, and the overall level of improvement can be expected by inducing voluntary improvement activities through sharing of best practices and identifying improvement cases.

The Evaluation of Location Competitiveness for International Logistics Center: Case of Northeast Asia

  • The expansion on the scale of international trade and rapid economic growth in Northeast Asia have caused intense competition among global companies for securing international logistics center in Northeast Asia. Analyzing location competitiveness for international logistics center in Northeast Asia, this paper aims to extract implications for enhancing locational competitiveness. Employing the relative importance among location selection factors extracted from AHP analysis in prior study, we evaluated the major five port-cities in Northeast Asia including Busan, Gwangyang, Shanghai, Qingdao and Tokyo. In the evaluations, Shanghai (3.926) ranked as the first, followed by Busan (3.859), Qingdao (3.555), Tokyo (3.013) and Gwangyang (2.915). Furthermore, the causal relationships between determinants for location choice decision (logistics factor, cost factor, market factor, service factor and environmental factor) and dependent variables (competitiveness of international logistics center, potentiality to growth, present intention to move into and future plan to move into) were analyzed to provide implications. Results provide useful insights for further improvements, and helps strategic agenda for future development of port-cities.
