Land Suitability Assessment by Combining Classification Results by Climate and Soil Information Using the Most Limiting Characteristic Method in the Republic of Korea (기후 및 토양 정보에서 최대저해인자법을 이용한 재배적지 구분의 통합에 관한 연구)

  • Land suitability assessment for apples and pears was conducted with soil and climate information in South Korea. In doing so, we intended to preserve land and increase the productivity by providing valuable information regarding where more suitable areas for apples or pears are located. We used soil classification driven by soil environmental information system developed by National Institute of Agricultural Science, RDA, and also used climate classification in digital agro-climate map database for which is made by National Institute of Horticultural and Herbal Science. We combined both soil and climate classification results using a most-limiting characteristic method. The combined results showed very similar patterns with the results by classification based on soil information. Such results seem to come from the fact that the classification results by soil relatively lower than those by climate information. The results by soil classification seem to be too downgraded and checking if the final classification ranges in soil are reasonably made is strongly required. Although the most limiting characteristic method had been used widely in land suitability assessment, adapting the method based on results by soil and climate can be influenced by one downgraded factor. Therefore, alternative ways should be carefully considered for increasing the accuracy.

An Evaluation of Service Quality Priorities between Air Cargo Service Providers and Customers (항공화물운송서비스 품질에 대한 서비스 이용자와 제공자간의 중요도 인식 차이에 관한 연구)

  • This paper analyzes the differences in the service quality priorities of air cargo service providers and customers. After having identified what constitutes the decisive factors with regards to air cargo service quslity, research was carried out to evaluate the differences in the service quality priorities of air cargo service providers and customers. Moreover, this paper analyzes these differences by separating air cargo service providers into Korean and international air cargo service providers. In order to attain the objectives of this research, the air cargo service sectors were divided into three general categories: supply capability(H/W), service accountability, and competitiveness of service fees and management capability(S/W). The researchers then placed 6 different criteria into each service category, for a total of 18. The evaluation of the service quality priorities of air cargo service providers and customers revealed very little difference between these two groups. With regards to the service criteria found in each service category, our research found marked differences between the service quality priorities of providers and customers in only three of the 18 criteria. However, we found marked differences in service quality priorities in 7 of the 18 criteria when the air cargo service providers were divided into Korean and international air cargo providers. While domestic air cargo service providers evaluated management's capability to handle cargo accidents and incidents as the most important priority, international air cargo service providers placed the highest priority on the cargo rate system. The results of this research imply that in order to properly evaluate the differences between the service quality priorities of air cargo service providers and customers, the air cargo service providers itself should be separated between the Korean air cargo service providers and the foreign providers because of their respective inherent perception on service quality.

Evaluating Rebuilding Priority to Improve Residential Environment Using Spatial Weighting: A Case Study on Shinchun-Dong of Daegu Metropolitan City (공간 가중치를 이용한 주거환경 개선지역 우선순위평가: 대구광역시 신천동을 사례로)

  • It is usual to prioritize the blocks to rearrange residential environment by the responsible officer's intuition or a few specialist's experienced knowledge. The aim of this research was to evaluate rebuilding priority in the context of spatially weighted framework integrating resident's view. The spatial weighting for the variables related to evaluation of dwelling environment was derived from AHP (Analytic Hierarchy Process) approach through the analysis of resident's view. An empirical study for a case study site has been conducted to confirm the validity for the spatial weighting. The spatial weighting has frequently influenced in changing the rebuilding priority and was identified as the important predictor for the improvement sites of dwelling environment. The spatially weighted analysis made it possible to identify area-wide patterns of rebuilding priority area subject to many different type of thematic variables, which cannot be acquired by traditional field sampling. The spatially weighting derived by integrating various formats of spatial data into a comprehensive GIS database in particular, was ideally suited to displaying the objective distribution patterns for rebuilding priority. The result of this study would play a crucial role in dealing with public complaints for rebuilding priority since it could provide objective evidences in accordance with spatial weighting.

  • 비상대처계획(EAP, Emergency Action Plan) 수립 및 홍수위험지도 작성의 목적은 댐.제방 붕괴 등 비상상황이 발생하였을 때 하류부의 생명과 재산 손실을 최소화하기 위한 것으로서 댐 운영 및 관리책임자가 극한홍수 및 지진발생 조건하에서 댐의 물리적, 지형적, 구조적 특성에 따른 발생 가능한 비상상황을 예상하고 이에 효율적으로 대처하기 위한 가능한 최선의 사전계획을 수립하는 것이다. 또한, 댐의 비상상황에 대처하기 위한 비상대처계획 수립 의무화 및 이에 대한 실제적인 모의훈련 등에 필요한 기초자료를 체계적으로 제공하고자 함에 있다. 국내에서 EAP를 수립하여야 할 대상 댐 저수지는 한국수자원공사에서 관리하는 다목적댐, 생공용수댐과 한국농촌공사에서 관리하는 농업용저수지, 한국수력원자력주식회사에서 관리하는 수력발전댐 및 지방자치단체에서 관리하는 댐 등이 해당된다. 제방의 경우 인구가 밀집되어 있는 전 지역이 그 대상이 될 수 있다. EAP의 주요 내용에는 만약에 발생할 수 있는 붕괴 사고시 인명의 손실이나 재산상의 피해를 발생시킬 수 있는 댐 저수지들에 대해서는 EAP를 수립하거나 갱신하기 위한 지침들이 포함되어 있어야 한다. 댐으로부터의 하류 연안지역의 개발이나 소유권은 다양하며, 이로 인해 댐의 운영이나 붕괴로 인한 잠재적 인명손실 또한 다양할 수 있다. 따라서 모든 EAP는 댐, 저수지 하류부 현장 조건에 맞도록 구성되어야 한다. EAP 수립의 주체는 댐 및 저수지 관리자이며 EAP에는 비상상황 확인, 평가, 등급분류, 비상연락체계 및 경보전달체계 수립, 비상시 응급행동요령, 홍수범람예측지도 작성, 비상주민대피계획 및 훈련방안, 부록, 주기적 또는 필요시마다 보완 계획 등이 포함되어야 하며, EAP의 주요 구성요소인 홍수위험지도에는 홍수위험정보 및 대피정보를 제시함으로써 실제 주민 대피계획시 실제적이고 효율적인 대피계획 수립에 활용될 수 있다. 있는 기술가치평가 모형의 구축이 요구된다. 이에 본 연구에서는 효율적인 R&D 투자 정책 수립과 정부정책수립에 기여하고자 AHP(Analytic Hierarchy Process, 계층 분석 과정)기법을 이용, 수자원의 지속적 확보기술의 특성에 따른 4개의 평가기준과 26개의 평가속성으로 이루어진 2단계 기술가치평가 모형을 구축하였으며 2개의 개별기술에 대한 시범적용을 실행하였다.하는 것으로 추정되었다.면으로의 월류량을 산정하고 유입된 지표유량에 대해서 배수시스템에서의 흐름해석을 수행하였다. 그리고, 침수해석을 위해서는 2차원 침수해석을 위한 DEM기반 침수해석모형을 개발하였고, 건물의 영향을 고려할 수 있도록 구성하였다. 본 연구결과 지표류 유출 해석의 물리적 특성을 잘 반영하며, 도시지역의 복잡한 배수시스템 해석모형과 지표범람 모형을 통합한 모형 개발로 인해 더욱 정교한 도시지역에서의 홍수 범람 해석을 실시할 수 있을 것으로 판단된다. 본 모형의 개발로 침수상황의 시간별 진행과정을 분석함으로써 도시홍수에 대한 침수위험 지점 파악 및 주민대피지도 구축 등에 활용될 수 있을 것으로 판단된다. 있을 것으로 판단되었다.4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할 수 있으며, 특히, 한국주식시장에 적합한 거래전략은 반전거래전략이고, 이 전략의 유용성은 투자자가 설정한 투자기간보다 더욱 긴 분석기간의 주

정보통신분야의 기술정책수립 모형개발

  • 정보통신기술은 현재 및 미래의 생활양식, 사회모습, 정치/경제/문화등에 이르기까지 모든 분양에 미치는 파급효과가 크기 때문에, 정보통신 기술개발에 관한 의사결정에 있어서는 기술 정책적인 고려가 반드시 필요하다. 그러나, 그 동안 정보통신 기술개발에 관한 의사결정에서 국가 차원의 정책적 고려가 매우 미흡하였다. 본 연구에서는 정보통신 분야에서의 기술정책에 대한 체계적 접근을 시도하였다. 본 연구의 결과는 세부분으로 구성되어 있다. 첫째, 정보통신 분야 기술정책의 체계를 제시하였다. 기존의 관련자료와 기술개발 전문가 및 정책 입안자들과의 면담을 거쳐 본 연구에서는 정보통신 기술정책에 포함되어야 할 주요내용을 1. 비전 및 우선순, 2. 산업조직및 하부구조, 3. 기술확보, 관리및 활용, 4. 정부 역할 및 정책 추진 기본 체계, 5. 국가 기술혁신시스템의 구축등 5개 부문으로 구분하고 각 부문별로 우리나라 정책현황과 문제점, 개선방안을 검토하였다. 둘째, 정보통신 기술개발에 관한 의사결정에서 고려해야 할 사항들을 정리하여 3단계 기술정책 수립모형을 개발하였다. 1단계에서는 검토대상사업이 정보통신 기술정책의 기본 지침과 일치하는지 확인하고, 2단계에서는 검토대상사업이 정보통신 기술정책의 내용상 우선순위에 부합하는지 검토한다. 3단계에서는 구체적인 기술정책지표에 의해 검토대상사업을 항목별로 검토하고 종합평가하여 최종의사결정을 한다. 여러 기술정책지표 항목들에 대해 가중치를 주어 평점모형(Scoring Model)을 통해 종합지표를 산출할 수도 있다. 셋째, 본 연구에서 제시한 3단계 기술정책 의사결정과정 모형을 CDMA 개발의 타당성을 검증하였다., (4) 교수-학생간의 인간적인 관계, (5) 숙제 및 과제물과 같은 5가지의 요인으로 구성되어진 것으로 분석되었다. 특히 한국학생을 대상으로 하여 AHP를 이용하여 각 요인들의 수업효과에 대한 상대적 가중치를 조사하였다. 특이한 결과는, 미국학생의 경우 수업준비 및 강의 방법이 상대적으로 중시된 반면, 한국학생들은 미국학생들이 비교적 덜 중시하는 교수-학생간의 인간적인 관계가 수업효과를 높이는데 가장 큰 기여를 하는 것으로 나타났다. 본 연구는 한국 문화의 특징이라 할 수 있는 교수-학생간의 인간적인 관계가 중시되는 교육환경하에서, 정보화 사회의 한 수업형태인 재택수업을 외국(특히 미국)의 방법을 그대로 따라 실시할 경우, 많은 부작용이 있을 수 있다는 것을 암시하며, 따라서 우리 교육문화에 맞는 재택수업 형태의 개발이 시급함을 제시한다고 하겠다.column density of HCaN is (1-3):n1014cm-2. Analysis on Ecosystem Service Hotspots Based on Regional Environmental Stakeholders' Perception - A case study of Ansan - (지역 환경분야 이해당사자 인식을 반영한 생태계서비스 우수지역 분석 - 안산시를 대상으로 -)

  • Identification and mangement of ecosystem service hotspots are necessary to set environmental policies that include concepts of ecosystem service. Assessment and mapping of ecosystem service hotspot referring areas with high amount of ecosystem services provide essential information to manage ecosystem services effectively. Assessment of hotspots based on regional environmental stakeholders' perception is an useful approach to identify priority areas where management practices are required. This study estimated weights on regulating ecosystem services from regional environmental stakeholders' surveys in Ansan, and then, identified regulating service hotspots with weights. The result indicated that regulating services are, in order of importance, water quality, air quality, erosion, and climate control. The north-eastern forest of Ansan was mainly revealed as an ecosystem service hotspot. Ecosystem service hotspots were spatially distributed similarly regardless of environmental stakeholders' weights. Identification of ecosystem service hotspot with environmental stakeholders' perception can be applied in decision-support tools for ecosystem service management.

  • Green/climate technology has been emphasized as a growth engine that can boost the global economy via environmentally friendly products. Recently, SMEs in Korea have been recognized as a critical actor in the globalization of green/climate technologies. However, there has been no survey and few studies on the satisfaction level of the support for the overseas expansion of SMEs in the green/climate technology field. Therefore, this study aims to support a policy for the establishment of SMEs' green/climate technology by investigating and analyzing expert opinions on SMEs. Through a literature survey, support policies were classified into four types, and then according to the types, satisfaction factors and obstacle factors for overseas expansion were derived and analyzed. In the results, the SMEs overall showed low levels of awareness and satisfaction and were found to be struggling due to all obstructive factors. In addition, the most important success factor for overseas expansion was found to be the policy related to funding support. Thus, it is necessary to improve the accessibility, advertisement, and support strategies of support policies, and in particular, appropriate budget allocation should be made available by considering the characteristics of companies.

  • Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

A Study on Development of Safety Management Evaluation Index for Shipping Company (해운선사 안전관리 평가지표 개발에 관한 연구)

  • There is no safety evaluation index with marine accidents and information of ship's safety management result for good grasp of safety management level of shipping company and effective monitoring. In this paper, we proposed a SMEI(Safety Management Evaluation Index) for evaluation of shipping companies. The SMEI is consist of MAR(marine accidents ratio), SSMR(ship safety management ratio) and SAP(safety advantage point) through brainstorming of the expert group and AHP(analysis hierarchy process)in previous study. And weights of SMEI are calculated using experts's opinions through the Delphi method. We also verified the validity of proposed SMEI to 119 Korean shipping companies with 916 ocean-going ships of Korean flag, which grouped three part (small, mid and big) by number of ship and gross tonnage. And we found out 19 shipping companies, 8 companies in group1 & group2 respectively and 3 companies in group 3, with score below 1.0 by SMEI. In these companies, there are no marine accidents in recent 3 years and appeared low frequency remarkably in the detention and mojor non-conformity by data analysis.

  • In a performance-based evaluation of structures in use, the current performance is assessed by summing up the weighting of the evaluation indices for each performance. In this study, to suggest a performance-based evaluation technique for NATM tunnels in use, the performance evaluation indices were derived by examining the characteristics and similarities of each index developed from previous study. The weighting of the evaluation indices was derived by calculating the relative importance of each evaluation indices from the AHP analysis. In order to develop a quantitative evaluation model, grading criteria for each performance index was derived through literature review, and performance evaluation tables for road and railway tunnels were presented. In order to verify the significance of the proposed performance evaluation model, the correlation analysis was performed between each evaluation index and the final evaluation result. In the correlation analysis, the survey data measured through precision safety diagnosis in the tunnel in use was applied. It may be said that the proposed evaluation indices, weighting, criteria and evaluation models for tunnels in use can be applied to the performance-based maintenance system of tunnels.
